■ The ability of the UK to address the gap in reprocessing andthermal treatment capacity is being constrained by a lack ofinvestment. In view of this, greater confidence should be given tothe investment community through a range of fiscal measures tomitigate risk and manage growth.The report follows a six-month inquiry chaired by former

Environment Secretary Caroline Spelman MP and makes proposalsbased on three key areas — export of recyclate, export of waste-derived fuels, methods of ensuring quality and improvingenforcement, innovation and collaboration. Proposals include:■ Export of recyclate: Calling for reform of the methodology

underpinning the issuing of Notes within the PRN/PERN system, inorder to address inconsistencies between the costliness ofrecycling in the UK versus export for recycling and proposing theinvestigation of a ‘PRN Offset’ system to drive demand for recycledcontent in packaging manufacturing in the UK;

■ Export of waste-derived fuels: Urging DCLG, BIS and DfT to worktogether to encourage Local Enterprise Partnerships (LEPs) tocarry forward the work of Regional Development Agencies inrelation to Energy from Waste and identify opportunities for co-location and heat use;

■ Quality, enforcement, collaboration: Recommending the waste

departments to deliver a ‘resources strategy’ as a core component ofwider industrial policy, with particular focus on identifying the besteconomic and environmental uses of primary and secondaryresources across the supply chain, and in combination with pre-existing industrial applications.

Inquiry Chair, Caroline Spelman MP commented, “The UK hasmade huge improvements in recent years in how it manages its wasteand the sector is justifiably now seen as one of the UK’s economicand environmental ‘good news’ stories. Nevertheless, importantreforms and improvements are still needed. This report makesrecommendations to central government and industry on how to buildthe most economically and environmentally robust system for wasteand materials treatment, whether it be in the UK or abroad. We hopethat adoption of these recommendations will result in a morestreamlined and robust management of our resources and providefurther steps towards the development of a truly resource efficienteconomy.”

The inquiry and final report has been kindly supported by BMRA,Closed Loop Recycling, DS Smith Recycling and SITA UK. Jim Malone,European Sales and Purchasing Director, DS Smith Recycling Division,commented, “Thanks to China’s Green Fence policy the imperative onquality is greater than ever, confirming that poor quality recyclatematerial cannot and should not be exported. Sustainable recycling,whether for the domestic or export market, is predicated onproducing the highest quality, across all recyclate materials. Wesupport the report’s recommendations, particularly the need fortargeted communication campaigns on materials capture and qualityas well as ensuring C&I waste data is updated and is as accurate aspossible to underpin strategies for future treatment of the wastestream.”

UPDATED E643 STANDARDPaper and board for recycling is an essential secondary rawmaterial for the European paper industry. To improve quality andthe definition of grades for this raw material, the European List ofStandard Grades of Paper and Board for Recycling is being revised byCEN — the European Committee for Standardisation.

National standardisation bodies that are members of CEN havevoted unanimously in favour of the update to the EN643 standard. Asa next step, the final text for the revised EN643 will be translated andpublished by CEN and its national standardisation bodies by February2014.

The Confederation of European Paper Industries (CEPI) advises allorganisations and individuals involved in trade with paper and boardfor recycling, to prepare for the introduction of the updated standard.Jori Ringman-Beck, CEPI Recycling and Environment Director,stressed, “Although this material has a waste status legally, it isimportant to push quality management through the whole supply chain.”

KERBSIDE RECYCLING IN GUERNSEYGuernsey is to roll out its first kerbside recycling collectionservice in a £2.4 million interim scheme from March 2014.Funded by States of Guernsey Public Services, the service will seecommingled paper, cardboard, plastics and aluminium collectedweekly from households in addition to an existing network of bringbanks across the island.

product. By contrast, alternative packaging options do not have thisflexibility and as a result are not as space efficient.

There will be more pressure to reduce the carbon footprint andthe environmental impact of packaging. Packaging waste is viewed bypeople as a bigger or equal problem to food waste, but figures fromWRAP do not confirm this. Its CO2 emissions are far lower than thefood we buy — just 10.8 million tonnes compared with 166 milliontonnes, while items such as salads, sliced meats, bread and rolls stayfresher five times longer in packaging than when stored naked.Corrugated may not have all the answers, but it is the most widelyused packaging material in the UK and has helped deliver goods tomarket safely for over a hundred years. It should not be consideredas waste but as the safe and sustainable packaging solution that ithas always been.

CPI RESPONSEThe CPI is hitting back at claims, from some quarters, thatused corrugated is a waste material when in fact most of it isrecycled and made into new packaging. It actually has a very lowimpact on the planet thanks to a recycling rate of over 80%.

CPI’s Director of Packaging Affairs, Andy Barnetson, said, “To saythat using alternative packaging may result in ‘less corrugated’misses the point. Corrugated is single trip but has such a highrecycling rate that it doesn’t substantially impact on the wasteproblem. Our industry has always invested in recovery and recyclingprocesses. Corrugated is fully recyclable through a closed loopsystem, so landfilling of corrugated must be viewed as a last resort.Such a versatile, easily recycled product should be recoveredwherever possible in order to make the most of the resources whichwent into its production.”

The corrugated packaging industry in the UK has beeninstrumental in driving down waste within the supply chain, evenbefore the Courtauld Commitment was introduced. It is a pioneeringforce in sustainable, lightweight, recyclable papers that do notcompromise the integrity of goods in transit and ensures that theyarrive in top condition. In today’s challenging economic climate, it isquite right that supply chains are being scrutinised in an effort to drivedown costs and meet environmental objectives. But when developingpackaging solutions, many factors must be taken into accountincluding transport efficiency.

With the advent of modern corrugated processes, such as newraw materials that offer up to 23% storage space saving, the industry

is offering extremelyspace-efficient packagingwhich is leading to betteruse of pallets, resulting infewer vehicles on theroad. Boxes need to bedesigned to fill lorriesfrom floor to roof. If everysingle lorry on the roadwas filled to completecapacity, the savings infuel costs and CO2emissions would be huge.Corrugated can adaptitself to product after

UK PRN REPORTThe Environment Exchange confirms that excellent volumeswere traded in paper for the second month (October) runningwith prices remaining static. Small documents in the Spot marketachieved a premium with buyers happy to secure at the selling levelsoutlined. After some concern was voiced earlier in October about aslowdown in domestic supply, the Q3 figures alleviated any concernsreporting strong growth on the previous quarter.

A J THOMPSON ACQUIREDEllgia Recycling has acquired Suffolk-based A J ThompsonPaper Recycling for an undisclosed sum. The sale follows thedeath of A J Thompson founder, Anthony Thompson, in July.

One of East Anglia’s largest recyclers of commercial waste, A JThompson currently handles an estimated 700 tonnes of wastepaper, plastic, cardboard and paper each week acrossCambridgeshire, Suffolk, Essex and other parts of east England.

VIRIDOR FIRST HALF RESULTSViridor saw its profits before tax decrease by 28.8% during thefirst half of 2013/14, falling to £15.3 million. In the six monthsup to the end of September overall revenue was up 5.3%, rising to£398.2 million. However, revenues from recycling decreased by £5.5million despite a 4% increase in the volume of recycled materialstraded (974,000) tonnes, compared to the same period during theprevious year.

COURTAULD 2 TARGET MISSEDThe grocery sector failed to meet its household food wastereduction of 4% between 2010 and 2012 under Phase 2 of theCourtauld Commitment, according WRAP. Although a 270,000tonne reduction in household food waste was made over the period,this represents a 3.7% reduction on the 2009 baseline figure.

CARRIER BAG CONSULTATIONThe Chartered Institution of Wastes Management (CIWM) haswelcomed the consultation on carrier bag charges issued byDefra. “While we believe that a charge is necessary and that Englandwas at risk of being left behind by not introducing a legislativerequirement, this is not a simple issue,” says CIWM chief executiveSteve Lee.

“The parameters of the legislation must be carefully thoughtthrough to ensure that the measure delivers genuine environmentalgains and the question of biodegradable bags is a particularlychallenging issue. CIWM welcomes the research that Defra isproposing to fund and we would like to see rigorous materialstandards and effective sorting solutions to allow this importanttechnology to play its part in reducing the impact of carrier bag litteron the land and marine environments.”

LARAC APPOINTS NEW CEOThe Local Authority Recycling and Advisory Committee(LARAC) has appointed Lee Marshall as its new ChiefExecutive Officer. He will take up the position from April 1 next yearon a three-year contract with a possible two-year extension.

FIRST INSTALLATIONDenmark is the first European country to see the installation ofthe new IPS TRHE high-pressure, two-ram baler — a 750-50model from the range of smaller balers designed particularlywith start-up users in mind.

The Danish contracting company, Torben Clausen A/S, waslooking for a multi-material baler that represented value-for-money andwas economical to run. The materials to be baled included plasticfilm, cardboard, 1-tonne bags, HDPE, PVC and 200-litre hard plasticbarrels with lids, all of which can be dealt with efficiently by a shearingknife cutting system.

The customer also liked the fact that, although the TRHE baler hasa small footprint, it is still a two-ram with 80 ton force making goodbale weights — cardboard bales up to 640 kg and 200-litre drumbales of 520 kg. A low cost operation is made possible by the 37.5kW motor, which means very efficient running costs. Further, theTRHE 750-50 is fitted with the patented IPS hinged sidewalls thatvirtually eliminate shearing and reduces running costs by 40%.

EIGHT 3CYCLERS ORDEREDFollowing Stockton Borough Council’s successful bid to theGovernment’s Weekly Collection Support Scheme, aninvestment of £1.65 million was made to achieve a cleaner,greener and leaner waste collection service. This has largelybeen achieved through the purchase of eight new Heil Farid refusecollection vehicles, which enable staff to collect recyclable materialsin a single visit rather than two separate visits resulting in a reductionin carbon emissions of around 80,000kg per year.

The Council is able to continue its weekly refuse collections andfortnightly recycling collections to more than 83,000 homes acrossthe Borough. It has also secured £220,000 so that it can continue tooffer waste and recycling collections for hard to access propertieswithin the Borough. The Council’s collection statistics for 2012/2013are: General refuse — 51,309 tonnes (non-recyclable), Paper —4,356 tonnes, Cans — 404 tonnes, Glass — 2,388 tonnes, Plastic— 1,080 tonnes, Cardboard — 1,655 tonnes, Tetra-pak — 52tonnes, Batteries — 5 tonnes and Green Waste — 5,234 tonnes.

STRAIGHT CUTS CO2 BY 29%Straight plc has completed a recertification of its CarbonReduction Label having delivered a 29% reduction in CO2emissions associated with certified products. Most of the wasteand recycling containers made by the company at its state-of-the-artfactory in Hull bear the Carbon Reduction Label, including kerbsideboxes, food waste caddies, wheeled containers and inner caddies,compost bins and water butts.

Straight was first awarded the Carbon Reduction Label in 2011 byundergoing a rigorous process through which a detailed lifecycleanalysis was carried out and then audited by the Carbon Trust underthe PAS 2050 standard. This was developed by the Carbon Trust inpartnership with Defra. A recertification of all previously labelledproducts has now been completed as is required every two years.

The 2013 assessment has demonstrated an average reductionon more than 29% of CO2 emissions since the original certification inJune 2011. This is due to increased throughput of recycled materialat the Hull manufacturing facility and energy efficiency savings.(www.straight.co.uk)

HSM OPEN DAYHSM GmbH + Co. KG, based in southern Germany, recentlyinvited customers to an Open Day at its plants in Frickingenand Salem. Some 100 participants from Germany, Austria,Switzerland and Poland were able to preview the company’s latestdevelopments.

The so-called “Rapid Traverse Technology” was developedespecially for the V-Press vertical baling press range and waspresented for the first time. Energy consumption and the drivingpower are significantly reduced while, at the same time, increasingthe throughput capacity. This technology reduces cycle time byapproximately 25-30%.

The HSM HL 3521 T is another new product. This horizontal balingpress has a specially reinforced press chamber and is thereforeparticularly effective for compressing car tyres. Full PETbottles, six packs and Tetra Packs can be emptied quickly and reliablyusing the HSM FluidEx 600 which has a throughput capacity ofapproximately 10,000 bottles per hour and can be integrated easilywithin existing processes.

Participants were impressed with the presentation of one of theirlargest presses, the HSM VK 12018 R FU. VK stands for fullyautomatic channel baling press, 120 for 1200 kN pressing power, 18for the length of the loading aperture (1800 mm), R for recycling andFU for frequency-regulated drive. This drive makes a significantcontribution both in terms of environmental protection and efficiencywith possible savings in energy costs of up to 40%. This drive isavailable as an option for many of the HSM baling presses and multi-stage shredder systems. With a drive of 2 x 90 kW, the “VK 120” canpress up to 35 tonnes of mixed paper per hour, each weighingapproximately 1 tonne. The tighter the bales are pressed, the morestable they are for internal or external storage at paper mills. Withbale dimensions of 1.10 m x 1.10 m, they are ideally sized for truckloading and, compared to smaller presses, save around 1/3 on wireusage. (www.hsm.eu)

MALTESE INVESTMENTMaterials recovery facility, U-Recycle Ltd, based in Malta hasinstalled a new state-of-the-art in floor chain conveyor and twoman picking station from specialist UK recycling engineers,Middleton Engineering, to upgrade and improve facilities at itsoperations centre in Naxxar.

The new two flight conveyor, with mid-point picking station forremoving unwanted material from the waste stream, will primarilyhandle paper and plastic, and has been designed to feed an existingchannel baler. A majority of the material will include shredded paperfrom a growing number of commercial customers and the companyexpects to be handling around 500 tonnes of waste material permonth.

U-Recycle Ltd’s Managing Director, Joseph Sammut explains, “Ourmaterials recovery business is expanding, so we needed a newconveyor to separate and process material more easily to make ouroperation more efficient and result in a higher quality end product. Thefact that Middleton offered a complete solution fully integrated withour existing baler, as well as organising the logistics of shipping andinstallation, was the perfect investment solution.”

Design aspects for the new conveyor, which was fabricated atMiddleton’s manufacturing centre in Somerset, was especially

WEST LOTHIAN INVESTMENTWest Lothian Council has upgraded their HWRC (householdwaste recycling centre) compaction equipment for the firsttime since 2005 with a major investment in four BergmannMobile Roll Packers. The machines were installed in October 2013in four HWRCs (Livingston, Blackburn, Linlithgow and Broxburn) andreplace three 2005 model Pakawaste units and one 11 year oldBergmann Mobile. The units were installed to improve the compactionin 40 yard open containers in order to reduce transport costs and toreduce maintenance costs.

West Lothian have opted for the latest Bergmann model whichincludes a container-moving arm. The arm can pick up full containersup to 10 tonnes in weight and move them in and out of position on thesites. This is a major efficiency benefit as the Council no longer haveto use a separate roll-on-off lorry to travel to the site to manoeuvrecontainers. (www.bergmanndirect.co.uk)

ROLLOUT IN SCOTLANDTaylor’s latest urban recycling solution, the Mini Street, hasreceived its first mass UK order following the Western IslesCouncil’s decision to roll out the unit across all of its majortourist areas across the Islands. The Council has purchased 60units, which have been located in prominent public areas throughoutthe islands, including ferry terminals, the new marina and the castlegrounds.The Mini Street has grown in popularity amongst localauthorities since the prototype was unveiled at last year’s RWM. The240 and 360-litre units, which follow the same design principles asTaylor’s Street Unit, have been designed to provide a discreet,aesthetically pleasing housing unit that contains two-wheeled bins.(www.taylorbins.co.uk)

TRADING UPDATEDS Smith Plc has issued its period-end trading statement forthe half-year to 31 October 2013. “Overall, Group trading hasbeen in line with our expectations, with good performances across allour businesses,” states Miles Roberts, CEO. “The market andbusiness trends from our Interim Management Statement of 3rdSeptember 2013 have continued. Within our Packaging business, wehave continued to gain further market share due to our differentiatedand strong customer proposition and corrugated volume growthremains in excess of our target of GDP+1 per cent. Mr Roberts continues, “Our overall outlook remains positive. IS ANYONE LISTENING?Prior to the Chancellor’s Autumn Statement (December 4th),David Workman, Confederation of Paper Industries’ (CPI)Director General, wrote to the Chancellor outlining a numberof measures that could enhance the competitive position ofthe UK Paper Industry.

The policy of rebalancing the economy by strengtheningmanufacturing is being severely hindered by high UK energy costs,especially ironic when these are intended to reduce emissions ofcarbon. “National carbon accounting focuses on direct emissions inthe UK, meaning swapping UK manufactured goods for importedones simply offshores the emissions, resulting in no reduction inglobal emissions. Of course, alongside the emissions beingoffshored, so also are the jobs and wealth creation that we should bebenefitting from”, commented Mr Workman.

While it is the cumulative impact of Government policies that iscritical to CPI Members, Mr Workman highlighted a number of specificmeasures that should be taken as a matter of urgency:■ The Carbon Price Floor (CPF) should be cancelled or frozen at the

current level. The near doubling of Carbon Price Support (CPS)rates in 2014 and then doubling again in 2015 are simplyunaffordable, especially in the absence of State Aid approval for thepromised compensation for electro-intensive installations

£154M GREEN INVESTMENTDelivery of Glasgow’s new £154m Recycling and RenewableEnergy Centre (GRREC) at Polmadie, on the city’s South-side,has stepped up a gear as Glasgow City Council Leader,Councillor Gordon Matheson, joined newly recruitedapprentices on the Viridor site to mark the start ofconstruction. The facility will have capacity to handle 200,000tonnes of council green bin residual waste every year. The plant,working in combination with city wide blue, brown and purple binrecycling, will divert green bin residual waste away from landfill,saving millions of pounds, releasing recyclable resources fromhousehold waste and producing valuable heat and power from whatwill be one of the most advanced waste management facilities inEurope. The project is expected to be completed in 2016.

■ Industrial energy generation should be supported. With so muchinvestment required in new electricity generation equipment,supporting investment by industry in producing its own electricityshould be a priority. Unfortunately, during 2013, the economics ofoperating and building industrial Combined Heat & Power (CHP)plant has been severely damaged by a number of new Governmentpolicies. A simple way to undo this damage would be to make CHPexempt from CPS taxation.

■ The compensation package for electro-intensive installations shouldbe extended and widened in scope. Investment cycles in industryare long and so short term support packages do not provide thecertainty required to justify investment — if a long term policyneeds mitigation to avoid competitive damage, then support isrequired for the full length of the policy.

■ The Carbon Reduction Commitment (CRC) should be scrapped.CRC simply adds costs to the cost of energy for much of UKindustry with no environmental benefit. CRC effectively remains atax collected in a very complicated way — its priority for abolitionunder any red tape review is obvious.

■ There should be a well-funded programme to support industrialenergy efficiency. Present policies assume the stick of ever-higherenergy prices will force energy efficiency. However, the otheroption is to move outside the UK to more welcoming locations. The‘carrot’ of strong financial support for energy efficiency would be areal attraction to help secure and retain UK investment.

■ Being realistic in a role for the UK in global leadership. It is criticalthat UK policy is set in the context of policies being followed byother nations. Antonio Tajani, (EU industry commissioner) haswarned that current energy policies and high prices risk “a systemicindustrial massacre”.

■ A long-term role for gas generation. Much progress has been madein accepting a role for lower carbon gas in displacing coal inelectricity generation. But for this to be effective, the gas marketneeds to operate properly. In particular, the working of thewholesale market should be examined with any link between oil andgas prices decoupled.

EEF EXPORT DEVELOPMENT AWARDDroitwich waste container and urban recycling solutionsmanufacturer, Taylor, has scooped the prestigiousEEF/Dunedin Export Development Award in the EEFManufacturing Awards 2013. The regional ceremony, which washeld at the Heritage Motor Centre in Gaydon, celebrated Taylor’sexport success in 13 countries and recognised how the company ison target to achieve 20 per cent export sales within five years oflaunching its export programme.
