Frequently Asked Questions1. What is State Cup and why is it important? State Cup is the first step in the United States Youth Soccer Association

National Championship series held each year to determine the best teams (and the best young referees) in the country. The best teams will advance to this year’s regional championships. Teams that win there go on to the National Championships. The best referees from this year’s state cup will enter the selection process for referees that the State Referee Committee will support in attending next year’s Region 1 ODP Tournament and the Region 1 Championships. The best referees from each region are invited to officiate at the National Championships, ODP National Championships and Presidents Cup Nationals.

2. Will I be assessed and why? The simple answer is yes and because it’s good for you. The old joke goes, “I’m your assessor and I’m here to help...” At State Cup that truly is not a joke and, in fact, is extremely true. If you are here you were nominated by someone either prominent in your local group or by a member of the State Referee Committee because that person or group of people believe you have the talent to advance to the highest levels of the game... if you apply yourself and the experience you gain by being a part of this competition. This is one of many steps in that process. On one hand, yes; you are here to prove what you are currently capable of. You are here to impress the members of the SRC who make selections for all sorts of upper level matches and appointments in the next year. Virtually all of the previous Young Referees of the Year were noticed at State Cup. Virtually all of the regional appointments for next year are at this year’s state cup. The assessment program at state cup is intended to give you sage advice and a neutral observation of how and what you are doing so that you can take whatever corrective action is necessary to assist you to rise to the top of this profession. It is not meant to tell you how bad you are doing nor is it to give you an obligatory pat on the back. It is for your own information that ideas and observations will be made. How you act on and react to that advice is up to you.

3. What will I need for uniforms? USSF would like me to tell you that you need everything... I will NOT do that. You must have at least 3 different jerseys (gold, black and red). You are welcome to wear the others but you MUST at minimum have those 3. We make this request because it is what will be required of you at Regional competitions. At this point in your career, you need to realize that not only will many assessors have difficulty seeing past an unprofessional uniform, but most players at this level will too. Your shorts must be completely black. While many referees already have 2 different types of socks, we require that all referees at least have the USSF mid calf striped sock. The entire referee crew must be dressed in the same color. Your shoes must be mainly black, clean and preferably shiny. If you have one of the v-neck jerseys and you wear a undergarment that is visible, it must be black. When walking around the compound between matches, you must be attired either completely in your uniform with socks pulled up, etc. OR wearing something that disguises the fact that you are a referee (i.e. a warmup.). If you are short of jerseys, check with some friends and see if you can borrow some of what you are missing before you come. There will be some referees (and assessors) who will loan you a jersey for a match, but don’t count on that. DO NOT WEAR ANYTHING THAT WOULD IDENTIFY YOU AS BEING FROM ANYWHERE even if it isn’t in New York!

4. Will I need to pay for my room? No. You may be required to provide a credit card at check-in to pay for sundry items which you might purchase at the hotel while you are there (i.e. telephone calls, etc.) The rooms are pre-paid by the State.

PaymentsIRS Form W9 You MUST fill out and email to the SYRA an IRS W9 form if you are officiating or assessing at state

cup each year. IRS 1099 forms will not be filed with any entity unless you earn more than $600 at State Cup but whether you do or not, you must STILL file the form with the SYRA or payment will not be made. W9’s for this purpose DO NOT NEED A SIGNATURE!PLEASE ELECTRONICALLY FILL OUT THE FORM AND EMAIL IT TO THE SYRA ([email protected]). ALL PAYMENTS ARE ISSUED BY THE SYRA!The electronically fill-able version and the instructions are on the referee information site: http://statecup.wnyreferee.org.

*It is much better to gain this experience now rather than the next time you are likely to need this skill, which will be a much higher level, higher pressure game! Be certain you understand the 4th official’s role before coming to the tournament. Every official is expected to do at least one 4th.

Assessor payment amounts are determined by the SDA.

Mileage If you are a NOT AN ITHACA DISTRICT REFEREE (IDSRA referees get no mileage):• You will be paid the amount designated on the state cup web site for each referee or assessor

you take to the tournament. These were based on your most recent home district address that I have access to.

• Once the tournament is over, you have 7 days to report whom you brought to the tournament.• No partial payments will be calculated. The person who brings the participant to cup will get

the full amount of each participant he or she brings. You may work out your own deals amongst yourselves.

• No voucher is required nor will be honored. We do not pay IRS mileage rates at this tournament.• If you drive solo, you will be “okay.” If you bring someone, you will be close to the IRS rate. Bring

more than one and you may be overjoyed.

Process for Payment

PATIENCE IS KEY.It will take 6-8 weeks to get all of the paperwork done, submitted and checks out to you.• Once the competition is over, I will start to compile all of the information.• When I am reasonably certain I have everything, I will calculate each payment amount and send

you an e-mail to confirm that the amount is correct.• Once everyone has responded (or the deadline is reached), I will submit a final invoice to the

State Youth Association (NYSW). If I receive no response from you by the deadline, I will assume your amount is correct and you will live with it.

• Within 30 days of that invoice, I will receive the main check. Once I receive the check, I will cut checks to each of you and mail them to the address which I have for you that is in your primary district which will be listed in the confirmation e-mail. (A few of you have listed temporary addresses in the USSF database. In those cases I used the most recent address within your primary district that I could find.) If that address is not where you want the check sent, please let me know when I send the confirmation.

ABBREVIATED RULES FOR STATE CUP 2019RULE NYSW 7211 - GAME PLAYSection 1. Passes, Rosters, Uniforms and Score Cards

1) At all Cup Games, players and all team officials must have a current State certified Member Pass.2) At all Cup Games, the team must have a Certified National Championships Roster. The team’s National

Championships roster and member passes must be available at the game site at all times.3) Each player must have a number on the player’s jersey. The number must be affixed to the back of the jersey

and must be clearly visible. Each player on the team must wear a number different from the number of every other player on the team. Goalkeepers must also have a number on their jersey. Zero ‘0’ is an acceptable jersey number. Double zero ‘00’ is not an acceptable jersey number.

4) Goalkeepers must wear colors that distinguish them from other players and game officials.5) At every level of the National Championships competitions, a player or team official at a game site to participate

in a game of the competitions may only have on the outer wear of the player or team official a name, logo, or other identifying mark of a youth soccer organization of US Youth Soccer, NYSWYSA, or other member of US Youth Soccer, or a member of NYSWYSA. A name, logo, or other identifying mark of any other youth soccer organization must be removed, replaced, or covered before the player or team official may continue to remain at the game site for the game.

6) At all Final 4 Cup Games, both teams must return their score card to the tournament headquarters. Failure to return the card will result in a $25.00 fine during the first two days of competition and will result in a $50.00 fine on the final day of the competition.

Section 2. Playing RulesThe playing rules of THE US Youth Soccer NYSWYSA Championships Competitions shall conform to the FIFA “Laws of the Game” except as provided by this rule.GAME LENGTH, BALL SIZE AND ROSTERS: Except as otherwise provided for in this section, the length of games, ball size, ball circumference, and ball weight for each age group shall be as follows:

half of play and during overtime play. After leaving the game during a half of play, the substituted player may not re-enter the game during that same half of play.

GRACE PERIODA fifteen (15) minute grace period shall be allowed at the start of the game. For all final 4 match games, any team not ready to play after the grace period must be reported by the referee to the NYSW Cup Chairperson immediately for the appropriate action.

UNFINISHED GAMESUnfinished games due to any cause shall be replayed providing neither team is at fault and play has not begun in the second half of regulation time. If play is stopped during the second half of regulation time and cannot be resumed, and neither team is at fault, the game will be declared finished and complete. If a play down match is stopped during the second half of regulation time and cannot be resumed, and the match is tied when it is stopped, the entire match will be replayed on a different day. Should play be stopped at any time due to one (1) of the teams being adjudged at fault, whether the game is to be replayed or declared a forfeit shall be at the discretion of the NYSW Cup Chairperson and 2 other members of the NYSW Board of Directors.SCORING SYSTEMWIN Three (3) Points TIE One (1) Point LOSS Zero (0) PointsTIE BREAKERS1) Head to Head2) Most Wins3) Goal Difference (maximum goal difference will be four (4) per game)4) Least Goals Allowed5) FIFA Kicks from the Mark

a. immediately following the round robin games at a time and place determined by the State Cup Committee. The home team for the kicks will be whichever team was the home team when the two opponents played head to head. Any player/person sent off or suspended during the head to head match cannot take part in the kicks.

6) Three way ties within an age group: A three way tie will be decided using the same tie breakers as 2, 3, 4, and 5 above. If FIFA Kicks from the Mark have to be taken, there will be a draw by the State Cup Committee. The first team drawn will receive the bye, the next team drawn will be the home team against the remaining team in the first contest of penalty kicks. The winner of the first contest will then compete against the bye team in penalty kicks to determine the winner of the age group. The bye team will be the home team.

7) Selection of wildcard teams will follow the same criteria as called out in the scoring system and the tie breakers.FORFEITSIf a team participating in the competition during the Final 4 Weekend forfeits a game, the scoring will be as follows:1) For each forfeited game, the NON-forfeiting team shall be awarded: a. Three (3) points for a win b. Goal differential shall be equal to the average goals for game(s) in the same age group allowed by the team that forfeits. c. Zero goals allowed.2) For each forfeited game, the forfeiting team shall be awarded: a. Zero points for the loss. b. Zero goals for. c. Four (4) goals allowed.GAME REPORTS:If a person is sent-off or dismissed, a game report must be filed by the referee along with that person’s pass at the registration desk under the SUNY Cortland stadium by the end of the day on which the game was played. If the registration desk is closed at that time, it must be filed before any match is played the next morning. (i.e. 7 am)If the player was sent off on the last day, the report must be filed with the registration desk before the referee leaves Cortland to go home.

It is the building in the yellow rectangle with the light colored roof. The main entrance is on Groton Avenue next to the Blue Burrito.

There is ample parking in the lot next to the building as well as along Main Street.

Directions from the Cortland State Stadium entrance on Stratton Drive:At the end of Stratton Drive, turn right on West Road (NYS Route 281.) After 0.6 miles, turn right onto Route 222 (aka - Groton Avenue.) The Elks Lodge is on the right after 1.9 miles.

Directions from TC3:Leaving the campus, turn right on NYS Route 13. In Cortlandville, bear left on NYS Route 281. You will pass the Country Inns and Suites on the right and the SUNY Cor-tland Athletic complex on the right. Continue another 0.6 miles and turn right on NYS Route 222 (aka - Groton Avenue.) The Elks Lodge is on the right after 1.9 miles.
