LAMBETH COUNCIL REJECTS HEART OF KENNINGTON BID TO RETURN THE BEAUFOY SITE TO VOCATIONAL EDUCATION USE

Lambeth Council has rejected the bid by the Heart of Kennington partnership to buy the whole Beaufoy site to create a vocational arts school with student accommodation, with the 1907 building being vested in Lady Margaret Hall Settlement. No reasons have been given.

AN OVERVIEW OF THE BEAUFOY PROPOSAL

• The bid is made by the Heart of Kennington Ltd. • We intend to restore the Grade II listed Beaufoy Institute to its former glory, providing long-term

dedicated space to arts-based schools. • The Beaufoy Institute will be gifted to Lady Margaret Hall Settlement (LMHS). • LMHS will provide School of Communication Arts (SCA) and two other art schools with space in the

building at less than commercial rent. • LMHS will provide Southbank Mosaics with free space in the basement of the building. • LMHS will provide space for community projects.

Universities. • There will be a landscaped Arts Arena Rotunda, sited between the Beaufoy Institute and the new

student accommodation building. • This will become an exciting performance space for local community events.

HEART OF KENNINGTON PRESS RELEASE: LAMBETH REJECTS COMMUNITY BID

TO RESTORE LISTED KENNINGTON BUILDING

Lambeth Borough Council has turned down the Heart of Kennington’s community-based bid to restore the Grade II listed Beaufoy Institute to its educational purpose.

The Heart of Kennington’s bid planned to make the historic former school the home of three arts colleges, a student village for these and other students, and a vibrant and dynamic community hub open to all.

The Heart of Kennington’s bid is led by the School of Communication Arts working in partnership with Lady Margaret Hall Settlement, Southbank Mosaics and Stark Investment Ltd. It is supported by numerous local organisations including Vauxhall Garden Community Centre, KOV, RCDT, New Economics Foundation, The Vauxhall Society, Beaconsfield, Gasworks........

The School of Communication Arts opened, without fanfare, in a converted chapel in Vauxhall; it has brought the cream of the UK’s creative industries to teach the brightest creative talent in a groundbreaking new course. Since starting in September 2010, the school has invited to South London mentors who have invested their time in our students including Sir John Hegarty, Imogen Heap, Rory Sutherland (head of Ogilvy), Gordon Mac (founder of Kiss FM), Paul Brazier (Creative Director of AMV) and around 350 more.

The rejection of the Heart of Kennington’s bid puts not only the plans of SCA into jeopardy, but also those of the two other colleges threatening the education of students from across London, the UK and overseas. It also negates any hope of seeing this area being revived in an inclusive and meaningful manner.

This initial rejection of a bid that promised over £2 million of funding to regenerate the Beaufoy Institute promises to spark off a number of legal and other challenges relating to Lambeth’s management of the Beaufoy Charity, missing legal documents and the quality of Lambeth officers’ due diligence.

Also likely to be questioned is the degree to which officers have informed council leader Steve Reed and councillors in Prince's and adjoining wards as to the financial and other benefits of having a centre of educational and vocational excellence in Lambeth, including the outreach benefits to local schools.

The School’s Dean, Marc Lewis comments:

We are dismayed that the bid by the Heart of Kennington Ltd to purchase the Beaufoy Institute buildings and site has been rejected.

SCA joined the Heart of Kennington Ltd’s bid, not only to be a proud partner in a project to reinstate the Beaufoy back to its historic, educational purpose, but also central to the SCA’s ambitions to grow the school in our home in South London.

We are keen to hear the reasons why the bid has been rejected so we can communicate this to our students, mentors, trustees and stakeholders. The School of Communication Arts’ network represents the heart of the UK’s advertising, branding and creative industries. We intend to use our network to challenge the rejection of the Heart of Kennington’s bid, as we believe that this decision goes against the spirit of intended use for the Beaufoy.

Danielle Arnaud, chair of Lady Margaret Hall Settlement adds:

It is extremely difficult to understand the decision of a council that promoted itself as a co-operative council and rejects for the third time proposals for the Beaufoy that directly benefit local residents: the first one involved the London Philharmonic Orchestra, the second was the creation of an artisan school and the third one, an innovative educational and cultural model proposed by the School of Communication Arts is being ignored. I can only hope that with due pressure the Council will do the decent thing expected for so long: allow the Beaufoy Institute to go back to the people who really need it!

Marc Lewis of the School of Communication Arts has written to Dame Suzi Leather, the Chair of the Charity Commission expressing concern about the handling of the Beaufoy by Lambeth Council.

SOUTH BANK MOSAICS EXPRESSES DISMAY

David Tootill, Artistic Director of South Bank Mosaics, one of the partners in Heart of Kennington has expressed his concern, and emailed the local Councillors, with a copy to Kate Hoey MP, saying:

There is great dismay and concern that the community bid for the Beaufoy Institute (£2.7 million for Lambeth plus complete refurbishment of the Beaufoy for community education use + student accommodation) has been rejected, putting in jeopardy. The covenants of the site for education of disadvantaged young people. Efforts by local residents to re-open this community asset. The value added for the borough @ £1.5million+ each year for our work with young people.

Many local residents have been concerned for a long time that this type of decision would happen and a local landmark and part of our cultural heritage would be traded away for the immediate bottom line. Can you tell us who is responsible for taking this unfortunate decision?

It weaves together garden history with the counterculture, stories of individual plants with discussion of government policy, and the social history of campaign groups with the pleasure and dirt of hands in the earth. Women – Jessica Dismorr, Helen Saunders and Dorothy Shakespeare – who were associated with British Vorticism, an international art movement active in the early years of the twentieth century, painted all the reproduced art works. The video footage was shot at Crystal Palace Park, the photographs document the interior of Kenwood House on Hampstead Heath and the text written by the artist. Stuart-Smith is an influential garden designer who has won eight Gold Medals for gardens at the Chelsea Flower Show. NEW THREAT TO TIDEWAY BOAT VILLAGE

The Tideway Boat Village residents need support again. The support given a few months ago to the Tideway Village boat community on the Nine Elms Thames frontage made a real difference. Planning for the Tideway Wharf development has now been granted by Wandsworth Council, with assurances being made that the boats would be retained in the dock. This would not have happened without your support. BUT it turns out that despite last year's assurances from St James, the developer, the community are being threatened with eviction once again, as soon as October this year. The next phase of the campaign is to ensure that they have a long-term lease to remain here and add vibrancy and diversity to the area. More pressure is needed from the council to assure long-term security of tenure, not the unacceptable 3 month lease St James have suggested for Tideway Village.
