Energy Statistics in Qatar • Traditional energy statistics is collected and published based on reporting toTraditional energy statistics is collected and published based on reporting to

the Qatar Statistical Authoriy, QSA, from mainly two energy producers and distributors: Qatar Petroleum and the Qatar General Electricity and Water Corporation, Kahramaa.

• Main publishing channel: The Annual Statistical Abstract and Qatar in Figures.

• The publications are available for download, at the QSA website www.qsa.gov.qa or through www.qix.gov.qatar, an intergovernmental information portalinformation portal.

• Statistics on imports and exports of energy products (by HS codes) are also collected and published by the QSAalso collected and published by the QSA.

Petroleum and natural gas - 1

• The main source of information is Qatar Petroleum, QP.

• Qatar Petroleum collects information from all QP entities/subsidiaries(e.g. Qatargas, RasGas, QAPCO, etc.) and the foreign companiesoperating in Qataroperating in Qatar

• Detailed data for the production, exports and sales for a large number of oil and natural gas products is reported to the QSAoil and natural gas products is reported to the QSA.

• For QP and subsidiaries the data are available for the QSA monthly. For foreign companies. The data are available only on a quarterly basis. Theforeign companies. Electricity Statistics – 1

• Electricity and water are distributed to the users by the Qatar Water and Electricity Corporation, Kahramaa.

• in Qatar, there is not always any economic transaction involved when electricity is used (i.e. the electricity is delivered free of charge from Kahramaa, which are reimbursed via government subsidies)

• Information on the electricity production is delivered from Kahramaa to the QSA every quarter. The information includes the value of purchases and sales as well as the quantities (KWh) produced.

• Besides the information from Kahramaa, companies producing electricity reports to the QSA on quantities produced.

Electricity Statistics – 2

• The QSA publish information on electricity generation (KWh), and technical factors like installed capacity peak load andand technical factors like installed capacity, peak load, and utilization coefficient, etc.

Energy balance for 2006• The QSA has worked on establishing an energy balance for the reference

year 2006. The work was initiated after a high level government request.

• A questionnaire was sent to all relevant establishments with specific questions on energy supply and use for each establishment.

• The supply side of the balance was covered well by the survey• The supply side of the balance was covered well by the survey,

• Problems with an exhaustive and detailed description of the use sideand thus with a full balancing of supply and use were encountered.

• The work it indicated that, with the right institutional backup (contact to companies at a high level) and the necessary resources, it will be possible to obtain data and to set up an energy balance for Qatar.

• Although energy balances are still on the agenda in the QSA and the framework are regularly discussed, so far there has been no follow up on the work on the energy balance for 2006.

Qatar Statistics Authority• Qatar Statistics Authority, QSA, is the main producer and publisher of energy

statistics in Qatar.

• In June 2007, the Qatar Statistics Authority (QSA) was created as a new independent government agency.

• The vision of the Statistics Authority is to be recognized by national andThe vision of the Statistics Authority is to be recognized by national and international users as the trusted official source of high-quality, demand-driven statistical information.

• The QSA employs approximately 150 persons, of which 40 are employed at the Department of Economic Statistics. 2 persons are involved in the work on the energy statistics and 4 on the national accounts There is an overlapthe energy statistics, and 4 on the national accounts. There is an overlap between the persons working on the energy statistics and the persons working on the national accounts.

Use of energy statistics in Qatar

• One of the main users of energy information in Qatar is the G l S t i t f D l i Pl i GSDPGeneral Secretariat for Developing Planning, GSDP.

• Regularly, the QSA receives calls regarding the energy statistics from researchers consultancy companies andstatistics from researchers, consultancy companies and students.

• Besides the national users there is a demand for energy data• Besides the national users, there is a demand for energy data and statistics from international organisations and users. QP reports data to the IEA and to the OPEC.

• Energy data collected by the QSA forms an important input to the quarterly and annual national accounts produced by the QSA.

Some suggestions for the way forward in Qatar - 1

Given its experience and legal base QSA should still take a leading role, and be responsible for the collection, processing and dissemination of the energy dataprocessing and dissemination of the energy data.

Extra resources for the work is needed in order to enlargeExtra resources for the work is needed in order to enlarge the scope and quality of the already existing statistics.

Important to build metadata and documentation of the data that exists (e.g. data from Qatar Petroleum and Kahramaa). This will help to improve the understanding of the itemsThis will help to improve the understanding of the items already reported, and point at what additional data that may be needed.

Suggestions - 2 gg• It is recommended that the QSA should organise the work on

energy within a consistent and comprehensive statistical f k Thi ill f ilit t th t l t d i t tframework. This will facilitate that a complete and consistent picture of the supply and use of energy in Qatar can be presented.

• In order to be able to use the energy information in a consistent way in relation to the economic statistics, including the national accounts and economic analysis (efficiencythe national accounts, and economic analysis (efficiency, wealth, etc.) it should be considered not only to establish energy balances, but also energy accounts.

• Energy accounts for Qatar can probably be produced without much extra effort (multi-purpose statistics). Thereby, the energy accounts can directly be fed into the nationalenergy accounts can directly be fed into the national accounts, and they can subsequently be used for analysisof, for instance, efficiency and decoupling analysis.

• Establish high level contacts (director level) in the early phase to ensure the understanding of and support to the data collection process. Inform about the law on official statistics, including the fact that all

• The work may be further developed within the framework of existing statistical co-operation within the Gulf Cooperation Council, GCC. Thereby, common problems and solutions, including, for instance, statistical classifications, can be taken into account.

Organisation within the QSA

• Since expertise already exist within the Economic Statistics Department of the QSA and since the energy data are important for the national accounts it is suggested to maintain the work on energy within this departmentdepartment.

• A close co-operation with the section working on environmental statistics is recommended. A large part of air emissions, including the greenhouse gases, are linked to the energy use and a future development oflinked to the energy use, and a future development of that kind of statistics could benefit from the co-operation.
