TheSustainableIntensificationofAgriculturalResearchandLearninginAfrica(SAIRLA)ProgrammeisaUKDepartmentforInternationalDevelopment-fundedinitiativethatseekstoaddressoneofthemostintractableproblemsfacingsmall-holderfarmersinAfrica-howtoengageinthemarketeconomyandtodeliversustainableintensificationofagriculture,thatis,whichavoidsnegativeimpactsontheenvironment.SAIRLAwillgeneratenewevidencetohelpwomenandpoorAfricansmallholderfarmersdevelopenvironmentallyandfinanciallysustainableenterprisesandboostproductivity.Theresearchwillfocusnon-exclusivelyon6countries(BurkinaFaso,Ethiopia,Ghana,Malawi,TanzaniaandZambia),thuscomplementingotherresearcheffortsintheseregions.

1. IntroductionsandwelcomeAtoTahirHedeto,AdamiTuluJidoKombolchaWoredaadministrationrepresentativewelcomedthe participants. Ato Tahir underlined that intensification of sustainable agriculture forimprovement of community livelihood could be realized with the involvement of relevantstakeholders.Accordingtothespeaker,itisinthataspectthatresearch-backedandevidence-basedlivelihooddiversificationstrategycouldbeachievedintointensifysustainableagriculturefor society welfare. Diriba Debele asked participants to write down their expectation andintroducethemselves(participantlistAppendix1).

Heexplained that the concept of SAI developed in response to the need for approaches thatincreasefoodproductioninresponsetothedemandofagrowingpopulationwhileconservingcriticalecosystemservices.Akeypremiseisthatincreasedfoodproductionshouldnotleadtoencroachmentintoprotectedbiodiversityhotspots.

1.3. IntroductiontotheprojectMiekeBourneintroducedtheproject,highlightingtheaims,researchquestions,projectactionareasandconceptualframework.Projectaim:tobuildaninterdisciplinaryresearchprogrammetoincreasetheuptakeofcontext-appropriate SAI innovations in East and southern Africa through evidence generation, dataanalyticsandthedevelopmentofinnovativetoolsforstakeholderengagementwithevidence.She outlined the project is part of a larger programme: the Sustainable AgriculturalIntensification Research and Learning in Africa (SAIRLA) funded by the UK Department forIntegratedDevelopmentfundandmanagedbyWygandUniversityofGreenwich.The project has a research focus and aims to address two key research questions.PrimaryQuestion:Howcanthetrade-offsbetweenincreasedproductionandenvironmentalimpactbeanalysedandmanagedacrossdifferentscales?SecondaryQuestion:Whatarethekeypolicyprocesses?Howcanengagementstructures,toolsand metrics help decision makers create an enabling environment for resource-poor

smallholders, especially women and young people, to sustainably intensify agriculturalenterprises?MrsBournehighlightedtheinterdisciplinaryapproachofSAI:• It is widely agreed that to accomplish these aims, a truly interdisciplinary approach is

needed.• Recent analyses show that key barriers to adoption of SAI by smallholders in SSA are

associatedwith,institutions,markets,policiesandtechnologies(Reardonetal.,2011).• Addressing these requires that SAI approaches embrace a farmer-centered approach,

encouragingconstructivecommunicationacrossmultiplestakeholders,developmentofaconducivepolicyenvironment(Barrettetal.,2002)andcreativesociallearninginnovations,including co-learningwith farmersand gender-transformative approaches (Pretty et al.,2011).

TheprojectisworkinginTanzania,EthiopiaandZambia.

DiribaprovidedsomeinformationontheACIARFundedTreesforFoodSecurityProjectwhichisimplementedbytheWorldAgroforestryCentreandoperatinginthearea:TheTreesforFoodSecurityProject(T4FS)isanAustralianCentreforInternationalAgriculturalresearch (ACIAR) funded project aimed at enhancing food security for resource-poor rural

peopleinEasternAfrica.T4FS’researchgoalunderpinsnationalprogrammestoscaleuptheuseoftreeswithinfarmingsystemsinEthiopiaandRwandaandthenout-scalesuccessestorelevantcontextsinUgandaandBurundi.PartnersinEthiopiaThe Ethiopian Environment and Forest Research Institute (EEFRI), the Ethiopian Institute ofAgriculturalResearch,theOromiaAgriculturalResearchInstitute,theUniversityofAddisAbabaUniversity,theMekeleUniversity,CIMMYTandWorldVisionEthiopia.Internationalscientists(from ICRAF and CSIRO) have been involved in implementing the project and supervisingstudents. In turn, PhD andMSc students works contribute to achieve some of the projectobjectives.Majoractivities

ü Longtermtrials(LTTs)(MelkasaandBako)toquantifyTree-cropinteractionü Participatory trials in 8 districts (more than 400 farmers reachedwith fruit trees &,

timber/foddertreespecies).Besides,theprojectbuilttworuralresourcecentres(Ziway&BakoTibe)thatareplayingcriticalroleincapacitatingfarmers,youthentrepreneursandthelocalcommunityinproductionandsupply of improved fruit trees and other economically important tree species for farmers,privateinvestorsandlocalNGOsandCBOs.Theyouthentrepreneursareprofitmakingentitythatprovideservicesforthelocalcommunitiesandotherinterestedyouthgroupswhowanttocultivatetheirownfruittreeproduction.HadiaprovidedbackgroundonAfricaRISINGproject,partofwhichisimplementedinEthiopiabytheWorldAgroforestryCentre.• TheAfricaResearch inSustainable IntensificationfortheNextGeneration(AfricaRISING)

program comprises three research-for-development projects supported by the UnitedStatesAgencyforInternationalDevelopment

• Through action research and development partnerships, Africa RISING is creatingopportunities for smallholder farm households through sustainably intensified farmingsystems that improve food, nutrition, and income security, particularly for women andchildren,andconserveorenhancethenaturalresourcebase.

• InEthiopia, themainaimof theproject is to identifyandvalidatesolutions toachievingefficienciesfrommanagingcrops,trees,waterandlivestocktogether.

OperationSites:Theprojectworksineightinterventionkebelesinfourworedas(districts)ofAmhara,Oromia,SNNPandTigrayregions.Partners:• Academicinstitutions• Federalresearchorganizations• Regionalresearchorganizations• OfficesofAgriculture• AgriculturalTransformationAgencyPhaseIachievements:• Knowledgeandskillsinfarmingcommunitieshavebeenstrengthenedequitably,allowing

allfamilymemberstobenefit.• Farmers operating systems becomes sustainably intensified which means, levels of

productionandproductiveefficiencyhaveincreasedinwaysthatcanbemaintainedbothenvironmentallyandeconomicallyoverthelongerterm.

• Improvedpartnershipsamongfarmers,supportservicesandothervaluechainactorshavereduceduncertaintiesaboutmarketfunction

• They have more reliable input supplies and resilient production that ensure a moreconsistentprofitfromproducesoldatmarket.

DrAssefagaveclosingremarkduringtheonedayworkshop.Inhisremark,DrAssefa,explainedthatthetitle‘Bringingevidencetobearonnegotiatingecosystemserviceandlivelihoodtrade-offsinsustainableagricultural intensificationinTanzania,EthiopiaandZambia’containscoreterms: ecosystem services, livelihood, trade-offs and negotiation in sustainable agriculturalintensification.Hefurtherexplainsthatecosystemserviceisenhancedthroughintensification(croppingperunitarea),diversificationandexpansionofsites.AccordingtoDrAssefa,thefirstoption(intensification)thatencompassesmorecropproductionperdropofwater,improvingsoilfertilityandplantmanagementisthefocusoftheproject.Theparticipantsunderlinedtheimportanceofenhancelandcoverthroughafforestationandorareaclosuresinimportanttomakedifferenceinsustainableagriculturalintensification.Itwasalsoaskedifthereareothertechnologiesforwateruseefficiencyotherthanfurrowirrigation.

2. GatheringperspectivesMrs.BourneandDr.Assefaaskedparticipantstorespondtothestatement:SAIisbuildinguponwhatwearealreadypracticing.Participantswereaskedtophysicallymovetooneofthecardson the floormoving from strongly agree, somewhat agree,neutral, somewhatdisagreeandstronglydisagree.Participantsateachofthepointswereaskedtoprovidesomeinsightontheirresponsechoice.Participantsfromthedifferentgroupsgavethefollowingreasonsfortheirchoice:Somewhatagreed

• Few participants explained that there is a good start to incorporate the issue of SAI inexistingpracticesbutitlacksconsistencyanditisnotinawellorganisedmanner.

Stronglyagreed• More participants mentioned that it is one of critical government agendas, there is

evidencesonsoilandwaterconservation,areaenclosure,mixedcropping,supplementaryirrigation and intercropping and other similar practices. Particularly in Oromia Region,conservationagricultureisunderimplementationwithdifferentstakeholders.

3. SustainableAgriculturalIntensificationrelevantpracticesinZiwayIngroups,participantswereaskedtoidentifyfourSAIpracticescurrentlyongoinginthearea.Eachpracticewasrecordedonthetopofacardwiththegender(men,women,youth,all)usingthatpracticealsorecorded.Thebenefitsandanynegativeconsequencesaswellasbarrierstoadoptionwerediscussedinthegroupsandrecorded.

achievemutuallyagreedupondevelopmentoutcomes.• TheSHAREDsupportsthatdecision-makingmustbeinclusive,embracethecomplexity

knowledge systems, sectors and institutions and opportunities for stakeholders tointeractwithandinterrogatetheknowledge,experienceandevidence.

4.1 RootcauseanalysisforbarrierstoadoptionofSAIpracticesParticipantsagreedonfivekeybarrierstoadoptionofSAIpracticesinthedistrict(listedabove).Each group addressed one of these key barriers each. Participants drewmaps showing thecausesofthekeybarrier.Foreachcausethequestion‘Why?’wasaskedsothegroupsmovedtowardsrootcauses.
