2019 ANNUAL WATER REPORT

Date: February 05, 2020 Prepared by: Operations Superintendent Subject: Annual Water Report - 2019

This report summarizes the water quality for the year ending December 31, 2019.

Except for the north side of the Nechako River, which is served by a private water purveyor and our rural outlying areas, the municipality has a comprehensive network of water mains to service our customers.

Population of Vanderhoof: 4,439 (2016 Census)

Service connections: Residential 794 Commercial 211

Total 1,005

Municipal Land Area: 54.83 Sq. km

The municipality obtains its water supply from two (2) deep artesian wells located at 249 Victoria Street East, immediately adjacent our Water Treatment Plant.

Following treatment, water is pumped through transmission mains to our two (2) water reservoir sites on Hunter Lane – 162,290,87 cubic meters or (35,698,989 imp gal) and Nechako Avenue - 465,724 cubic meters or (102,444,843 imp gal).

Turbidity Sample Frequency: Daily

The Drinking Water Protection Act requires mandatory training and certification of operators, permit conditions, and reporting of E. coli contamination; as well as an annual report on drinking water quality by water system operators. The sample sites are as follows treatment Plant, Arena, P&H, Westline Ford, Public Works shop, Omenica lodge, L&M Lumber, and the Booster station. Samples at River Side Park campground are taken during the summer months also.

Through our revised comprehensive “Five Year Capital Plan”, the municipality has embarked on an aggressive capital improvement program to replace and/or upgrade existing watermains that have been in the ground for several years.

The following water distribution improvements were completed in 2019.

Public Works is working diligently to keep up with snow plowing, snow removal, clearing roads, pulling curbs in the downtown core and pushing back shoulders.

Scada Upgrades: ongoing, completion and commissioning is dependent on outside trades schedules. The Kiosk arrived February 4, still awaiting the arrival of the generator. This project is forecasted for completion the end of February or beginning of March.

2020 Budget: working on the amendments to the 2020 Budget based on Council direction with the five year capital plan adoption and the shift of two 2020 projects to 2021.

Ditching: still pursuing permits to ditch Recreation Avenue East to the lagoons.

Security System: Installation is expected to be complete on all municipal buildings by late spring 2020.

Water Distribution: the installation of the filtration system for the main water line at the Vanderhoof Airport is on hold until Northern Health approves.

Christmas decorations: all Christmas decorations were removed February 4, 2020.

Pothole Patching: weather permitting, the Crew continues to fill potholes.

BC Water and Waste Certification: Staff acquiring credits and certification for 2020.

NOTE:

At the Jan. 27th Council Meeting, Council requested additional information regarding the Columbia Street water main break:

Columbia Street Infrastructure: this main cast iron line was installed in approximately 1951 - 1953. While this area isn’t prone to frequent breaks – climate change and construction result in ground settlement – shifting ground causes stress on the pipes beneath the ground leading to breakage, as is the case with this incident.

NCLGA RESOLUTION Brownfield Taxation

Whereas Brownfields littered in prime locations create loss of economic value in affected communities and draw unattractive attention to visitors and prospective investors;

And whereas Brownfields’ owners settle with paying the cheap cost of annual property taxes rather than remediation of the property for the economic development and revitalization of the community:

Therefore it be resolved that UBCM lobby the Province of BC to empower local governments by amending the BC Assessment Act to tax Brownfields in a separate property class in order to encourage revitalization of Brownfields for the economic benefits and commercial development of the community.

Forestry Economic Downturn

Whereas curtailments of local sawmills in BC have exhibited the potential of creating a significant economic downturn to the residents of BC, the local government’s tax base, and extending to the province;

And whereas limited access of local forestry industries to timber continues to incite more aggravated downturn on the wellbeing of BC rural communities:

Therefore it be resolved that NCLGA and UBCM lobby the Provincial and Federal Government to provide significant support to rural British Columbians by reviewing the selling of Timber Licenses and requiring that timbers be kept within the designated Timber Supply Area in order to maintain economic stability and forestry longevity in BC rural communities.

Mental Healthcare Services

Whereas mentally vulnerable children, youth and adults in BC rural communities are left to face many life threatening obstacles as they wait to obtain mental health and addiction services in larger communities due to its absence in their localities;

And whereas only three cities in the northern interior – Williams Lake, Quesnel and Terrace – have been declared eligible for Community Action Team through the recently disbursed $3.5million provincially received by the Minister of Mental Health and Addiction:

Therefore it be resolved that NCLGA and UBCM request the Minister of Mental Health and Addiction to provide funding for local mental health and addiction service centres in the Nechako region and other BC rural communities, serving the mentally vulnerable population of the Nechako region and BC rural communities.

Provincial Support for Libraries

Whereas British Columbians across all age-groups demand that public libraries offer crucial information and resource services while providing programs that enhance connections, learnings, and skill-building for a stronger community;

And whereas rural local governments continue to face increasing cost barrier and pressure of providing these services without significant provincial contribution:

Therefore it be resolved that UBCM request the Provincial Government to re-enact successful continuance of public libraries and their critical contribution to BC communities by restoring library funding to a level that reflects both the inflationary cost increase since 2009 and the value of this system to the province.

Sustainable Funding for Watershed Stewardship

Whereas effective stewardship of the Nechako Watershed is critical for the sustenance, health and wellbeing of current and future generations of Northern British Columbians;

And whereas the lack of water-use plan in the Nechako River hinders the feasibility of a healthy aquifer, stable river bank and prevention of ice dams for the safety and security of neighbouring communities:

Therefore it be resolved that NCLGA and UBCM request that the Province of BC fund the cost of hydrologists to determine an accurate measurement of the Nechako River bed as well as provide stable funding to groups with projects relating to advancing watershed sustainability of the Nechako river.

NCLGA RESOLUTION

New ALC Regulation

Sponsor: District of Vanderhoof

Whereas the Ministry of Agriculture made legislative changes in regards to Bill 15 and Bill 52 which implemented restrictions that affect residences in Agricultural Land Reserve;

And whereas the changes that limit land parameters and inhibit construction of additional residences does not fit the agricultural need of most BC rural communities as it removes the possibility of multi-generational homes on family farmland thus discouraging young farmers from taking over their family farm and impeding sustainable agricultural businesses through lack of agricultural succession planning, farmland housing for families, and farm workers:

Therefore be it resolved that NCLGA and UBCM petition the Agricultural Land Commission that the January 28, 2020 signed amendment to section 32 (3) (c) and (d) of the Agricultural Land Reserve Use Regulation, B.C. Reg. 30/2019 remain permanently in effect and not expire on December 31, 2020.

Gas Tax Funding

Whereas municipalities continue to use their outdated infrastructures and tools to maintain and enhance community services since the user demand is ever increasing to renew or add new municipal infrastructure to support community quality of life;

And whereas, the 2019 doubled Federal Gas Tax Fund (GTF) transfer paid directly to each local government empowers them to deliver thousands of infrastructural projects, from roads and bridges to transit, water, waste and energy systems thereby proving to be the most efficient, reliable and cost effective way to empower municipalities and ensure that the correct tools and infrastructure is secured by local leaders who understand their local needs best:

Therefore it be resolved that UBCM and FCM respectfully lobby the Federal Government to continue to support grass root community quality of life by permanently doubling the Gas Tax Fund transfer to support local infrastructures.

NCLGA RESOLUTION

Highway 16 Safety

Sponsor: District of Vanderhoof

Whereas Highway 16, west of Vanderhoof, is home to commercial and industrial properties for a 10 km stretch where these properties access Highway 16 and merge onto the highway with regular vehicle traffic;

And whereas commercial traffic also merges onto Highway 16 from the Ministry of Transportation and Infrastructure commercial transport scales at the intersection of Highway 27 and Highway 16 with the inclusion of commercial transports merging from Nechako Lumber of 5 kilometres from Vanderhoof with no safety measures of passing or turning lane, and traffic lights:

Therefore it be resolved that NCLGA and UBCM request that the Minister of Transportation and Infrastructure mandate the addition of merging lanes, or traffic light at the Ministry of Transportation and Infrastructure commercial scales and Nechako Lumber, to accommodate the merge of commercial transport, with the exisiting flow of motor vehicular traffic along Highway 16.

IMPLICATIONS OF RECOMMENDATION

General: Staff is in receipt of an Official Community Plan and Zoning Amendment application for 2072 Silvermill Road to amend the Official Community Plan designation from Highway Corridor/Industrial to Urban and to rezone the property from C-2 and R-5 to completely R-5.

The property size currently measures at 1.8 hectares. The minimum parcel size for the R-5 Zone is 2.0 hectares and the set backs required by the District of Vanderhoof Mobile Home Parks Bylaw No. 432, 1979 are as follows:

- No mobile homes be located within 6 metres of another mobile home; - No part of any mobile home or addition shall be located within: 1.8 metres of

an internal access road right of way or common parking area OR within 1.5 metres of read and side of mobile home space lines;

- No building or structure shall exceed 7.6 metres.

Financial: $750 application fee – paid.

Background: The previous and current property owners approached the District Administration in June 2014, February 2014, July 2018, November 2018 and January 2020 regarding the issue. Administration reviewed the requirements of the zoning and ineligibility of this property to be zoned R-5 with the property owners.

Development Fund Society for a grant of up to $50,000 for Arena Upgrades.

IMPLICATIONS OF RECOMMENDATION

General: This proposed project involves upgrades to the Vanderhoof Arena. Which include Installation of a Zamboni trench snow melt pit, replacement of existing lighting with LED and/or sensor lights, re-painting of the arena exterior and upgrades to the exterior emergency stair access.

The proposed project will benefit the community in several ways including increased recreational amenities for residents and visitors, improved safety and economic benefits from operational cost-savings.

The District of Vanderhoof has committed $81,000 towards the project.

Financial: The current budgeted amounts for these upgrades total $146,000. If all grants are successful the remaining costs are $81,000, included in the current 2020 budget.

Background: The District recognizes that the health of our community depends on a range of

recreational activities. This project facilitates both active recreation and tourism development.

Arena upgrades are needed to continue to provide high quality recreational amenities to our residents and visitors allowing us to remain competitive with neighboring communities with regards to hosting tournaments and events as well as attracting and retaining Vanderhoof residents. The proposed project will also increase safety and reduce operational costs through energy efficiency.
