Job Role Outline Regional Supply Support Manager Business Unit: Water Services Grade: Band 3 Zone 3 Role Profile The Regional Supply Support Manager (RSSM) takes a leadership role in the Water Supply management team driving high performance from it. The Water Supply management are responsible for providing safe, wholesome water efficiently and resiliently to over 4.2 million customers across the Anglian region. The RSSM deputises for the RSM to cover periods of absence or unavailability This role will Support the Regional Supply Manager in the leading and implementing the strategy for Water Supply through AMP6 and beyond. It will also translate that strategy into strategic delivery plans for implementation by Supply teams. The RSSM is key to Water Supply playing its part in delivering against our Outcome Delivery Incentives (ODIs) Support Regional Supply Manager by delivering regional initiatives and improvements to mitigate operational risks and/or enhance performance and service. The role will represent the company with a wide range of stakeholders working to uphold Water Services strong reputation internally and Anglian Water’s externally and support the delivery of our Love Every Drop goals, commitments and targets. The RSSM must be a highly experienced in Water Supply operations and have a proven record of delivery in a fast changing and complex operational environment The RSSM must be a coach to members of the Supply management teams to support their continuous development and to achieve their full potential. The RSSM is expected to lead business development activities collaboratively with other departments, business units and companies to deliver constant performance improvement. Key Accountabilities Responsibility 1: Efficient and Sustainable Water Treatment and Distribution Challenge current thinking and constraints to enable cultural change across Supply to enable source to tap optimisation and risk management To ensure that innovations are developed and implemented as business as usual, be an integral member of the wider innovation team to drive transformation in the business Formulate long term plans to evolve current and new technologies and embed innovative solutions to enable enhanced performance Lead the development and implementation of processes using industry best practices that develop best whole life cost solutions Coach managers within Supply around efficient and sustainable water treatment and distribution Ensure that maintenance plans for Supply assets maximise and maintain the optimisation benefits delivered and ensure compliance with all regulatory requirements. Promote the need to maintain the functionality of the asset and treatment processes. maintenance of Water Supply assets on all sites in the AW region Drive improvement in environmental performance across the business unit to minimise our impact and

reduce pollutions ensure delivery of our (ODIs) Audit performance of Supply managers, Supply areas and the maintenance and operation of Water

Supply assets to ensure professional and quality service standards are maintained and applied To minimise risk and drive best practice across the business unit; generate, plan, organise and drive

delivery of original projects and plans to manage complex problems from observation or lessons learned Represent supply on regional optimisation groups and cross business unit working groups

Lead multi-disciplinary teams to develop and implement a programme of exercises to maintain the

availability of our major regional supply resilience schemes To minimise risk in operations , track regional supply area actions to ensure timely closure of lessons

learned reports, site specific water quality action plans and any other actions Work with the RSM to take learning from external benchmarking and implement tangible change in

Supply operations Represent the company as gold or silver envoy during large multi-agency incidents to ensure that the

company’s interests are managed and it’s reputation upheld Undertake the role of company incident manager when required to take operational control of large

multi-business unit incidents Provide on-site leadership and management in operational incidents if escalated beyond the local team Create a culture of process safety thinking relating to risk management across all activities and

generate and lead projects to develop and communicate the company thinking in this complex areaResponsibility 3: Effective Management of Capital and TOTEX Asset Stewardship Act as integrated project lead for operations delivered capital, ensuring that maximum risk is mitigated

at minimum cost. Support the Capital delivery process from promotion, through prioritisation and delivery to handover, to

ensure effective use of capital expenditure targeted to ensure maximum risk reduction and maximum value

To ensure operational risks and priorities are appropriately represented in developing the best business outcome support the capital delivery process as Water Services representative on pre-optimisation and optimisation boards with full responsibility for Water Supply decision making.

Support Asset planning and Water FLMs to ensure accurate TOTEX asset plans Drive regional maintenance programmes (such as reservoir and tower inspections ) leading steering

and delivery groups on best delivery strategy and driving progress against it Coach and support Managers on promotion of appropriate capital solutions to minimise operational risk

and use personal influence to break down barriers to delivery Drive improvement of engineering standards, asset standards and maintenance standards to ensure

that they offer suitable risk reduction Collaboratively participate in all stages of the Risk, opportunity and value management process for

larger or high risk schemes to ensure that the best whole-life value solutions are reached Facilitate open and honest discussion where any delays to solution delivery occur to drive resolution of

any problems and ensure prompt and efficient delivery of schemes whilst ensuring strong relationships are maintained

Responsibility 4: Customer Service and Public Safety Facilitate management of local relationships with internal and external stakeholders, particularly EA and

the HSE. Minimise the impact of operations on the customer throughout any incident period Ensure customer levels of service are maintained by working with managers to plan for supply/demands

issues and feed potential service issues back into the business Liaise with Public Health England, NHS, Local Authorities, DWI, MPs and other stakeholders regarding

fluoridation of the Water Supply Ensure the effective and seamless recovery of service to the customer base By directing the activities of the COMAH Improvement Manager the RSSM will push forward the

company’s process safety development and will also make sure that full support is provided to the Regional Supply Manager and Managers to manage COMAH performance.

quality are all protected, the RSSM must drive a culture of process safety thinking beyond H&S into other operational activity (e.g. Water Quality).

Promote Process Safety and Behavioural Safety across the business and externally Responsibility 5: Lead Business Development Activities Ensure spreading of best practice by driving continuous improvement within water services and across

the business through identification and implementation of opportunities and delivery of innovative improvement projects.

Represent Water Supply on steering groups for business process improvement projects and provide specialist expertise to regional projects and wider business initiatives

To enable strong collaboration develop and manage stakeholder relationships between Water Supply, capital partners, the wider business and external stakeholders

To ensure the business is effectively benchmarked and industry best practice is adopted, represent the business at cross-industry development events when necessary

Support RSM in development of Supply teams and collaborative working with othersResponsibility 6: Leadership, People Management and Development Provide strong leadership to Managers in water services and all Water Supply employees to ensure

compliance with safety, service, environmental and quality standards at optimum cost. Develop all Managers in Supply by active coaching to ensure a motivated management team able to

achieve their full potential Mentor Managers, graduates and other employees to ensure development of outstanding individuals. Drive performance in all Anglian Water employees by promoting and upholding a culture in line with the

leadership behaviours. Develop and assess Managers in line with the competent operator framework as part of our licence to

operate and work to develop them Deputise for Regional Supply Manager to provide visible regional leadership Lead the development of Water Supply portfolios and ensure that portfolio holders understand how they

contribute to the company’s outcomes to ensure that Supply teams’ efforts are fully aligned to Water services strategy.

Manage the coordinated implementation of Safe and Well action plans across Water Supply Direct the development of a structured training and development programme in key Water Supply skills

and ensure a consistent approach across all Water Supply areas Communicate the key role Water Supply will have in delivering our Outcome Delivery Incentives (ODIs)

and align them to other programmes and initiatives across the business Support RSM in the effective performance management of teams at a regional level (to include

performance management, absence management, development plans and succession planning). Support the Regional Supply Manager in developing a responsible culture focused on quality, efficiency,

sustainability and effective performance of the regulated business

Budgetary ResponsibilityOPEX: Shared responsibility for OPEX budget of up to £35MTOTEX: Sole responsibility for approx. £2M of urgent needs capital spendShared responsibility for local Supply and Capital spend of £40 million and influence on multi-million pound TOTEX solutions and programmes

Individual RequirementsQualifications and ExperienceHealth and safety management qualified to a minimum of IOSH level with strong track record of safety managementEducation to degree or equivalent level in relevant scientific or engineering (Chem, Mech &/or Elect) subject
