REGION V SPORTSMANSHIP GUIDELINES:

1. Region V is committed to good sportsmanship at all athletic events.

2. The following statement is to be read on the public address system or posted (if possible) before every Region V contest.

"Region V encourages and promotes sportsmanship by student-athletes, coaches, and spectators. Profanity, racial, or ethic comments or other intimidating actions directed at officials, student-athletes, coaches, or team representatives will not be tolerated and are grounds for removal from the site of competition."

3. SPORTSMANSHIP is a way of thinking and behaving. The following sportsmanship policy items are listed below for clarification:

a. Be courteous to all participants, coaches, officials, staff and fans.

b. Know the rules of the contest. Abide by and respect decisions made by officials.

c. Win with character, and lose with dignity.

d. Display appreciation for good performance regardless of the team.

e. Exercise self-control and reflect positively upon yourself, the team, and the school.

f. Permit only positive sportsmanlike behavior.

g. Coaches, administrators and staff must lead by example.

4. If flagrant violence occurs in any event which a Region V team participates, the Region Board of Managers (principals) will review the incident upon request. On a case by case basis, determine possible consequences to participant(s) that are involved. The consequences may result in but not be limited to suspension from event(s), suspension for the entire season, and/or may include other consequences as determined by the region board of managers.

5. Enforcement Procedure:

a. It is recommended that local boards of education adopt these regulations.

b. It is recommended that schools require enforcement at the local level.

TIE BREAKER:

1. Tournament entries will be determined by the win/loss record in league play. In the event of a tie between teams qualified for state tournament positions, the seed will be determined by the win/loss record between the teams involved. If they split, the seed will be determined by head to head records against the team with the highest finish(region champions). If that does not break the tie, success against the next highest finisher will be compared. This process will continue on down until the tie is broken.

Examples:

Two basketball teams (A&B) tie for second place in region play: The two teams split during region play and both teams lost twice to the region champion. Team A defeated the fourth place team twice and team B split with the fourth place team. Team A would go into the state tournament as the second seed and team B would go to the state tournament as the third seed team.

Three football teams (A,B,C) tie with identical records for 2nd, 3rd, and 4th place in region play: The three teams both won one and lost one against each other. None of the teams beat the region champions, but two of the teams (A&B) beat the 5th place team and one team (C) lost to the 5th place team. In head to head play team A defeated team B. The order of finish would then be team A 2nd, team B 3rd, and team C 4th.

Three soccer teams tie for the region championship with a 10-4 record. In head to head games involving the three teams, team A goes 3-1, team B goes 2-2 and team C goes 1-3. Team A will go into the state tournament as 1st, team B will go in as 2nd and team C goes as 3rd. All three teams will be considered as tri-champions.

2. In the event of any tie that would determine entry or non-entry to the tournament, playoffs will be held using the following guidelines:

a. If there is a tie between two teams with one available tournament slot, they will play each other with the winner earning the tournament berth. The home team for this game will be determined by using the tie breaker rule.

b. If there are three teams tied for one available tournament entry slot a three-way coin flip will be held. The odd team will have a bye and the other two teams will play a half game. The winner of that game will play the bye team in a half game. The winner of the second game will then get the tournament entry slot.

c. If there are three teams tied for two available spots, the Tie Breaker Rule #1 will be followed to determine the higher seed. The two remaining teams will then play each other with the winner earning the final tournament berth. If the tie for the three teams cannot be resolved in this manner, there will be a three-way coin flip; odd team gets the lower seed, the other two teams play each other. The winner of that game gets the final tournament slot.

Examples:

Three baseball teams (A,B,C,) tie with identical records for 3rd, 4th, and 5th place in region play. The three teams won one and lost one game against each other. None of the teams beat the region champion, but team A defeated the second place team twice, while teams B&C split their games with the second place team. Team A would go into the state tournament as the third place seed. Teams B&C would then play each other with the winner earning the final tournament entry slot.

3. A coaches (AD / Principals) meeting will be held a week before the last season game for those schools affected by a possible tie or ties.

Tie Breaking Procedure for Individual Events:

If two students tie in an individual event based on the average of the three ratings and the ranking the following procedure should be followed. FIRST, use the judge’s preference of comparing each round for the first student to the same of the second student and awarding a winner for each round, i.e.

Student A / 1S 3S 3S Student B / 2S 1S 4S

Student ‘A’ would be awarded the first round and the third round having scored the highest ranking; therefore, Student ‘A’ would be considered the winner overall. If this procedure does not determine a winner; SECOND, go to the individual ballots for each round and count the Superior, Excellent, Good, & Fair boxes and determine a winner for each round. The student who wins two of the three rounds is declared the winner overall. This procedure should be followed at region & state, and if a tie occurs in the final medal round at state, proceed from the judges preference of the final round to the counting of boxes of the final round ballots and then if a tie still exists then proceed to counting the ballots of the three tournament rounds.

If a tie occurs in qualifying for state, qualifying for finals at state and/or the final medal round the tie MUST be broken.

Fifty percent (50%) of the schools who enter a one act play will qualify for state competition.

GIRLS TENNIS RULES

1. All matches will begin at 3:30 p.m.

2. The home team will furnish three new tennis balls per match. New balls will not be provided if players split sets.

3. The Region will furnish three tennis balls per match for the region tournament and will provide a new set of three balls if the match goes into a third set.

4. A twelve (12) point tie breaker will be played if the set reaches 6-6. The winner will take the best two (2) out of three (3) sets.

5. All contestants when competing will wear a team uniform and are encouraged to have a team logo on it.

6. Coaches should play their best players in singles and doubles according to the honor system.

7. In changing matches because of the weather, the home team is responsible for notifying and rescheduling.

8. All protests concerning region dual matches must be filed with the Region Board of Managers and the principals of the two schools involved within twenty-four hours from the time the match was played.

9. Region scoring will be as follows. Three (3) points will go to the winners in 1st singles and 1st doubles, 2 points to the winners in 2nd singles and 2nd doubles, and 1 point to the winner of 3rd singles. In addition, 1 point will go to the team that wins the majority of matches. This could result in a 6 to 6 tie, which will just stay and not have a tiebreaker played. Each dual match has 12 points possible.

10. In the case of injury or sickness, we determined that a majority of the coaches can vote to reseed any position. This is simply to avoid everyone being penalized by someone not having the record and therefore seed going into the tournament.

11. The region championship will then be determined by a combination of the points earned in the dual matches and the points earned at the region meet.

12. (UHSAA) High school tennis players must compete in a minimum of 5 matches during the high school season in order to compete at the region meet. This includes matches at the varsity or JV level and in the singles or doubles category. Injury or special situations will be considered but must be approved by UHSAA staff prior to the student athlete participating in the region tournament. The philosophy that the best player in any given category, i.e. first singles, second singles, etc., is still appropriate. Stacking is not permissible and could result in UHSAA sanctions.

13. Region Seeding will be based on the school’s record in that position for all positions. For ties, the following will determine the seeding at region in order.

• Matches played in that position • Head to Head • Matches played

• Differential • Coin Flip

14. Coaches may coach players for 1 minute when players change sides of the court. They may still coach 3 minutes at the end of a set, but the players may not leave the court. No coaching between the 1st & 2nd game of set. If players split sets, players and coaches may leave the court for 10 minutes. Parents who are not designated by their school as a coach are not allowed to coach and if they insist on coaching should be asked to leave before the match continues play. The state tournament will allow coaching only between sets.

15. A player may leave the court twice during a match because of injury, illness or to use the restroom; however, if the player must leave a third time, the player will forfeit the match. This applies to region matches only.

16. The region tournament format will be determined by coaches and Board of Managers each year at the annual scheduling meeting. This year’s tournament is a straight 8-team draw. Top two get a bye, 3 seed plays 6 seed, and 4 seed plays 5 seed. Winners move out to the semi finals, loser will play for 5th and 6th. Semifinal losers will play for 3rd and 4th.

17. Once a player has played 3 region matches in either singles or doubles that player must play singles or doubles respectively. This is to prevent late season switches that disrupt the fair competition in each position. If a player or team is stronger than a player ahead of them in singles or doubles, they should be played in order of strength at all times. This rule prevents late switching from singles to doubles or doubles to singles. The coaches by a majority vote can always override these rules to allow for injury or sickness. In these cases, the coach making the change will not vote leaving 3 of the 5 remaining coaches required to allow the change.

18. There will be a JV region tournament soon after the varsity tournament. A player that plays in the varsity tournament regardless of age cannot play in the JV tournament.

19. If a situation arises with line calls, behavior or other things that require a coach’s intervention, the coach of the player can make the call and penalty as they see fit to promote fair play and integrity. If need be the two coaches of the players can be informed of what happened by both players, and then they decide what should be done and move on with the match as quickly as possible.

20. Coaches should adhere strictly to time limits on changeovers in the dual matches; a player should be ready to go 90 seconds from the start of the changeover, and 3 minutes after a set.

BOYS TENNIS RULES

11. The region championship will then be determined by a combination of the points earned in the dual matches and the points earned at the region meet.

12. UHSAA high school tennis players must compete in a minimum of five (5) matches during the high school season in order to compete at the region meet.

13. When seeding for the region tournament, a player in 1st and 2nd singles and 1st doubles may only count the points he has won in the dual matches for his record. In other words, if a player played matches in 2nd and 3rd singles and plans to play the region tournament in 3rd singles, only matches he played in the 3rd single slot would count for seeding. However, a junior varsity player playing 2nd singles may win a match which will help the team points, but that victory will not be counted as a victory for the 2nd singles player. 3rd singles and 2nd doubles will count that position’s records when junior varsity players fill in. If a higher placed varsity player fills in for the match then the wins will not be factored in for that position’s seed in the region tournament. The top seed will then go to the player or positions with head to head play being the deciding factor. If still tied the player playing the most matches in that position would be seeded ahead. So a 4-1 record would be seeded ahead of a 4-0 record.

14. Coaches may coach players for 1 minute when players change sides of the court. They may still coach 3 minutes at the end of a set, but the players may not leave the court. No coaching between the 1st & 2nd game of a set. If players split sets, players and coaches may leave the court for 10 minutes. Parents who are not designated by their school as a coach are not allowed to coach and if they insist on coaching they will be asked to leave before the match continues play. The State Tournament will allow coaching only between sets.

15. A player may leave the court or delay play twice during a match because of injury or illness or to use the restroom; however, if the player must leave a third time, the player will forfeit the match. This applies to region matches only.

16. The region tournament format will be determined by coaches and Board of Managers at the annual region scheduling meeting.
