JUSTIFICATION: [Pt.8] Due to upgradation in the Information Technology the requirement under Pt. 8 (Desirable) is suitably amended. Thus the qualification in existence under ‘Desirable’ is made as ‘Essential’ for the forthcoming requirement. Hence, amendment proposed.

[Pt.9] Considering the forthcoming expansion and need of the Institute, qualification and experience is enhanced and shall be mandatory. However, age may be relaxed upto 55 years. Hence, the proposed amendment.

[Pt.11] As only one post is in existence, hence amendment is proposed.

[Pt.13] The composition of the DPC as indicated in the Recruitment Rules, the Head of the Mathematical Demography & Statistics as member of the DPC is superfluous and error was inadvertent. Hence deleted. As System Manager is the HOD, he/she shall be a member of the DPC, hence amendment proposed.

JUSTIFICATION: [Pt.9] Considering the forthcoming expansion and need of the Institute, qualification and experience is enhanced and shall be mandatory. However, age may be relaxed upto 55 years. Hence, the proposed amendment.

[Pt.12] The holistic review of administrative set up of the Institute shows that Office Superintendent who are in line of promotion as Section Officer are nearing the retirement on superannuation. In case suitable promotee candidate or Direct Recruitment candidate is not available at any point of time to fill up the vacant post, the post will remain vacant and will go for abolition as per the instruction of the Ministry of Finance. In order to ensure to that the work of the Institute does not suffer in such an eventuality and the Institute does not lose this post through ‘Deemed’ abolition, it is recommended that the line of promotion to the post of Section Officer may be opened to Hostel Manager and Assistant also possessing certain years of regular service. Hence amendment proposed.

[Pt.12] Stipulation No.12 under Recruitment Rule provides for promotion to the Sr. Library and Information Officer or Assistant Librarian. It is pointed out that there is no post like Sr. Library and Information Officer. Actually the post is of Sr. Library & Information Assistant. It is a typographical mistake, which has been corrected. Secondly there is no post of Assistant Librarian at present, hence deleted.

• Existing recruitment rules for Group ‘D’ post are enclosed. As per 6th CPC report the Group D employees viz. Cook Grade II, Attendant, Jr. Library Attendant, Water Pump Attendant and Cleaner have been clubbed together and re-designated as Multi Tasking Staff and accordingly the recruitment rules have been framed as per new DOPT guidelines and approved by the Executive Council in its 95th meeting held on 18/02/2011.
