The use of pesticides in the Near East Regionis associated with growing health andenvironmental problems. Standards onpesticides residues, in particular, for exportto Western markets, are becoming morestringent. Consumer concern about food safetyis creating markets for food products of betterquality. The project, which is financed by theextraordinary Italian Contribution to the FAOTrust Fund for Food Security and Food Safety,strengthens the capability of governments,non-governmental organizations (NGOs)and farming communities of participatingcountries to plan and implement programswhich support community-basedintegrated pest management (IPM). Thisstrategy contributes to the protection offarming communities, their environmentand consumers, and to the expansion ofhigh value crop markets.

Participatory and Integrated Forest FiresManagement Plan

The importance of forest should not beunderestimated in a country as widely aridas the Syrian Arab Republic, where theforests provide stable feed for largenumber of grazing animals, plays asignificant role in water catchment, indesertification control and in preventionof soil erosion and in conservation ofbiodiversity.
Forest fire in Syria is primarily a socialproblem. In fact, more than 95 percent ofthe annual fires are set directly by ruralpeople living in and around forests and/orindirectly by their related activities(agricultural activities like grazing withinforest stands, conversion of forest lands toagriculture and house construction, etc.).
Previous assistance to the country inforest fire management, has concentratedon developing the country’s capacities infire detection and control; this project isaiming at strengthening the capacities infire prevention and preparedness througha multisectoral approach with the directinvolvement of local communities.
In this context, through FAO technicalassistance and funding from the ItalianGovernment the present project intends toassist the government and the rural people
in forested areas to maximize the benefitsof forests by supporting the developmentof environmentally sound firemanagement practises.

The case of the Republic of Tunisiarepresents a good example of success inrelation to the improvement of foodsecurity, and documents presented at theWorld Food Summit held in 1996 showedthe increase in food production reached bythe country. Despite this positive evolutionin food security, instability in agriculturalproduction still represents a problem insome more difficult areas of the country.This is why the improvement of theduration and effectiveness of interventionsfor the conservation of natural resourceshas become a national priority, which alsohighlights the need for an activeparticipation of the local population indevelopment activities.
Project GCP/TUN/028/ITA has beendesigned in the framework of the nationalsoil and water conservation policies and isin line with the described participatoryapproach applied by the Government ofTunisia. Moreover the project is fundedunder the multi-bilateral programme andis part of a wider framework agreementbetween Italy and Tunisia ‘Programmeintégré pour la mise en valeur des régionsdu Sahara et du Sud de la Tunisie’, signed in
March 1999. Project GCP/TUN/028/ITA isalso executed in the context of the 2002UN International Year of Mountains and theUN Convention to Combat Desertification.The project also draws from lessons learnedthrough the Tunisia component of the pilotproject GCP/INT/542/ITA, which representeda successful case of improved use of naturalresources through the participatoryapproach and the partnership among localpopulation, technical services, localadministration, and non-governmentalorganizations (NGOs).

The development of the fisheries sector isclosely linked with the development ofcold chains for product marketing.Refrigeration is essential to maintainproduct quality and hence in determiningthe price of the products. Upgrading theequipment and management of therefrigeration infrastructure is required torespond in an adequate way to therequirements imposed by national andinternational markets.
The fisheries sector in Tunisia presents anotable dichotomy. There is, on the onehand, the private sector that is investingresources to develop the sector and, on theother hand, the Tunisian governmentalinstitution, Agence des Ports et desInstallations de Pêche (APIP), whichpresents various problems. At present APIPis managing 40 ports bad inadequatelyequipped and managed. A recent survey ofthe Italian Cooperation revealed theabsence of adequate refrigeratinginfrastructures in many of these ports.Moreover, even in the ports where theseinfrastructures exist, the refrigeratingpowers installed are underexploited.Indeed, more than 50 percent of the
capacity of the installations was consideredout of service by the survey. The presentproject is part of a wider frameworkagreement between Italy and Tunisia and isfunded under the multi-bilateral programme.

Agricultural Planning and Policy Analysis in Syria

The economy of the Syrian Arab Republichas long been characterized as centrallyplanned and the agricultural sector, whichstill maintains a major role in the countryeconomy, was no exception. When in themid 1980s the Government of Syriainitiated a policy reform process towards amarket-oriented economy, the AgriculturalPlanning and Statistics Directorate (APSD)of the Ministry of Agriculture andAgrarian Reform (MAAR) was entrustedwith the implementation of theagricultural policy reform programme. Inlight of the above-mentioned politicaldevelopments, the Government of Syriarequested technical assistance for theelaboration, development and analysis ofagricultural policies. ProjectGCP/SYR/006/ITA - was thus started in1998 to strengthen national policies andthe development of a market economy. InNovember 2001 the project entered athree-year Phase II aimed at ensuring thesustainability of the results achieved. Inparticular, one of the main achievementsof GCP/SYR/006/ITA Phase I, was theestablishment of the National AgriculturalPolicy Centre within MAAR. This centrewas established to perform agricultural
formulation and policy analysis functionswithin the ministry, as well as trainingactivities.

Syrian agriculture is characterized by alarge number of small-scale farms thatoperate traditional management systems,and a smaller number of large-scale statefarms and mixed private and public jointventures. Almost all raw or processedorganic products are exported to theEuropean market, and certification isgenerally granted by foreign CertificationBodies. Tunisia is the only country withinthe Near East and North Africa with anational legislation. Nevertheless,Governments of several other countries arecurrently working on its elaboration.
The Syrian Government has shown agrowing interest in this form ofagriculture, recognizing that organicagriculture contributes to food security by enhancing household self-sufficiencyand by building farmers’ self-reliance.Nonetheless, this dynamism meets
a major challenge in the lack of nationallegislation and in the use of prevailingconfusion that still exists in the mind of many decision makers concerningorganic farming.

� ObjectivesThe overall objective is to prepare theground for the establishment of aninstitutional framework for the developmentof organic agriculture including legal,institutional and training aspects
The specific objectives are:1. Make a proposal for the implementation
of a national legislation and itsregulation. This would be based on theknowledge and experience of countrieswith long experience and legalframeworks in this area. These mayinclude the European Union (EU) and theUS, which have promoted internationalstandards and to which the Syrianlegislation would need to adapt to beable to export to their markets
2. Produce a proposal for the creation of anassociation of organic producers thatwould be legally recognized. This will givethe opportunity to analyze theorganization, functions, tasks, personneland budget of similar associations
3. Put forward a proposal for setting up alegally recognized certification body. Theentity would need to be integrated intothe existing international system ofcertification and accreditation, asrequired by international trade systemand by the EU regulations covering agrofood trade with other countries. Strengthen human resources capacity inorganic farming: the project will providecapacity building, working both on thetechnical and the methodological aspectsof organic farming research within aninternational setting. This is expected tocreate in the future a critical mass oftechnicians and advisors who couldprovide information and guidance tofarmers and breeders
5. Assess the market in order to identify theproducts which could be more easilyconverted into organic and the areaswhere such products have more chancesto achieve good yields and adequatereturns, also taking into account thedemand of foreign markets and thepotential Syrian consumers
� Strategies> Use of a synergic intervention of several
actors to create a scientific and legalplatform with the active participation ofreserchers, producers, entrepreuners andtraders
> Promotion of a more efficient andrational use of natural resources ingeneral and land and water in particular
> Analyse national legislations and EUregulations: this action will support theacquisition of legislation, its comparativeanalysis, the knowledge and experiencesin other countries
> One study tour of ten days, for 20 peoplein Italy. The study tour will allow theparticipants to understand the differentroles of the various actors (public, privateand non-governmental organizations –NGOs) in the research, diffusion,marketing, certification, control, etc.,through visits and meetings with Italianand international experts
> Organization of seminars to improvepeople participation in the biologicalagriculture issue
> Elaborate proposal for a legislativeframework and regulations adapted to theSyrian situation, aiming at guaranteeingacceptation of Syrian products into theinternational markets, with specificreference to EU and USA
> Study about certification procedures forquality products
> One week stage for five people at aselected certification body in Italy willallow to acquire first hand knowledge ofthe complexity of the certificationprocedures and of its organization

The agriculture sector in the West Bank andGaza Strip is vital as it represents a refugeagainst poverty and an important source offood security and employment for anincreasing share of the population. In orderto prevent the sector from a furthercollapse, an Agriculture RevitalizationProgramme (ARP) was prepared by theMinistry of Agriculture, PalestinianAuthority, supported by FAO and the UnitedNations development programme (UNDP).
