OBITUARY

Er. Archan Kusum M a j u m d a r , F I E , Council Member of The Institution of Engineers (India) and a renowned C i v i l E n g i n e e r , breathed his last on December 9, 2016. Born on March 28, 1960, Er. Majumdar g raduated in C iv i l Engineering from B E College, Shibpur in 1982. He joined Calcutta Electric Supply Corporation Ltd in the same year as Junior Project Engineer and rose to

the position of Deputy General Manager, CESC Limited. During his long association with CESC, he was deeply involved in construction of Titagarh, Southern and Budge Budge Thermal Power Stations. He specialized in use of fly ash and cost effective materials for construction of buildings. He joined the Institution in the year 1987 as Member and became Fellow in the year 2001. He was the Honorary Secretary of the West Bengal State Centre during the period 2004-06 and became the Chairman during 2010-2012. Er. Majumdar became Member of IEI Council from 2000 and became Vice President, IEI for the Session 2008-2009. He

thwas the Organising Secretary of the 20 Indian Engineering Congress held at Calcutta in 2005. West Bengal State Centre was adjudged Best Centre twice in the years of 2005-2006 when he was the Honorary Secretary and 2011-2012 when he was the Chairman. He took active role in refurbishment of West Bengal State Centre office to give it a corporate look. He also served the Institution in various committees namely Bye Laws, AICT, NLPC, CVDB, CRC, EISC, Committee for Engineers Bill, to mention a few. As a gesture that befits Er. Majumdar, he has donated his Eyes to the Eye Bank and Body to the Institute of Post Graduate Medical Education and Research for advancement of Medical Education.

Shri Sisir Kumar Banerjee, FIE, Chairman and Shri Kashmir Lal Mallik, FIE Honorary Secretary welcomed all the Corporate Members of West Bengal State Centre present in the AGM and greeted them along with their families for a very Happy Merry X-mas and Prosperous and Peaceful New Year 2017. Before taking up the main agenda the Chairman informed with heavy heart the sad news of demises of Prof. (Dr.) R N Banerjee, FIE, Past Chairman, WBSC ( 2000 - 2002), Asok Kumar Das, FIE, Convener, Chemical Engineering Division, WBSC, Archan Kusum Majumdar, FIE, Past Honorary Secretary ( 2004-2006), Past Chairman of WBSC, IEI (2010 - 2012), Past Vice President, IEI (2008 - 2009) and a National Council Member, IEI and P R Das, Member attached to M M Engineering Division, WBSC who were past away recently for heavenly abode. Two minutes silence was observed to pay the respect to the departed souls. It was also decided that

thCondolence letters be sent to each of the bereaved families. The Chairman then called the 96 Annual General Meeting of West Bengal State Centre in order.

Kolkata – 700 020 was circulated to all Corporate Members through West Bengal State Centre November News Bulletin, WBSC Website and also by e-mail. Shri Sisir Kumar Banerjee, Chairman invited Members for observations, if any, on the recording of Minutes. In the discussions Shri S C Rudra, FIE (F-013807-6) Council Member, IEI pointed out whether the Annual Report and Audited Accounts have

thbeen approved in the State Committee Meeting. Chairman informed that it was duly approved in the last 790 State Committee Meeting only after that the same was published. Shri R K Samanta, (M – 011230-0 ) Dr. S K Das ( F- 13928-5) and a few other Members pointed

thout some observations which Chairman & Honorary Secretary clarified. Members satisfied and the minutes of the 95 Annual General Meeting of West Bengal State Centre were confirmed unanimously and duly proposed by Shri G C Dutta, FIE (F-015671-6) and seconded by Dr. Subhas Ch. Saha (AM-0833307).

Item 02 : To receive the Annual Report and Audited Account of West Bengal State Centre for the Financial Year 2015-2016 (Year ended 31.03.2016)

At the outset Shri Sisir Kumar Banerjee, Chairman, kept the house informed about the details of Loans and Advances of Rs. 14,98,474/- is as under. 1) Rs. 47,500/- for Festival Advance to Staff

2) Rs. 17,976/- for Security Deposit to CESC Ltd.,

3) Rs. 28,495/- for TDS Receivable

4) Rs. 14,04,503/- for Receivable Rent of Building at Salt Lake

Chairman clarified that rent of Salt Lake Building which is receivable should be separately mentioned as “Rent Receivable”. He also assured the house this will be ratified and followed in future. Members noted the same. Corporate Members namely Sri R K Samanta,(M – 011123-0) Dr. S K Das, ( F-13928-5) Sri Arun Kumar Basu, ( AM 029833-5), Sri Sudip Kumar Sarkar, (F -121615-1) Dr. Subhas Ch. Saha, ( AM-0833307 ) and Shri Avinash Singh ( M – 123267-8) deliberated some issues. They pointed out that the News Bulletin is not published regularly. Hence the interested Corporate Members could not participate in the technical activities as the date and venue were not known to them. They suggested that it would be better to send the programme through e-mail as well as SMS so that interested Members could turn up. Honorary Secretary Shri Kashmir Lal Mallik informed all the Members that their suggestions had already been noted. E-mail ID of all members were taken and we used to communicate the programme of technical activities to these members on regular basis. Response was found to be satisfactory and presently participants in each Technical Activity was very much increased. Shri Samanta also expressed satisfaction on the activities of the Committee both qualitatively and quantitatively. The functioning of the West Bengal State Centre was satisfactorily improved. Dr. S K Das expressed that Income from Technical Activities was increased and if the News Bulletin could be published in time then the fund would be further increased. It was also pointed out that a big amount of donation was collected which was a good sign. Shri Arun Basu pointed out that in the Auditors Report, Auditors has signed the pages but without any date though it was mandatory. Chairman asked the Honorary Secretary to look into this. Members were pleased to note that their suggestions were well taken to transfer excess cash to Fixed Deposit Accounts for generation more interest which might be utilized during the requirement of the State Centre. The Annual Report and the Audited Accounts of the West Bengal State Centre of The Institution of Engineers (India) for the Financial Year 2015-2016 were received, confirmed and accepted unanimously.

Shri G C Dutta, (AM – 043682-0) proposed for acceptance of the Annual Report and Audited Accounts for the Financial Year 2015-2016 which was seconded by Shri M Chatterjee (M – 143092-6). Annual Report and Audited Accounts for the Year 2015-2016 were accepted.

Shri Sisir Kumar Banerjee, FIE Chairman announced that the retiring Committee of West Bengal State Centre had unanimously elected Shri Kashmir Lal Mallik, FIE (F-017989-9) as the Chairman of the West Bengal State Centre, The Institution of Engineers (India) for the


Sessions 2016-2017 and 2017-2018 and Shri Ranjan Dutta, FIE ( F – 119414-5) as the Honorary Secretary of the West Bengal State Centre, The Institution of Engineers (India) for the Sessions 2016-2017 and 2017-2018. Members welcomed the announcement with big applause. Thereafter, Shri Sisir Kumar Banerjee left his Chair and requested Shri Kashmir Lal Mallik to take the Chairman's Chair and preside over the remaining part of the meeting.

Shri Sisir Kumar Banerjee handed over the Report of the Board of Scrutineers for Election to the Committee for the Sessions 2016-2017 and 2017-2018 to Shri Kashmir Lal Mallik, newly elected Chairman, West Bengal State Centre and requested him to announce the name of the elected Members division-wise for the Sessions 2016-2017 and 2017-2018 who would be the Members of the Committee of West Bengal State Centre. Shri Kashmir Lal Mallik, FIE, Chairman then announced the names of the elected Members of all the 15 Divisions and requested them to come to the Dias so that all Corporate Members present could recognize them individually.

The Committee of West Bengal State Centre takes pleasure in presenting its Annual Report of its activities for the Year 2016 - 2017 (ending on 31.03.2017) and extending sincere thanks and gratitude to all Honourable Corporate Members for their valuable contribution, meaningful suggestions and services for smooth and eventful functioning of the State Centre during the period. The Committee pays respectful homage to the departed souls of the Members who have expired during this period and convey its sincere condolence to the members of the bereaved family. The Committee also welcomes the new Members who have been enrolled during the year and invites them to join with the activities of the Centre and to contribute for enriching its noble causes.Pursuant with its objective to further the cause of engineering fraternity, in particular and society in general, West Bengal State Centre of IEI have been continuously taking move to formulate and implement decisions through WBSC Committee to extend efficient and transparent services to the large number of its corporate members. During the year WBSC Committee which met number of times to manage the affairs of the State Centre and various Sub-Committees assigned with specific responsibilities assisted the WBSC Committee in formulation and implementation of number of decisions for better management of the State Centre.This Committee had given special endeavour in increasing Institutional Membership and establishment of Student Chapters in different Engineering Colleges. We are happy to announce that we achieved modest success in this venture and continuing our endeavour. We are talso committed to establish IEI Student chapters in every department of all Engineering colleges and every Polytechnic Colleges in West Bengal.Having our own Website and it is being periodically updated members are accessed to all information of the activities of West Bengal State www.ieiwbsc.orgCentre, while visiting the website.The Committee had been seized with the perennial problem of low growth in the strength of Corporate Membership, which, is the vital concern, and likes to request all Members to extend their special support in the matter to encourage all the Engineering Graduates who did not take our Membership still now. Engineer – Statesman, a visionary and an ever respected social worker whose entire life was devoted for advancement of engineering science & technology for the betterment of common people.The State Centre observed the World Telecommunication and Information Society Day on 17.05.2016, World Environment Day on 05.06.2016, World Water Day on 22.03.2017 and World Habitat Day on 03.10.2016 in a befitting manner. The State Centre successfully conducted Section A & B Examinations of IEI during June & December 2016. Total number of examinees appeared in the above examinations were as under:

Guidance classes for students of section A & B Examination of IEI were arranged under Supervision of Technical Education Cell of the State Centre wherein good number of candidates enrolled.TECHNICALDuring the year under review, several Lecture Meetings by various Divisional Sub-Committees were organized where distinguished speakers from across the country and also from abroad delivered the lectures. Lecture meetings were well attended.
