December 2018 as required per D.12-04-021. Decision 12-04-021 requires SoCalGas and SDG&E

to provide a Monthly Pipeline Safety Enhancement Plan update to the Commission’s Energy

Division and Safety and Enforcement Division (SED) as our plan is implemented.

December 2018 PSEP Update

I. Introduction

Decision (D.) 12-04-021 directs Southern California Gas (SoCalGas) and San Diego Gas & Electric

(SDG&E) to provide monthly Pipeline Safety Enhancement Plan (PSEP) updates to the

Commission’s Energy Division and Consumer Protection and Safety Division (now Safety and

Enforcement Division) as the plan is implemented.1 Attached is the update for December 2018.

II. Current Project Status

SoCalGas and SDG&E have undertaken the following PSEP-related activities for the month of

December:

Pipelines (Appendix A):

• No pipeline projects commenced new construction activity (Stage 4)

• 5 pipeline projects are in construction (Stage 4)

• 19 pipeline projects are in close-out (Stage 5)

Valves (Appendix B):

• New construction activity began on two valve projects (Stage 4)

o V-L1018-P1B-El Toro

o V-L4000-P1B-Camp Rock Rd

• 23 valve projects are in construction (Stage 4)

• 39 valve projects are in close-out (Stage 5)

III. Costs

Actual project costs are tracked in SoCalGas’ and SDG&E’s respective Regulatory Accounts, are

provided in Appendices A, B, and C, and are summarized in Appendix D.

On January 15, 2019, the SED transmitted a Response Letter to SDG&E and SoCalGas

approving the proposed plan for the Line 1600 project as submitted.

• Appendix A, SDG&E Active Pipeline Projects Table 2, Footnote 20:

The decrease of approximately $11K in project-to-date costs from November 2018 to December

2018 is due to a system migration mapping discrepancy for the Line 1600 project.

• Appendix A, SoCalGas Pipeline Projects Remediated or Removed Table 3, Footnote 2:

The Line 33-6263 project and corresponding costs have been added to Appendix A, Table 3.

D.18-06-028 at 129 (Ordering Paragraph No. 8). In compliance with D.18-06-028, SDG&E and SoCalGas submitted its Line 1600 Test or Replacement Plan to SED on September 26, 2018. On January 15,

2019, the SED transmitted a Response Letter to SDG&E and SoCalGas approving the proposed plan as submitted.

reduced for costs incurred prior to February 24, 2011 (i.e., the effective date of R.11-02-019), and reflects approximately $40.7 million of amortization revenues to-date. The overall regulatory account

balance in SoCalGas' PSRMA has decreased from the November 2018 to December 2018 report because amortization exceeds interest for the current month.

approximately $87 million of amortization revenues to-date.
