VI. ADMINISTRATIVE REPORTS

A. SUPERINTENDENT’S REPORT

● Dr. LaSusa presented the SDOC reopening plan. He responded to questions from the board. ● Jill Critchley Weber thanked Dr. LaSusa for all the efforts and work that has gone into

creating and implementing this plan.

B. BUSINESS ADMINISTRATOR’S REPORT ● Construction Update:

CMS Nurses Restroom – The contractor is working and has been informed that the job must be finished by August 21st.

● Board Candidate Update: The three current board members Jill Critchley Weber and Michael Ryan for the Borough and Bradley Smith for the Township are the only candidates that completed and will be on the ballot in November.

VII. COMMITTEE REPORTS A. Personnel: Ms. Ciccarelli had nothing to report. B. Curriculum: Ms. Kenney reported that the committee discussed school reopening. C. Finance/Facilities: Mr. Gilfillan and the committee met on 7/29. He reported that the zoning board

allowed Students First to remain as transportation through 8/2021. He discussed full day kindergarten, transportation, facility use and staff members sending their children to SDOC. Also discussed, food service, reopening of school nd all available grants.

D. Policy and Planning: Mr. Ryan and the committee met on 7/29 and discussed Policies on tonight’s agenda.

Liaisons Chatham Borough: Ms. Critchley Weber had nothing to report. Chatham Township: Ms. Clark had nothing to report. Chatham Athletic Boosters: Ms. Ciccarelli and Ms. Critchley Weber had nothing to report. Chatham Performing Arts Boosters: Ms. Critchley Weber had nothing to report. Chatham Education Foundation: Ms. Kenney reported that the CEF is currently receiving numerous grant applications. She thanked all of the donors. Chatham Recreation: Mr. Gilfillan had nothing to report. PTO District Cabinet: Ms. Ciccarelli had nothing to report.

IX. PUBLIC COMMENTARY NOTICE OF PUBLIC COMMENT TIME LIMIT Hearing of citizens during the Public Commentary section of the Agenda is an opportunity for any member of the public to be heard about issues which are/are not topics scheduled for the current meeting. To help facilitate an orderly meeting, and to permit all to be heard, speakers will be asked to limit their comments to a reasonable length of time. The following comments were made in person to the Board:

• Luka Batljan: CHS swimmer for 4 years, spoke on behalf of Head Coach, Frank DiGiaccomo who is not being renewed for the 2020/2021 school year. He spoke highly of Coach DiGiaccomo and everything that he did for the swimmers and CHS and suggested that the district reconsider.

• Quinten Tomaro: CHS swimmer for 4 years, spoke on behalf of the swim team captains in support of Coach D. and what he has done for the swimmers outside of the pool. There is a petition with over 600 signatures in support of Coach D.

• Joe Basralian: Offered extraordinary thanks to Dr. LaSusa on the re-opening plan. This is an amazing accomplishment. He feels that is should be a goal to teach to recognize racism and battle against it. He spoke about the battle against racism. He donated multiple copies of 5 books about racism. He also encouraged everyone to watch the entire George Floyd video.

The following comments were emailed to the district were read as part of public commentary: Jill Critchly Weber announced that emails must be shorter and a new procedure is needed.

• Alessia Fascina: Dear BOE Members,

First of all thank you for all your work for the School District of the Chathams: it is very much appreciated.

Watching the replay of the last BOE Meeting, I've learned from Dr. LaSusa responding to Aimee Reali that Dr. D'Elia is the representative for the interest of the Special Education Community in the "restart committees". While appreciative of the work done by Dr. D'Elia, we believe that Chatham SEPAG only truly represents our special need learners and their families: they are parents themselves and they have lived firsthand the specific issues of distance learning - they know how strongly they have affected our families lives. That's why Chatham SEPAG is the collector of the special needs families' concerns and is uniquely positioned to provide the most authentic hands-on feedback/suggestions which represent our community.

I'm writing on behalf of my husband and myself, to express our request tha Chatham SEPAG will be included in the "restart committees" or "pandemic response teams" for the SDOC.

10 Lafayette Place Chatham Borough

• Rozella Clyde: Good evening. My name is Dr. Rozella G. Clyde. I reside at 33 Carmine Street in the Borough. My credentials have been shared through earlier communications.

I wish to speak about the School District of the Chathams proposal to begin the school year using the proposed Plan A (which would bring half of the students into the building on alternate days and provide a live stream of the classroom to the students remaining at home). I have thoroughly explained my opposition to this plan in communications with Dr. LaSusa over the weekend and today.

Here are the points I wish the Board and the Superintendent to consider this evening.

Both Ms. Weber and Dr. LaSusa responded to comments I made last Thursday stating that the state is "mandating" a return to 'in-person instruction".

After I thoroughly examined the documents, "The Road Back '' and the "Checklist for the Re-Opening of Schools" developed for use by the county superintendents for the review of district plans, as well as relative parts of NJ"s Administrative code Chapter 18, and I communicated with a colleague at the state Education Law Center, these are the conclusions I have drawn.

1. The state has a preference for "in-person" instruction, with much of the guidance provided within these documents explaining how that might be done. The mandate is that each school district submit a plan for a full 180 day instructional year containing a minimum of 4 hours of "instructional contact time" under the guidance of a teacher per day. The state's plan emphasizes flexibility, a preference for the social-emotional and physical health of all involved parties: students, faculty, support and maintenance staff, and parents. The state also mandates that every district have a policy for full time remote learning, and that it be prepared to leave in-person instruction at a moment's notice and return to a full time distance learning program. Some districts, notably, Willingboro and Bayonne, have indicated that they are submitting plans for an all-virtual opening.

2. My suggestion remains that the school year begins with Plan C. This would mean that all the buildings be opened and fully staffed, that sanitary measures be in place, and that for the first marking period, most instruction be delivered virtually, except for those few special needs students whose personal needs demand Face-2-Face interaction, or students who request an appointment to speak with a counsellor, teacher, or other support personnel and kindergarten students. I would hope that the phase-in to Plan A could be accomplished during the first marking period which ends in November, when we will all have a much better understanding of what is happening with COVID in our state and around the country.

3. When The Road Back was assembled in June, the assumption was that restaurants would gradually open during July and that by September they would be fully open. That has not happened. As of July 27th, the governor had still not issued a timeline for in person dining to resume across the state. He has allowed restaurants with 2 open walls to serve limited numbers of people. The Road Back clearly states on page 46, "Absent a shift in the public health data, schools and districts must re-open for

modified in-person instruction and operations....." The fact that restaurants have still not opened certainly indicates to me that the health data has shifted. Allowing students to make short appointments to come into the buildings or providing library services by appointment would also go toward meeting the "in-person" mandate.

4. COVID is not over, and it is not predictable. Social Media shows that many people who had developed cabin-fever over the 5 months we have been dealing with this pandemic are out and moving about. Students will be returning home after having interacted with people from all over the country. We also have the benefit of seeing many other states with August opening dates. In many of those schools that have already re-opened, community spread has already occurred and sometimes closed them back down.

5. The pandemic shut-down presents us with the opportunity to invent a new way of approaching the delivery of instruction. Our economic environment has also changed. Our schools have grown into community-service institutions, but first and foremost must be our concern for the health and wellbeing of the members of all of our constituencies.

An ounce of prevention is worth a pound of cure. Since we are mandated to provide virtual instruction opportunities for some students, with the potential to switch to the full virtual-delivery on very short notice, it just makes economic sense to begin with attacking the most difficult problem first. There was a great stumbling period last March when with very little notice all schools had to convert from in-person to virtual instruction. Let's be prepared for that contingency by developing the capacity within our educational teams to develop those skills and do it well.

To the Chatham Board of Education and all Chatham community members,

I request that this message be read out loud at the next Chatham Board of Education meeting.

I'm Marissa Sullivan, a member of the CHS class of 2019, and I'm writing to express my support for the set of demands presented by Chatham youth at the previous meeting (July 13). These demands, if met, would further the Chatham School District towards becoming an anti-racist learning community.

I'm eager to hear what progress the Board has made in the past month in diversifying curriculum, seeking outside resources for anti-racism training, and encouraging teachers to incorporate anti-racist teaching in their classrooms.

I urge all Chatham citizens to fairly consider the demands and respect their authors. We should be proud that Chatham is home to such intelligent and well-spoken individuals who care about the community and have suggestions to improve it.

Marissa Sullivan CHS Class of 2019 30 Parrott Mill Road

• Kathryn Visco:

My name is Kathryn Visco and I am a CHS alumni, class of 2017. So many amazing students and alumni have been working tirelessly to organize and help promote the school district including anti-racist initiatives and helping to add more representation as well. I first want to thank them for the amazing work they have been doing and I would hope you all recognize the work they have been putting into this as well.

In my time spent at Chatham, I think I had always assumed we were immune for many reasons. We are a democratic northern state and I had never seen any outward racist actions. I thought our curriculum did a fine job of teaching history and allowed us to form our own opinions. However, after many years post grad, I have realized we are not doing enough. There is this idea of the racist south and the progressive north that only further contributes to racism, and undermines the experiences many Black people face. Olivia Roche, a fellow CHS alumni, wrote a fantastic article detailing the racist history New Jersey, and more specifically Chatham, has been a part of. In her article, she discussed how families in Chatham owned slaves as late as 1831. New Jersey did not even ratify the 13th Amendment in 1865. Even today we see the racist and classist affordable housing arguments not only in all of New Jersey, but also in Chatham. I think that this information is extremely important to bring up in the classroom. By feeding into the idea that the north and progressive states aren't racist because they are democratic, we feed further into racism. In fact, the states with the highest hate crimes are California, Washington, New Jersey, and New York https://www.statista.com/statistics/737930/number-of-hate-crimes-in-the-us-by-motivation/. New York City is literally one of the most segregated cities. We must teach students that racism occurs everywhere, not just the south. This narrative will only allow for more complacency and racist behavior. I encourage you all to read Olivia's article, she did a wonderful job. Another comment I have is in regards to the CHS head swim coach. I have been swimming for many years, and I was even a coach at Colony Pool Club. Meaning, I have met some really amazing coaches in my time. I would love to reach out to you guys in regards to some amazing BIPOC coaches I have met/know of. It would be great to add more representation into our sports and extracurricular. I am extending this comment outward to the public as well and if anyone knows about some really great coaches, we could compile a list and work together!

My name is Ariele Deshommes, and I am a CHS alumni from the Class of 2017, and I wanted to inquire if the Board of Education has made any plans or actions associated with instilling an anti-racist curriculum into Chatham’s education system. Has there been any discussion on incorporating a more diverse collection of literature that explores more BIPOC perspectives? Or even the possibility of teaching the history of racism within New Jersey specifically and how that influences the Chatham community? Or has there been any refurnishing on HIB policy in order to avoid racially charged incidents? These are just a small few suggestions of a much longer list of demands made by the youth organizers from last month. I hope the Board of Ed will be taking into serious consideration consistently throughout the academic year(s).

I was writing to inquire if the Superintendent has considered pushing back the start of school to sometime after Labor Day. This would give families time to quarantine after their Labor Day vacations (which could CNNe quite important given the events surrounding Covid and the return to school in states). This would also allow the district more time to prepare for this unprecedented school year. This plan would be more in line with what many other districts are doing, and would give the School District of the Chathams a chance to see how it goes with those who start earlier.

Dear Board Members, At the last Board meeting, we presented a set of demands for anti-racist curriculum and policy reform. With 581 signatures from Chatham students, alumni, parents, and community members, we demanded that the District institutes anti-racism training in all schools, at all grade levels, for both teachers and students; shifts curricula and instruction towards anti-racism with the aid of an outside company that specializes in anti-racist education reform; and hires more teachers and administrators who are Black, and BIPOC in general. We write today to ask what steps the board and SDOC administrators have taken to follow through with these demands, and to emphasize that we would like to help the District implement these reforms. We would greatly appreciate an opportunity to speak with Board members Dr. Michael LaSusa, Jill Critchley Weber, and any others interested in the betterment of Chatham. At the July 13th meeting, Board Vice President Matthew Gilfillan advised that we continue to push for these demands at BOE meetings, so that the Board doesn’t forget that education is a system in which racism and anti-Blackness exist. So here we are, reminding you that the racism in Chatham schools and curricula will not be tolerated, and demanding, again, that you make tangible changes. To the Chatham Board of Education, Dr. LaSusa, and Chatham Community,

My name is Julia Contorno and I am a 2017 graduate of Chatham High School. I am unable to be present at today's board of education meeting, but I wanted to share a statement in support of and in solidarity with the current CHS students and past CHS alumni who are demanding an anti-racist curricula be instated in the Chatham schools. The need for an anti-racist curriculum and need for the inclusion of BIPOC authors, historians, and academic voices in the classroom is long overdue in Chatham where the student body receives an often whitewashed education. As stated in the demands, anti-racist curricula is not simply enough. The school district must go further in terms of policy including how acts of racism and micro-aggressions are addressed as well as in hiring practices. Many students in Chatham, like myself, go through all thirteen years of our education without having a black teacher. It warps reality for students not to be taught, led, or mentored by teachers and coaches of color and this lack of representation in leadership unintentionally preserves the notion of white supremacy in places of power and influence.

In our community, explicitly teaching students about the realities of race, privilege, and injustice is vital in preparing them to leave the Chatham bubble and to ensure students of color are not met with the burden of being asked to explain or teach those realities themselves. As a predominately white community, it is a testament to our privilege that we have gone this long without having these conversations. It is well within their right, our right as current and past students to demand something of our own education and to recognize and hold accountable the education system we grew up in. These demands are not unfounded nor do they bear an excessive weight to be met. These demands are not reactionary. Rather, they are inevitable. The realities of systemic racism were bound to catch up with Chatham and they can no longer be overlooked or ignored. I urge the Board of Education, Dr. LaSusa, and the Chatham community to listen to students not as radical or progressive youth, but as colleagues and constituents of the School District of the Chathams. Do not view these demands as hostile, but welcome them and be proud of the open and intelligent minds our school district has created.

I am proud to be from Chatham and to be a Chatham High School alumni which is why I wholeheartedly support these demands and am hopeful that they will be instated to the fullest extent for future Chatham students to benefit from. Thank you for your time.

My name is Jillian Roche, I am a member of the CHS class of 2019 and currently live at 540 Main Street in Chatham Borough. I am writing to express my support for the list of demands of anti-racist practices in our school district that was read at the last Board of Education meeting. I urge the district administrators and Board of Education to utilize the national momentum of the Black Lives Matter movement as an opportunity to create systemic change in the education of our students. A cultural shift in our attitudes towards race can only come after we dismantle and drastically alter the systems that have allowed white supremacy to thrive. Thank you for your time!

I am a Chatham High School Graduate '17. I strongly support the demands read aloud at the last BOE meeting. Chatham must use its resources to make the school more inclusive and welcoming to everyone. As a student at CHS the only "race" discussion I encountered in the classroom was a Socratic seminar on whether it was appropriate to say the N word in class. (The teacher opted to say the word as she read Huckleberry Finn aloud). I hope that future CHS students encounter much more nuanced and productive discussions about race in the classroom. CHS students should have discussions that reinforce an understanding of systemic racism in our country. Thanks for your consideration!

My name is Olivia Roche. I am a member of the CHS Class of 2016 and live at 540 Main St. in Chatham Borough. I am writing to express my support of the demands presented to the district at the last board of education meeting. For most of college, I felt that my Chatham education adequately prepared me for the academic demands of a competitive university. It was not until I took courses that focused on socioeconomic inequality, gender inequality and racial inequality, that I was forced to confront the gaps in Chatham's elite public school education.

It frustrates me that I read texts in college that I could have understood in high school—texts that explain why suburbs like Chatham look the way they do, and how they perpetuate systemic racism. I should have learned about New Jersey's fair housing laws in Chatham schools, rather than learning about them across the river during my time at Columbia. Chatham can and must do better. It seems rather convenient that we were never given the information to critique Chatham, and places like it, despite civil discussion and constructive critique being emphasized in many high school classes, and their importance in the elite college environments a Chatham education aims to prepare students for.

Chatham students must become comfortable talking about issues of race, and racism can no longer be tolerated in our school district. The list of demands presented at the last meeting address all of these

concerns, and provide external resources the district can use to combat white supremacy in our schools.

The group of alumni that created and signed on to these demands will not lose interest, as we were cautioned against doing by Board Member Gilfillan. However, the board can and should take affirmative steps to address these demands. Many community members and alumni are offering themselves up as resources to reform curricula across the district. As an ivy league grad and law student, I have resources I would be more than happy to share with Chatham educators. Take us up on these offers. This must be a community effort. As elected officials on the board you also have a responsibility to seize this moment and these calls for change and turn them into real policy solutions. The loss of interest Mr. Gilfillan referred to is just as much a failure of the board in responding to community concerns. Let's make sure that this moment is different.

I would like to enter the following statement in for public comment for the 8/10 (today's) BOE meeting:

I am writing today as an alumnae of the Chatham public school system, an older sibling to someone who is just entering the school system of the Chathams, and a concerned citizen. As someone who attended Chatham public schools from K-12, I know for a fact that I am privileged to have received that education. But I also know that Chatham is a privileged place to live in that the cost of living is unattainable for many. It is, in many ways, a bubble. As such, it is one the BOE to ensure that diversity and inclusion is taught in the classrooms. And that is why I write to ask what has been done to further anti-racism training and curriculum by the BOE. As I said before, a Chatham education is a privilege in and of itself, but somehow still fails to teach African American history within its core education, and does not provide anti-racism learning in its classroom. There are many things that I should have learned in my time at Chatham schools that I did not learn. The least of which includes an accurate history of post-civil war reformation and the inclusion of Black Americans in the political process up until the Jim Crow era, for example. These are events and parts of American history that should have been included in my K-12 education and were disappointingly not.

With each graduating class from Chatham schools, it is impossible to rectify these mistakes within the Chatham system, but I urge the BOE to do better with the students currently in the education system and those who will attend in the future. Train faculty and staff in the area of anti-racism, and include literature, texts, and films that teach anti-racism and an accurate history of America that is inclusive of African American history. There are organizations that have course and discussion material readily available for use (like PISAB), and I would encourage the BOE to seek the help of outside organizations in this task.

This is not an expensive or outlandish request, and it is a vital one. Teach Chatham youths an accurate history, and teach them anti-racism. Ensure more diversity and inclusion in Chatham classrooms. Send the next generations out armed with the knowledge they will need to correct social ills rather than disinformation that will only serve to reinforce those same social ills.

As a 2018 graduate of Chatham High School, and a student of the district since kindergarten, I believe it is extremely important to reflect on and reform the entire Chatham School District curriculum so it rids itself of racist rhetoric. I have sat in multiple classrooms throughout my Chatham schooling in which teachers have urged us to say the n word when reading from a book out loud because it “maintains the author’s authenticity and message.” This is just one example of the blatantly racist messages that are taught to students in Chatham. In a town with a majority white upper middle class students, and a world where minorities, specifically black Americans, are suffering daily due to the color of their skin, it is the responsibility of our district to teach students in an actively anti-racist manner. If the curriculum is not changed, the Chatham School District is actively engaging in racist activity, and remains complacent in the inherent injustice that minorities face daily. I am writing in support of the Chatham for Black Lives demands read at the last Board of Ed meeting. I can attest to the effect of the absence of anti-racist education in our school and among my peers, and the ignorance and racism that has often run rampant among students and in the classroom. The importance of these demands cannot be overstated. Implementing these measures will begin to create an atmosphere of understanding for the need for racial justice in our schools.

All three of the demands listed are incredibly necessary. The demand for curricula reform stood out to me especially. As a Jewish student, having a required Holocaust class was extremely meaningful to me. And it was revealing to me that, on the day the concept of the Holocaust was introduced to my 6th grade English class, there were many in the class who were unable to describe what it was. How many historical events of enormous importance and effect on our country today have been disregarded as non-essential to our education? So much of the histories of Black and Indigenous people have remained obscure to Chatham students in their education.

Of course, it isn't just the knowledge of history and white supremacy that has an influence on the attitudes of students and staff. It is also vital to implement both antiracism training, and reform in hiring practices to include more BIPOC teachers and administrators. All three of these demands are needed to support our town's students and change the quality of instruction for the better. Don't allow the momentum to slow. Implement these changes to ensure that these conversations continue for years out, and continue to include and encourage student feedback.

But at least it was a verbal admission that swastikas on lunch tables and bathroom walls, hate speech in class rooms and in the halls from students and teachers, and unfair treatment of black students from disproportionate disciplinary actions to racially charged threats is Chathams idea of a safe space. Because you’re right, it is a safe space if you’re a white student. The racism that takes place here is loud and clear. If you want Chatham to grow as a place beyond its current bubble of hate, then do something about it.

My name is Jane Devlin, and many in Chatham know me more familiarly as “auntJane”.

Thank you for this opportunity to address the SDOC Board of Education and its superintendent, Dr. LaSusa. This statement serves in lieu of my personal attendance at tonight’s meeting, since attendance is limited due to restrictions related to the pandemic.

Please let me begin by extending my continued support for the SDOC, its superintendent, teachers, and Board of Ed. I have been a Chatham resident for near 21 years and have been active in this community which I dearly value and cherish. I have also regularly attended Board meetings for many years. This is in addition to being proactively involved in many of the district’s happenings, for example as a volunteer, and as an attendee at varied and numerous school functions for my two nieces and nephew, each who grew up in the SDOC from K through 12.

I attribute much of my nieces’ and nephew’s successes, especially during their college years, to the superb education they received from the Chatham schools, including but not limited to, the emphasize placed on critical thinking and emphasize on values. Again I extend my appreciation to educators and staff.

As noted earlier, I regularly attend Board meetings. I have always found the Board open to statements from the community and willing to listen. Over the years I have witnessed change come about based upon a willingness to listen, receptivity to dialogue, dedicated persistence, and a genuine common goal of community members and the SDOC Board and administration to develop, modify, or refresh curriculum and programs to best meet the students’ -our family members- needs.

Tonight I join in support of the student led coalition’s effort to promote more inclusive and. diverse and anti-racist policies and practices in the SDOC, including in areas of curriculum, instruction, training, and staffing.

It is my hope that the SDOC will meet this critical, timely, and long overdue issue with the same willingness to listen and dialogue, and with the goal of providing best standards of education as they always do.

I hope as we hear from our students- those from CHS along with alumni, our college students, we see this as an opportunity. Indeed we as a school district and as a community have an opportunity to change. Moreover we have an opportunity, with pride, to witness our youth, the leaders of the future-

Let us not dismiss them as “mere youth”, idealistic, or rebellious! Rather see them, in the eponymous words of the esteemed and late Congressman John Lewis, as engaging in good trouble and necessary trouble. For this reason “aunt”Jane lends them her support.

I join students and so very many others by saying I, too, agree reforms are needed in society, including our schools, to teach, model, and advance anti- racism and ant-racist views.

As a former Chatham Borough resident, and mother of 3 children, who graduated from CHS, I am very conflicted to hear about the recent “demands” made by former students to the Board Of Education. I am, and still remain outraged about the murder of George Floyd and fully support the PEACEFUL BLM protests to expose police brutality and to highlight that black lives matter. However, as a Christian I believe ALL lives matter no matter what ethnic group is affected. Therefore, I ask that all of these students actually read, and do they truly understand the Facist learnings of the CORE BLM movement/organization? 1. Institute anti-racism training in all of Chatham schools: I find it very hard to believe racism has ever been taught or even an issue for Chatham Borough Schools. If there are educators in Chatham that ARE racist, they need to be exposed and removed just like any bad apple in any organization. Are there specific issues you know of?

2. Curriculum reform to teach anti-racism: I also find it hard to believe that there is, or ever was curriculum in Chatham schools that promotes racism. Can the “demanding” students be specific and point to that curriculum?

3. The elimination of the “N” word being spoken out loud in classrooms: “If” there is documentation of students speaking out-loud in class using the “N-word”, expose them and deal with them appropriately! If this is an on-going issue, it would seem Chatham has clearly changed in recent years! SAD!

• Dr. Michael LaSusa: SDOC strives to be a safe place for all students. We are committed to doing better and improving. Over the last month, the priority has been reopening the schools. The racism issues will be addressed once schools have been reopened.

• Jill Critchley Weber: The board cannot comment on personnel matters regarding the CHS swim coach. Please note that the curriculum will not be changed overnight. It is a slow process. Also noted, it is not practical to read 15 pages of public comments during public commentary.

Approval: Finance Certification - June 2020 RESOLVED: Pursuant to N.J.A.S. 18A:17-9, the Board Secretary does certify that no line item account has encumbrances and expenditures, which in total exceed the line item appropriation in violation of N.J.A.S. 18A:17-9. Pursuant to N.J.A.S. 18A:17-36, the School District of the Chathams Board of Education has reviewed for the minutes of this meeting the Board Secretary’s and Treasurer’s monthly financial reports for March 2020 that no account or fund has been over-expended in violation of N.J.A.S. 18A:17-36.

7. Approval: Cancellation of the 2020/2021 FDK Program RESOLVED: Upon the recommendation of the Superintendent, the Board of Education approves the cancellation of the Full Day Kindergarten (FDK) Program for the 2020/2021 school year due to continuing mandated restrictions imposed by the State Department of Education regarding the return to in school instruction. All tuition paid will be refunded.

8. Acceptance: Donation - CEF Funding Towards the MAS Outdoor Classroom RESOLVED: Upon the recommendation of the Superintendent and as approved by the MAS Principal, the Board of Education approves the CEF donation of $16,000 towards the installation of the MAS Outdoor Classroom.

9. Acceptance: Donation - Milton Ave School PTO Funding Towards the MAS Outdoor Classroom

RESOLVED: Upon the recommendation of the Superintendent and as approved by the MAS Principal, the Board of Education approves the Milton Ave School PTO donation of $35,000 towards the installation of the MAS Outdoor Classroom.

10. Approval: Submission of the Digital Divide Grant RESOLVED: Upon the recommendation of the Superintendent, the Board of Education approves the submission for the 2020/2021 Digital Divide Grant Award in the amount of $28,000.

11. Approval: Adjustment to 2020/2021 Budget Revenue Due to NJ State Aid Reduction as of July 10,

2020 RESOLVED: Upon the recommendation of the Superintendent, the Board of Education approves the reduction of the 2020/2021 budget of $307,296 due to reduction in state aid.. The planned technology upgrades included in the budget totaling the amount of $345,000 will not be done this school year.

12. Approval: Home Instruction

RESOLVED: Upon recommendation of the Superintendent, the Board of Education approves Four Winds Hospitals to provide home instruction at the rate of $58.00/hour not to exceed $464.00 for the 2020/2021 school year.

1648 RESTART AND RECOVERY PLAN (M)

On June 26, 2020, the New Jersey Department of Education (NJDOE) published “The Road Back - Restart and Recovery Plan for Education” (Guidance), a guidance document for reopening New Jersey schools during the COVID-19 pandemic. The Guidance provided school officials with the information necessary to ensure that schools reopen safely and are prepared to accommodate staff and students’ unique needs during these unprecedented times. The NJDOE required school districts in the State to develop, in collaboration with community stakeholders, a “Restart and Recovery Plan” (Plan) to reopen schools that best fits the district’s local needs.

The Guidance requires the Board of Education to adopt certain policies and the Board adopts Policy 1648 to address those policy requirements in the Guidance. Policy 1648 shall only be effective through the current COVID-19 pandemic and will take precedence over any existing Policy on the same or similar subject, unless determined otherwise by the Superintendent.

A. NJDOE Guidance – Key Subject Area 1 – Conditions for Learning

Transportation

a. If the school district is providing transportation services on a district-owned school bus, but is unable to maintain social distancing, a face covering must be worn upon entering the school bus by all students who are able to do so in accordance with A.2.c. below.

(1) Accommodations for students who are unable to wear a face covering should be addressed according to that student’s particular need and in accordance with all applicable laws and regulations.

b. The school district shall use best practices for cleaning and disinfecting district-owned school buses and other transportation vehicles in accordance with A.3 below.

c. District-employed school bus drivers and aides on district-owned school buses shall practice all safety actions and protocols as indicated for other school staff.

d. If the school district is using contracted transportation services, the contractor shall ensure all Board of Education safety actions and protocols are followed by the contractor and its employees and/or its agents.

e. The contracted transportation service provider shall sanitize all school buses on a

daily basis, and as practicable in between daily routes, with EPA approved solutions that kill bacteria and viruses, including COVID-19.

1. Screening, Personal Protective Equipment (PPE), and Response to Students and Staff Presenting Symptom

a. The school district shall have a procedure in place to screen students and employees prior to arrival to a school building or work location for COVID-19 symptoms and a history of exposure.

(1) Parents and school staff shall be required to attest each day and prior to arrival at school that they are fever-free and free of all symptoms associated with Covid-19.

(2) Students or staff members shall be screened at school should they develop or exhibit symptoms of COVID-19 while at school.

(3) Health checks must be conducted safely and respectfully, and in accordance with any applicable privacy laws and regulations.

(4) Results must be documented when signs/symptoms of COVID-19 are observed.

(5) The screening protocol will take into account students and employees with disabilities and accommodations that may be needed in the screening process for those students and employees.

(6) Students and employees with symptoms related to COVID-19 must be safely and respectfully isolated from others.

(7) If the school district becomes aware that an individual who has spent time in a school district facility tests positive for COVID-19, district officials must immediately notify local health officials, staff, and families of a confirmed case while maintaining confidentiality.

b. School staff and visitors are required to wear face coverings unless doing so would inhibit the individual’s health or the individual is under two years of age.

(1) If a visitor refuses to wear a face covering for non-medical reasons and if

such covering cannot be provided to the individual at the point of entry, the visitor’s entry to the school/district facility may be denied.

c. Students shall wear face coverings at all times within the school environment unless instructed to remove their face covering by school staff, unless doing so would inhibit the student’s health. It is also necessary to acknowledge that enforcing the use of face coverings may be impractical for young children or individuals with disabilities.

(1) Accommodations for students who are unable to wear a face covering should be addressed according to that student’s need and in accordance with all applicable laws and regulations.

d. Exceptions to the Requirement for Face Coverings

(1) Doing so would inhibit the individual’s health.

(2) The individual is in extreme heat outdoors.

(3) The individual is in water.

(4) A student’s documented medical condition, or disability as reflected in an Individualized Education Program (IEP), precludes the use of a face covering.

(5) The student is under the age of two and could risk suffocation.

e. Students unable to wear a face covering due to a medical condition or disability shall be required to wear a face shield.

2. Facilities Cleaning Practices

a. The school district must continue to adhere to existing required facilities cleaning practices and procedures and any new specific requirements of the local health department as they arise.

b. A procedure manual must be developed to establish cleaning and disinfecting schedules for schools and school equipment, targeted areas to be cleaned, and methods and materials to be used.

3. Wraparound Supports

a. Mental Health Supports

The school district’s approach to student mental health supports will be affected by the learning environment in place at the beginning of the school year. If in-person instruction is not feasible, the district must find other ways to assess and monitor students’ mental health.

4. Contact Tracing

a. Upon notification that a student or staff member has tested positive for COVID-19, the school district will notify the local health department.

b. The local health department will guide the district in determining the identification of close contacts, where close contact is defined as being within six feet for a period of at least ten minutes.

b. The school district shall assist the local health department in conducting contact tracing activities, including ongoing communication with the identified individual and/or their contacts.

c. The school district shall ensure adequate information and training is provided to the staff as necessary to enable staff to carry out responsibilities assigned to them.

d. A staff liaison(s) shall be designated by the Superintendent or designee and shall be responsible for providing notifications and carrying out other components that could help ensure notifications are carried out in a prompt and responsible manner.

e. School districts shall allow staff, students, and families to self-report symptoms

and/or suspected exposure.

B. NJDOE Guidance – Key Subject Area 2 – Leadership and Planning

1. Scheduling

a. The school district’s Plan must account for resuming in-person instruction and shall provide steps to shift back to virtual learning models if circumstances change and in-person instruction guidelines can no longer be followed.

b. The school district’s Plan accommodates opportunities for both synchronous and asynchronous instruction, while ensuring requirements for a 180-day school year are met.

c. The school district recognizes special populations will require unique considerations to ensure the continuity of learning as well as the health and safety of students and staff within the least restrictive environment.

(1) Special Education and English Language Learners (ELL)

(a) The school district shall provide educators with professional development to best utilize the accessibility features and accommodations tools made available through technology-based formats in accordance with this Policy.

(b) The school district shall continue to ensure students receive individualized supports that meet the requirements of the IEP and 504 Plans.

2. Staffing

a. The school district shall comply with all applicable employment laws when making staffing and scheduling requirements, including, but not limited to, the Americans Disabilities Act (ADA), the Health Insurance Portability and Accountability Act (HIPPA), and all applicable State laws.

b. As the school district adjusts schedules, teaching staff members must maintain quality instruction for students pursuant to the minimum requirements set forth in NJDOE and school district regulation.

C. NJDOE Guidance – Key Subject Area 3 – Policy and Funding

1. School Funding

a. Purchasing

The school district may likely need to purchase items not needed in the past and may experience increased demand for previously purchased goods and services to implement the Plan. The school district shall continue to comply with the provisions of the “Public School Contracts Law”, N.J.S.A. 18A:18A-1 et seq.

b. Use of Reserve Accounts, Transfers, and Cashflow

The school district shall apply for the approval from the Commissioner of Education, prior to performing certain budget actions, such as withdrawing from the emergency reserve account or making transfers that cumulatively exceed ten percent of the amount originally budgeted.

c. Costs and Contracting

The school district shall follow all New Jersey State laws and regulations applicable to local school districts for purchasing when procuring devices and connectivity or any technology related item.

D. NJDOE Guidance – Key Subject Area 4 – Continuity of Learning

1. Ensuring the Delivery of Special Education and Related Services to Students with Disabilities

a. The school district shall continue to meet their obligations to students with disabilities to the greatest extent possible.

2. Professional Learning

a. The school district shall prepare and support teaching staff members in meeting the social, emotional, health, and academic needs of all students throughout theimplementation of the Plan.

(a) The school district shall grow each teaching staff member’s

professional capacity to deliver developmentally appropriate standards-based instruction remotely.

(2) Mentoring and Induction

(a) The school district shall ensure:

(i) All novice provisional teachers new to the district be provided induction;

(ii) One-to-one mentoring is provided to novice provisional teachers by qualified mentors;

(iii) Mentors can provide sufficient support and guidance to novice provisional teachers working in a remote environment;

(iv) Mentoring is provided in both hybrid and fully remote learning environments and that mentors and provisional teachers will agree upon scheduling, structure, and communication strategies they will use to maintain the mentoring experience; and

(v) The use of online collaborative tools for school staff to remain connected to other mentors, new teachers, and administrators to maintain a sense of communal support.

(3) Evaluation

(a) The school district has considered the requirements and best practices with provisional status teachers, nontenured educators, and those on Corrective Action Plans (including extra observations, extra observers, assuring more frequent feedback and face-to-face).

3. Career and Technical Education (CTE)

a. The school district shall implement innovative learning models for new learning environments regarding CTE.

Face Covering Policy--First Addendum to Board Policy 1648

The School District of the Chathams acknowledges that face coverings, coupled with physical distancing, hand hygiene and respiratory etiquette are an effective and essential strategy for protecting the health of the community during the COVID-19 pandemic. Staff, students and visitors are required to wear masks and/or appropriate face covering when in school and the surrounding area, unless doing so would inhibit the individual’s health or an accommodation is required. School areas include fields, adjacent playgrounds and the immediate surrounding area (including but not limited to sidewalks and parking lots). All students must wear a face mask or face covering before boarding and while riding a school bus. Masks and face coverings are required to be worn properly, per CDC recommendations. This includes covering both the nose and mouth. For comfort, familiarity and ease of use, students and staff should provide their own face coverings. All students should arrive at school with 3 face coverings daily. One to be worn; 2 as back ups. Masks/face coverings are required to be worn during arrival and dismissal, including while exiting a vehicle. Appropriate face coverings for student and staff used include reusable cloth face masks and disposable procedure masks. School nurses will be equipped with N95 and FDA approved KN95 masks as they are available for delivering care to students and staff in health offices. Type of face coverings that are not allowed. Masks with one-way valves will not be allowed to be worn in school. These masks permit exhaled air to pass unfiltered and do not sufficiently mitigate the risk of infection. Use of face shields Face shields can be effectively used to protect the eyes and add extra protection from transmission of the virus that causes COVID-19. They are not considered an effective substitute for face coverings that surround the nose and mouth.

Clear face masks The District acknowledges that some individuals may benefit from the use of face coverings with clear front. Teachers and staff who interact with those who are deaf or hard of hearing; teachers of very young students; teachers of English Language Learners and others may benefit from using clear front face coverings. The District supports the use of these masks. Exemptions to Face Covering Requirement Enforcing the use of face coverings may be impractical for young children or individuals with disabilities. In such circumstances additional efforts will be made to maintain distance among students and to engage in other risk mitigation measures, such as more frequent handwashing/use of hand sanitizer. Students and staff will be exempt from wearing face coverings under these conditions:

a. When doing so would inhibit the individual’s health. b. When a student is in extreme heat outdoors. c. When a student is in water. d. If a student’s documented medical condition, or disability as reflected in an Individualized

Education Program (IEP), precludes the use of a face covering. e. If a student is under the age of two (2), due to the risk of suffocation. f. When a student is eating or drinking. g. If or when anyone has trouble breathing or is unconscious, is incapacitated, or is

otherwise unable to remove the face covering without assistance (e.g., face coverings should not be worn by Pre-K students during nap time).

h. The student is engaged in high intensity aerobic or anaerobic activities. i. During gym and music classes when individuals are in a well-ventilated location and able

to maintain a physical distance of six feet apart. j. When wearing a face covering creates an unsafe condition in which to operate

equipment or execute a task (for example, students operating machinery in which face coverings may get caught).

Requests for Accommodations to Mask Wearing: Parents/guardians of students seeking an exception to mask wearing should contact the Building Principal in writing to begin the request for accommodation process. Staff members seeking an exception to mask wearing should contact our Human Resources Department in writing to begin the request for accommodation process. Mask breaks

Mask breaks will be given to students. Teaching Staff will determine the timing, frequency and appropriateness of the breaks based on the needs of their students while ensuring the safety of the cohort. Visitors Visitors to all District buildings must bring their own mask or face covering. Visitors may be denied access to the school building or environs (if students or staff are present) if they do not utilize a face covering or if they have an insufficient or prohibited face covering (e.g. one valve mask, gaiter, bandana). Visitors who have an underlying health condition should contact the building principal at least 24 hours prior to visiting the school in a non-emergency situation to discuss if an accommodation may be made. Parents/guardians/caretakers are expected to wear a mask during pick up and drop off if they do not remain in their vehicle. Sources:
