Adequacy of Resources

Changes observed in 1997 include :•

The computer networking of the Bella Coola office has improved communications andefficency by allowing the immediate transfer data to other DFO staff.

The use of a R-22 helicopter and fixed wing C-172 this year have enabled the FisheryManager to conduct gear flights and stream enumerations in a cost effective manner .

There are no permanent employees in Bella Bella with fisheries managementexperience which means the Fishery Manager in Bella Coola handles all the enquiries.

A significant number of creeks on the Central Coast were not inspected frequentlyenough to get good escapement estimates.

SOCKEYE

There are no Sockeye surpluses expected for theAtnarko or Kimsquit Rivers .

PINK

The stock assessment forecast of returning Pinksto the Atnarko River suggests there is a 75%chance the run size will be greater than 875,000Pinks . It is likely there will be a small surplusof Pinks returning to this system . There is alsoa 75% likelyhood there will be a surplus greaterthan 31,000 Pinks returning to the Koeye River .

CHUM

A surplus of approximately 344,000 Chum ispredicted for Area 8 . The surplus to the BellaCoola River is predicted at approxikmately 280,000of which 184,000 are hatchery contributions . Asurplus of 52,000 is identified for the KimsquitRiver . There are no surpluses predicted for theLower Dean Streams .

CHINOOK

There is a small surplus of approximately 20,000Atnarko Chinook anticipated . However, forecastreturns in the past have over estimated theactual return .

- Mandatory release of Steelhead by seines in 8-5 north of BoldPoint .

Seine Steelhead Release Procedure :Seines are required to dry up sets alongside their vessel .Using a skiff and a small dip net, Steelhead are to beremoved from the pursed seine net . The remaining Salmon arethen to be brailed onto the deck and any remaining Steelheadcarefully released . In the event of large sets, Salmonshall be sorted from the pursed seine net into the brailer .Small dip nets work well for sorting Salmon and capturing

Steelhead from the seine net . It is not acceptable tobring fish over the stern or use stern ramps .

Non-compliance with the seine Steelhead release proceduremay result in closure of the fishing area .

Notes :

1 . Weedlines and Seine Release programs for Steelhead will bein effect during the period from July 13 to August 9 .

2 . Commercial fisheries in Area 8 will be closed for 3consecutive days in every week to protect weaker non-targetsalmon stocks .

The overall Chum average of 105 for 12 hours in the BCGNA is fairly good for thisweek.

There are Chum showing up in the IFF in the Bella Coola River in fair numbers.•

A small number of Chum are showing in the Klonik and Snootli Creeks this week .

The gillnet Chum CPUE in the Bella COoIa Gillnet Area of 215 is fairly good for thistime of year.

The Chum escapement to the side channels in the Bella Coola River look fairlypromising for this time of the year .

Recommendation accepted .

Tuesday August 5th :RecommendationTo close all areas at 6 pm tonight as scheduled for the following reasons :•

The gillnet Chum CPUE in the BCGA for the first .12 hours of day 2 is down to 81suggesting the available surpluse for this week will be harvested by the end of theday.

The Chum escapement to the side channels in the Bella Coola River does lookfairly promising for this time of the year however the run is at the peak .

To ensure escapement goals are met a risk adverse approach is warrantedtherefore the commercial fishery should close .

The Chum catch by gilinets and seines in Fisher Channel is low suggestingKlmsquit Chum may be weaker than anticipated warranting an early closure toensure Chum are allowed to travel through to Dean Channel and the KimsquitRiver.

SOCKEYE

There are no Sockeye surpluses expected for theAtnarko or Kimsquit Rivers .

PINK

The stock assessment forecast of returning Pinksto the Atnarko River suggests there is a 75%chance the run size will be greater than 875,000Pinks . It is likely there will be a small surplusof Pinks returning to this system. There is alsoa 75% likelyhood there will be a surplus greaterthan 31,000 Pinks returning to the Koeye River .

CHUM

A surplus of approximately 344,000 Chum ispredicted for Area 8 . The surplus to the BellaCoola River is predicted at approximately 280,000of which 184,000 are hatchery contributions . Asurplus of 52,000 is identified for the KimsquitRiver . There are no surpluses predicted for theLower Dean Streams .

CHINOOK

There is a small surplus of approximately 20,000Atnarko Chinook anticipated . However, forecastreturns in the past have over estimated theactual return .

Seines

- Mandatory release of Steelhead by seines in 8-5 north of BoldPoint .

Seine Steelhead Release Procedure :Seines are required to dry up sets alongside their vessel .Using a skiff and a small dip net, Steelhead are to beremoved from the pursed seine net . The remaining Salmon arethen to be brailed onto the deck and any remaining Steelheadcarefully released . In the event of large sets, Salmonshall be sorted from the pursed seine net into thebrailer. Small dip nets work well for sorting Salmonand capturing Steelhead from the seine net . It is notacceptable to bring fish over the stern or use sternramps .

Non-compliance with the seine Steelhead release proceduremay result in closure of the fishing area .

Notes :

1 . Weedlines and Seine Release programs for Steelhead will bein effect during the period from July 13 to August 9 .

2 . Commercial fisheries in Area 8 will be closed for 3consecutive days in every week to protect weaker non-targetsalmon stocks .

3 . A joint Area 7 and Area 8 . inseason advisory meeting isscheduled for Thursday morning July 24, 1997 at Bella Bella .

6 . Commercial Net Fishery Summary :

Commercial fishing in Area 8 started with the Chinook Gillnetfishery in the Bella Coola Gillnet Area opening on June 2 for 1day. The following week the fishery stayed closed because NativeFood fish catches in the Bella Coola River suggested the run wasnot as strong as projected. The fishery reopened on June 16 andremained open for 1 day per week for the next 2 weeks . On June29 the boundary in Burke Channel was moved to Cathedral Point . Atotal of 2354 Chinooks were harvested in the Bella Coola Gill NetArea this year .

There was no directed commercial fishery on Atnarko River Sockeyeduring the first 2 weeks of July . This was accomplished byhaving a 149 mm minimum mesh in effect during that time period .The total incidental Sockeye catch in the Bella Coola Gilinetarea was just under 500 pieces .

There was no fishery targeting on Kimsquit Sockeye mainly due to

the weedline restriction to protect Steelhead in Dean Channel .Other small Sockeye systems such as Koeye, Namu, Hooknose andKisameet did not have commercial fisheries that targeted on them .

The main fisheries in outer Area 8 started on June 29 forgillnets in portions of Fisher Channel and Fitz Hugh Sound . Therewere between 29 and 141 gillnetters operating in Area 8 thisyear . On July 13 outer Area 8 opened to both seines and gillnetsfor 2 days . Openings during the summer ranged between 1 and 3days per week . Seines harvested approximately 350,000 pink . andjust under 50,000 chum in Fisher/Fitz Hugh while gillnets tookjust under 50,000 chums in that area .

Fishing by gillnets for Chum Salmon in the Bella Coola GillnetArea continued after the Chinook openings until the end of theseason on September 2 . Gillnets harvested approximately 131,000chum in the that area .

Fishing effort in Dean Channel was virtually non existent duringthe week line restriction period from the opening to August 09 .From August 10 to August 31 approximately 6 gillnetters harvestedjust under 6000 Chum . All steelhead in the area were reported asbeing released .

As in the past few years, seines were required to release allsteelhead in upper 8-5 and gillnets were required to useweedlines in upper 8-5 and in Dean Channel (See Preseasonexpectations sections for specific details. 'on thoserequirements) .

Sportfishing success for Chinook salmon in the Atnarko River wasdown somewhat from last year . The best fishing occurred duringthe month of July when large numbers of Chinook moved into theAtnarko from the Bella Coola River . This was also the timeperiod when there were a large number of fishermen on the river .Sport fishermen were allowed to keep 2 Pink Salmon and 1 ChumSalmon per day on the Bella Coola and Atnarko Rivers . Cohosportfishing was very poor this . year and will go down as one ofthe poorer years on record .

Tidal

The main sportfishing effort in tidal water occurred in the HakaiPass area . A total of 9 lodges operated this year . Coho fishingwas very poor this year . Some sport fishing effort is presentaround the Koeye River during the latter part of August when Cohocongregate there . There is some effort for feeder springs inBurke Channel but most of the tidal effort occurs in the outsidewaters of Area'8 . No tidal catch and effort information wascollected for areas outside of Hakai Pass and Upper FisherChannel .

The Atnarko River Sockeye escapement of 20,000 spawners was belowthe 75,000 target despite the fact that there was no targetedcommercial fishery on this stock .

One survey of Kimsquit Lake was conducted on October 23 using afixed wing aircraft . It appeared that most of the spawning wasover. The amount of spawning that occurred appeared to be light .An estimate of 5,000 sockeye spawners was made for this system .

Coho

Coho returns . have been very poor to most systems . The surveys ofthe Bella Coola River suggest that the number of Coho spawners isat least half of last year . Coho returns to the Martin Riverwere estimated at 2000 this year .

Pink

The Pink escapement of 1,300,000 in the Atnarko River is abovethe 1 million target . The 32,000 escapement to the Kwatna Riveris weak. The Koeye River Pink estimate of 25,000 was also veryweak . Pink returns were mixed this year with a good return tothe Atnarko River system while the Koeye .and Kwatna were poor .

Chum

The escapement of Summer Chums to the Bella Coola . - River was85,000 exceeding the target by 25,000 pieces . The Kimsquit Riverwas well seeded with an escapement of 67,000 chums . Returns toLower Dean Streams were poor this year .

Chinook

The escapement to the Atnarko River was estimated at 18,000 thisyear which less than the target but still respectable . The DeanRiver Chinook escapement was only 1400 spawners which is lessthan the 2000 of last year but greater the 1,100 counted in 1995 .No Chinook enumeration was conducted in the Kimsquit, Taleomey,Noieck and Kwatna Rivers this year .

OVERWINTERING CONDITIONS

SUMMARY OF OVERWINTERING CONDITIONS:

There were no observed major high water events that would have adversely affectedsalmon egg incubation over the winter months . Freezing conditions in Central Coaststreams were present during the periods of January 2 to 18, 1998 when temperaturesranged between -9 to -14 degrees C. as recorded at the weather office at the Bella CoolaAirport. Survival of Pink Salmon eggs in the Atnarko River was very high from the 1997food which suggests that freezing did not severely impact egg to fry in the Bella Coolaand Atnarko Systems.

No independent observations are available for outer coast streams.
