Thriveni Earthmovers Pri vat e Limitc d. , It was reported that the nearest human habitation viz., Ran gayagunta (V) exists at a distance of about 0.75 kin f rom the mine lease area. It was noted that the capi tal investment of the proje ct is Rs. 100.0 Lakh s and capacity of the project is as follows: M ining of Ro ad M eta l & Building Stone: 8,90,638 m' lannum in 27.588 lIa . II. It is a semi-mechanized open cast mine and the life of mine is 18 years. The total mine lease area is 27.588 Ha. Ill. The proposal has been examined and processed in accordance with EIA 1 otification, 2006 and its am endments thereof. The State Level Expert Appraisal Commi ttee ( SEAC) exam ined the app lication, in its meeting held on 19.01.2013, 19.03.20 13, 30.06 .2015 & 11.09.201 5. The Comm ittee discus sed the issue in detail and r ecommended to issue Environmental Clearance to the Mining Project. The State Level Environment Impact Assessment Authority ( SEIAA ), in its meeting held on 16.07.2 015 & 24.09.2015 exam ined the proposal and the recommend at ion s of SEAC and decided to issue Environmental Clearance. The SEIAA , A.P her eb y accords Environmental Clearance to the project as mentioned at Para No. 1under the provisions of the EIA Notification 2006 and its subsequent am endment s issued under Environment (Protection) Act, 1986 subject to implementation of the following specific and general conditions: A. Specific Conditions: 1. Air Poll ution :- I. Controlled blasting shall be prac ticed. The mitigative mea sures for control of ground vibrations and to arrest 11y rocks and boulders should be imp lemented. ii . Drill s shal l either be operated with dust extractors or equipped with water injection system. iii. Greenbelt shall be deve loped along the boundary of mining lease area and also in back filled and reclaimed areas with tall growing native species in consultation with the local DrOI Agriculture Department. The proponent of mine shall carry mining operations in such a maimer so as to cause least damag e to the nor a of the mining area and nearby areas. He shall take immed iate measures for planting in the same area or any other area selected by authorities not less than twice the number of trees going to be felled by mining operations. He shall also take mea sures for restoration of other 110ra /fa una if da mag ed by mining operations . iv. Effective safe guard measures such as regular water sprinkling shall be carried out -i n criti cal areas prone to air pollution and having high levels or SPM and RPM such as haul road, loading and unloading point and tr an sf er points. It shall be ensured that the ambient air quality p arameters conf orm to th e norms prescribed by the Central Pollution Control Board in this regard.

The Committee discus sed the issue in de tai l and recommended to issue Environmental Clearanc e to the Mining Project. Th e State Le vel Environm ent Imp act Asses sment Authority (SEIAA), in its meeting held on 16.07.2 0 15 & 24.09.201 5 exam ined the proposal and the recommendat ions of SEAC and decided to issue Environmental Clearance. The SEIAA, A.P hereby accords Envir onm enta l C lea r ance to the project as ment ioned at Para No. 1 und er the pro visions of the EIA No tification 2006 and its subsequent amendments issued unde r Environmen t (Pro tection) Act, 1986 subje ct to imp lem entation of the following specific and general condit ions:

A. Specific C ond it ions:

1. Air Poll ution :­

It shall be ensured that the ambient air quality parameters conform to the norms pre scribed by the Ce ntral Pollution Con tro l Board in this regard.

v, The proponent of mine shall carry air quality monitoring in the core zone as wel l as buffer zone for RSPM (PM 10) and Noi se levels. Location of monitorinu stations should be decided based on the meta llurgi cal data topographical features and ~e nv i ro n l1l en t a lly and eco logically sensitive targets and frequenc y of monitoring should be undert aken in con sultation with Andhra Pradesh Poll ution Control Board . The data so recorded should be regularly submitted to the Ministry including its Regional office located at Chcnnai and the And hra Pradesh Poll ution Contro l Board/Central Pollution Control Board once in six mont hs.

v i. The proponent sha ll construct graded roads conne ct ing the mini ng area to the nearb y roads to avoid dust nuisance due to vehicu lar movements.

VII. The proponent shall take precautions against noise arising out of mining operations and shall be abated or controlled at the source so as to keep it within the permissible limits noti fied under Environmen tal (Protectio n) Act , 1986 / 1 oise Pollution/Re gulations & Control) Rules, 2010 by impl ementin g the following noise cont ro l measures.

).- Proper and regular maintenance of vehicles and other equipmen t );.- Lim iting time exposure of work ers to excessive noise. );.- The workers employed shall be prov ided with protecti on equ ipment and

earm uffs etc. );.- Speed of trucks ente ring or leaving the mine is to be limited to modera te

speed of 25 krn ph to prevent undue noise from empt y trucks.

v iii . Whenever any damage to public buildings or monuments is apprehended due to their proximity to the mining lease area, scientific investigations shall be carried out by the holder of mining lease so as to keep the ground vibra tions caused by blasting operations within safe limit.

2) Wate r Po llution:­

1. The source of water is Bore well , Total water requirement is 40.0 KLD . Out of that, 20.0 KLD is used for Dust suppression; 10.0 KLD is used for development of green bel t; 10.0 KLD is used for domestic purpose.

11. Garland drain and Siltation ponds of appropriate size shou ld be constructed for the working pit to arrest now of silt and sediment. The water so collected should be utilized for watering the mine area , roads, green belt development etc. The drai ns shou ld be regularly desilted, part icularly after monsoon, and maintained properly.

lJI . The proponent of the mine shall take all possible precautions to prevent or reduce the discharge of toxic and obje ctionab le liquid effl uents from mine , workshop, tailin g ponds into surface bodies, ground water aquifier and useable lands to a min imum . The eft1 uents shall be suitably treated, if required, to conform to the general standards notifi ed under Environmental (Protection) Act , 1986.

iv . Monitoring of ground wate r level and quali ty should be carried out qua rterly by the project proponent in and around the project area in consultation with State Gro und Water Departm ent/Central Gro und Water Au tl{~i fY '{ln d data thus collected shall be submitted regularly to the Mo E&F and its Regional Oi'fice Chennai, CGWA, and the Regional Director. Central Groun d Water Board, Hyderabad. If at any stage, it is obse rved that the ground water table is getting depleted due to the mining activ ity, necessary correction

measures shall be carried out.

v. Suitable conservat ion measur es to augme nt groundwater resources in the area shall be planned and imple men ted in consultat ion w ith Regional Director. CG\VB. Southern Region . Hyde rabad . Suitable measures should be taken for rai nwater harvesting.

V I. Permi ssion from the competent authority should be obtained for drawl o f ground water. if any, requ ired for this project.

4) So lid Was te :­

I. To psoi l: Whereve r top soil exists and is to be excavated for mining operation s. it sh,111 be removed and stacked separately and top soil so rem oved shal l be utilized for restora tion or rehabilitatio n of the land, which is no longer requ ired for mine opera tio ns or for stabilizing or landscaping the ex terna l dumps. Whenever the top soil cann ot be utili zed concurrently, it shall be stored sepa rately for fut ure use.

11. Ove r bu r den : The proponent of mine shal l take steps so that the ove rburden. waste rock . rej ects and fines generated during mining operat ions shall be stored in separate dump s prefe rably on imperviou s grounds. The waste rock , overburde n etc . shall be backfi lled concurrently into the mine exca vatio ns so as to restore the land to its origina l use as far as possible. In the case of non feasibility of back fi llin g, the was te dump shall be suitable terraced and stabilize thr ou gh the vegetation.

I l l. The proponen t o f the mine shall construct required number of retaini ng wa lls to pro vid e stab ility to the dumps . Dimension s of the retaining wa lls shall be based on the rainfal l dat a.

IV. Th e propo nen t of min es shall construct required number of garla nd dra ins to arre st mineral par ticles being carried aw ay as run off during rain y sea so ns around the du mp yards. Dimensions of the garland rains shall be based on rain fall data.

v.

Waste oils, used oils genera ted from the EM mach ines, mi nin g opera tions, ifany. shall be disposed as per the Hazardou s Wastes (Mana gement, Handling, and tran sbounda ry mo vement) Rul es, 200 8 and its ame ndments the reof to the recyclers auth ori zed by APP CB.

V I. Th e proponent of the mine shall undertake phased restoration. reclamation and rehabi litation of the lands affec ted by the min ing operat ion s and sha ll comp lete this work before the con clu sion of such operation s and the aba ndonmen t of the m ine.

B. Ge ne ral Co nditions :

I. T his or de r is va lid for a peri od of 18 yea rs.

11. "Consent for Esta blishment" & "Consen t for Op eration" shall be obtai ned from Andhra Pradesh Pollution Co ntro l Board under A ir and Water Ac t and effectively comply with all the conditions stipulated thereof.

Il l. No change in mining technology and scope o f worki ng shou ld be made wi thout prior app roval of the SE lAA, A.P . No fur ther exp ans ion or modifications in the mine sha ll be carried out without prior app rova l of the SErAA, API Mo E&F, GoL New Delhi , as applicable.

IV. Personnel work ing in dusty areas sha ll be provided with pro tect ive res piratory device s and they sho uld wear, and they should also be provided . w ith adequ ate traini ng and info rma tion on safety and health aspects.

v. The proje ct proponen t shall ensure that no natural watercourse and/or wat er resources shall be obstructed due to any mining operations . Necess ary sa feguard measure s to pr otect the first order streams, if any, originating from the min e lease shall be taken.

vi. Occupationa l health surve illance pro gram of the wo rkers should be unde rtaken periodic ally to observe any contractions due to exposure to dust and take corr ective mea sures, if needed.

VII . A separate environmental manageme nt cell with suitable qualified personnel should be set-up under the control of a Sen ior Exec utive, who will report directl y to the Head of the Organ ization.

Vlll. Th e funds earmarked Rs . l 0.0 Lakhs for environmental pro tection measur es should be kep t in separate account and should not be diverted for other purpose. Year wise expenditure should be rep orted to the Mi nistry and its Regional Office located at Che nnai.

IX. Th e Regional Office of MoE&F located at Chenna i shall monitor compliance of the stipulated conditions. The proje ct autho rities should extend full cooperation to the officer (s) of the Regional Office by furni shing the requisite dat a/in fo rmat ion/m on itoring report s.

x. Th e project proponent shall submit six monthly reports on the status of compliance of the stipulated environmental clearance conditions including resul ts of mon itored data (both in hard copies as well as by e-m ail) to the Min istry of Env ironme nt & For ests, its Regional Office, Chennai, SEIAA, Zonal Offic e of Central Pollution Control Board, Bang alore and A.P. Pollution Control Board. The proponent shall upload the status of compliance of the environmental clearance conditions including result s of monitored data on their websites and shall upd ate the sam e periodica lly.

xi. Th e project proponent shall submit the copies of the environmental clea rance to the Heads of loca l bod ies, Pan chayats and M unicipal Bodie s in addition to the relevant offices of the Go vernment who in turn has to display the same for 30 days from the date ofreceipt.

XII. Th e environmental stateme nt for each fi nancial year end ing 3 ] st march in Form-V as man dated is to be submitted by the project propo nent to the A P. Poll ution Control Board as prescrib ed under the Environment (Protection) Rul es, ] 986 , as amended subseque ntly, shall .also be put on the website of the comp any along wit h the status of compliance of environ mental cle arance condi tions and shall also be sent to the Regional offic e of the M inistry of Environment and Forests, Chennai by e-mail.

Xli I. The project au thorities should advertise at least in two local newspapers widely circu lated, one of which shall be in the vernacular language of the locality concerned, within 7 days of the issue of the clearance letter info rming that the project has beenaccorded environm ental clea rance and a copy of the clearance letter is avail abl e with the State Pollution Control Board and SEIAA, A.P.

xv . Any appe al aga inst this Environme nta l C learance sha ll lie wi th the Nati onal Green Tribunal, if preferred , withi n a peri od of 30 day s as prescribed unde r Section 16 of the National Green Tribuna l Act, 20 IO.

XV I. Concealing the factual da ta or submiss ion of false fabricated dat a and failure to comply with any of the conditions me ntioned above may resu lt in wi thd rawal of th is clearance and attract action under the provisions of Environm ent (Pro tect ion ) Act, 1986.

XVII. The SEIAA may revoke or suspend the order, if imp lementation of any 0 f the above con dition s is no t satisfa ctory . Th e SE IAA reserves the right to alte r/m od ify the abo ve condi tions or stipulate any fur ther co ndi tion in the interest of enviro nment p rotection.

\;V111. The abo ve condit ions will be enforce d inter -alia, under the provisions of the Water (Prevent ion & Contro l of Pollution) Act, 1974, the Ai r (Preven tion & Co ntro l of Pol lution) Ac t, 198 1, the Environment (Protect ion) Act , 1986 and the Publ ic Liability Insurance Act , 199 1 along with the ir amendments an d ru les .
