Some issues that should be treated by the Sports Agents’ Law:
Requirements to act as an agent: License? Validity period? Natural or legal persons? etc.
Representation contract content: maximum period; formal requirements; forbidden clauses; interpretative principles; etc.
Legal nature of sports agency contracts: mandate, agency or brokerage?
Agents obligations and prohibitions: "dual representation"? Inducement to breach of contract, etc.

Representation of minors players: precautions to protect minors (minimum age, parental involvement), usual practice regulation (allowance payments), etc.
Agent remuneration: minimum / maximum fee, “double payment”? etc.
Control system.

International cooperation: control and cooperation between countries.

Some advantages of regulating Agents’activity through a national Law:
Mandatory rules (≠
sports federations).
Effective control and punishment.
Complementarity with sports federations rules.
Greater application scope.
Better protection for players and clubs, more transparency and professionalism in football business.
Improvement of football's image.

Possible disadvantages of regulating Agents’activity through a national Law:
Multiplicity of regulations with different criteria.- Is this a serious problem? - Can anyone prohibit a country to regulate agents activity?
International control difficulties.- Effective control in every country + international coordination…- … No real problem!
