The Problem

Healthcare is ExpensiveThe state of global healthcare is the most important crisis facing mankind today. Today’s $10trillion cost increased 60% from 2004 to 2014. Consumers of healthcare do not understand whythey can not have the same technology conveniences as their banking and shopping experiencesoffer. Globally, people have the same illness and need for healthcare. Why can’t we work acrossorganizations, medical disciplines and geography to create a healthier world where everyone willbenefit? There are numerous ICO’s claiming to fix healthcare with siloed point solutions. Pointsolutions and interoperability are a major issue and part of the problem in global healthcaretoday. Our solution focus will drive a new era of value delivery and interoperability through opensource design, leveraging numerous blockchain and AI technologies. A global healthcareeconomy for consumers, providers, payers, and partners that is democratized and efficient willcreate a new healthcare environment where all can benefit and profit.

Why is Healthcare so Expensive?Healthcare systems are incredibly siloed and inefficient. In the United States alone, $500 billion ofthe annual $3.1 trillion goes to hunting for information, pushing paper and bureaucracy ratherthan actual care. In a U.S. study of 471 primary care physicians using EPIC’s EHR over the threeyears from 2011 to 2014, tracking 31 million transactions for 765,129 patients, primary carephysicians worked an average of 3.08 hours seeing patients face-to-face and 3.17 hours on“desktop medicine” each work day.[1] Physicians spent more time interacting with a computerthan providing care. The payment mechanisms to reimburse healthcare providers are alsoincredibly complex and inefficient. The reimbursement process flows through third-party payerorganizations which can erode funds that could be otherwise designated to providing care. Inaddition, these companies are slow to pay, burying providers in administrative tasks. According tothe Medical Group Managers Association, the third-party payer organizations typically reimbursedoctors within 30 days only 50.1% of the time, the remainder in accounts receivables are 11%under 60 days, and 38% up to 120 days later.[2]

The Insured, Uninsured, and the Underinsured.There are many different degrees of healthcare coverage around the world, and sometimes evenwithin each country. Some governments and companies provide “universal” health coverage, butthe definition of universal is generally quite limited. Some governments only provide coverage forselect groups such as state workers, the impoverished, or the elderly. In some emergingeconomies, employers and governments lack the resources to fund health services, so much ofthe healthcare provided is funded by international charities instead. We expect these charities toleverage our platform to serve their constituents.

A 2016 study of global healthcare funding models found that governments only cover 60% ofhealthcare costs. The cost of that coverage has increased 60% in ten years. This level of inflationin healthcare costs is not sustainable. These statistics represent the largest global opportunity fora disruptive business model supported by disruptive technology.

Needs are different around the world, and the UhX platform is well positioned to serve the needsof the uninsured and to fill the care gaps for the insured and underinsured. There is anopportunity for UhX to assist governments in providing access to affordable quality care and toaugment current coverage plans for those needs that fall outside of government funding.

These services will then lead to thedevelopment of the UhX Community Cost Sharing service enabling communities to cometogether to quickly and efficiently manage their healthcare funding, delivery and spending.

How will UhX Execute on this Vision?

We have designed the UhX Cognitive Crypto Collaborative Care Platform (C4P) as a healthcaredelivery and payment platform. By improving the flow of value, we can influence the design andbehavior of the system. UhX is building a series of intelligent mobile tools for consumers,providers, and payers. Consumers and providers will have a closer relationship and be informed,supported, and empowered with the right information to make better decisions. Patients willcontrol payments to reimburse doctors and nurses. The platform will support different payermodels. In addition to our own planned services, we anticipate a rich and varied ecosystem ofapps and services emerging from our global partners through our open API architecture.

The goal of UhX is to facilitate 2% of current $10 Trillion in global healthcare payments, from pre-approval through payment. We believe our members will see reductions in overall health costs of35% to 45% through elimination of third party approval overhead, elimination of claimsmanagement, reducing accounts receivables and collections from weeks to seconds, improvehealth through incentives, rewards, community support, and collaboration with health serviceproviders supporting their patients and UhX members.

UhX First Service on the C4P Platform – Health Cost Sharing

Healthcare cost sharing organizations (HCSO) are a well established approach to paying forhealthcare with histories going back millennia. The HCSO model is well suited to the disruptivepotential of decentralized blockchain technology much in the same way that the taxi industry wasdisrupted using smartphone technology. Just as Uber, Lyft and Didi have taken ridesharing andmade it a globally dominant transportation model, UhX will create a trusted sharing network tosupport families and individuals coming together to share their healthcare costs.

In a traditional HCSO, each individual member or member family pays a specific amount everymonth into their member account. Members who have used health services send their bills intothe organization which then pays the healthcare providers.

When funds are left over, the residual remains in the members’ account as health savings forfuture use by the community need. If the health service bills are larger than the current fund cancover, the remaining portion is rolled over to the next month and paid first before more recentbills are paid. This is not insurance, but rather a decentralized financial system with no owner, nomanager, and no entity taking risk on the liability of payment of the health cost other than theindividuals themselves.

There are currently 104 HCSOs in the world that we know of with the largest six in the USsupporting 1.4 million members. We believe that this model of managing healthcare costs can beextended to the world by leveraging the potential of the decentralization and consensus buildingof blockchain. Currently, these HCSOs centralize and manually bear the burden of assessingrequests for funding and paying providers. Under the current model, healthcare providers stillhave the same challenges of administrative overhead to determine potential payment for serviceand then actual collection. Existing HCSOs are an obvious starting market for UhX’s innovativetechnology platform because it will reduce their administrative costs and help their members.

How does UhX Enhance Health Cost Sharing?

Delivering a healthcare cost-sharing servicemeans building systems to onboard newmembers, mechanisms to approve newhealthcare providers, a set of automaticallyapproved services, systems for approvingoptional services, accounts payable processes,engaging with third-party programs for certainhealthcare events and ongoing reporting andgovernance of the funds. The UhX platform willmake each of those processes more efficientand directly democratic. In addition, UhX willhave built-in mechanisms for enhancingcommunity health by including preventativehealth treatments and rewarding achievementof health goals such as weight loss, bloodpressure reduction and exercise targets.

As a feature of the UhX platform,incentives for becoming healthierwill be built in as configurableelements. Dietitians or doctorscan establish weight-loss goals ascommunity contracts andmembers will be able to vote onwhether to support the goals ornot, including how much currencyor incentive tokens will berewarded to the member and thehealthcare provider.

When preventative healthcare actions are taken by members, such as completing a smokingcessation program or meeting fitness targets, incentive tokens will be provided to them as well.

Onboarding new members and families will be straightforward. Anyone will be able to join. UhXwill provide underlying services and analytics from the UhX Cognitive Crypto Collaborative CarePlatform to put them in virtual empathy groups of like-minded people, or they will join specializedsub-groups created by UhX or third-parties. This will be supported through our mobile apps andmobile apps created by our ecosystem of partners. Members will be able to refer other people toUhX and receive rewards in terms of our reward tokens.

UhX eliminates the need for accounts payable processes. Blockchain smart contracts are escrowcontracts with the funds embedded in the contract. As soon as the healthcare service is verified tohave been delivered, the funds move to the healthcare provider. This eliminates invoicing, 30+ daywaits for payment and collections costs for defaulting.

Three Perspectives to Deliver Better Healthcare

People Helping PeopleUhX members will have their own Intelligent Personal Assistant (IPA), paired with wearable IoTdevices to support lifestyle changes. The IPA will keep them informed, supported and empoweredin their healthcare and the intergenerational caring of their family. A key driver of the UhXCommunity is the encouragement of self-awareness using technology to show the cause andeffect of personal decisions while reinforcing positive changes with a rewards system.

Provider Health SystemsProviders will be supported with AI driven Intelligent Provider Assistant that curates the latestmedical information and is able to collaborate with a global community of practice. UhX willenable providers to maximize time spent with patients and incentivize positive health outcomeswhile minimizing friction and administrative overhead. We are changing the health paymentbusiness model by allowing a provider to provide care to people without worrying about paymentissues.

Payer SystemsPayers will be able to leverage an AI driven Intelligent Payer Assistant system to impact systemefficiency and transparency. Health payers are a third critical element in the global health system.

The most common forms today are:

• Government/taxpayer funded (not-for-profit based)

• Insurance (corporate, profit based)

• Employer funded (cost reduction based)

• Community share (self funded HCSO)

• Internal Aid funded (not-for-profit, impact based).

All of these systems want to promote healthy lifestyle decisions and operate efficiently, but eachsystem struggles in different ways to achieve these objectives. The UhX Community is an openplatform designed for the participation of individuals and large-scale health plans to join andrealize the benefits.

UhX C4P and Global Immunization & Healthcare

Global immunization and healthcare programs are a primary target for the expansion of the UhXplatform. Our platform will enable new business models for donors, governments, and non-governmental organizations (NGOs) to support global public health and disaster relief programs.Our tools will eliminate the need for myriad intermediaries involved in funding programs such asproviding vaccinations for children in developing nations or providing hot lunches for school-agedchildren.

UhX envisions a system where donor agencies can get real-time analytics on the care delivery andpayment performance of their programs, and provide just-in-time payment for those programs.More funding goes towards providing care and less towards supporting overhead, and each dollarspent is completely traceable. In some cases, the beneficiary can even be the one to confirmservice and initiate payment, further protecting the investment. For example, a new mom canconfirm a vaccination event for her child by using SMS messaging, thereby releasing payment forthe care from a donor to the provider or concerned citizens personally and directly paying forimmunizations of newborn children around the world. By using blockchain technology, all of thisis possible, in a transparent way.

“Vaccines have greatly reduced the prevalence of diseases and they continue to be important for global health today. The World Health Organization (WHO) estimates that vaccination averts an estimated 2 to 3 million deaths every year.1 However, if vaccination coverage is

improved an additional 1.5 million deaths could be avoided.” 2

We have partnered with the OpenIZ.org open source immunization community which developsimmunization solutions that currently cover over 100 million individuals in developing nations.The UhX platform will integrate with OpenIZ so that donors will be able to contribute vaccinationsto the community using our platform. Donors will receive immediate reporting and analytics ontheir investments. Donor money will be used for OpenIZ vaccination services around the world,tracking the supply chain, reducing shrinkage of donations during deployment, and eliminatingmany of the unnecessary intermediaries.

Similar democratized programs are being pursued with state and provincial programs ineverything from cancer societies to hot lunches in grade schools to MEDICAID. Anywhere there isunnecessary overhead for payers, there is an opportunity to leverage our payment platform.

The UhX platform will provide minimal friction and overhead while enabling maximum flexibilityand visibility to create specialized programs by area and in partnership with qualified providers todeliver effective, efficient care to those in need. Populations are incented towards healthybehaviors and the UhX platform can provide organizations with measurable results to the impactthrough analytics.

Our team has a great deal of experience in this areas, one of the systems they successfully builtwas a immunization system for 50 million people in Tanzania.

The UhX platform will provide numerous opportunities to build the next generation of consumerand institutional applications for healthcare. The initial platform will build out a secure APIservices layer that will be the global payment and delivery platform that UhX and our ecosystemof strategic partners will utilize.

The UhX innovative CognitiveCrypto Collaborative Care Platform(C4P) will enable our business andtechnical vision to globally changehealthcare. Our first UhX builtservices will be the cost- sharingmodel. The next UhX applicationwill support global immunization &healthcare.

UhX Services APIs

Our development team is committed and has diverse experience achieving interoperabilitybetween healthcare systems. UhX is currently active in development and our github site is wherewe share our progress.

At the center of our softwarearchitecture lies the APItechnology which ties togetherthe foundational components.This architectural approach hasbeen selected for a number ofreasons.

It abstracts potentially-changingseries of backend services awayfrom consumer applications.

This allows KYC & AML auditing and compliance functions during the initial token sales and laterwhen various services are operational on the platform. Finally, it creates a friendly developmentenvironment in which third-parties can develop innovative services and software tools which willserve to extend the benefit of the UhX ecosystem.

What Blockchain Technology Did We Select?

The UhX team, in consultation with its advisors and partners, have selected the Stellar blockchainnetwork to develop its platform for financial based transactions and Sovrin blockchain networkfor decentralized identity management. We are convinced that Stellar is the best technology tosupport our initial and ongoing business needs. This platform has a great deal of potential to be aleading technology platform enabling many new technologies yet to be imagined. In order tosupport our own development efforts and to give back to the Stellar community, we have alreadyjoined the consensus network with a full validating node.

Both of these blockchain technology decisions are in alignment with our strategic technologypartner, IBM, as we see this as an accelerator to fast and global deployment success.

Focus on Security

As custodians of our members’ personal information, and managing flows of payment and value,the security of our technical platform is of the highest priority.

We are developing each component of our software systems with security as a central focus fromarchitecture to implementation to testing and back. We are employing industry-standard, bank-level security tools such as OATH, JWT, and SSL and are engaged in ongoing penetration testing.As our solutions mature, we will expose our development hosting environment and invite publicscrutiny of the code. We hope to offer a “bug bounty” to encourage community engagement inour code development and to incentivize the software community to report any bugs orvulnerabilities in our tools. With end to end privacy and security based on advanced standards likeFIPS 140-2 and the innovation in the distributed computing, AI and Bitcoin space, we can haveprovably secure design of cryptocurrency along with rewards management, payment and tokenexchange management systems that is multi-cloud along with support for edge and mobiledevices, helping the user and provider alike.

RoadmapOur two-year roadmap is measured in seconds, minutes, hours and days. We have accomplishedgreat things from a fiscal, involvement and technological perspective. But it’s just the beginning.
