This document aims to provide a summary of the acti ons to be taken and the output to be delivered by TMP following a review of Barts Health NHS Trust online recruitment processes. Background: Barts Healthhave identified potential shortcomings with the current online recruitment system. These issues affect both candidates and internal back office users of the system and could be improved. TMP’s extensive experience and expertise in Applicant Tracking Systems can be put to use in reviewing these two areas. Executive summary: A member of the TMP Project Management team will spend a day with the recruitment team and be shown the recruitment process, from requisition to appointment. This will require one on-site day. The work will be partly information gathering and partly to understand how ‘it performs’ for the users. Other members of the TMP Project Management team shall study the candidate experience both in terms of the find/apply process but also how a candidate is managed and communicated with throughout the recruitment process itself. The output of this will be a report to cover:

- Summary of understanding of the Barts Health’s recruitment process - Feedback and commentary on:

o Candidate experience o Recruiter/employer processes

- Combine the above to provide a list of recommendations that will be considered by BARTS HEALTH

Candidate facing functions – Deliverables

1. General functionality will be checked, used and graded against TMP’s

understanding of ‘industry standard’. 2. TMP staff (x3 minimum) will apply for a job (created by Barts Health

specifically for this exercise). TMP staff will grade this process in terms of ease of use using a common scoring grid.

3. The scoring shall be summarised into a single document to be shared with Barts Health.

4. Make recommendations to the Steering Group; these will be based on either the existing technology, new technology or a combination of the two. No constraints of any type shall be placed on the list of recommendations. The recommendations will be in a word document.

Assumptions

This work will be carried out off-site. That Barts Health will set up a specific job that TMP can make multiple applications for. That a resource will be available at Barts Health to help with any queries/issues that TMP come up against that may hold up the applications being submitted. The grading referred to above will be 1 to 3, where 3 meets or exceeds the best experience available in terms of ease of use, clarity etc and 1 is opposite to that.

Employer / recruiter process and functions - Deliverables

This work will be carried out on-site. This will be one day as a minimum and may require further on-site working that can be called upon if required. The report will be written up off-site. At-desk working day to enable TMP to understand what the process is overall for requisition, job set up/posting, job management while live, candidate management through the recruitment process. This will require a verbal or written explanation of the Barts Health recruitment process. This may mean multiple workflows – e.g. one for business support, one for academic etc Barts Health will supply to TMP any supporting workflows/process maps one week in advance of the on-site day.

1. For Barts Health staff to take the TMP colleague through the entire lifecycle of at least one job (time dependent). This will include, but not be limited to, showing/sharing any actions such as shortlisting or setting up interviews, along with all the communications which are sent to candidate or any other party connected with the job (e.g. shortlisting panel).

2. For Barts Health to demonstrate clearly all of the processes and steps required in the recruitment workflows along with the functionality used. This will include showing TMP staff member the actions carried out by various stakeholders within the process – e.g. what a panel member might see versus HR.

3. For Barts Health to respond to any questions posted by TMP on the day or within an agreed timescale.

4. We need to agree in advance the definitive list of areas to be shown/demonstrated, and this will include the following (broad) categories: requisition, posting, job-live, posting jobs out to 3rd parties if appropriate, candidate communication throughout, setting up or starting the recruitment process itself, all related candidate & recruiter communications throughout the process, selection/rejection of candidates at all recruitment stages, talent pooling, flagging candidates (e.g. 2nd choice candidate), recruitment checks & referencing, offering the post, closing the job, management information. We ask that you check this list and update as appropriate for TMP to agree with you before work commences.

5. An output document will be provided which lists areas of strength and weakness, with a summary of key improvements that could be made. No constraints shall be placed on the proposed list of improvements.

Assumptions

This will work be carried out both on site (review) and off site (write-up). That Barts Health provide the relevant team member(s) for a dedicated day to work with TMP. That any technical issues faced on the day will be dealt with swiftly, hence reducing any potential delay in progress. That any specific areas which Barts Health require TMP to review are recorded into Version 2 of this document and agreed prior to confirming the days of work.

Desired outcome

To provide a summary of how effective a tool the existing recruitment functionality is for the recruitment team. To provide a summary of any improvements, entirely based around the achievement of efficiencies or improvements for the Barts Health.

Time impact

Candidate facing work:

- Two hours preparatory work - One day – review of candidate functionality, search/apply process and

- Two hours preparatory work - One day on site, side-by-side working through recruitment activity - One day off site, writing up findings in advance of Steering Group
