On behalf of Reading Area Community College, I welcome you to our 2020 virtual commencement webpage. My name is Dr. Susan Looney and it is my privilege to address you as the sixth president of Reading Area Community College.

Let me be among the first to offer congratulations to RACC’s Class of 2020! We recognize with pride your personal growth and academic achievements. We could not be prouder of each and every one of you.

It is my hope that this virtual commencement page could be a celebration for our graduates and would be shared with their families and friends as we all live through this global health crisis that keeps us all apart at the same time it has brought us all closer together.

Your ability to graduate today would not have been possible without the dedication and support of faculty and staff. Those faculty and staff have created for you messages of encouragement found on this commencement website.

With many ceremonies celebrating our lives postponed or cancelled, I want you to know that staying the course to complete your degree, certificate, or diploma is an achievement that cannot be taken away from you. You are a RACC graduate and you are ready for your future. As you move to other educational institutions, expanded career opportunities or both, I am confident RACC has prepared you for a successful future.

S T U D E N T S P E A K E R

Cathy Ganter is a non-traditional student who has had a rich and unique life working and volunteering for her community while raising a family. She has been a life-long learner, first attending Clarion University directly from high school. As a speech and theatre major, she made costumes and performed in several shows before leaving Clarion for marriage. In 1987, she graduated with a Bachelor’s in Business Marketing from West Chester University. While attending West Chester University, she was the bakery chef for a local restaurant. Her degree in business marketing lead to working for a medical production company, where she travelled to Europe to produce films about hypertension and heart disease.

While raising children, she worked as the costumer for local theater productions for the Muhlenberg School District, Reading Community Players, Kutztown University, and Penn State Berks Summer Series. A mother of four daughters, she volunteered for the Girl Scouts for eight years before becoming a recruiter and trainer for this youth leadership organization in 2000. When she enrolled at RACC, her goal was to renew her Spanish and computer skills in order to work with urban bilingual students and their families. She has accepted a position with Teach for America, teaching bilingual students in Philadelphia.

She is married to Ralph Ganter and stepmother to his three children, one of whom is now a student at RACC.

Honors courses include designated Honors courses, Honors by contract in standard courses and Honors Independent Study courses.

The College recognizes students who have attained academic honors status at graduation. The Academic Honors list includes the names of graduates who have earned 30 hours or more of their coursework at Reading Area Community College and earned a cumulative quality point average of 3.50 or better.

Membership in the Phi Theta Kappa International Honor Society is based on academic achievement. All students with a GPA of 3.6 and 12 credits of associate degree coursework earned at RACC are invited to join the Alpha Sigma Rho Chapter. Members must maintain a GPA of 3.5. In addition to recognition for scholastic excellence, the Society offers opportunities for Scholarship, Leadership, Fellowship and Service at

MR. HUASCAR S. RivERA Mr. Huascar S. Rivera presently serves as the vice president of WSK & Associates, a security consulting company based in Wyomissing. He is a retired deputy commissioner of administration and professional responsibility for the Pennsylvania State Police with 25 years of service. In April of 2019, he was elected to serve on the Reading Area Community College Board of Trustees.

As deputy commissioner he oversaw operations of the Bureau of Professional Responsibility, Training and Education, Human Resources, and Member Assistance Programs. Having held multiple ranks from trooper to lieutenant colonel, he served in the following positions: area commander, director of the bureau of communications and information services, troop commander, emergency planning and preparedness officer, section commander, station commander, and criminal investigator.

During his tenure he also established the Commonwealth’s Risk Vulnerability Assessment Team. He also held responsibilities under the Office of Domestic Security for the development of Emergency Response Policies and was the State Police liaison officer to the Pennsylvania Emergency Management Agency.

Mr. Rivera graduated from the Pennsylvania State Police Academy in Hershey, PA. He is also a graduate of the FBI National Academy, 213th Session.In 2008, Mr. Rivera graduated with an AAS in Criminal Justice from Reading Area Community College.

Brad Hall is the former president of UGI Energy Services. He retired in March 2017 after a 34-year career with UGI Corporation and its subsidiaries. He was appointed to lead UGI’s corporate development program in 1994 where he started and oversaw the company’s successful expansion into Europe and the formation of its unregulated natural gas marketing and midstream business in the U.S. He served as president of the latter for the last 22 years. Prior to joining UGI, Mr. Hall served in the U.S. Army as an instructor at the Army Engineer School in addition to holding various field assignments with a combat engineer battalion in Germany. He left the Army as a captain.

Mr. Hall received a B.S. in Engineering from the United States Military Academy and earned his M.B.A. from the Amos Tuck School of Business Administration, Dartmouth College.

Barbara Hall is a former elementary school teacher, whose career spanned three states and two countries. Mrs. Hall earned a BA in history from Bucknell University and Ed.M from Boston University. She retired from the Reading School District in 2012.

Both Mr. and Mrs. Hall are active supporters of early childhood education initiatives at the county and state levels. They serve on the Board of Directors of the United Way of Berks County and on the Ready. Set. READ! Board of Directors. Mr. Hall was appointed in 2018 by Governor Wolf as a commissioner to the Pennsylvania Early Learning Investment Coalition. Mrs. Hall trains tutors who volunteer in the elementary schools with the Ready. Set READ! initiative and tutors in the Reading School District. Under the auspices of the United Way of Berks County and with the collaboration of Reading Area Community College, Mr. and Mrs. Hall support a program to help Early Child Education workers in child care centers in Reading earn a CDA (Child Development Associate) degree. Mr. Hall also serves on the Board of Directors of Centro Hispano.
