Background This report is in compliance with Section 89290.5 of the Education Code, which provides that the Office of the Chancellor of the California State University (CSU) shall prepare an annual systemwide report on student admissions and impaction policies.

The new policies adopted by the Board of Trustees in March 2018, were drafted through the CSU Admissions Advisory Council that meets regularly and advises the chancellor about admissions issues and reviews systemwide admission policy and practices to ensure compliance with Board of Trustees policy and state statute. The Council membership consists of:

• Two campus presidents; • One provost/vice president for Academic Affairs • One vice president for Student Affairs; • One assistant vice president for Enrollment Management • Five faculty members (including three representatives from the Academic Senate

CSU, one from the CSU Math Council and one representative from the CSU English Council);

• Two representatives from the Office of the Chancellor; and • One representative from the California State Student Association (CSSA).

While developing the policy proposals, the Admissions Advisory Council sought to accomplish three main goals:

• Meet the requirements set forth by the legislature; • Develop proposals that account for the unique differences between the CSU’s 23

campuses and provide the necessary flexibility; and • Ensure individual students have a voice in the admission process.

Below is a high-level summary of the policies passed by the CSU Board of Trustees.

Local Admission Priority Policy

The local admission priority policy required every impacted program to all CSU campuses to provide first priority to local applicants. First Priority is defined as a finite admission advantage of local applicants. The advantage is provided to all CSU-eligible undergraduate applicants over non-local applicants. Local is defined based on the Local Admission Area for each campus. If a campus is non-impacted, their local area is defined as the campus Service Area. Consistent with CSU Enrollment Management Policy and Practices, if a major or program is not offered as part of the curriculum at an applicant’s local impacted CSU campus, CSU-eligible students would

be treated as from the local area by the adjacent campus that offers the specific program the applicant is applying.

Redirection Policy

The redirection policy applies to all CSU-eligible undergraduate applicants who are not admitted to any CSU campus. Applicants who are admitted to at least one CSU campus are not eligible for redirection. To provide organization to the process and best support applicants and their families, a set of systemwide timelines and deadlines were implemented for all admission decisions to be completed and communicated to all undergraduate applicants. CSU eligible applicants who are waitlisted or denied admission to either a campus or programs due to impaction are notified about the opportunity to be redirected to a non-impacted campus. Applicants are sent emails and text messages over the course of 35 days. Applicants who respond and select a campus are redirected to their first or second choice campus. Applicants who do not respond after the 35 days are redirected to a non-impacted campus that still has capacity.

Change to Campus Policies for Local Admission Priority In accordance with the CSU Admission Policy and Practices, CSU campuses provided local admission priority to impacted campuses, but not necessarily to impacted majors/programs. The new policy required each campus to provide local applicants an admission advantage to impacted programs over non-local applicants. The local admission priority applies to first-time freshman, upper-division transfer and Associate Degree for Transfer (ADT) applicants. CSU campuses are using several methods to provide local applicants admissions preference, these include:

• First-time Freshman o Eligibility Index1 bump o Eligibility Index for local applicants that is lower than non-local applicants

• Upper Division Transfer and Associate Degree for Transfer o Transferable GPA bump o Transferable GPA for local applicants that is lower than non-local

applicants

Nursing Programs

CSU nursing programs have used a supplemental criterion point system to evaluate nursing applicants. The point systems were updated to include additional points for local applicants. For example, CSU Channel Island’s supplemental criteria provides additional points for applicants who are within Ventura, Santa Barbara, San Luis

Obispo, Southern Monterey and Malibu counties. This includes the Channel Islands local service area and Cal Poly San Luis Obispo’s local area since Cal Poly does not offer a nursing program.

Communication to Prospective Students The local area admission preference and redirection policies have been communicated to prospective applicants and counselors in a variety of ways. CSU campuses have updated their respective admission websites. In addition, both the Office of the Chancellor and campuses have communicated these changes statewide and locally to high school and community college counselors.

Annually, CSU campuses hold local counselor conferences and the Office of the Chancellor holds statewide counselor conferences. These conferences provide campuses and the CSU Office of the Chancellor an opportunity to provide updates to counselors. The Office of the Chancellor has included presentations on both the Local Area priority and redirection policy in the 2018 and 2019 CSU Counselor Conferences.

In addition, we have used email communications to share this information with the 7,000 plus counselors we send CSU updates.

As part of the Cal State Apply website, we also provide robust information about impaction and redirection. This site is linked off the Cal State Apply (Calstate.edu/apply) site that receives over 10 million visits per year.

The CSU Office of the Chancellor continues to refine the impaction and Cal State Apply websites. Campuses continue to update their campus admission content.

Analysis of Impacted Admission for Local Students The data provided in this report compares Fall 2019 to Fall 2018 data. The tables above show the number of CSU eligible applicants (e.g. applications coded as admitted and denied eligible) disaggregated by local area status. This is reported separately by campus, county of residence, and race/ethnicity as requested, and each of these is reported separately for first-time freshmen and transfer. The local area status for the applicant is estimated based on the prior institution attended as reported on the application. Since local area consideration applies to impacted campuses, all applicants at non-impacted campuses are reported as local applicants.

The CSU implemented additional reporting elements for CSU campuses effective with Fall 2019 to track local area admission and impacted program data. As the CSU tracks this data for additional years in the future, the trend of the data will be more apparent.

It is also important to acknowledge that a variety of issues impact admissions outcomes and trends, at each CSU campus, such as the number of continuing students, number

of graduating students, applications received, the specific programs to which applicants apply, and available funding for academic programs.

As shown in the data provided, each campus, with impacted programs or levels, has admitted local area applicants at a significantly higher rate than non-local applicants.
