Construction costs are lower if the manufacturers are allowed to propose the design of the components themselves, that best suited to their manufacturing capabilities.
Registration of manufacturers is necessary to reduce evaluation work during the Tender Evaluation stage.
Observations
When re-usable system formwork is specified, the quality of work are well below expectation.
Bidders often quoting price of new rather than used re-useable system formwork making the cost of structures expensive.

JKR is to allow manufacturers to submit their own design proposals to enable the construction costs kept at the minimum.
JKR is introduce procedures that exclude the adoption of re-useable system formwork in the construction.
JKR is to evaluate technical submissions from the manufacturer before tender is invited and lists the complying submissions into a register to be called RISP.
