Introduction

The East Lothian Council Performance Athletes in Schools (PAiS) programme aims to offer secondary school aged pupils in East Lothian establishments that are identified at gifted and talented additional support to help them achieve their full potential.

The PAiS programme offers different kinds of support to athletes. Sports Specific sessions are offered to athletes selected in Basketball, Badminton, Football, Rugby and Hockey on Tuesday / Thursday mornings. Strength and Conditioning support delivered by specialists from Edinburgh College is offered to all PAiS athletes on Monday or Tuesday evenings and Friday afternoons. We are also pleased to offer physio support to all athletes delivered by specialists from FASIC. In 2012/13, a BTEC Level 2 certificate in Sport was also integrated into the programme. This only applies to athletes in S3 and above and will provide them with a recognised qualification for their work in the programme over the year. All athletes also receive a Sports Awards Pass, allowing them access to East Lothian Sports facilities.

This recruitment and selection guidance provides detail on the programme, suggested criteria for athletes in different sports and the process by which athletes can be recruited onto the programme. It is important that we ensure PAiS is an integrated part of National Governing Body pathways to provide appropriate exit routes. We therefore select a level of the pathway that PAiS sits in order to show how it complements the development of performers in that sport. The guidance for recruitment and selection has been developed by the East Lothian Council Sports Development team in conjunction with partners from sportscotland and National Governing Bodies. If you feel an athlete has been overlooked based on the selection process outlined in this document, please consult the relevant Development Officer. The number of places on the PAiS programme are limited and anyone who is unsuccessful for selection may be signposted into other relevant pathways sessions or support services. This will be done on a case by case basis.

General Expectations

Physical Suitability

Athletes should demonstrate a level of all-round physical suitability and literacy appropriate to the age and stage of development and work towards maximising physical potential. There are sports specific models produced by some Governing Bodies and if relevant, these are referenced throughout this document or can be provided on request by contacting the appropriate Development Officer.

Mindset

PAiS athletes will be selected if they show the attributes of a growth mindset including:

• Desire to learn and embrace challenges

• Persist in the face of setbacks, mistakes and negative experiences

• See effort and focus in training as the path to higher levels of achievement

• Learn from feedback, failure and the success of others

Attendance

PAiS athletes should show a commitment to the programme by attending as many sessions as reasonably possible. Each athlete must commit to the programme for the full academic year. Each athlete on entry to the programme must consider their academic / training / social life balance to ensure that PAiS will not overload or burn out an individual athlete. This will be assessed on application.

All athletes must attend an East Lothian Secondary School.

Football

Footballers should show a high level of technical skill including the following areas: Inside foot, driven and lofted pass Control (ground & air) Finishing Dribbling Heading Ball Mastery They should also show the following tactical abilities: Decision Making Awareness Positional Intelligence Attacking Principles Defending Principles

Talent ID / Recruitment and Selection Process

PE departments and local football clubs should nominate footballers for the PAiS programme from school years S2 to S4 by completing a nomination sheet that will be sent out by the Football Development Officer. Footballers nominated will then be invited to a recruitment session in June 2013 to allow the Football Development Officer to select the players from each age group based on physical attributes, technical skill and mindset. S1 pupils - players will be selected at the end of the SFA 20:20 centre for P7 aged pupils to start on the PAiS programme in S1. S2 – S4 pupils – players will be selected based on nominations by PE departments at the recruitment session. A maximum of 12 footballers will be selected for the PAiS programme.

Basketball

Selection will only be considered if an individual is currently performing in one of the following playing environments:

1. National Squad/Future Starz 2. National League Competition 3. Regional Development Leagues (RDLs) 4. Scottish School Cup or School Core Programme 5. Junior Jam Under 12 Development League or Equivalent

Letters will be sent out in April 2013 to invite basketballers to attend a trial day. The trial process will include: Part one: physical / technical ability focus Part two: mindset focus The trial will be delivered by the Basketball Development Officer with support from two performance coaches. This panel will consult and make the final Selection as well as providing feedback to non-successful athletes in June 2013. Tests in trails will include game play scenarios and fundamental skill testing which may include the following:

Physical Suitability

1. Non-fatiguing tests (height/weight measurements, vertical and broad jumps)

2. Agility tests (T-test, Illinois test)

3. Maximal strength & power tests (1-RM, 3-RM)

4. Sprint tests (40yard sprint, sprint fatigue test)

5. Muscular endurance tests (12min run, shuttle test)

Current Performance (Technical)

1. Wall passing – from a 5 foot distance, continuously pass the ball against the wall at chest height level for 1 minute.

2. Ball control - Dribbling at speed you will dribble between angled cones for one minute

3. Mikan drill - From directly under the Basket, attempting to score baskets off the back board alternating hands for one minute

4. Shooting spots - Taking shots from a range of challenging angles for one minute

5. Defence - From a defensive Position players must react to instructions for one Minute-Graded on coaches

Hockey

Players should be able to understand and demonstrate basic techniques in hockey at a competent level for a school performance athlete, e.g. accuracy and consistency in core skills. They should also show knowledge of the basic techniques within a tactical context, e.g. Defending, attacking, goal scoring, elimination. The following three scoring levels will be used to assist with selection and assessment. This is known as the player tracker:

o Low level – player has very little experience of the skill or parameter, cannot execute or does not demonstrate, even under no pressure

o Medium level – player has some experience of the skill or experience of training the parameter but cannot exhibit under pressure or execute to a high level

o High Level – player exhibits full execution of the skill or parameter, clearly trains this aspect on a regular basis and can perform under pressure

PAiS athletes will be expected to demonstrate a high level of competency in both technical skills and tactical knowledge. Athletes must be a member of a hockey club playing regular club hockey. Further information on the appropriate age and stage of development can be found in the Scottish Hockey stronger game model available at www.scottish-hockey.org.uk

Talent ID / Recruitment and Selection Process

PAiS athletes will be selected from the East Lothian Development Squads based on the criteria above (selection into the development squads will be done through set trial dates for U14 and U16 age groups every August prior to the start of the development squad programmes in September). The Hockey Development Officer along with squad coaches will track player progress throughout the year and select for PAiS in May for the following academic year. Consideration for selection into PAIS will also be given to athletes who for whatever reason are not part of the development squad programme. This should be done by completing the enclosed nomination sheet.

Rugby

PAiS athletes should demonstrate the ability to perform position specific skills under pressure in match situations. Guidance on playing capabilities can be found in the Scottish Rugby Union Key National Themes available at www.scottishrugby.org

Talent ID / Recruitment and Selection Process

The elite Rugby player development pathway in East Lothian is closely linked to that of the Scottish Rugby Union. It starts at U/14 level and continues through to U/18 level. PAiS supplements this pathway by offering additional support to specifically identified athletes. U/14 players should be nominated by their clubs and schools to attend regional pathway / skills sessions. U/15 players should be nominated by their clubs / schools to attend regional pathway/skills sessions. U/15 players are chosen to represent East Lothian Falcons at pathway level. PAiS athletes are selected onto the programme based on performances in Falcons sessions or games. Selection for PAiS can come at U/16, U/17 or U/18 level based on performances within the Falcons set up. Selection is done by the Rugby Development Officer based on the outlined criteria linked to the Key National Themes.

Badminton

PAiS Badminton players should demonstrate a good level of all round racket skills and footwork patterns. They will demonstrate the ability to practice, consolidate and refine skills to improve performance. It is important that Badminton players are able to read the game and can implement and change tactics effectively.

Talent ID / Recruitment and Selection Process

Players will be invited into PAiS if they have represented Scotland and / or a member of a Scotland Junior Squad. Players will be selected from the East Lothian Bronze /Silver /Gold Squads in June 2013 by the Badminton Development Officer. Consideration for selection into PAiS can also be given to athletes who for whatever reason are not part of the East Lothian Squad programme. This should be done by contacting the Badminton Development Officer. The following pointers will assist the EL Badminton Development Officer with selection and assessment of athletes.

1. Players who demonstrate a 100% performance attitude during training (not only their own work but also when working with / feeding others)

2. Players who demonstrate potential and commitment, indicating the ability to perform under pressure evidenced through fighting and competitive performances in regional and national tournaments.

3. Recent performance and results of players. 4. To identify players who have the potential to represent Scotland and take part in

International badminton.

Athletics

Priority on the PAiS Athletics programme will be given, but not exclusively, to athletes who are already competing at a National level (scottishathletics National Age-Group Championships, Scottish Schools Athletic Association Championships). All athletes who engage on the PAiS programme should aspire to compete at National level competition and beyond. Athletes should be able to understand and demonstrate or show potential to deliver core technical competencies outlined in the UKA 365 Curriculum. Athletes should be working at an ‘emerging level,’ stage 7, for their preferred event. The UKA 365 Matrix is available online by clicking here. Athletes and their coach(es) should be willing to engage in a programme with a view to developing and maximising that physical potential, in terms of mobility, coordination, flexibility, core and postural stability. Only athletes in S3 or above will be considered for selection in to the PAiS programme for athletics.

Talent ID / Recruitment and Selection Process

Athletes will be actively selected from the Team East Lothian Development Squads by the Athletics Development Officer, based on the above criteria.

Athletes who are currently working out with the Team East Lothian Development Squad or in other sports will be invited to a Talent ID Day for Athletics in March/April as a part of the selection process. There will also be open recruitment where athletes can be considered for selection where club coaches, PE staff or Active Schools nominate an athlete based on the outlined criteria. This should be done by completing a nomination form available from the Athletics Development Officer and athletes will be invited to a Talent ID Day.

Golf

Selection of Golfers onto the PAiS programme is linked to Scottish Golf Union, Scottish Ladies Golf Association, Lothian’s and ClubGolf Development Centre pathways. There are a limited number of non-core sport spaces for golfers on the PAiS programme. Priority onto the programme will be given as follows:

1. Golfers selected for Scottish Golf Union / Scottish Ladies Golf Association squads 2. Golfers selected for Lothian’s squad 3. Golfers selected for the ClubGolf Development Centre

A golfer that is selected for one of the aforementioned pathway squads will only be offered a place if the numbers in higher level squads do not take up the maximum number of golf places on the programme. There are currently 5 places made available to Golfers on the PAiS programme. The East Lothian Golf Development Officer receives the names and contact details of all East Lothian pupils in Scottish Golf Union, Scottish Ladies Golf Association, Lothian’s and ClubGolf squads. Golfers will be invited onto the programme based on the criteria outlined above. Gymnastics / Trampolining

PAiS Gymnasts can be selected from a number of Gymnastics disciplines:

Teamgym: Gymnasts should be competing at National Level. Skill level should include twisting salto greater than 360 degrees in single salto, double somersaults on trampette/vault and combination somersaults on tumble. The Gymnastics Development Officer will liaise with coaches from Saltire Team Gymnastics Club to select gymnasts from East Lothian secondary schools that meet the above criteria. Trampolining: Trampolinists should be competing in Fig B or above in the National Circuit. The Gymnastics Development Officer will liaise with coaches from City of Edinburgh and Two Foot Higher Trampoline Clubs to select trampolinists from East Lothian secondary schools that meet the above criteria. Artistic Gymnastics: Artistic gymnasts should be a member of a National Potential or Development Squad. A supporting letter from Scottish Gymnastic to confirm squad membership is required.

Tennis

PAiS tennis athletes should show the following level of performance: - High level of ball control - Consistency - Tactical awareness - Show high level of technical competency on forehand/backhand/volley and serve.

Entry onto the programme will be give to tennis players that meet the following criteria:

- Regularly Competing Junior - Regional Squad Player - Performance Squad Player (Tennis Scotland)

If a player meets the criteria named above, a nomination should be made to the Tennis Development Officer along with support from Tennis Scotland confirming inclusion in performance squads.

Swimming

PAiS Swimmers should have 3-5 years of swimming experience and be within the East Lothian Swim Team set up. They should be a member of one of the three affiliated clubs to the swim team (Haddington, Musselburgh or Tranent). The athlete’s physical suitability will vary on stroke and swimming type but they will have to be able to complete the minimum squad criteria requirements set by ELST which encompass physical strength/flexibility and movement as well as specific swimming fitness and also technical models. Within the swimming pathway in East Lothian talented swimmers are picked up through the East Lothian Swim Team and as a result all members of the team compete at a minimum of District level. Swimmers on the PAiS programme would be expected to be in either the Scottish Youth Development Team or the Bronze Squad. Swimmers who are specialist and fall out with the Scottish squad selection model will also be considered under the discretion of the East Lothian Head Coach. For selection criteria please see the Scottish squad selection criteria available at www.scottishswimming.com Athletes will be expected to adhere to the training program set out and a commitment to the PAiS program is part of the code of conduct and training agreement signed to be part of the ELST set up. This includes adherence to the program, effort attitude and behaviour and can be found on the East Lothian Swim Team website - www.eastlothianst.com Talent ID / Recruitment and Selection Process

Talent ID will come through participation within the East Lothian Swim Team set up. From this swimmers will be nominated on a basis of performance level, age and stage of maturation and will be defined by the coach. Swimmers on the silver squad will gain automatic selection onto the PAiS programme with the rest of the allocated slots being divided among those on bronze or performing at a Scottish National finals level. Non Core Sports

The PAiS programme is pleased to offer opportunities for athletes out with the sports listed above to enrol on the programme. Athletes must satisfy the following criteria:

1. Compete at a minimum of Regional, aiming towards National level

2. Attend an East Lothian Secondary School

Nominations for entry onto the PAiS programme can come from the following sources:

1. From PE staff, sports coaches, parent or National Governing Body

Nominations should be made by completing the enclosed application form providing as much detail as possible on the athlete. A panel consisting of representatives from East Lothian Council Sports Development, FASIC and Edinburgh College will meet to select athletes for the programme on a case by case basis. A bespoke programme will be offered to each athlete selected onto the programme. Please note places are limited and not every nomination will be given a place on the PAiS programme. Athletes will be given priority based on:

1. The level that they are currently competing

2. The impact the support for the individual will have on performance

3. Other support available to the individual from governing body pathways

Disability / Inclusion

The PAiS programme is pleased to offer opportunities for athletes with a disability to enrol on the programme. Athletes must satisfy the following criteria:

1. Compete at a minimum of Regional, aiming towards National level

2. Be eligible for or have an existing classification

Nominations for entry onto the PAiS programme can come from the following sources:

1. Directly from the East Lothian Council Disability Sports Development Officer or Scottish Disability Sport (SDS) East Regional Manager

2. From parents, individual athletes, PE staff, coach, East Lothian Council Sports Specific Development Officer or National Governing Body

Nominations should be made by completing the enclosed application form providing as much detail as possible on the athlete. A panel consisting of representatives from East Lothian Council Sports Development, Scottish Disability Sport, FASIC and Edinburgh College will meet to select athletes for the programme on a case by case basis. De-Selection Policy

The East Lothian Sports Development Team (ELSDT) recognise that some athletes will be de-selected from the PAiS programme. The policy will set out a clear and time-defined procedure for de-selection, ensuring that it is an open and fair process. This policy applies to all athletes.

De-selection Procedure

An athlete can be de-selected for the following reasons: i. Breach of Athlete Agreement

ii. At the end of an annual programme iii. On the basis of lack of commitment and attitude iv. De-selection on the basis of poor academic performance in relation to the

athlete’s participation in the PAiS programme.

Breach of Athlete Agreement

An athlete can be de-selected at any time during the programme for breach of their agreement subject to the procedures set out in the agreement.

At the End of an Annual Programme

After an athlete’s annual review the Sports Development Officer or Performance Coach may take the decision to de-select the athlete. If so, the following procedure should be followed:

v. The school concerned must be informed of the decision vi. The athlete should be informed in writing of their de-selection and the letter

must detail the reasons for it. vii. The letter should offer an opportunity for the athlete to meet with the Sports

Development Officer or Performance Coach to discuss their de-selection

On the Basis of Lack of Commitment and Attitude

If an athlete is to be de-selected on the basis of a lack of commitment or attitude the following procedure should be followed:

viii. The athlete must have been warned of this possibility by the Sports Development Officer or Performance Coach at least 3 months prior to the de-selection and there must have been no significant improvement in commitment or attitude since then.

ix. The school must also be advised of the situation. x. The athlete must have been given the opportunity to discuss the situation with

the Sports Development Officer or Performance Coach.

On the Basis of Lack of Commitment to Academic Attainment If an athlete is to be de-selected on the basis of a lack of commitment to academic attainment the following procedure should be followed:

xi. The athlete must have been warned of this possibility by the Sports Development Officer or Performance Coach at least 3 months prior to the de-selection and there must have been no significant improvement in commitment or attitude since then.

xii. The school must also be advised of the situation. xiii. The athlete must have been given the opportunity to discuss the situation with

the Sports Development Officer or Performance Coach.
