Supporting low-emission development pathways in South East Europe Decarbonisation of the electricity and residential building sectors of Albania, the Former Yugoslav Republic of Macedonia, Montenegro and Serbia September 16, 2016 Mercure Hotel Wien City, Hollandstraße 3, Vienna, Austria Background The project “Support for Low-Emission Development” (SLED) addresses future development paths for the electricity and building sectors in Albania, the Former Yugoslav Republic of Macedonia, Montenegro, and Serbia. Options for low-emission development in the electricity sector were identified and assessed, and policy options were analysed for improving energy efficiency of residential and public buildings by modelling various decarbonisation scenarios. The time horizon for the scenarios is 2030. The project is being implemented by the Regional Environmental Center for Central and Eastern Europe (REC) with the support of the Austrian Development Agency, the Operational Unit of the Austrian Development Cooperation, and the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management. The electricity sector modelling was performed in close cooperation with the Regional Centre for Energy Policy Research (REKK). The Budapest University of Technology (BMI) and the Institute for Climate Protection, Energy and Mobility (IKEM) were involved in the modelling of the building sector. Through the modelling of low-carbon pathways for electricity and building sectors, the project provides high-quality input data for the development of sectoral low-emission strategies, identification of Nationally Appropriate Mitigation Measures (NAMAs) and evidence- based climate policy making in the targeted countries. Background

The project “Support for Low-Emission Development” (SLED) addresses future development paths for the electricity and building sectors in Albania, the Former Yugoslav Republic of Macedonia, Montenegro, and Serbia. Options for low-emission development in the electricity sector were identified and assessed, and policy options were analysed for improving energy efficiency of residential and public buildings by modelling various decarbonisation scenarios. Main objectives

The main purpose of the event is to present the SLED project results to key stakeholders of the involved countries, the donor community, and EU institutions in order to raise their awareness of low-carbon development opportunities in the building and electricity sectors, and to discuss findings of the performed research and their relevance to evidence-based policy making in these sectors. In addition, the meeting is expected to facilitate discussions of involved stakeholders on climate policy needs in the South East Europe, climate and energy priorities of the involved countries, and potential follow up activities aimed at supporting low-carbon pathways in the region.
