Regional Organics Composting Facility Pope/Douglas Solid Waste Management • 2115 Jefferson Street, Alexandria, MN 56308 Steve Vrchota • 320-763-9340 • [email protected] Concern #1: Lack of Regional Processing Infrastructure • High transportation costs limit existing and future regional program growth • Mileage to nearest organics composting site (from Alexandria): 78 miles • Tri-County Organics (site being used to compost near St. Cloud) does not have the capacity to meet the 5 county regional needs Concern #2: High Volume of Organics in the Garbage • 2019 Solid Waste Composition Study shows a high volume of food waste and soiled compostable papers in the waste stream (32%) • Project does not compete with food sources that are promoted and diverted towards feeding hungry people and other uses that are higher on the Food Recovery/Recycling Hierarchy • Wet organics in the garbage stream reduces the Waste to Energy Facilities steam generation capacity. • Contributes to increased Waste to Energy Facility pollution control measures • Contributes to difficulties in separation of traditional recyclables (cans/bottles/cardboard/ metal) at the Materials Recovery Facility • Organics disposed of in the water treatment system cause high phosphorous and nutrient levels to surface water Pope/Douglas Solid Waste Management 5 county organics composting partnership We are looking for your support to create a unified organics recycling and composting system to meet the needs of 5 counties well into the future. Pope/Douglas Solid Waste, located in Alexandria, MN, provides recycling services and household hazardous collection to Pope and Douglas counties and processes garbage from seven counties in Greater Minnesota. In 2017, we began a commercial and residential organics (food waste/ compostable items) collection program. Participation in the organics recycling program has grown significantly.
