Gross Domestic Products (GDP)

The Malaysian economic growth for 3Q08moderated to 4.7%, after recording stronggrowths of 7.4% and 6.7% in 1Q08 and2Q08, respectively. The lower growth wasattributed to the rising inflation, triggered bythe 40% increase in the petrol price, fromRM1.92 per liter to RM2.70 effective June2008.

Inflation

The escalating global fuel prices since 2007have continued to push the country’s infla-tion. Effective June 2008, the country’s fuelprice has been pegged against the global fuelprice, which has prompted the country’s fuelprice to increase by about 40%, has pushedup the country inflation to 7.7% in June andabout 8.5% in July and August 2008.

The inflationary pressures eased towards theend of 2008 (to 4.4% in December 2008),encouraged by the declining global fuelprices. The global fuel price declined to be-

Interest rates

In February 2009, Bank Negara Malaysia(BNM) reduced the Overnight Policy Rate(OPR) by 75 basis points to 2.5% to promoteeconomic growth amid the downside risks toeconomic growth. As a results, most financialinstitutions have reduced the Base LendingRate (BLR) to between 5.95% and 6%. Thereduction was the second reduction after a25-basis point cut in November 2008.

BNM has also reduced the Statutory ReserveRatio (SRR) to 2% from 3.5%, effective 1stFebruary 2009. The reduction will injectmore liquidity in the banking system, allow-ing banks to lend more to finance economicactivities.

As a result of the reduction, the deposit rates,including the fixed deposit rates are expectedto reduce. As at December 2008, the interestrates for 1-month and 12-month fixed depos-its were 3% and 3.5%, respectively.

Global economy

The bankruptcy filing by Lehman BrothersHoldings Inc in September 2008, marked thebeginning of the global financial crisis in USand Europe. The financial crisis is the conse-quential effect of the US sub-prime crisis,which erupted in the middle of 2007. Thefinancial crisis has caused the global sharemarkets to plummet.

The failing of major financial institutions inUS and Europe has prompted governmentsworldwide to introduce various bail-out andeconomic stimulation packages to revive thebanking systems and economic progression intheir countries. In spite of these packages, thenegative impact is expected to trigger a slowdown in the global economy in 2009.

The recent military attacks by Israel on Pales-tine has not only created global market uncer-tainties, global fuel prices have also signalingan upward trend. The crude oil future wastrading at USD47 per barrel from belowUSD40 per barrel. The increase created fearthat the crude oil price may increase again.

The impact of the financial crisis on theglobal economy is imminent. The economicgrowth for Singapore slowed to 1.5% in 2008compared with 7.7% growth in 2007. In2009, Singapore’s economic growth is fore-casted to be between –2% and 1%, downfrom the earlier forecast of 1% to 2% made inNovember 2008.

Malaysian Economic Outlook

With the anticipated reduced demand for in-dustrial products, the country’s industrialoutput is expected to reduce. In view of this,companies may resort to retrenchment to re-duce their operational costs if the demand

continues to decline. Unemployment rate isexpected to increase to about 4%. Multina-tional companies that have announced clo-sures or restructuring of their manufacturingplants in Malaysia include Intel, Sony Corpand Panasonic.

Most companies, particularly public listedcompanies are expected to report “lower thanforecasted” financial results in 2009 in viewof the poor market condition. As a result, thestock market is not expected to perform fa-vourably in 2009, especially during the firsthalf.

With the inflationary pressure eases to about3% to 4%, the government is expected toadopt and implement measures to promoteeconomic growth within the country.Amongst the measures announced includelowering of the BLR, expansionary 2009Budget and RM7 billion stimulation package.

With low inflation rate, Bank Negara Malay-sia (BNM) is expected to reduce the over-night policy rate (OPR) again in 2009 tostimulate the country’s economy. The cut willreduce the BLR further from the current5.95%. The reduction also corresponds withthe interest rate cuts by other countries.

While most countries have undertaken vari-ous measures to stimulate their economies,however, no significant improvement is an-ticipated, especially during the first half of2009. The economic recovery will dependgreatly on the containment of the crisis andeffectiveness of the stimulation packages.

Ministry of Finance has revised downward itseconomic growth forecasts for 2008 and 2009to 5% and 3.5% from earlier 5.7% and 5.4%,respectively. The government promises addi-tional stimulation packages in the event thatthe country’s economy worsens.

Private analysts such as Malaysian Instituteof Economic Research (MIER) and Citi In-vestment Research have forecasted lowerGDP growths of 1.3% and 0.5%, respectivelyfor 2009. Both analysts expects Malaysianeconomy to enter into a technical recessionduring the first half of 2009.

The 2009 Budget is focused on enhancing thewell being of all Malaysians, e.g. which wasthemed ‘A Caring Government’. Overall, thebudget will focus on three specific strategies:

Ensuring the well being of Malaysians Developing Quality Human Capital

Strengthening the Nation’s Resilience

The budget deficit for 2008 is expected toexpand to 4.8% of the Malaysian GDP, whichis higher than the original 3.1% target. Thegovernment expects the fiscal deficit to re-duce to 3.6% in 2009. Overall, the govern-ment allocated RM207.9 billion for the 2009Budget, which is 5.1% higher than the re-vised allocation for 2008.

Various measures have been proposed to helpthe Malaysians, such as increase of tax rebatefrom RM350 to RM400 per head, reductionof the highest tax rate for individuals from28% to 27%, reduction of import duties onselected consumer products, tax exemptionon interest income and many others.

Amongst the measures proposed to encouragehouse ownership are as follows:

For purchase of medium cost houses upto RM250,000, the 50% stamp duty ex-emption is extended to loan agreements

The fund under the Housing Credit Guar-antee Scheme (SJKP) will be increasedto RM100 million from RM50 million.The scheme has been rolled out to alllocal financial institutions

To provide low cost housing, SyarikatPerumahan Negara Berhad will construct33,000 low cost houses and a sum ofRM330 million is provided to JabatanPerumahan Negara to complete 6,500units under Program Perumahan Rakyat

The government will upgrade the termsof housing loans for the civil servants

In view of the increasing fuel prices, therehas been pressing needs to improve the publictransportation. Hence, the following has beenproposed under the 2009 Budget:

The services of RapidKL and Rapid-Penang to be improved

RM35 billion will be expended duringthe 2009 to 2014 to enhance the capacityof existing rail services, build new railtracks, increase the number of buses, aswell as better infrastructure facilities

The existing LRT system in the KlangValley will be extended by 30 km, whichis 15 km each for the Kelana Jaya andAmpang lines. The extension is sched-uled for completion in 2011

Increasing the train capacity. 35 traincarriages for the Kelana Jaya line hasbeen procured and will be fully opera-tional by early 2010

A new LRT line will be built along 42km route from Kota Damansara toCheras. This line is scheduled for com-pletion in 2014

Improvement of the KL Monorail

Improvement of KTM Komuter services,which includes rehabilitation works onthe existing 20 Electric Multiple Units(EMU) and additional 13 EMUs will beacquired and operational by 2011.

A 7.5 km Sentul-Batu Caves line is un-der construction and is expected to becompleted by 2010.

Double tracking Electric Rail for Serem-ban-Gemas and Ipoh-Padang Besar areexpected to be completed in 2012 and2013, respectively

An integrated transport terminal is beingbuilt in Bandar Tasik Selatan, to providefacilities for inter-urban taxis and busesand will provide connectivity to the Am-pang line, ERL and KTM Komuter. Theterminal is expected to be operational in2011

The government has also allocated aboutRM8.4 billion to improve the public ameni-ties in the country, which large proportions ofabout RM6.6 billion being allocated to Sabahand Sarawak, each state receives aboutRM3.3 billion.

The government is also committed to pro-mote growths within the five economic corri-dors, which are Iskandar Malaysia, NorthernCorridor Economic Region (NCER), EastCoast Economic Region (ECER), SarawakCorridor of Renewable Energy (SCORE) andSabah Development Corridor (SDC). An ad-

ditional allocation of RM300 million is pro-vided under the Strategic Investment Fund tofinance the implementation of private-publicpartnership projects.

To promote tourism development, new in-vestments by 4-star and 5-star hotel operatorsin Sabah and Sarawak will be given PioneerStatus with 100% income tax exemption orInvestment Tax Allowance of 100% for 5years. The government will also allocateRM50 million for conservation works of heri-tage sites in Melaka and Pulau Pinang.

Under the 2009 Budget, various measureswere also introduced to enhance the humancapital development, ensuring public safety,promoting growth in the Venture Capitalcompanies, maritime sector, SMEs and manyothers.

Impacts of 2009 Budget on MalaysianProperty Market

Most of the measures introduced under 2009Budget are to counter the negative effects onthe Malaysians as a result of the high infla-tion rate and fuel prices. Specific emphasishas been placed on improving the spendingpower of the people, reducing the prices ofconsumer products as well as to improve thepublic transportation system.

The low to medium income population aswell as government servants will benefitfrom the partial exemption on the stamp duty,more attractive government housing loans aswell as the Housing Credit GuaranteeScheme to promote house ownership by thepoor.

The proposed new and extension of LRTlines will create demand for properties aroundthe new LRT lines. While the alignment ofthe LRT lines has yet to be finalized, severallocations such as Subang Jaya, Puchong,Kota Damansara, Bandar Utama, Cheras andthe surrounding areas have been identified asthe potential locations of the new LRT sta-tions.

Generally, there are a number of infrastruc-ture projects being introduced under the 2009Budget, particularly the new LRT lines, KTMdouble tracking, integrated bus terminal andpublic amenities that could promote propertydevelopments and opportunities in the sur-rounding areas. Notwithstanding this, thegovernment may postpone several infrastruc-ture projects in view of the prevailing global

financial crisis.

Generally, 2009 Budget is not expected tofavourably improve the country’s propertymarket outlook in the short term. The highimpact infrastructure projects, which willonly be completed after 2010, will only pro-mote demand for properties sited around theprojects and not the market as a whole.

R M 7 B I L L I O N S T I M U L A T I O N P A C K A G E S

Amid the global financial crisis, the govern-ment has announced a RM7 billion fund inNovember 2008 to stimulate the country’seconomy. The stimulation package will befinanced by the savings from the fuel subsidyand is not expected to increase the Budgetdeficit.

Amongst the key measures announced are:

RM1.2 billion to build 25,000 units oflow and medium cost houses

RM500 million to upgrade, repair andmaintain police stations and quarters, andarmy camps and quarters

RM200 million to revive abandonedhousing projects

RM600 million for minor public andbasic infrastructure projects such as vil-lage roads, community halls and smallbridges. The jobs will go to small con-tractors

RM500 million for public amenities suchas roads, schools and hospitals

RM500 million for roads in rural areasand villages including Sabah and Sara-wak

RM500 million to improve the publictransport system, particularly the LRT,KTMB Komuter and bus systems in ur-ban centres

RM200 million to assist non publicschools

RM300 million to set up funds for voca-tional training

RM1.5 billion to set up an investmentfund

RM400 million to speed up high speedbroadband project development

RM200 million to fund HR developmentprogrammes

RM100 million for youth developmentprogrammes

RM100 million to build/upgrade busi-ness premises nationwide

RM200 million to assist pre-schools intheir programmes

Besides the above allocations, the govern-ment also introduces the following:

EPF contribution by the employee hasbeen reduced to 8% from 11% for two(2) years, effective 1st Jan 2009

Hypermarkets can extend business op-erations until 11 pm on weekdays and 1am on weekends. Those in shoppingcomplexes can seek to have 24-hour op-erations

Import duty on cement, long iron andsteel products for the construction andmanufacturing sectors abolished

Permits for foreign knowledge workerswill be issued directly to the workersinstead of employers

Allow private property companies todevelop some of the government’s primeland under an open tender system

Government, through government linkedcompanies like Khazanah and PNB, willlaunch the Graduate Employability Man-agement Scheme (GEMS) based on ear-lier schemes to help train 12,000 gradu-ates in two years

To speed up recruitment to fill vacanciesin critical sectors in the public sector.Some 18,000 vacancies are to be filledon contract terms while permanent ap-pointment arrangements are being made.

The government has also revised downwardits Gross Domestic Products (GDP) growthtarget for 2009 to 3.5% from its initial fore-cast of 5.4% as a result of the global eco-nomic slowdown. The growth forecast for2008 also reduced to 5% from the initial5.7%.

The exports in 2009 will decline by 1.5%instead of growing at 4.6% estimated earlierwhile this year exports are forecast to grow at4.7%. The revised GDP target takes into ac-count lower domestic demand rates of 5.8%

from 6% previously, while imports are likelyto grow by 0.3% instead of 5.5% as previ-ously estimated.

With the global fuel prices reducing, the in-flationary pressure on the country has alsoreduced. The inflation is expected to grow byabout 3% to 4% in 2009, a significant reduc-tion from 8.5% increase recorded in July andAugust 2008.

The budget deficit for 2009 will remain at4.8%, same as the Budget 2009 allocation.The RM7 billion will be funded by the sav-ings derived from the cuts in the fuel subsidy.

Review of the RM7b stimulation package

Construction sector, which has large multi-plying effects on country’s economic growth,has received large allocation through thisstimulation package. The main recipients ofthis fund include constructions of low costhouses, infrastructure projects, public ameni-ties and many others.

The FIC exemption is not expected to im-prove the demand for commercial propertiesas the relaxation is given to foreigners withbusiness interests in the country and confinedto commercial properties worth RM500,000and above.

Prime lands owned by the government areexpected to attract biddings by private devel-opers. These lands include government landsin Jalan Cochrane and Jalan Ampang Hilirand Rubber Research Institute Malaysia(RRIM) land in Sungai Buloh. EmployeeProvident Fund (EPF) is speculated to bepotential bidder for the lands.

Amid the global financial crisis, the govern-ment has maintained the Malaysian GDP willgrow at 3.5% in 2009. The government willintroduce additional stimulation package andinterest cuts in the event that the country’seconomy deteriorated further. Conversely,introduction of addition stimulation packagescould expand the Malaysian budget deficit.

Review of Malaysian Property Market

The Malaysian Property Market has startedoff well in the first half of 2008, inheritedpartly from the strong performance in 2007.The property market was severely affected byhigh inflations, resulted from the steep fuelprice increase in June 2008, followed by theglobal financial crisis in September 2008.

During the first six (6) months of 2008, total171,564 properties changed hand, indicatingan increase of about 20% compared with thesame period a year earlier. The favourablemarket situation has encouraged a number ofdevelopers to acquire land with developmentpotential to launch new projects and to re-plenish their landbank. Examples includeBandar Raya Development Berhad, Mah SingGroup, Hunza Properties Berhad and MaltonBerhad, to name a few.

Many developers have also ventured intooverseas market, of which the preferred in-vestment destinations include Vietnam, Sin-gapore, Middle East and Korea, to name afew. IOI Properties Bhd together with a localSingaporean company has acquired a land inSentosa, Singapore. Selangor Dredging Ber-had and YTL Corp have also ventured intothe Singapore property development.

Other developers that have ventured intooverseas markets include WCT Engineering,Perdana Park City, Aseana Properties, Ber-jaya Land, Gamuda and SP Setia. Mah SingGroup and Golden Plus Holdings were alsoreported to be contemplating of venturinginto Vietnam market.

Residential property market

Despite the political uncertainties after thegeneral election in March 2008, the generalmarket sentiments have remained relativelystable. Amongst the high-end residential pro-jects launched include Amaya Saujana, TheOasis, The Panorama, Gaya Bangsar, Surin inBatu Feringghi Penang, First Residences inPenang and many others.

There were also several en-bloc transactionsinvolving high-end residential projects re-corded. Sunway City has successfully con-cluded its second en-bloc sale of SunwayPallazzio to a Middle East investor after sell-ing en-bloc Sunway South Quay to a Koreaninvestor earlier. Other en-bloc sales of high-end condominiums include Malton’s ThePearl@ KLCC, which was also reported soldto Middle East investors. Tan & Tan Devel-opment and NAZA TTDI are also contem-plating to sell their projects on en-bloc basis.

The increasing supply has prompted investorsof high-end condominiums / serviced apart-ments to lower the asking rentals to attracttenants to occupy the units. Some ownershave also reduced their asking prices to at-tract purchasers.

Commercial developments

There were also several large scale commer-cial / mixed developments being introducedin the market, namely The Paradigm by WCTLand, Lido Boulevard in Johor Bahru, PalmCity Centre in Lahad Datu, Kota KinabaluWaterfront, The Southgate by Mah SingGroup and many others. YTL Land & Devel-opment also launched its first boutique officein Sentul West and Sentul East, which haverecorded favourable responses.

In 2008, I-City, TM Cybercentre Complex,Mid Valley City and Bandar Utama havebeen awarded the Cybercentre status. Allthese projects have met the qualifying criteriastipulated by Multimedia Development Cor-poration (MDC), which includes broadband& infrastructure readiness, customer focusedmanagement with KPIs, competitive environ-ment, talent pool availability, proximity touniversities and research centres and manyother criteria.

Many developers have attempted to apply forcybercentre status in order to enhance thecompetitiveness of the commercial develop-ments. Notwithstanding this, only limitedcommercial projects have successfully se-cured the status.

Purpose built office buildings

Prime office buildings that command highrental yields have been the acquisition targetfor institutional investors. Several existingGrade A purpose built offices were reportedto have changed hand in 2008. The notableones include Menara Citibank and MenaraStandard Chartered, which were sold to IOICorp Berhad and ING Insurance Berhad,respectively.

Although constructions of Menara YNH, TheIcon@Tun Razak, Menara Glomac and a 41storey office building in Capital Square, haveyet to be completed, the four (4) Grade Aoffice buildings were reported sold. With theexception of the office building in CapitalSquare, all the purpose built offices were soldto Middle East investors. The office buildingin Capital Square was acquired by an Austra-lian institutional fund.

Hospitality sector

Since Visit Malaysia Year 2007 (VMY2007)was launched, occupancy rates and averageroom rates for hotel accommodations haveimproved significantly, spurred by the in-creasing number of local and foreign tourists.The Majestic Melaka and first@ease hotel inMelaka and Sandakan commenced operationin 2008.

There are also a number of new hotel projectsbeing introduced, the notable ones includeFour Seasons, Ritz Residences and GrandHyatt KL around KLCC area, St Regis in KLSentral, Casa Del Rio in Melaka, Wakaf Ho-tel in Terengganu, Tune Hotel in IskandarDevelopment Region (IDR), Allson CapitalHotel Medan Tuanku and many others.

In Kota Kinabalu, Sabah, Tune Hotel openedits second “limited services” hotel at 1 Bor-neo Kota Kinabalu, comprising 168 rooms.Accor Hotel group has also introduced two(2) new hotels in Kota Kinabalu, which areMercure Kota Kinabalu and Novotel 1 Bor-neo, offering 325 and 263 guest rooms andsuites, respectively.

To remain competitive, a number of existinghotels and resorts were being refurbished in2008, which include Klana Resort Seremban(previously known as Alison Klana Resort),all the nine hotels under the Grand Continen-tal brand throughout the country, LakeKenyir Resort and Spa (previously known asKenyir Lake View Resort) in Terengganuand Swiss Garden International Hotels, toname a few.

Retail sector

Established departmental store and hypermar-ket operators continued to drive the develop-ment of retail sector in Malaysia. Tescohypermarket opened several new outletsthroughout the country in 2008, which in-clude Tesco Mergong (Alor Star), SeberangJaya Tesco Extra (Penang), Tesco KotaBahru (Kelantan) and Tesco Extra Plentong(Johor Bahru), to name a few. The hypermar-ket planed to open four new stores in 2009.

In 2008, AEON Co (M) Bhd opened theAEON Bukit Tinggi Shopping Centre inKlang, AEON AU2 in Setiawangsa, AEONSeberang Prai City in Penang and AEONBukit Indah Shopping Centre in Johor Bahru.The company will continue to develop newoutlets throughout the country, including theMaxValu supermarkets.

In addition to the above, Carrefour, Giant andMydin hypermarkets as well as Metrojayadepartment store are also setting up new out-lets throughout the country. Carrefour openednew outlets in Melaka, Kuantan and PetalingJaya. Several new outlets are also in the pipe-line. Giant hypermarket opened a new outletin Kota Damansara in November 2008.

Tropicana City Mall, which is anchored byCarrefour hypermarket, was unveiled byDijaya Corporation Berhad during the begin-ning of 2009. The mall forms part of theTropicana City Business Park (previouslyknown as Damansara Intan e-Business Park)and is sited along the Damansara Link ofSPRINT highway.

Mesra Mall in Kerteh, Terengganu com-menced operation in October 2008. Thecomplex was developed by KLCC HoldingsSdn Bhd, a subsidiary of Petronas, which hasbeen tasked to spearhead the East Coast De-velopment Corridor.

Terminal One Shopping Centre in Serembanand Bangsar Shopping Complex in Bangsarunderwent refurbishment and expansion ex-ercises in 2008 to enhance the competitive-ness of the complexes. More shopping com-plexes are expected to follow suit to remaincompetitive in the market.

Industrial sector

There were fewer industrial projects beingintroduced in the market compared with theresidential and commercial property sectors.Amongst the industrial projects beinglaunched in 2008 are Nusa Cemerlang Indus-trial Park in Johor Bahru, Tangkas Arena inUEP Industrial Park, Puchong Perdana andPerdana Industrial Park in Pandamaran,Klang.

Most of the newly introduced industrial pro-jects are positioned as high-technology park,offering appealing amenities and infrastruc-tures as well as contemporary factory build-ing design. Most of these projects are sitedwithin established industrial areas.

Agricultural sector

The escalating price of crude palm oil (CPO)has increased the demand for agricultureestates, particularly the oil palm estate. Atthe peak of RM4,330 a tone in March 2008,investment yields for palm oil has improvedsignificantly.

Overall, up to the first half of 2008, the over-all Malaysian property market has recordedstrong performances. Most property marketsub-sectors, have recorded positive growth,led by the residential property sector.

Impact of the fuel price increase andglobal financial crisis

When the global fuel prices breached theUSD140 per barrel threshold, the governmentincreased the local fuel price to RM2.70 perliter in June 2008. The substantial increasehas escalated the country’s inflation to over8% in July and August, 2008. As a result, realspending power of Malaysians reduced sig-nificantly. Costs of construction had alsosoared, increasing the risks of projects beingabandoned.

The uncertainties have prompted purchasersand investors to be cautious and adopted a‘wait and see’ attitude, causing the take uprate of projects to drop substantially. Devel-opers continued to focus on the sales of theirexisting projects and have deferred their newlaunches until the market improves and theconstruction cost stablises.

The eruption of the financial crisis in US inSeptember 2008 has worsened the alreadyweak property market sentiments (since June2008). Sales of properties continued to mod-erate. Overall, as at the date of report, the2009 Budget and RM7 billion stimulationpackage provided insignificant revitalizationto the Malaysian property market.

Notwithstanding this, 2009 Budget and RM7billion stimulation packages provide specificfinancial relief to the people, especially thelow in-come group. This could in turn helpto restrain loan defaults by house buyers andkeep the Non Performing Loans (NPLs) at amanageable level.

Projects put on hold

A number of developers have delayed thelaunches of new projects in view of the esca-lating construction costs when the globalfuel price peaked at USD147 per barrel inJuly 2008. The high construction costs havenot only reduced the developer’s profit mar-gins, the risks of projects being abandonedincreased as many construction companiesthreatened to stop the construction works ifthe construction contract is not revised.

During 3Q08, most developers have pro-jected to launch their projects towards theend of 2008 or first half of 2009. The erup-tion of the global financial crisis in Septem-ber 2008 with the bankruptcy filing by Leh-man Brothers has triggered a global eco-nomic slowdown amid increasing unemploy-ment rates and retrenchments across theworld. The Malaysian property market wasnot spared by the global phenomenon.

Despite the reducing construction costs to-wards the end of 2008, the overall marketsentiments have worsened as a result of thefinancial crisis. With the exception of severalcash-rich developers, most developers havecontinued to delay the project launches, an-ticipating poor take-up rates.

Countries that have attracted a number ofinvestments by Malaysian developers,namely Vietnam and Singapore, are alsoaffected by the economic slowdown / reces-sion. Developers such as SP Setia, WCTLand and Gamuda were reported to be hold-ing back their projects in Vietnam due to theunfavourable market situation. IOI Proper-ties has also deferred the launching of theSentosa Seaview and The Pinnacle Collec-tion in Singapore.

Mega property deals

Most property investors adopted prudentapproaches when investing in propertiesamid the global financial crisis. In November2008, at the height of the financial crisis, IOICorp Berhad aborted the purchase of MenaraCitibank, Jalan Ampang and lost its depositof RM73 million.

A piece of development land along JalanYap Kwan Seng and owned by E&O Berhadhas been put back for sale after the buyerfailed to make payment for the land. SunriseBerhad and Malaysia Commercial Develop-ment Fund Pte Ltd have mutually terminatedthe put & call option agreement, which in-volved RM767 million of properties withinMont Kiara 20.

Although there were a number of aborteddeals, there were several cash-rich investorsscouting for prime properties in the midst ofthe crisis. Examples include YTL Corp Ber-had, which has acquired Macquire PrimeReal Estate Investment Trust, which hasretail lots in Wisma Atria on Orchard Roadand Ngee Ann City in Singapore as well asother prime properties in China and Japan.Hap Seng Consolidated Berhad was alsoreported to be looking for land and buildingsto grow its property portfolio.

Market corrections

The large number of newly completed high-end condominiums and serviced apartmentsin 2008 did not bode well during prevailingmarket situation. Asking prices of selectedhigh-end condominiums and serviced apart-ments in the vicinity of KLCC and MontKiara have reduced to attract the decliningnumber of potential buyers. Correspond-ingly, rentals have also reduced.

In addition to the above, selected commer-cial properties and agriculture oil palm es-tate, which had been subject to intense mar-ket speculation prior to the crisis, havestarted to show signs of consolidation.Transactional activities involving these prop-erties have slowed down substantially.

Property Market Outlook

The following are brief reviews of Malay-sian property market according to sectors.

Residential sector

With the supply exceeding the demand,high-end condominiums and service apart-ments in Klang Valley are expected to con-solidate. Owners may be forced to reduce therentals and asking prices to attract tenantsand purchasers. The magnitude of the de-cline will depend on the country’s economicperformance.

The market consolidation is anticipated to bemomentary and will improve when the econ-omy improves. Most of these projects arestrategically located in the vicinity of KLCC,Mont Kiara, Bangsar, etc, which are wellsought-after residential addresses in KlangValley. Besides, these locations attract expa-triates and affluent population and areequipped with one of the best infrastructuresand public amenities.

Prices of condominiums and apartments inmost locations are expected to record reduc-tions. Besides the poor economic situation,the reductions could be attributed to the over-supply situation, poor locations (for high-riseresidential projects) and poor maintenance ofthe project.

With the country’s economy avoiding con-traction, demand and prices of landed resi-dential properties located within establishedneighbourhood are expected to remain stable.Prices of old landed residential properties aswell as those sited further away from the cityand town may experience marginal reduction.

Commercial sector

The high vacancy rates of newly completedcommercial shops will persist in 2009, attrib-uted to the low take-up rates as most businessoperators are not expected to expand or takeup new commercial space due to poor eco-nomic situation.

In the absence of rental income (when theunits are vacant), the prolonged poor eco-nomic situation may force financially trou-bled owners to dispose their commercialproperties at loss. Rentals will remain com-petitive to attract or retain business operatorsto occupy these commercial spaces.

With low economic growth, the key chal-lenge for most owners of purpose built officebuildings and shopping complexes in 2009 isto ensure the existing tenants remain withintheir premises. Some may resort to loweringthe rental or giving free rental period to thetenants.

Rentals and prices of prime purpose builtoffices and shopping complexes will remainstable. Owners of secondary offices andshopping complexes may be compelled tolower down the rentals. Occupancy rates ofprime shopping complexes with attractiveretail mix will sustain.

Institutional investors and REIT funds willdrive demand for prime purpose built officebuildings and shopping complexes that areable to generate attractive yields.

Agriculture sector

With the CPO prices declined to aboutRM2,000 per tonne from a high of RM4,300per tonne, the prices of agriculture lands,particularly large palm oil estates are ex-pected to reduce. The declining yields as aresult of the low CPO prices may force own-ers to dispose the palm oil estates.

Notwithstanding this, agriculture land withdevelopment potential may become acquisi-tion target of property developers lookingtowards expanding their landbanks.

Hospitality sector

The tourism developments are expected todrive the hospitality sector developments inthe country, particularly hotels sited near tothe prominent tourism areas. The inclusionof Georgetown and Melaka as the “HistoricCities of Malacca Straits” in the UNESCO’sWorld Heritage List augurs well for the hos-pitality sector within the two states.

The commencements of Four Seasons Hotel,KLCC and St Regis, KL Sentral will be newaddition of luxurious hotels in Kuala Lum-pur. These hotels are expected to set newbenchmark for luxurious hotel in the city, interms or room rates, service level, etc.

The global financial crisis is expected toaffect the demand of hotel rooms in businessclass hotels. The decline is in line with theexpected cuts in traveling and accommoda-

tion expenses as most companies undertakevarious measures to cut expenditures amidthe economic uncertainties.

Although tourist arrivals from overseas willbe affected by the global economic slowdown, the number of local tourists are ex-pected to increase as most will choose totravel locally due to reduced budget. Overall,occupancy rates for hotels are expected toremain stable, especially for hotels / resortssited within established tourist areas.

Conclusions

The Malaysian Property Market will directlybenefit from the low Base Lending Rate(BLR). The low BLR is imperative to ensurecompetitive borrowing costs to encouragedemand for property and to spare propertyowners from paying high interest for theirloans. The reduction of Statutory ReserveRatio (SRR) will increase liquidity in themarket to stimulate economic activities, in-cluding demand for property market.

With the projected economic growth of be-tween 0.5% to 3.5% in 2009 and subject tothe implementation of stimulation packagesby the government, the Malaysian propertymarket is not expected to drop significantlyas in 1998, where the country’s economycontracted by about 7.4% and the propertytransactions reduced by over 30%.

Despite the tightening household expendi-tures, most property owners are expected tohold on to their properties. Nevertheless,prolonged economic crisis could inevitablytrigger fire sales, forcing property owners tosell their properties at low price to meet theirfinancial needs. Developers will introducevarious promotions and incentives to attractpurchasers to boost sales of their projects.

With the stimulation packages being effi-ciently implemented, the Malaysian propertymarket is expected to record improvementsin the second half of 2009, encouraged bythe economic recovery in Malaysia andworldwide.
