Physical Site Characterization
Background Information:
The Mukluk Preserve site (the site) is located at 239 Pautipaug Hill Road in Baltic, New London
County, Connecticut (CT). Baltic is a village in the Town of Sprague. The 17-acre site consists
of the former shooting/skeet range of the Former Mukluk Sportsman Club, Inc., which is located
within the approximately 278.5-acre Sprague Land Preserve purchased by the Town of Sprague,
Connecticut. The site also contains wooded, vegetated areas, with several streams and wetlands.
The geographic coordinates, as measured from the approximate center of the site, are 41º 39' 7.8" north latitude and 72º 6' 37.7" west longitude.

In general, the site has been used for hunting, fishing and other passive recreation. The Mukluk
Sportsman Club, Inc. began leasing this property in 1955, and used a portion of the property as a
skeet shooting and rifle range since 1966.
In 2005, the 278.5-acre Sprague Land Preserve was purchased by the Town of Sprague to be
retained as open space. A portion of the funding was obtained via an open space/land acquisition
grant from the Connecticut Department of Energy and Environmental Protection (CT DEEP). It
consists primarily of mixed hardwood forest abutting the Shetucket River.
Due to its use as a skeet range, a portion of the site has been contaminated with lead shot
(ammunition), as well as polycyclic aromatic hydrocarbons (PAHs) and total petroleum
hydrocarbons (TPH) from clay targets.
On 3 June 2004, a Phase I and II Environmental Site Assessment was completed by Paul
Burgess, LLC, on the behalf of the Town of Sprague. The Phase II report concluded that
although PAHs were present in soils, the levels were below the values listed in the CT
Remediation Standards Regulations (RSRs), and therefore were not the primary contaminant of
concern. The analytical results did indicate that lead concentrations in the soil were consistently
above CT Remediation Standard Direct Exposure Criteria (DEC) and CT Pollution Mobility
Criteria (PMC). Lead concentrations also exceeded hazardous waste levels in some areas. A draft
Phase III Field Investigation and Remedial Action Plan was submitted in December 2004. A site
visit was conducted on 21 August 2007 with the Connecticut Environmental Review Team.
Various studies and remediation efforts have been conducted at the site to determine if there is a
non-intrusive method for cleanup of the lead-contaminated soil on site. Under an EPA
Brownfields grant, an estimated 17 tons of building material, 8 tons of solid waste, and 300 tons
of target and shell debris were removed and properly disposed of. In addition, the University of
Connecticut conducted a phytoremediation study using willow, Indian mustard, and blue fescue
grass. The results of the phytoremediation study revealed that it was not a viable alternative.

In December 2007 and April 2008, Paul Burgess, LLC, on behalf of the Town of Sprague, completed the Leaf Litter Removal and Disposal Project conducted at this site. The purpose of the project was to clear a wooded area, and remove leaf litter and lead shot from the proposed phytoremediation demonstration area.

Physical Site Observations
The 17-acre site consists of the former shooting/skeet range located within the 278.5-acre Sprague Land Preserve. The site contains heavy forested areas, including coniferous and mixed deciduous forests. In addition, a pond, wooded wetlands, and stream are located on the western portion of the site. Additionally, an electrical powerline right-of-way bisects the site north to south on the eastern portion of the site.
The area of high lead contamination is currently bounded by either a 4-foot or 5-foot fence. The enclosed area includes the shot fall zone and a cleared shooting area. The shooting area itself is approximately 300 by 200 feet. The entire area contaminated by lead shot is similar in shape to a baseball field. The length of the immediate skeet field is approximately 500 feet in an east-west direction, and then it fans out from this area approximately 600 feet west-northwest, 400 feet east-northeast, and 700 feet north. A clubhouse is located to the south, adjacent to the shooting area, but is outside the contaminated area.
START personnel observed lead shot, shotgun shells, and clay pigeons throughout the site.

Description of Sampling Conducted
On 15 and 16 July 2013, START personnel established 50-foot by 50-foot grids over the site. On 17 July 2013, START personnel collected 103 five-point composite surface soil samples, including 11 field duplicates, from the 50-foot grids. On 18 July 2013, START personnel collected 95 five-point composite surface soil samples, including six field duplicates, from the 50-foot grids. On 19 July 2013, START personnel collected 22 five-point composite surface soil samples, including three field duplicates, from the main 50-foot grid system. START collected 28 five-point composite surface soil samples, including two field duplicates, from a 50-foot grid system that was established west of the on-site pond. In addition, START collected six surface water samples, including one field duplicate, from the on-site pond and stream. All of the soil samples were collected for on-site metals screening via XRF by START member Mace. Approximately 10% of the samples were selected for confirmatory metals analysis. The surface water samples were collected for metals analysis.
On 6 August 2013, START personnel collected a total of 27 five-point composite surface soil samples, including two field duplicates, from the main 50-foot grid system. All of the soil samples were collected for metals analysis via XRF by the EPA OEME laboratory.

Site Description

Sprague. The 17-acre site consists of the former shooting/skeet range of the Former Mukluk
Sportsman Club, Inc., which is located within the approximately 278.5-acre Sprague Land
Preserve purchased by the Town of Sprague, Connecticut in 2004/2005. The geographic
coordinates, as measured from the approximate center of the site, are 41º 39' 7.8" north latitude and 72º 6' 37.7" west longitude (see Appendix A, Figure 2) [2].
The 17-acre site contains open fields and heavily forested areas including coniferous and mixed
deciduous trees. In addition, a pond, wooded wetlands, and stream are located on the western
portion of the site. Additionally, an electrical powerline right-of-way bisects the site from north
to south on the eastern portion of the site [3].
The area of high lead contamination is currently bounded by either a 4-foot or 5-foot fence. The
enclosed area includes the shot fall zone and a cleared shooting area. The shooting area itself is
approximately 300 by 200 feet. The entire area contaminated by lead shot is similar in shape to a

III Field Investigation and Remedial Action Plan was submitted in December 2004. A site visit was conducted on 21 August 2007 with the Connecticut Environmental Review Team [3].
In September 2006, Metcalf & Eddy conducted an EPA Non-Targeted Brownfields Assessment at the site, collecting soil samples within the area of the proposed fence. Soil samples were collected for total lead and Toxicity Characteristic Leaching Procedure (TCLP) lead. Analytical results indicated total lead concentrations up to 168,000 micrograms per gram (µg/g) and TCLP lead up to 79.6 milligrams per Liter (mg/L) [4].
From 2006 through 2007, Paul Burgess, LLC, on behalf of the Town of Sprague, addressed contamination at the site by installing a fence around the entire area of contamination; making improvements to the gravel road within the range area to “cap” lead-contaminated soil to allow safe pedestrian passage; and removing and properly disposing of approximately 17 tons of building material, 8 tons of solid waste, and 300 tons of target and shell debris from within the range area [5].
In December 2007 and April 2008, Paul Burgess, LLC, on behalf of the Town of Sprague, completed the Leaf Litter Removal and Disposal Project conducted at this site. In June 2008, soil sampling of the range area was conducted following the target and shell debris removal by the Town of Sprague representative, Paul Burgess, LLC. Analytical results indicated that only four of the 41 soil samples revealed lead concentrations above the CT RSR DEC of 400 parts per million (ppm) [7].
Various studies and remediation efforts have been conducted at the site to determine if there is a non-intrusive method for cleanup of the lead-contaminated soil on site. Under an EPA Brownfields grant, an estimated 17 tons of building material, 8 tons of solid waste, and 300 tons of target and shell debris were removed and properly disposed of (as noted above) [5]. From January 2008 through February 2009, the University of Connecticut conducted a phytoremediation study using willow, Indian mustard, and blue fescue grass. The results of the phytoremediation study revealed that it was not a viable alternative [8]. In June 2009, the CT Department of Public Health (CT DPH) conducted an evaluation of the proposed cleanup plan for the contaminated upland soils at the site. Recommendations by CT DPH included excavating upland surface soils to less than the CT RSR for lead of 1,000 milligrams per Kilogram (mg/Kg) prior to placing a 6-inch soil cap over contaminated soils; or applying a 4-foot soil cap over existing upland soils; or using fencing and signage and heavy vegetative cover to restrict access to contaminated upland soils; or designating certain areas for walking/hiking and performing additional remediation in those areas to meet the CT RSR of 400 mg/Kg for lead [9].
Site Activities
On 13 June 2013, EPA On-Scene Coordinators (OSCs) Karen Way and Allen Jarrell; EPA Intern Mark St. Fleur; and START member Eric Ackerman mobilized to the site to conduct a walkthrough of the site. START member Ackerman established a support zone and calibrated the air monitoring instrument, a MultiRAE, and a gamma radiation meter (MicroR) [10, 11].

Background levels were recorded in the Health and Safety Plan (HASP) as follows: volatile organic compounds (VOCs) = 0.0 parts per million (ppm); lower explosive limit (LEL) = 0%; oxygen (O2) = 20.9%; and MicroR = 12-15 microRoentgens per hour (μR/hr). START member Ackerman conducted a safety and operations meeting, and on-site personnel reviewed and signed the site HASP. The HASP was prepared as a separate document, entitled Weston Solutions, Inc., Region I START Site Health and Safety Plan (HASP) for the Mukluk Preserve Site, Baltic, Connecticut, dated June 2013. Following the completion of the site walk, EPA OSCs Way and Jarrell and START member Ackerman discussed establishing a grid system over the property to better define the extent of lead contamination, which was previously determined and delineated (via temporary fencing) by Paul Burgess, LLC.
On 15 July 2013, EPA OSC Way and START members Ackerman, Bonnie Mace, Colin Cardin, and Jonathan Saylor mobilized to the site to establish 50-foot by 50-foot grids over the site, and to conduct surface soil and surface water sampling. START personnel established a support zone and calibrated the air monitoring instrument, a MultiRAE. Background levels were recorded in the HASP as follows: VOC = 0.0 ppm; LEL = 0%; and O2 = 20.9%. START member Mace conducted a safety and operations meeting, and on-site personnel reviewed and signed the site HASP. For the duration of the project, START personnel conducted a daily tailgate safety and operations discussion; and calibrated the air monitoring instrumentation prior to initiating work, or if there were any modifications to the work schedule, or safety issues.
START personnel began establishing a 50-foot grid system over the majority of the site, from the access road on the west and extending to the fence along the east. START personnel completed approximately 50% of the 50-foot grid system. START member Mace utilized the TrimbleTM Pathfinder Pro XRS Global Position System (GPS) unit to record sample locations and site features (see Appendix A, Figure 3) [12].
On 16 July 2013, EPA OSC Way and START members Ackerman, Mace, Cardin, and Saylor mobilized to the site to continue establishing the 50-foot grid system. START personnel established a support zone and calibrated the air monitoring instrument.
START personnel continued establishing the 50-foot grid system over the site, from the access road on the west and extending to the fence along the east. START personnel completed approximately 90% of the 50-foot grid system (see Appendix A, Figure 3).
On 17 July 2013, EPA OSC Way and START members Ackerman, Mace, Cardin, and Saylor mobilized to the site to conduct surface soil sampling. START personnel established a support zone and calibrated the air monitoring instrument, a MultiRAE.
START personnel began soil sampling within the 50-foot grids. START personnel collected 103 five-point composite surface soil samples, including 11 field duplicates, from the 50-foot grids (see Appendix B, Table 1) [13]. All of the soil samples were collected for on-site metals screening via X-Ray Fluorescence (XRF) conducted by START member Mace (see Appendix B, Table 3) [14]. Approximately 10% of the samples were selected for confirmatory metals analysis. Sampling activities were performed in accordance with the site sampling and analysis plan (SAP), which was prepared as a separate document, entitled Sampling and Analysis Plan for the Mukluk Preserve Site, Baltic, New London County, Connecticut.

START personnel continued sampling the main 50-foot grid system. In addition, START continued establishing the 50-foot grid system on the area to the west of the on-site pond. START personnel collected 95 five-point composite surface soil samples, including six field duplicates, from the 50-foot grids. All of the soil samples were collected for on-site metals screening via XRF by START member Mace. Approximately 10% of the samples were selected for confirmatory metals analysis. In addition, START member Mace photodocumented sample locations and site features (see Appendix C, Photodocumentation Log).
On 19 July 2013, EPA OSC Way and START members Ackerman, Mace, Cardin and Saylor mobilized to the site to complete surface soil sampling, and to conduct surface water sampling. START personnel established a support zone and calibrated the air monitoring instrument, a MultiRAE.
START personnel continued sampling the 50-foot grids and collected 22 five-point composite surface soil samples, including three field duplicates, from the main 50-foot grid system. START also collected 28 five-point composite surface soil samples, including two field duplicates, from the 50-foot grid system that was established over the area to the west of the on-site pond. In addition, START collected six surface water samples, including one field duplicate, from the on-site pond and stream (see Appendix B, Table 2) [15]. All of the soil samples were collected for on-site metals screening via XRF by START member Mace. Approximately 10% of the soil samples were selected for confirmatory metals analysis. The surface water samples were collected for metals analysis.
Following sample collection activities, START personnel completed a chain-of-custody (COC) record to document the history of samples from the time of sample collection through transportation and analysis (see Appendix D, Analytical Data and Chain-of-Custody Record). Selected soil samples were sent to EPA Office of Environmental Measurement and Evaluation (OEME) laboratory, located in North Chelmsford, Massachusetts, for confirmatory metals analysis. All of the surface water samples were sent to EPA OEME for metals analysis.
On 6 August 2013, EPA OSC Way and START members Ackerman, Cardin, and John Burton mobilized to the site to complete surface soil sampling. START personnel established a support zone. START member Ackerman conducted a safety and operations meeting, and on-site personnel reviewed and signed the site HASP.
START personnel completed the final 50-foot grids (main grid system) that were located along the eastern portion of the site, and completed the sampling of those grids. START personnel collected a total of 27 five-point composite surface soil samples, including two field duplicates. All of the soil samples were collected for metals analysis via XRF at the EPA OEME laboratory.
Following sample collection activities, START personnel completed a COC record to document the history of samples from the time of sample collection through transportation and analysis (see Appendix D, Analytical Data and Chain-of-Custody Record). All of the soil samples were sent to EPA OEME laboratory, located in North Chelmsford, Massachusetts, for XRF metals analysis.

On 19 and 20 August 2013, START received the analytical data results from OEME [16-19]. These data are summarized in Appendix B (see Appendix B, Tables 4 through 6). Complete laboratory data results may be found in Appendix D.
Analytical Data Summaries
Soil Samples
Lead was detected in all 247 surface soil samples that were screened on site with the XRF analyzer, ranging from 41.1 parts per million (ppm) to 37,800 ppm (see Appendix A, Figure 4, and Appendix B, Table 3).
A total of 15 metals were detected in the surface soil samples that were submitted for confirmation analysis at EPA OEME and include the following [maximum concentration in milligrams per Kilogram (mg/Kg), and sample location in parentheses]: aluminum (19,000 mg/Kg in G550); arsenic (950 mg/Kg in F000); barium (55 mg/Kg in H100); calcium (2,900 mg/Kg in C200); cobalt (4.5 mg/Kg in N300); chromium (29 mg/Kg in C200, E250, and H100); copper (51 mg/Kg in G800); iron (18,000 mg/Kg in N300); magnesium (3,900 mg/Kg in H100); manganese (270 mg/Kg in C200); nickel (16 mg/Kg in H100); lead (120,000 mg/Kg in F000); antimony (3,400 mg/Kg in F000); vanadium (52 mg/Kg in N300); and zinc (160 mg/Kg in BB600). In addition, two metals (arsenic and lead) were detected above their respective CT DEEP Direct Exposure Criteria for Residential Soil (CT DEEP DEC RC) and/or Industrial-Commercial Soil (CT DEEP DEC I-C) standards in one or more surface soil samples (see Appendix B, Table 4, and Appendix E, References 16 and 17).
Three metals were detected in the surface soil samples that were submitted to the EPA OEME laboratory for XRF analysis, and include the following (maximum concentration in mg/Kg, and sample location in parentheses): barium (440 mg/Kg in E1050); chromium (48 mg/Kg in D850); and lead (3,460 mg/Kg in D850) (see Appendix B, Table 6, and Appendix E, Reference 19).
Surface Water Samples
Seven metals were detected in one or more of the surface water samples and include the following [maximum concentration in micrograms per Liter (µg/L) and sample location in parentheses]: aluminum (970 µg/L in SW-05); barium (100 µg/L in SW-03); calcium (7,000 µg/L in SW-05); iron (3,700 µg/L in SW-04); magnesium (1,200 µg/L in SW-05); manganese (320 µg/L in SW-04); and lead (160 µg/L in SW-05). In addition, one metal (lead) was detected above the CT DEEP Surface Water Protection Criteria (CT DEEP SW PC) (see Appendix B, Table 5, and Appendix E, Reference 18).
