    Rent Preservation and the Persistenceof Underdevelopment

    When citizens in a poor constrained society are unequally endowed,they are likely to fnd it hard to agree on re orms, even though thestatus quo hurts them collectively. Each citizen group or constituency

    pre ers re orms that expand its opportunities, but in an unequal soci-ety, this will typically hurt another constituencys rents. Competitiverent preservation ensures no comprehensive re orm path may com-

    mand broad support. The roots o underdevelopment may there orelie in the natural tendency toward rent preservation in a divided society. ( JEL D72, O10, O17 )
