ECTS Summary Report of December 2017 ECTS
E-monitored consignments, which is composed of number of consignments monitored, amount of CIF and its percentage this also shows the amount of CIF
protected by ECTS system. Average transit time in days , this indicates the overall time taken for the journey from the activation time ( departure time ) to deactivation time ( arrival
time ) for both northern corridor and inland and release time goes on reducing compared by the time before ECTS system as result of real time monitoring . Transit Violation, this indicates the number of alerts attended by CMC officers to both imports, transit, export and re-export with off-route topping the list
due to some routes which are not mapped especially when cargo reach Kenya territory, and others caused by the officer who give consignments wrong
destination, Tampering with tracking devices, normally this is caused by procedure violation (i.e.) when an officer removes the seal physically before systematically
deactivating it, (Procedure violations). ECTS shipment Analysis, this analysis indicates top departure, top destination customs station and top in transit routes with more traffic of transit cargo
destined or transiting Rwanda Territory. Field incidences, this indicates the field incidences and the number of cases handled by RRU officer, but in December there were no field incidences
occurred. Mitigations: a) For the off-routes: The routes, which are not Geo-mapped we have recorded this in our risk register which will be shared to the vendor in order
to fix this issue and training the officers on system functionality in order to enter the correct information in the system during activation of e-Seal
