Objective

The overall objectives of the Freedom Through Vigilance Association (FTVA) are to foster continued awareness of the mission and accomplishments of the United States Air Force, in general, and specifically those of the Air Force Intelligence, Surveillance and Reconnaissance Agency – and to provide Association members a forum for desirable social, educational and humanitarian services.

Period of history

This history covers October 2011 – September 2012 and spans the social year of the FTVA.

Organization

The Kelly AFB Commander, Col. John Webb, organized the Freedom Through Vigilance Association, formerly known as the USAFSS/ESC Association and the USAFSS/ESC Alumni Association, on October 26, 1981, with the approval of the Association’s Constitution and Bylaws. The Alumni charter was granted on December 2, 1981. William T. Ballard was the chartering president.

WHAT IS THE FTVA?

WHY WAS IT STARTED?

WHAT DO WE DO?

The Freedom Through Vigilance Association (FTVA) is a private, non-profit corporation established in 1981 and is dedicated to the support and perpetuation of the objectives of the USAF and USAF Security Service and its successor Commands/Agencies. We currently provide support to social, educational and humanitarian services of USAF in general and the Air Force Intelligence, Surveillance and Reconnaissance Agency and its subordinate organizations in particular. Principally located in San Antonio, TX, we have FTVA Chapters in Washington, DC (Capital Chapter) Honolulu, HI (Aloha Chapter); San Angelo, TX (Heritage Chapter); Yuba City, CA (Gold Coast Chapter); Florida (Sunshine Chapter); and the newest chapter, in Colorado, (Rocky Mountain Chapter). All former and current military/civilian members of USAFSS/AFISR Agency and its successor Commands/Agencies are eligible for membership. Surviving spouses of deceased personnel are eligible for associate member status.

FTVA HALL OF HONOR

The Hall of Honor was created in 1983. It honors individuals who served USAFSS/ESC and its successor commands with great distinction and contributed immeasurably to successful mission accomplishment. The Hall of Honor preserves the legacy of those who have gone before, highlights their deeds, and honors their contributions to the nation. The Air Force Intelligence, Surveillance and Reconnaissance Agency together with the Freedom Through Vigilance Association, inducted four new members into the Hall of Honor during a ceremony held in the B. A. Larger Auditorium here Sept. 24. (Left: Maj Gen Otto and President Anthony display the 2011 HOH plaque. The four new members to the Hall of Honor join 159 other members who have been inducted over the past 28 years as CMSgt (Ret) Bob Sherwood, HOH Chairman, announced this year's inductees: Brig. Gen. (Ret.) Charles Bishop, former Security Service and ESC Inspector General; Col. (Ret.) Chris Cook, former Director of Staff, AIA; CMSgt. (Ret.) AFISR Agency Change of Command 6/10/2011 - LACKLAND AIR FORCE BASE, TEXAS -- Maj. Gen. Bradley Heithold, commander of the Air Force Intelligence, Surveillance and Reconnaissance agency since February 2009, has been nominated for promotion to lieutenant general and selected to be vice commander of U.S. Special Operations Command. Maj. Gen. Robert Otto has been named as his successor to take command of the agency. General Otto is currently director of ISR capabilities in the Office of the Air Force Deputy Chief of Staff for ISR.

LACKLAND AIR FORCE BASE, Texas -- One-by-one its metal panels were peeled away like a steel orange. The water tower defining the Security Hill skyline here since 1951 was being torn down. Construction contractors leveled the 155-foot elevated storage tank earlier this summer, clearing the area adjacent to the Cryptologic Systems Detachment for approximately 22 parking spaces. In 1998, the Security Hill water tower, with its 500,000 gallon capacity, was turned over to the San Antonio Water System (SAWS). Since then, SAWS has been working to restore the water redistribution system in the Kelly Field Annex area and Port San Antonio. The Security Hill structure's removal is part of a contract which includes the razing of the Jefferson Tank at Port San Antonio, due for completion Aug. 1.

2011 Reunion Week Golf Tournament

The 2011 Reunion Week activities again kicked off with our annual golf tournament at the Alsatian Golf Course in Castroville, Texas on September 22nd with a noon shotgun start. We had wonderful weather for the tournament this year, with temperatures in the low 90s. Once more we had a full field of 144 players, including the new AFISRA commander, Major General Bob Otto. Despite our unusually hot summer this year, the golf course was in superb shape for the tournament. The Alsatian staff did their usual fine job supporting us by responding very positively to all requests. We did bid farewell to Jeff Bober, the Alsatian head professional, who is returning to his home near Dallas to join his family’s business; we will miss his friendship to the tournament. A special thanks also to Harla Backer and her kitchen staff for the BBQ dinner served after the round. Our volunteers once more made the preparations for the tournament so much easier. A group led by Armando Zepeda was there to pack the goody bags and get them loaded on the carts, along with the scorecards, drink tickets and rule sheets. Everyone was off the course by just after 5:00, when we began the BBQ and the awards ceremony. The nine top teams and the last group received cash prizes, as did the two closest to the pin players and the longest drive champ. In addition, we were able to award several door prizes including cash, golf balls, and a drizzle stick umbrella. The winning team was Maj Gen Otto, John Bansemer, Ken Gendolfe, and Ken Maynard. They graciously donated their winner’s share to the FTVA to support the people programs at AFISRA. In second place this year was last year’s winning team of Dean Daigle, Mickey Markowitz, Mike Robertson, and Dan Howell. In third was the team of Richard Yanigamoto, Don McAuslan, John Lopes, and Mark Whitten. Lones Seiber hit the longest drive this year, while Palmer McCoy and Steve Norton collected the prizes for nearest to the pin on two par 3s. Security Service Federal Credit Union once more provided a significant cash donation to the tournament, along with the goody bags and most of the things in the bags. Our other significant cash donation was from the Freedom Through Vigilance Association. Computer Sciences Corporation (and Greg Skeckowski) donated several dozen golf balls that were given away as door prizes.

SILENT WARRIORS REMEMBER LEGACY LACKLAND AIR FORCE BASE, Texas -- For more than six decades the legacy of the United States Air Force Security Service and its successor organizations has revolved around its people. That focus was evident throughout the 63rd Anniversary Week activities celebrated by the Air Force Intelligence, Surveillance and Reconnaissance Agency and its alumni group, the Freedom Through Vigilance Association, Sept. 22 to 24. The annual Remembrance Ceremony, held in the shadow of the EC-47 aircraft static display in front of the agency's headquarters, honored those Airmen who gave their lives to the agency's vital mission and our national security. Fifty 'Silent Warriors' have been killed in action since 1953. "These are not just names, they are people we still care about," said Maj. Gen. Robert Otto, agency commander, who officiated the ceremony. "These Silent Warriors represent the true characteristics of American Airmen. They don't boast of their successes, they just go on and on and on. We may never fully appreciate their sacrifices, but we must never forget." Also remembered were 103 'Fallen Eagles' -- intelligence professionals who passed away since the 2010 observance. Each name was read aloud. That reading was followed by a 21-gun salute, the playing of Taps, the playing of Amazing Grace by the Alzafar Highlander Pipe Band and an F-16 missing man flyover by the 149th Fighter Wing of the Texas Air National Guard from Lackland AFB.

” ~ Director Emeritus ~ “Mac” ~ D Col. Grover Staton McMakin (Ret), 81, died September 2, 2011. Burial was at Ft Sam Houston National Cemetery with full military honors provided by the AFISR Agency Honor Guard. "Mac" was born July 1, 1930 in Roswell, New Mexico and after completing High School at the New Mexico Military Institute in 1948, he received his Bachelor of Science in Agriculture from Oklahoma State University in 1952. That same year, he enlisted in the USAF where he received his Navigator/Bombardier wings as a 2nd Lieutenant in 1953 and his Pilot wings in 1957. Col Mac was Gen Stapleton's USAFSS Command pilot, the 6994th SS CC in Saigon, 6916 SS CC at Rhein-Main and moved the SQ to Athens, and 6944 Scty Wing CC at Offutt. He was a 1990 Hall of Honor Member and co-founder of the USAFSS Alumni Association (now FTVA) and long-time FTVA Board Member and the first Director Emeritus. He excelled at all these! Most of all, his troops always came first. Upon retirement in 1980, he returned to San Antonio, Texas where he received his Bachelors in Business Accounting in 1984. He worked at USAA as a Certified Public Accountant, retiring in 1992. Among Mac’s many military Among Mac’s many military honors and medals were the Legion of Merit with One Oak Leaf Cluster (OLC), the Bronze Star, the Meritorious Service Medal, the Air Medal with Two OLC, the AF Commendation Medal, the AF Outstanding Unit Award with Valor Device, the Army of Occupation Medal, Armed Forces Expeditionary Medal with Five Bronze Service Stars, Republic of Vietnam Gallantry Cross with Palm, and the Republic of Vietnam Campaign Medal. A 1990 FTVA HOH Inductee who served as the treasurer of the FTVA, and also the USAA Golden Eagle Club. He was preceded in death by his beloved wife, Betty Jean.

Sculptor Jerry McKenna

At 73, sculptor Jerry is in his prime. He first took up the art twenty-one years ago, after retiring from the USAF at 52. McKenna’s story is a remarkable one. McKenna divides his life into three: his childhood and student years at the University of Notre Dame; his years in the Air Force and raising his family with his wife, Gail; and the time after his military retirement, in which he has become one of America’s most sought-after realist sculptors. His monumental bronze sculptures and busts dot the country and the world, and include his iconic rendition of Notre Dame football coaches, Air Force generals, saints, and religious figures and moments in history – such as his sculptural tableaux of the Lincoln-

Douglas Debate in Alton, Illinois. He also has three sculptures in Ireland – Ollie Walsh in Thomastown, Boerne, Texas and five grown children and eleven grandchildren. Jerry is most proud of his Irish heritage. The McKennas emigrated from County Monaghan in 1840 and his paternal grandmother was born in Cullen, County Cork, and came to America in 1873. His mother’s family, the Dowlings, came from Ballyhale, County Kilkenny and arrived in Baltimore in 1887. Over the past thirty five years, McKenna has made over 40 trips to Ireland. He told Irish America “If Gail and I make no other trips during the year, we always manage a visit to Ireland. This year, we took our grand-daughter, Heather. We covered 1,000 miles and twenty-six of the thirty-two counties. Exhausting, but fun.” For twenty-five years, the Irish America Magazine has recognized the country’s 100 outstanding Irish Americans of the year; this March, Jerry McKenna was one of nine new inductees into the Irish American Hall of Fame, all of whomwere celebrated on its Top 100 list over the years. On the list, you can find community leaders and government officials, philanthropist and human rights activists, sports legends, and rising stars, Oscar-nominated actors and pioneering scientists, and writers and musicians. Ed Jolly Caps Stellar Career, Again!

For 30 years Ed Jolly, Jr., made a name for himself as a military cryptologist, retiring as a chief master sergeant in 1984. For the next 27 years he forged a civilian career before retiring here April 30 as a communications management specialist with the Air Force Intelligence, Surveillance and Reconnaissance Agency. That's 57 years of continuous federal service to the intelligence community, a longevity achievement Jolly attributed, in

part, to his passion for the job and an unusual, but effective, sleeping regimen. "I believe in getting four hours sleep each night," he said. "I also took care of my people and they took care of me." Jolly spoke highly of the mentorship he received as a young Airman. He appreciated those who trained him and provided guidance along the way. "One of my fondest memories is having worked for every commanding general this organization (in all its iterations) has ever had," Jolly said. "They were all people focused and really took care of their personnel."

And in July 2007 the agency's communication directorate conference room was dedicated as the Edward Jolly, Jr., Conference Room, with an enlarged copy of his Pioneers in Blue biography hanging outside its door. Jolly's second retirement ended his federal service time but not his desire to serve. "I plan to keep busy by volunteering at the Wounded Warrior Center in San Antonio," he said. Lonnie ‘Esa Toya’ Henderson* (*Note: That’s “Esa Toyah” in Comanche or “Grey Mountain” in English)

Recently, the Comanche Nation honored Lonnie Torralba Henderson, MSgt, USAF (Ret) for being the most decorated Comanche warrior in Comanche tribal history with 58 decorations, medals, badges, citations and campaign ribbons. In an e-mail , Lonnie wrote:

In a few hours, I will be leaving for the short drive from my home to the Comanche Nation Tribal complex to join three other combat veterans who will be honored by my tribe. I will be joined by my wife and other members of my family. Also there, perhaps not in body, but definitely in spirit, will be hundreds of my fellow airborne Silent Warrior friends, 214 of whom paid the ultimate price in 25 separate peacetime incidents. In some cases, the aircraft was shot down; in others, we still don't know really what happened. I share this honor with them and with all of you who put

on a uniform and swore to protect and defend our country. Whether you served for thirty days or thirty years makes no difference. I will at some point during this special honoring ceremony render a hand salute. Many will not realize that my salute is to all of you.

For decades, the real history of the United States Air Force Security Service (USAFSS), Electronic Security Command, Air Force Intelligence Command, Air Intelligence Agency, and the Air Force Intelligence, Surveillance, and Reconnaissance Agency (AFISRA) has been hidden behind a necessary curtain of security. This publication represents a first and a breakthrough. The AFISRA History Office successfully declassified the first USAFSS History for public release. This document details activities in 1948 and 1949. It explains how the early Security Service pioneers established and built their new command to execute a two-fold mission: (1) to provide communications security and (2) to be the cryptologic arm of the new Air Force. The reader will learn how the fledgling USAFSS overcame its many early challenges.

Rocky Mountain Colorado Chapter Established

We had a very good exploratory meeting on Thursday, 6 Oct 2011. On 3 November 2011, the first regular membership meeting of the Rocky Mountain Chapter FTVA met at Rhinos Sports Bar in Colorado Springs, CO. Minutes of the 27 Oct 11 organizational meeting were distributed and approved. The membership selected the name Rocky Mountain Chapter to identify this Colorado-based chapter of the FTVA. The membership agreed to meet monthly, while conducting most day-to-day business electronically. Possible projects were discussed, and the membership is agreed that our initial focus will be on mentoring cadets in the intelligence track at the AF Academy. Other projects will develop as the membership develops. It was agreed that a website would facilitate communication and public outreach for the chapter, and Rich DeYoung agreed to be the chapter webmaster and make that happen. It was also suggested that Facebook be utilized to enhance communications, and Mickey Markowitz volunteered to set up the page with himself, Barnie Gavin, and Sharon Frizzell as admins. Barnie Gavin provided information on the Vigilant Partners program which provides financial support to the FTVA airman recognition and development programs. Funds for the program are maintained and distributed by the parent organization in San Antonio. 1. SEPTEMBER 25, 2010 ANNUAL GENERAL MEMBERSHIP MEETING: President Lee Anthony called the meeting to order at 1155 hours in HQ Air Force Intelligence, Surveillance, and Reconnaissance Agency's Bernard A. Larger Auditorium (BALA), Larson Hall (Building 2007) on Security Hill.

2. QUORUM. President Anthony called for a quorum. Ron Haygood, FTVA Vice President, determined we have a quorum. Meeting proceeded. President Anthony opened the meeting by expressing sincere gratitude to the ISR Agency staff who participated in the anniversary week activities for this year, thanks to the gracious hospitality and support from Gen. Heithold and his staff, especially Director of Staff Ken Williams; and thanks to the Lockheed Martin team and the support for the SENIOR SCOUT display.

3. MINUTES: The 2009 FTVA General Membership Meeting minutes from September 26, 2009 were read and approved with one minor modification.

4. TREASURER'S REPORT: The Treasurer's Report was presented, discussed, and filed for audit.

5. VIGILIANT PARTNERS PROGRAM. Jim McLendon presented an update on the Vigilant Partners program's newest members and overall program status.

6. HISTORY REPORT. Historian Barnie Gavin announced that copies of the FTVA Annual History report for the previous year were available in hard copy at the meeting, and also available online on the FTVA website. The period of the history report will be changed to coincide with the annual FTVA general membership meeting.

7. HALL OF HONOR. Program Chair Bob Sherwood reported that 19 nomination packages were received this year, and it seems as though the selection process gets tougher. Thanks to the entire committee for the support and dedication, and special thanks to SMSgt Dodie Barhorst for her outstanding assistance this year as the HQ Air Force ISR Agency representative to the committee.

8. AIR FORCE ISR AGENCY LIAISON. President Lee Anthony introduced Col Mike Shields as the HQ Air Force ISR Agency representative to the VTVA Board of Directors, and expressed thanks for the support.

9. SOCIAL ACTIVITIES. Program Chair Ken Williams shared with us that there are two main social events for FTVA each year, the Spring Social and the annual Banquet. The Spring Social this year was the best-attended in a long time, with several active duty members recognized for their contributions while deployed in support of the Global War on Terrorism. Because of the large turnout and the continued deployments, will be looking to hold the event in a bigger room next year. A total of 290 tickets were sold for this banquet, Gen Hayden (USAF, Ret), former Air Force Intelligence Agency (AIA) Commander and retired Director of the Central Intelligence Agency (CIA) is guest speaker. Three bars will be open, cocktails at 1730, with dinner chimes at 1830.

10. SPORTS CHAIRMAN REPORT. Joe Hurst reported that this year's FTVA golf tournament was another great success, maxed out with 144 participants at the Alsatian Golf Course in Castroville.

11. PICNIC CHAIRMAN REPORT. A. J .Harrison expressed sincere thanks and kudos to MSgt Angela Davis and MSgt Christine Priest for their support as the HQ ISR Agency Staff support team for the event. 12. NEWSLETTER CHAIRMAN REPORT: Dennis “Rass” Rassmussen expanded the newsletter and that we are now required to mail the document in an envelope -- which will drive up the shipping cost. Thanks to all for the great input over the year, and special thanks to the chapter reports.

13. CHAPTER REPORTS. Heritage Chapter (San Angelo, TX -- JJ Graham President). 2010 was another busy year for the heritage chapter! While our membership stayed fairly stable – small but robust! – we found ourselves involved in a wide variety of projects. Here is a sampling of the year's events: a. EC-47 restoration project: b. Scrolls commemorating specific accomplishments for each decade of our past c. Chapter Newsletter improvements d. Heritage Chapter is now a private org status on GAFB e. EC-47 coin sales f. International students: Recent class attendees represented Saudi Arabia, Japan, Taiwan, Italy, Qatar, Egypt, Chile, Angola, Nigeria, Jordan, Indonesia, Kuwait, New Zealand, and South Korea (including first female officer attendee) g. Cressman project: Dedicating base facilities to fallen intel heroes h. Sebers family visit: Bldg 519 dedicated bldg 519 to the memory of TSgt Fred Sebers, a Goodfellow-trained 202 killed in Vietnam.

14. ELECTION OF OFFICERS. According to the bylaws of the Freedom Through Vigilance Association, each election within the organization must be overseen by an election committee to manage the process and properly vet the nominees. Election Committee Chair Dennis “Rass” Rassmussen presented Bob Cope as the candidate for FTVA Treasurer, and Loren “Phred” Sevening as the candidate for FTVA Secretary. Motion was made, seconded, and approved to accept the new candidates as officially elected into office.

15. OPEN FORUM. a. Who came the farthest? Several states mentioned, including California, Colorado, Virginia, Florida, Delaware, Pennsylvania, and Nebraska; but no decision was made as to who actually came the farthest. b. Who is the most senior member present? Doug Holden was not present but Chris Cook did share that Doug started service to USAFSS in 1949, and is still very active on the FTVA Board of Directors. Mr Malcolm Murf announced that he started in April 1949 and retired from USAFSS as a SMSgt -- making him the most senior member present.

16. There being no further business, motion was made, seconded, and approved to adjourn. Meeting adjourned at 1237. The next FTVA Board of Directors meeting will be on October 15, 2010 in the SSFCU Board Room at 1330. Remain in Touch!
