SUBIECT: REGISTRATION OF GANG MEMBERS
This is a new Operating Procedure.
I. PTJRPOSE
State Penal Code Section 186.30 allows the court to order gang members to register withlocal law enforcement agencies. The Investigations Unit will be responsible for handling
all gang registration within the jurisdiction of the National City Police Deparftnent.
Registrants appearing at the station will be provided a copy of the Gang Registration Form(Pd-670) and that directs them to register at the station front counter. The scheduled
registrarion rimes are Tuesdays 1300 to 1630 hours and Wednesdays 0800 to 1100 hours.
The front counter offrcer will provide the registrant with the attached form. Duringregistration hours, front counter personnel will call the Investigations Unit to advise that
there is a subject waiting to register. Personnel from the Investigations Unit will print,photograph and interview registrants in accordance with 186.30 P.C.

The following is the step-by step procedure for Gang Registration:
1.. The registrant is given instructions by front counter personnel.
2. Front counter personnel will call a designated gang detective. The detective
handling the registrant will respond to conduct the interview. If the detective is notavailable, the desk offrcer will conduct the interview.
7. The interviewer will take major case prints.
4. The interviewer will take line-up qualrty photos and photos of all major tattoos.
5. The interviewer will filI out the Registration Form (PD 671), Registration
Notification Statement Form (PD 6714), Registration Interview Form (PD-672)
and Registration Receipt Form (PD 673). The registrant will be advised that the
registration receipt will be mailed within 7 business days (the receipt may be used
for proof of registration for their parole or probation officer.)

The interviewer will provide a copy of the Registration Form (PD 677,6714) and
Interview (PD 672) to the detective handling the gang ñle. The original forms,photos and prints will be placed in a manila case jacket and given to thedesignated gang detective
The information, including photos, will be entered into the CalGang system byeither a gang detective or a crime analyst. On subjects that are not documented inthe system, the detective will follow-up on possible documentation.
A Registration Receipt (PD 673) will be mailed to the registrant within 7 business
days.
A designated gang detective will file the jacket in the registration file and the
Interview Form (PD 672) in a separate file.
Court minutes will be forwarded to a designated gang detective. Calendaring willbe used to show the 10 day requirement. When 10 days are up, the informationwill be given to a gang detective for violation of the registration requirement.
Return receipts will be forwarded to a designated gang detective to be logged forfollow-up on the address for a possible registration violation.

GANG REGTSTRA TION REQUIREMENTS
Your responsibility to register is a 5 year requirement from the date of courtimposition:
1. You must register with the Chief of Police or the Sheriff of the county in whosejurisdiction you reside within 10 days of release from custody or imposition of sentencingif no custody time is served.
2. You understand that your responsibility to register as a gang offender lasts for 5 yearsfrom your last imposition of registration requirement pursuant to Penal Code Section186.30.
3. You understand that within 10 days of changing your residence address you mustinform, in writing, the registering agency with whom you last registered, of your newaddress.
4. You understand that when changing your residence within the State of California youmust register with the new local law enforcement agency having jurisdiction over yourresidence within 10 days of your relocation.
5. You understand that it is your duty to know the legal requirements of Penal CodeSection 186.30, including changes to the law, which may be made in the future.
6. You understand that the registration requires that the registering policing agency takeyour photograph and fingerprints.
7. You understand that if you knowingly violate any provisions of Penal Code Section186.30 you are guilty of a misdemeanor.
L You understand that if you knowingly fail to register pursuant to Penal Code Section180f30 and are subsequently convicted of any of the offenses specified in Penal CodeSecJion 186.30,or if you are a juvenile, that if a petition is subsequently sustained for aviolation of any of the offenses specified in Section 186.30, you shall be punished by anadditional term of imprisonment in the state prison for 16 months, or 2, or 3 years.
Registration can be done only on luesdays 1:00PM to 4:30PM and Wednesdays8:00AM to 11:004M
