Government operating in an orderly manner, not wasting taxpayers’ money, while still operating within its’ proper authority and respecting the God-given rights of the individual; operates as a sovereign entity with a constitution, with separate but equal Executive, Legislative, and Judicial branches.

Functions of government are viewed as services; services to the public are considered a business process & commoditized. The Chief Information Officer, a cabinet level secretary, manages the Information Services Division (ISD) of the Office of State Finance (OSF). The CIO has jurisdictional responsibility related to information and telecommunications systems of all State of Oklahoma agencies as provided under the Oklahoma Information Services Act.

Another key responsibility includes approving state agencies’ procurement of information technology and telecommunication hardware, software, maintenance and consulting services

Alex signed the $1 million contract with Capgemini to do an inventory and

assessment of the state’s IT systems.
