    Local CentreA local or district centre includes shops,businesses and community acilities. They mayalso include some residential properties that liewithin the centre.

    Local Transport Plan (LTP)Plan prepared by the Strategic PlanningAuthorities dealing with transport priorities andactions to be taken.

    Listed BuildingBuilding or structure o historic or architecturalmerit which has protection under the planninglegislation.

    Major Urban Areas (MUAs)The ocus o Urban Renaissance which willunderpin the Regional Spatial Strategy. Thereare 4 MUAs in the West Midlands: Birmingham;The Black Country; Coventry; and the NorthSta ordshire Conurbation.

    Mixed-use DevelopmentA new development that makes provision ora variety o uses - e.g. residential, retail andbusiness. An example o this might be theMailbox in Birmingham.

    O fce o the Deputy Prime Minister (ODPM)The Government Department with responsibility

    or planning issues.

    Opportunity SitesAreas o land, or derelict buildings, vacant orunderused land which have the potential to beused and redeveloped or alternative uses.

    Park and RideLong stay parking areas at the edge o a built up

    area linked by requent public transport links tothe city centre.

    Planning Policy Guidance Note (PPG)Document prepared and issued by CentralGovernment setting out policy on di erentaspects o planning. Local authorities must taketheir content into account in the production odevelopment plans.

    Housing RegenerationHouses, housing estates or residential towerblocks that or reasons o low demand, theirpoor layout, poor condition and surroundingenvironment do not provide adequate livingstandards or their owners or tenants. The

    ollowing actions will be considered: improvingthe surrounding environment, improving thelayout o housing, remodelling, re urbishmentor improving the internal layout o housing,selective demolition and redevelopment withnew housing.

    Hi-tech (or High Tech) IndustryAdvanced manu acturing, computing or otherstate o the art industry (e.g. biotechnology).

    High Technology Corridors (HTCs)

    Speci c corridors identi ed, within which clusterdevelopment closely related to the regionscritical research and development capabilitiesand advanced technologies, will be promoted.

    Industrial RegenerationLand within these areas will be sa eguarded orpredominantly industrial uses. There is scope

    or environmental improvement to encourageinward investment through measures suchas new sur acing, tree planting, so teningo boundaries or building enhancement or

    redevelopment.

    Strategic Road NetworkThe highest level o the road network, madeup o trunk roads, Priority (Red) Routes anddesignated roads.

    Sustainable Urban Drainage Systems (SUDS)A sequence o management practices andcontrol structures designed to drain sur acewater in a more sustainable ashion than someconventional techniques.

    Regional Spatial Strategy (RSS)A strategy to provide a clear sense o direction

    or the longer term spatial development othe Region, infuencing the uture investmentdecisions o all sectors, both public and private.

    Sustainability Appraisal (SA)Appraisals o plans, strategies and proposalsto test them against the our broad objectivesset out in the Governments sustainabledevelopment strategy.

    Sustainable DevelopmentDevelopment that meets the needs o thepresent without compromising the ability o

    uture generations to meet their own needs(Brundtland 1987).

    Strategic Environmental Assessment (SEA)European Directive 2001/42/EC, known as thestrategic environmental assessment or SEADirective, requires a ormal environmentalassessment o certain plans and programmes

    which are likely to have signi cant e ects onthe environment. Authorities which prepareand/or adopt a plan or programme that issubject to the Directive must prepare a reporton its likely signi cant environmental e ects,consult environmental authorities and thepublic, and take the report and the results o theconsultation into account during the preparationprocess and be ore the plan or programme isadopted.

    Unitary Development Plan

    Plan prepared by Metropolitan District and someUnitary Local Authorities containing policiesequivalent to those in both a Structure Plan andLocal Plan.

    Public Open Space (POS)Publicly accessible open land o recreational orpublic value, including parks, playing elds andlandscaped areas.

    Regional Investment Site (RIS)High quality, regionally identi ed sites o25-50ha attractive to external investmentdesigned to support the diversi cation andmodernisation o the regional economyespecially in relation to the Regions clusterpriorities.

    Radburn HousingA type o housing rom the 1960/70s withremote parking areas, networks o pedestrianaccess to houses, open plan gardens and rontgardens o ten acing back gardens.

    o particular value to nearby residents orschools. Some o these sites may already beused by schools or nature study. Local sitesare particularly important in areas otherwisede cient in wildli e sites.

    Urban BoulevardThe concept o Urban Boulevards along theA34 and A5127 consists o creating a higherquality public realm, tree planting, new highquality landmark developments and attractiveopen spaces along these corridors. It seeksto establish a pedestrian riendly environmentlinking areas o open space and enabling higherdensity/mixed-use development at key locationswhilst ensuring that the existing highwaycapacity is maintained.
