REF: 263 Project Leader (Rural) X3 – National Office The Authority seeks to recruit a suitably qualified person to take up the role of Project Leader (Rural) to be based at its National Office. This position will report to Manager Regional Water Development Affairs. PRIMARY JOB PURPOSE The Project Leader will be responsible for implementing Rural Projects yearly with allocated Funding form the Government in terms of Financial Budget. The role involves Survey, Estimation, Proposal Writing, Tendering (Evaluation, Board Paper and Presentation for Boards Approval), Contracts, Procurement, Recruitment, mobilization of Logistics, Supervision of works and closure reports. The role supports the Rural Unit in widening coverage of Rural water Schemes throughout Western Region and providing consistent water supply 24/7 to all non-metered areas. PRINCIPAL ACCOUNTABILITIES Assisting the Technical officer with Survey and Design aspects of the Project. Assist in Estimation of the Project after Survey has been conducted with Technical Officer and minimizing expenses. Writing Business Proposals/Business cases/Problem Statements and presenting to relevant members within WAF for approval of the Project. Execution of Design approval of the Project by WAF’s planning and Design Team. Endorsement of Project Document by Department of Water and Sewerage. Decision making with the Team on which projects to be implemented In-house/Outsourced. Market search and evaluation of Tender documents. Ensuring and presenting to relevant members within WAF for approval of the Board Papers. Assisting Rural Graduate Engineers with the Contracts Documents. Procurement of Materials and Ensuring the Materials is procured to WAF’s Standard Recruitment of Project Personnel for the construction phase. Mobilization of Construction Team and Materials to Site with accordance to Plant Hire. Supervision of Rural Projects during construction and monitoring Budget. Preparation of Progress reports and ensuring the Work program is followed. Monitoring and Liaising with contractors in ensuring Design and Construction is of WAF’s standard. Liaising with suppliers on the material Delivery. CEO Briefing on the Work Progress fortnightly. Weekly reporting to the Manager. Coordination with Villages and assisting the Public Relations Officer in awareness in the Villages. Preparation of Village Contracts. Preparation of Closure Reports and As-built Drawing.

PRIMARY JOB PURPOSEThe Project Leader will be responsible for implementing Rural Projects yearly with allocated Funding form the

PERSON SPECIFICATION

In addition to a Diploma in Civil/Architecture/Quantity Survey/Mechanical/Electrical Engineering theKnowledge, Experience, Skills and Abilities required to successfully undertake this role are:

KNOWLEDGE & EXPERIENCE

At least 3 to 5 years of commercial experience in Engineering Field.

Degree in Civil Engineering would be an added advantage.

Experience in delivery of rural infrastructure is highly desirable.

SKILLS & ABILITIES

Monitoring and providing regular reports to Management on progress and performance of project.

Excellent Leadership and personal relationship skills.

Ability to work independently and to prioritize work objectives to meet deadlines.

Proven ability to achieve results within time constraints.
