Jagran School of Public Policy & International

Affairs is a blend of the best that the University, and

governmental leadership, civil society and thinkers

have to offer.

The key difference that the School brings is that our

work is shaped by the needs of local governance and

variety of sectors. We aim to develop high quality,

relevant and applicable work that will make a real

and tangible impact in the environments in which

we work. Much of our work has a sector

development focus and is guided by:

• The expressed needs, gaps and areas of interest

identified by our stakeholders, clients and more

broadly, the government sector

• Our international partners and their research

and experience

• The specific objectives of research projects

commissioned by governments or industry

As part of a University we have access to the best

specialists, academics and their latest thinking,

across a range of disciplines. Forming sector

partnerships help shape our research agenda, and

we often contribute toward sector capacity building

based on our research by undertaking specific

projects we feel will have broader benefit or

application.

Our activities promote scholarly exchange and

practitioner dissemination of research findings.

These activities include seminars, round-tables,

visiting academics, publication of papers,

conference papers, presentations to professional

and industry groups and information exchanges

with international local and government

organizations.

CENTRE FOR AGRICULTURAL AND FOOD SECURITY POLICIESAND RESEARCH (CAFSPR)

Rights of agriculturists and food security are two major concerns in the era of rapid

industrialization. India has an agriculture based economy and there are many issues

in the domain of agriculture and food security that require policy-makers’ attention.

Today, more than 800 million people across the globe go to bed hungry every night,

most of them smallholder farmers who depend on agriculture to make a living and

feed their families. Investing in smallholder farmers many of whom are women and in

the markets around them is more important than ever. In case of India, research on

agrarian distress has proliferated and most studies agree that a combination of

policy-induced, technological and ecological factors is responsible for India’s

agrarian crisis. Public investment in agriculture has declined steadily and policy

approach towards the sector has been piecemeal. India’s long-term food security

concerns must feature more prominently in the policy discourse. This focus of

CAFSPR is to initiate extensive deliberations and systematic research in order to

shape policy decisions and come up with pragmatic solutions to the problems of

agriculture and food security with due consultation with stakeholders.

Centres ofExcellence

Page 16: Re Public Policy · • International Conflict Resolution • Energy & Environment • Community Development and Social Impact – Participatory Democracy, Community Mobilization,

CENTRE FOR CLIMATE CHANGE AND SUSTAINABLEDEVELOPMENT (CCCSD)

Climate change is the most significant challenge to achieving sustainable

development, and it threatens to drag millions of people into grinding poverty. It is

severely affecting every country on every continent. It is disrupting national

economies and affecting lives, costing people, communities and countries dearly

today and even more tomorrow. Weather patterns are changing, sea levels are rising,

weather events are becoming more extreme and greenhouse gas emissions are now at

their highest levels in history. Without immediate action, the world’s average surface

temperature is likely to surpass 3 degrees centigrade this century. The poorest and

most vulnerable people are being affected the most. The global agenda of Sustainable

Development requires a consorted effort of the world community. CCCSD focuses its

attention on the extensive study and research on the issue of climate change and

environmental challenges. The aim is to bring about policy formulations that help in

building an efficacious framework to combat climate change and ensure sustainable

growth at a global level.

Page 17: Re Public Policy · • International Conflict Resolution • Energy & Environment • Community Development and Social Impact – Participatory Democracy, Community Mobilization,

CENTRE FOR GOOD GOVERNANCE ANDPOLICY REFORMS (CGGPR)

Good governance emerged as a powerful idea in the today’s progressive global

community. Prominent international agencies like World Bank, UNDP, OECD, ADB,

etc. have realized that it is a citizen-friendly, citizen-caring, accountable and

responsive administration. A transparent administration following the practices and

principles of Rule of Law is an epitome of Good Governance. In absence of good

governance, no development schemes can bring any improvement in the quality

life of the citizens. If the power is concentrated or if it is exercised in improper or

arbitrary ways then the poor will suffer the most, as poor governance generates

corruption, poverty and other socio-economic evils. The concept of good governance

plays a vital role in assessing the modern governance mechanism. Many countries

including India have devised a Good Governance Index for the same purpose. CGGPR

aims to conduct intensive deliberations and research to promote and diffuse the idea

of good governance across various levels of governance. The Centre also aims to work

closely with policy-makers like Ministers, senior officials, institutions and other

stakeholders, with the purpose of building and nurturing citizen-centric governance

practices.

Page 18: Re Public Policy · • International Conflict Resolution • Energy & Environment • Community Development and Social Impact – Participatory Democracy, Community Mobilization,

CENTRE FOR ORGANIZED AND UNORGANIZED SECTORS,POLICY AND RESEARCH

The sector which is registered and follows government rules and regulations, having

employees and employee unions is called as an organised sector. The sector that

comprises of small-scale enterprises (such as weaver, carpenters, blacksmiths, etc.) or

units and is not registered with the government is called an unorganized sector.

Unorganized sector has largely remained outside the control of government. Over 94% of

India’s working population belongs to unorganized sector which requires policy-makers’

attention. Unorganized sector’s contribution to the economy is quite considerable and

policy framework to safeguard their interests and rights is necessary. This Centre focuses

on conducting intensive research in the field of organized and unorganized labour.

Through various instruments such as seminars, workshops and conferences, this Centre

aims to bring groundbreaking policy changes in the said field.

CENTRE FOR STRATEGIC STUDIES ANDGLOBAL DEVELOPMENT (CSSGD)

Conflict and peace strategies and related studies has been an important domain for some

decades. Study of the role of intelligence, diplomacy, and international cooperation for

security and defence is equally important in the field of public policy and international

relations. The shifts in foreign policy with an emphasis on hard and soft power linkages

are the basic areas of study. Probing the implications of increasing global

inter-dependence and foreign relations on India is extremely important. CSSGD is

focused on coming up with effective suggestions to ignite a discourse on strategic issues

so as to enhance India’s global presence. This will be done with a qualitative analysis of

past, present and potential strategies for developing relevant policy documents.

STUDENT TESTIMONIAL

I remember having knowledge about things happening in the nation and

around the world, but it was only after I started studying Public

Administration as my undergraduate course that I realized there's a lot more

that goes on in the systems of government. There have been various guest

lectures and field trips that have further added to my knowledge. Today I

realize the potential I carry within me and am set to build my career in public

policy & International affairs. Talking about the college, Jagran Lakecity

University has the best environment for students. The campus, in itself, is a

stress buster. "You need to be here to see it" is all I would say.

I am pursuing BA(Hons.)Public Administration & Policy from Jagran Lake City

University.I would describe JLU as exciting and dynamic. The best thing about

being a student here is the number of additional opportunities that are

available. The best thing about the degree in Public Policy and international

affairs is having the freedom to think of an idea and test its practical

application. I feel extremely lucky to be in an environment that allows me to

conduct research on what interests me the most. Its amazing how I am

evolving as a public policy student. The University has various facilities to help

you evolve as a student, from a well-stocked library, to gymnasium,

management club activities and co-curricular activities.
