Landmark legislation for California on land use, transportation and environmental planning passed in 2008
Requires each region to add a new element to its RTP called a Sustainable Communities Strategy (SCS) which must:
Reduce greenhouse gas (GHG) emissions from driving in the Bay Area by 15% per capita by 2035. Identify a strategy to house the region’s population at all income levels
SB 375 requires that we change how we do transportation planning

SFTP prioritizes local projects for inclusion in the RTP
The SFTP is the long-range policy and investment plan for San Francisco developed by the Authority
4 goal areas: economy, environment, livability, infrastructure
The RTP is the long-range (25+ year) policy and investment plan for the 9-county region developed by the Metropolitan Transportation Commission (MTC)
prioritizes Federal, State and Regional funds across a broad range of primarily capital projects and programs
Create a more livable city
Ensure a healthy environment
Provide world-class
infrastructure

Opportunity for San Francisco to increase share of regional transportation funding
Increased # of regional transportation projects and funding are being considered discretionary vs. committed
Increased will to advocate for new revenues to achieve SCS goals
Projects/policies that reduce GHGs or support the city’s growth plans may be more competitive for regional discretionary funds
San Francisco has urged the region to consider the following
Maintenance resources should be prioritized for jurisdictions currently accommodating regional growth + travel in an equitable + sustainable manner; + that demonstrate progress toward meeting RHNA affordable housing targets
Growth should be distributed across the region such that lower income households have increased access to safe and healthy neighborhoods as well as jobs and education, and include protections to prevent displacement and facilitate preservation of the existing supply of affordable housing.
Expansion resources should be prioritized for jurisdictions that are proactively planning to accommodate expected growth-- particularly affordable housing—between 2010 + 2035, in a sustainable + cost-effective manner
Discretionary regional funding should be prioritized for projects that reduce regional GHGs equitably + cost-effectively; + for projects that serve TOD that includes affordable housing
Call for Projects: RTP/SCS Focus
MTC issued a call for projects on February 14
Authority, as San Francisco’s Congestion Management Agency, is responsible for:
1. Issuing a call for projects2. Performing related outreach to project sponsors and the public3. Prioritizing projects and assigning San Francisco’s target of
discretionary funds ($6.16 billion) by April 294. Coordinating with MTC, project sponsors, and stakeholders, in
policy discussions leading to development of final list of San Francisco projects in RTP/SCS
Regional transit operators and Caltrans will submit project priorities directly to MTC

What projects need to be in the RTP/SCS?
Projects must be in RTP/SCS if, before 2017, the project is
Seeking federal or state fundingSeeking a federal action (e.g. environmental clearance, record of decision)
Projects can be in the RTP/SCS in two waysIndividual project listing – required if project is capacity-enhancing or regionally significantGrouped or programmatic category
All submitted projects will also be considered for inclusion in SFTP
