System Integrator1 .The Bidder/ASP/OEM should be a System Integrator.

Experience on the related job area2 .The bidder should have executed 1 single order of similar nature of jobs, particularly in SUPPLY OF COMPUTER HARDWARE,UPS, PRINTER, SCANNER ETC. of Rs 30,000,000.00 each or more at any or The bidder should have executed 2 single orderof similar nature of jobs, particularly in SUPPLY OF COMPUTER HARDWARE, UPS, PRINTER, SCANNER ETC. of Rs 15,000,000.00each or more at any Govt. Department / Quasi Govt. Dept / PSU / Board / Council or similar organization in last 3financial years. Work Order copies along with job completion certificate from the customer duly self-attested are tobe submitted. In case of non-availability of attestation from Gazetted Officer, the bidder will have to produceoriginal document for verification, without which the bid will be treated as non responsive and summarily rejected.

INSTRUCTIONS TO BIDDERS

General for e-TenderRegistration of Bidder1 .Any Bidder willing to take part in the process of e-Tendering will have to be enrolled & registered with the Governmente-Procurement System, through logging on to https://etender.wb.nic.in . The Bidder is to click on the link fore-Tendering site as given on the web portal.

Digital Signature Certificate (DSC)2 .Each Bidder is required to obtain a Class-II or Class-III Digital Signature Certificate (DSC) for submission of tendersfrom the approved service provider of the National Informatics Centre (NIC) on payment of requisite amount. Details areavailable at the Web Site stated in Clause A.1. above. DSC is given as a USB e-Token.

Search and Download3 . The Bidder can search & download N.I.T. & Tender Document(s) electronically from computer once he logs on to the

website mentioned in Clause A.1. using the Digital Signature Certificate. This is the only mode of collection of TenderDocuments.

Participation in more than one work4 .A prospective bidder shall be allowed to participate in the job either in the capacity of individual or as a partner ofa firm. If found to have applied severally in a single job all his applications will be rejected for that job.

Exemption under NSIC5 .Bidders who are registered with NSIC, UNDER SINGLE POINT REGISTRATION SCHEME for the TENDERED ITEMS are exemptpayment of bid security and Tender Fees up to the amount equal to their monetary limit. A proof regarding currentregistration with NSIC for the TENDERED ITEMS will have to be attached and documented through e filling, otherwise theBid will be treated as cancelled. In case of bidders having moneytary limit as "NO LIMIT", the exemption will belimited to Rs.50,00,000/- only as per existing policy of WBEIDC Ltd.

Submission of Tenders6 .Tenders are to be submitted through online to the website stated in Clause A (i). in two folders at a time for eachwork, one in Technical Proposal & the other is Financial Proposal before the prescribed date & time using the DigitalSignature Certificate (DSC) The documents are to be uploaded virus scanned copy duly Digitally Signed. The documentswill get encrypted (transformed into non readable formats).

GENERAL TERMS & CONDITIONS

GENERAL TERMS AND CONDITIONSAwarding of Contract1 .WBEIDC Ltd will award the contract to the successful bidder whose bid has been valued as per Price and Other criteria . WBEIDC reserves the right not to accept the Lowest Price bid with out assigning any reason what so ever and the bidderwill not challenge such decision in any forum what so ever WBEIDC also reserves the right to split the order and / ordrop any line item as per direction of the end customer. The contract will be awarded to the bidder securing lowestprice as per their offer. The successful bidder will have to give security deposit of 5% of total value of the LOI inthe form of BANK GURRANTEE for a period of 60 days+ the maximum warranty period among the items quoted. After receivingthe PBG, firm P.O will be issued.

Amendment of Invitation2 .At any time 1 days prior to the deadline for submission of proposals, WBEIDC reserves the right to add / modify /delete any portion of this document by issuance of a Corrigendum, which would be published on the website and willalso be made available to all the Bidders who have been issued the tender document. The Corrigendum shall be bindingon all bidders and will form part of the bid documents (Techno Commercial as well as Price Bid).

Amendment of Proposals3 .In order to afford prospective Bidder reasonable time to make amendment in their proposals, WBEIDC may, at itsdiscretion, extend the deadline for the submission of proposals. However, no such request in this regard shall bebinding on WBEIDC.

Assignments4 .Assignment of the job to third party is not allowed without the consent of WBEIDC Ltd.

Rejection of BID5 .Any deviation from the given specification and make, will be treated as rejected.

Canvassing6 .Canvassing or support in any form for the acceptance of any tender is strictly prohibited. Any bidder doing so willrender him liable to penalties, which may include removal of this name from the register of approved Contractors.

Clarification Regarding Tender Document7 .A prospective Bidder requiring any clarification about the tender document and scope of work may contact the personthrough e-mail / letter as mentioned above in NIT.

Date & Time validity of the quotation8 .Any quotation submitted later than the date and time mentioned above will not be accepted

Discrepancies and Adjustment thereof9 .Discrepancy between description in words and figures, the rate, which corresponds to the words quoted by the bidder,shall be taken as correct. Discrepancy in the amount quoted by the bidder due to calculation mistake of the unit rate,the unit rate shall be regarded as firm. Discrepancy in totaling or carry forward in the amount quoted by the biddershall be corrected.

Disputes and Arbitrations10 .In case of any dispute or differences, breach and violation relating to the terms of this agreement, the said disputeor difference shall be referred to the sole arbitration of Managing Director, WBEIDC Ltd. or any other person appointedby him. The award of the arbitrator shall be final and binding on both the parties. In the event of such arbitrator towhom the matter is originally referred to vacates his office on resignation or otherwise or refuses to do works orneglecting his work or being unable to act as arbitrator for any reason whatsoever, the Managing Director shall appointanother person to act as arbitrator in the place of outgoing arbitrator and the person so appointed shall be entitled

to proceed further with the reference from the stage at which it was left by the predecessor. The Contractor will haveno objection in any such appointment that arbitrator so appointed is employee of WBEIDC Ltd. The adjudication of sucharbitrator shall be governed by the provision of the Arbitration and Conciliation Act, 1996, or any statutorymodification or re-enactment thereof or any rules made thereof. The arbitration shall be held in Kolkata only.

Deadline for Submission of Proposals11 .Proposals will be received by WBEIDC at the specified address not later than 03 02-17 12:00 Hrs. WBEIDC may, at itsdiscretion, extend this deadline. WBEIDC may also extend this deadline for any other administrative reason.

Force Majeure Condition12 .If the execution of the contract/supply order is delayed beyond the period stipulated in the supply order as result ofoutbreak of hostilities, declaration of an embargo or blockade of road, fire, flood or any such act of nature, thenWBEIDC LTD may allow such additional time by extending the project execution timeframe as considered to be justified bythe circumstances of the case and its decision will be final. If additional time is granted by the WBEIDC LTD, thesupply order shall be read and understood as if it had contained from its inception the execution date as extended.

Inclusion of freight & insurance13 .Price quoted should be inclusive of freight & insurance upto the delivery locations.

Formats and Signing of Proposals14 .The original proposal shall be neatly typed and shall be signed by an authorized signatory / signatories on behalf ofthe Bidder. The authorization shall be provided by written Power of Attorney accompanying the proposal. The person orpersons signing the proposal shall initial all pages of the proposal, except for un-amended printed literature. Theproposal shall contain no interlineations, erase or overwriting. In order to correct errors made by the Bidder, allcorrections shall be done & initialed with date by the authorized signatory after striking out the original words /figures completely.

Governing Laws15 .This Tender Document and the contract shall be governed by and interpreted in accordance with Laws in force in India.The courts at Kolkata shall have exclusive jurisdiction in all matters arising under the contract.

Late Proposals16 .Any proposal received by WBEIDC after the deadline for submission of proposals, as referred above shall not be accepted.

Language of Proposal & Correspondence17 .The proposal submitted by the Bidder should be in English language only. All the documents relating to the proposal(including brochures) supplied by the firm should also be in English, and the correspondence between the Bidder &WBEIDC will be in English language only. A duly signed formal copy must subsequently confirm the correspondence by Fax/ e-mail.

Non escalation of Price18 .The price offers shall remain firm within the currency of contract and no escalation of price will be allowed.

Non-eligibility of bid by Webel Group Company19 .No Webel group company allowed to bid in WBEIDC tenders, and bids will be summarily disqualified if received from anyWEBEL group company.

Proposal Currency20 .Prices shall be quoted in Indian Rupees, inclusive of all prevailing taxes, levies, duties, etc.

Period of Validity of Proposals21 .The price offers shall remain firm within the currency of contract and no escalation of price will be allowed. Thequoted offer and / or rate must be valid for a minimum period of 180 Days from the date of opening of the tender. Thetender inviting authority reserves the right for seeking extension of validity of offered rates from the successful

bidder. Acceptance of such request during actual offer is however optional to the bidder. The price validity willremain unaltered irrespective of any reason including foreign exchange rate variation. Variation in statutory ratelevied by Government will however be reflected for both reduction and escalation.

Whom to report22 .Reporting: You have to report to SRI JADU GOPAL MONDAL, DGM(WBSWAN) for ALL purposes.

SPECIAL TERMS AND CONDITIONSDelivery time period1 .ALL ITEMS must be delivered and installed within 2 WEEKS from the date of issuance of LOI.

Delivery Locations2 .Delivery/Installation location:AS DIRECTED BY DIRECTORATE OF STATE ARCHIVES, HIGHER EDUCATION DEPARTMENT, 43 SHAKESPEARE SARANI,

Liquidated Damage3 .As per the job mentioned in the tender document; In the event of failure to meet the job completion in stipulateddate/time liquidated damage may be imposed on the Vendor(s) for sum equivalent to 1% of the contract value for eachweek or part thereof, subject to a ceiling of 5.00% of the contract value (including all taxes & duties and othercharges). In the event of LD exceeds 5.00% of the order value, WBEIDC reserves the right to terminate the contract andWBEIDC will get the job completedby any other competent party. The difference of cost incurred by WBEIDC will berecovered from the earnest money deposited / PBG / Invoice submitted by the vendor (as applicable).

Payment Authority4 .Payment sanctioning authority: MD, WBEIDC LTD

Payment Terms5 .Payment will be made on submission of bills along with the receipted Challan & successful installation certificate fromthe END CUSTOMER. Payment will be released within 60 days after receiving payment from the end customer.

Security Deposit6 .Successful bidder will have to submit a performance bank guarantee within 14 of issuance of LOI, amounting 5% totalordered value in the format given in the tender document for a validity period of 60 DAYS more than the warranty period(3 YEARS from the date of final acceptance of the end customer) of the quoted items.

Warranty7 .The bidder will warranty that products supplied under the contract are newly made and are free from defects in thedesign, engineering and workmanship. The bidder would be responsible for the up keep and maintenance of theinfrastructure with a resolution time of 12 HRS. and necessary deliverables under the scope of work during the entireon-site warranty period of 3 YEARS from the date of FINAL ACCEPTANCE of the system by the customer. To maintain thisSLA, if desired by the end customer, one engineer has to be provided at the site for immediate attempt of any failure.The bidder shall not, without the express prior written consent of WBEIDC, assign to any third party of the contract orpart thereof. Service support for the entire warranty period will be on site and comprehensive and free of cost for theentire warranty period.

About Directorate of State Archives of Government of West Bengal

The Directorate of State Archives (DSA), as the official custodian of all non-current records of the government is a specialized wing of the Higher Education Department, Government of West Bengal. It is the oldest repository of pre-colonial, colonial and post-colonial records and its collection grows in bulk as well as in richness with the passage of time.

• The Historical Section deals with the records dating back to 1758 and continuing till 1900.

• The Current Section which deals with post-1900 records.

• A third section deals with Intelligence Branch, Public Works Department and Chancellor Secretariat records.

Apart from the general record series, the Directorate of State Archives possesses special type of records which include a thousand old maps and about 42,000 Glass and Film negatives and Photographic prints, containing intercepted letters, articles and photographs of the freedom fighters.

Project objectives

The records available with Directorate of State Archives of West Bengal are irreplaceable. With age, these original records have become vulnerable to disintegration due to passage of time.

Hence with the view to preserve these records for posterity, Directorate of State Archives is digitizing the records.

The Directorate of State Archives intends to create an IT enabled infrastructure for permanent preservation of these records while making them safe, available & easily accessible. For the same,

• The Directorate of State Archives has initiated program to digitize thousands of records for preservation

• Currently the digitized records are being stored in a single file server.

• However the current system is only a temporary measure since the current single system solution is vulnerable to a single point of failure for the server itself

• The core objective of the project is permanent preservation of data from any system failure or localized disaster like fire.

• Hence Directorate of State Archives intends to implement a highly-available system design that protects against loss of data due to single point of failure

• Further, the Directorate of State Archives intends to have provision for implementation of a solution for protection of data due to acts of God. This would be implemented at a later date.

Proposed IT infrastructure solution overview

• Currently, digitized data is stored in one Server (Existing) with internal 50TB storage space. However this solution presents challenges of scalability & availability (single point of failure)

• As per proposed solution, the existing & new digitized data would be moved to a highly available central storage system for file & block data.

• A Content Management System (CMS) would be implemented to support creation and modification of the digitized data to allow multiple users to work in a collaborative environment. (CMS is not part of this RFP)

• The proposed system infrastructure as part of this RFP would be designed such that it supports easy upgradability at a later date to support safe & controlled remote access of data by validated users.

• For protection of data in case of loss of site due to events outside human control such as acts of God (like sudden natural disasters, fire etc.), a Business Continuity & Disaster Recovery solution would also be implemented at a later date.

To achieve these objectives Directorate of State Archives intends to procure latest generation Storage system for File & Block data and additional application server(s).

Project solution constituents

− Bidder to propose a Storage System using common or separate redundant controllers for NAS & SAN for a Unified Storage solution.

− Bidder has to undertake necessary LAN & SAN cabling as per industry standard practices within the primary data center for installing, implementing & commissioning the proposed storage solution.

− Bidder should include the required components for cabling & connecting as required for SAN & NAS traffic, including patch panels, patch cords, casings etc. and cable laying as per best practices.

− Bill of material mentioned in the RFP is the minimum requisite. Bidder is advised to visit the site to evaluate solution components and provide any additional system, software, service etc. required to deliver the project objectives.

Warranty support

− All compute system hardware ( Storage system, SAN switch) should be proposed with 5 years support directly managed by the OEM with 24x7 calling & Next Business Day engineer / spare onsite.
