THIRUVANANTHAPURAM: Kerala onWednesday registered ithighest 3,830 coron-avirus cases in a singleday. Health Minister KKShailaja said in a state-ment here that 2,263more patients werecured of the disease. "Atpresent, 32,709 personsare positive while84,608 have so far test-ed negative after treat-ment. In the past 24hours, 46,162 sampleswere tested," saidShailaja.Thiruvananthapuramcontinued to lead indaily cases at 600, withits active cases highestamong all state districtsat 5,760 . The day alsosaw 14 more Covid-19fatalities, taking Kerala'sdeath toll to 480. Acrossthe state 2,11,037 peo-ple are under observa-tion at various places,including 23,079 in hos-pitals. There are 610hotspots in the state.
NEW DELHI: The Supreme Court onWednesday said this is somethingvery new where judicial officers havecome to the court seeking appoint-ment as High Court judges.
A bench headed by Chief Justice SA Bobde and comprising Justices A SBopanna and V Ramasubramaniansaid: "You become a High Courtjudge, when you are called. You donot become a High Court judge bysaying, 'I want to be! I want to be!'."
The remarks from the bench weremade during the hearing of a petitionchallenging non-inclusion of certainjudicial officers from Uttar Pradesh inthe Supreme Court Collegium recom-mendation on August 14, 2020, forappointment as judges of theAllahabad High Court. The petition-ers, seven judicial officers, in theirplea sought direction from theCollegium to reconsider their casesfor elevation.
The Chief Justice said the benchfinds it inappropriate that a writ peti-tion has been filed where petitionerssay they want to become High Courtjudges. However, the Supreme Courtissued notice on the plea. The peti-tioners have argued that the HighCourt Collegium had recommendedtheir names for the elevation, but the
Supreme Court Collegium has pro-posed to elevate only a District andSessions Judge.
The petitioners argued that theircases were not considered, as theyhave not completed a period of 10years of holding judicial office. Thepetitioners contended that they werethe same batch as District andSessions Judge, recommended for
elevation, as they had joined HigherJudicial Services at the same time.
The petitioners argued that theDistrict and Sessions Judge joinedjudicial service in December 2011, orJanuary 2012, as an advocate afterresigning from UP Nyayik Sewa.Citing a break in the judicial service,the plea argued that the judge's serv-ices at the UP Nyayik Sewa cannot be
included for the purpose of computingthe period of 10 years of holding of ajudicial office, in accordance withArticle 217 (2) (a) of Constitution. Twoof the judicial officers retired lastyear.
The plea argued that several timesso many judicial officers have beenappointed as judges of various HighCourts even after their retirement.

The charge sheet wasfiled at Delhi's Karkardoomacourt before AdditionalSessions Judge AmitabhRawat. It names TahirHussain, Devangana Kalita,Asif Iqbal Tanha, NatashaNarwal, Mohammed PervezAhmad, Mohammed Ilyas,Saifi Khalid, Ishrat Jahan,Meeran Haidar, SafooraZargar, Shahdab Ahamd,Talseem Ahmad, SalimMalik, Mohammed SalimKhan and Athar Khan.
Tahir Hussain has beennamed as a main accused.The charge sheet, however,does not name Umar Khalidand Sharjeel Imam. Theirnames will be added in thesupplementary charge sheetlater. It has been filed in theFIR 59/2020, under whichthe special cell is probing the'conspiracy' angle in the
communal riots. In thecharge sheet, the police hasrelied on the call datarecords and WhatsApp chatsof the accused, along withother technical evidence and747 witnesses. The policehave mentioned theWhatsApp chats of February24 as evidence in the chargesheet. "That was the timewhen riots were happening.At that point, the key conspir-ators were guiding their footsoldiers about violence in thearea. They were directly intouch with foot soldiers," thepolice said. The police addedthat the conspirators used aWhatsApp group, which isnow closed, for violence inSeelampur and Jafrabadarea. Twenty-five WhatsAppgroups were especially creat-ed for each site. The impres-sion was given that they werean anti-CAA protest group,but through these cites con-spirators were being guided,Delhi Police added.

NEW DELHI: The All IndiaInstitute of Medical Sciences(AIIMS), Delhi, recordedunderlying health conditionsor comorbidities in 98.5 percent of coronavirus patientsadmitted to the hospital fortreatment in September withhypertension being the mostcommon form.
There is a grave interlinkbetween comorbidities andcoronavirus infection.Patients with hypertension,diabetes, coronary heart dis-ease, chronic obstructivelung, carcinoma or chronic
kidney disease have higherchance of succumbing to thedisease, according to publichealth experts.
According to AnimeshRay, Assistant Professor inthe Department of Medicineat AIIMS, "In September, 137patients were admitted toAIIMS, and comorbiditieswere present in 98.5 percent of them. There waspresence of comorbidities inalmost all the patients, bar-ring two."
Ray said that hyperten-sion was the most commonform of ailment in thepatients, followed by dia-
betes and malignancy."One in four patients had
multiple comorbidities. Outof 137, 128 were dischargedwhile nine succumbed to thedusease, out of which sixwere asymptomatic or hadmild infection, while threewere severely ill," Ray saidduring the AIIMS NationalCombined Grand Rounds onCovid-19.
Hypertension is definedas blood pressure above140/90, and is consideredsevere if the pressure isabove 180/120. High bloodpressure often has no symp-toms. Over time, if untreat-
ed, it can cause health con-ditions, such as heart dis-ease and stroke.
AIIMS Director RandeepGuleria, who is also the partof a core team monitoringthe pandemic, also said thatcomorbidities not only leadto a poor prognosis in termsof morbidity and mortality,but sometimes they also getaggravated because ofunderline Covid-19.
"Diabetes has emerged asan important comorbidity. Itcan lead to poor prognosis interms of morbidity and mor-tality, especially where dia-betes is not well-controlled.

28.32 lakh domestic air passengers in Aug,76% lower than in Aug 2019: DGCANEW DELHI: A total of 28.32lakh domestic passengerstravelled by air in Augustthis year, 76 per cent lowerthan the corresponding peri-od last year, aviation regula-tor DGCA said onWednesday.
While IndiGo carried16.82 lakh passengers, a59.4 per cent share of thetotal domestic market,SpiceJet flew 3.91 lakh pas-sengers, which is 13.8 percent share of the total mar-ket, the DGCA data noted.
These two airlines werefollowed by Air India,AirAsia India, Vistara andGoAir at 2.78 lakh, 1.92lakh, 1.42 lakh and 1.33 lakhpassengers respectively inAugust, the data showed.
As many as 21.07 lakhpeople travelled by airdomestically this July, theregulator had said last
month.The occupancy rate or
load factor for five out of sixmajor Indian airlines wasbetween 58 and 69 per centin August, it said Wednesday.
"The passenger load fac-tor in the month of Aug 2020has shown some recoverydue to increased demand
after the opening of lock-down," said the DirectorateGeneral of Civil Aviation(DGCA).
The occupancy rate inSpiceJet was 76 per cent inAugust, the regulator noted.
However, the occupancyrate for other major airlinesVistara, IndiGo, AirAsia
India, GoAir and Air Indiastood at 68.3 per cent, 65.6per cent, 64.4 per cent, 61per cent and 58.6 per cent,respectively, according to theDGCA.
India resumed domesticpassenger flights on May 25after a gap of two monthsdue to the coronavirus pan-demic. Indian airlines areallowed to operate a maxi-mum of 60 per cent of theirpre-COVID domestic flights.
A total of 19.84 lakh pas-sengers travelled domesti-cally in June this year.Between May 25 and May31, 2.81 lakh air passengershad travelled domestically,the DGCA noted.
The DGCA data men-tioned that in August, IndiGohad the best on-time per-formance of 98.5 per cent atfour metro airports -Bengaluru, Delhi,
Hyderabad and Mumbai.AirAsia India and Vistara
were at number two andthree at these four airportswith 97.6 per cent and 95.9per cent on-time perform-
ance, respectively, the regu-lator said. Vistara and AirIndia cancelled 14.99 percent and 12.05 per cent oftheir flights in August, theDGCA mentioned.

The FIR was registeredby Rhea at the Bandrapolice station here againstPriyanka Singh and MituSingh as well as RamManohar Lohia Hospitaldoctor Tarun Kumar forallegedly issuing a bogusprescription for Sushant tohelp him with his anxietyissues.
A CBI source said thatthe agency will soon take adecision on the issue, eventhough there was no official
confirmation from CBI offi-cials.
The source said that theCBI is taking legal opinionas the Supreme Court had
on August 19 approved tohand over the Patna PoliceFIR to the central agency asdirected by the Centre.
The CBI SIT has already
questioned a number ofaccused including Rhea,her brother Showik, fatherIndrajit, Sushant's ex-man-ager Shruti Modi, Sushant'shouse manager SamuelMiranda, flatmateSiddharth Pithani, housestaff Dipesh Swant, NeerajSingh and Keshav Bachneand several others in thecase.
Rhea, Showik, Mirandaand Swant have beenarrested by the NCB in con-nection with the drugs caserelated to the death ofSushant.
The NCB registered thecase on the request of theEnforcement Directorate(ED) after several chatdetails showed a drugsangle. The death of Sushantis being investigated by theCBI, ED and the NCB.
