• Energy efficiency is dependent on good data, rather different from renewable energy where production can be easily measured
• Energy efficiency is when something delivers more services for the same energy input, or the same services for less energy input
• Energy efficiency indicators can monitor progress in energy efficiency and can show policy makers energy savings potential
Energy efficiency and energy data
Page 5 Page 5
Phase 1:
• Inventory of availability energy data Result -> energy data availability in Thailand good
• Inventory of availability of economic/physical data Result –> econ./phys. data availability good
Phase 2:
• Energy Efficiency Indicators: getting more information by combining energy data + economic /physical data
Baselines and energy data: phase 1 & 2

Why Energy Efficiency Indicators?
• Energy Intensity (on a national, overall level), is an example of an Energy Efficiency Indicator
Page 7 Page 7
Why Energy Efficiency Indicators?
• National Energy Intensity on it’s own, can say little about where energy efficiency is changing and why
• Energy Efficiency Indicators can help understand development in energy efficiency
Page 8 Page 8
1. More detailed Energy Efficiency Indicators will allow more detailed information for national EI changes
2. Combining different types of energy efficiency indicators gives even more information: - Comparing trend in energy use/household and /m2 will show the impact of change in dwelling size; - Comparing the EI industry intensity with EI industry at constant structure will show the effect of structural changes
3. Indicators help understanding the energy consumption trends: they can show what is due to energy efficiency, to economic factors, to life styles, to fuel substitutions
Why Energy Efficiency Indicators?
Page 9 Page 9
• Change in electricity use of large appliances/dwelling in EU (2000-2010) affected by two opposite effects
Why Energy Efficiency Indicators?
Page 10 Page 10
• In the EU, all countries collect data for Energy Efficiency Indicators and use these to understand energy efficiency development (and for benchmarking)
Why Energy Efficiency Indicators: EU example
Page 11 Page 11
EEDP has quantitative targets:
• That are constraining and ambitious;
• That are related to the Energy Conservation Promotion Act, B.E. 2535 (1992), as amended up to No. 2, B.E. 2550 (2007),
• That therefore require yearly monitoring and reporting
How can EEI’s support the EEDP?
Page 12 Page 12
Energy Efficiency Indicators:
• Can help to monitor progress in energy efficiency
• Can help to get a better understanding of different factors influencing energy efficiency
• Can help to set priorities for energy efficiency policies
• Can be used by policy makers who need data and indicators to monitor the impact of their actions, to prepare new policy measures and to assess long-term energy savings potentials
How can EEI’s support the EEDP?

State of affairs Energy Efficiency Indicators project
Page 14 Page 14
• Review the results of Phase 1 Energy Data analysis
• To discuss next steps in Phase 2 of Energy Data analysis with stakeholders
• To disseminate international experience in energy efficiency indicators
• To disseminate experience in Thailand to international consultant
Aim of today’s workshop

Why Energy Efficiency Indicators?

• Energy Efficiency Indicators can be as detailed as available energy data
• Both “top-down” and “bottom-up” data can be used, also in combination
Why Energy Efficiency Indicators?
Page 18 Page 18
• Several international initiatives in developing Energy Efficiency Indicators: - EU database Energy Efficiency Indicators - IEA will release method and manual soon - Worldbank efforts in developing energy efficiency indicators in developing countries
• Developing energy efficiency indicators for Thailand would be timely
• Thailand has good energy data and economic data available
Why Energy Efficiency Indicators?
