ABOUT RMRDC
The Raw Materials Research and Development Council (RMRDC) is an agency of the
Federal Government of Nigeria vested with the mandate to promote the development and
utilization of Nigeria's industrial raw materials. The decision to set up an agency for raw
materials development originated from the recommendations of a workshop on industrial
matters organized by the Federal Ministry of Industry, Manufacturers Association of Nigeria
(MAN) and the Nigerian Institute of Social and Economic Research (NISER) in July 1983.
The Council was established by Act 39 of 1987, but commenced operation on February 10,
1988. It is today, Nigeria's focal point for the development and utilization of the nation's
vast raw materials.
The core mandates are:
To draw up policy guidelines and action programmes on raw materials
acquisition, exploitation and development
To review from time to time raw materials resources availability and utilization with a
view to advising the Federal Government on the strategic implication of depletion,
conservation or stockpiling of such resources
To advise on adaptation of machinery and processes for raw materials utilization
To encourage publicity of research findings and other information relevant to local
sourcing of raw materials for industries
To encourage the growth of implant research and development capabilities

To advise on and devise awards or reward systems for industries that achieve any
breakthrough or make innovations and inventions
To organize workshops, symposia and seminars designed to enlighten the public on
raw materials development and solutions discovered from time to time
To consider and advise on special research grants for specific objectives and any
other issues capable of enhancing the objectives of the Council.

DIRECTOR-GENERAL‟S REPORT After my appointment as the 5th substantive Director General/Chief Executive Officer of this great institution in April 2014, there was the urgent need to restrategize and refocus the operations of the Council to meet the growing demands of our dynamic operating environment, as well as satisfy the needs of our numerous stakeholders. It is in the light of this that several retreats were organized for the Top Management, the Middle-level and Juniour staff during the year, for them to understand and chart an operational strategy to execute the new Strategic Plan (2014-2017). This effort is to ensure proper implantation of the provision of the strategic plan to enhance the implementation of the plan document. Having set the tone for the operation of the Strategic Plan, all Programmes and Projects were streamlined to address the three major goals, namely:
I. Develop Policy framework for import substitution (deletion) of about (20-100%) of 20 strategic primary and secondary raw materials with stakeholders by 2017;
II. Commercialize 10 research and innovative projects (including 3 developed indigenous or adapted process equipment) into viable economic venture by 2017, and
III. Increase local sourcing and utilization of 30 strategic primary and secondary raw materials by 2017.
To ensure that the goals are achieved, a restructuring of the Council was carried out with the creation of additional departments and divisions, as well as renaming others in consonance with the tasks ahead. Nigeria is in a globalized and dynamic environment where trade and investment are aligned along national, economic and political interests. The major economic issues confronting the sub-region is the coming into force and the implementation of the Common External Tarrif (CET) by 1st January 2015 and the signing of the EU- ECOWAS Economic Partnership Agreement (EPA). The Council has been active and providing strong positions in line with the aspiration of the Manufacturers Association of Nigeria (MAN), as well as other productive sectors of the Nigerian economy. The Council is still pursuing its Ward-based Cluster Programme with significant successes, while the enabling Policy that will guide and provide incentives for exploitation and utilization of the nation‟s raw materials has been completed. On the international scene, the Council collaborated with some organizations including World Association of Industrial Technology and Research Organizations (WAITRO), where the Council was re-elected as the Regional Focal Point for Africa (i.e. Board member) for another two years. Furthermore, Memoranda of Understanding (MoU) were signed with many international organisations for the development of some key strategic raw materials in the Country. In addition, quite a significant number of staff benefitted from capacity building programmes with some of the Council‟s partners.
The year 2014 was a period devoted to planning, refocusing and restrategizing for effective implementation of Council‟s programmes in line with the prevailing economic environment.

RAW MATERIALS INFORMATION PROGRAMME COMPUTER SERVICES Data Communication and Networking The following were achieved;
Installation of VSAT equipment for Nasarawa and Anambra States Coordinating Offices
Acquisition and deployment of an Internet Backup to complement the services presently
provided by Messrs Galaxy Backbone Plc.
Raw Materials Information System (RMIS) The under-listed were achieved;
Restructuring of Raw Materials profile on ward basis
Harmonisation of data with a view to maintaining data consistency and integrity.
Approval by Management for Integration of the solution to the existing web portal
Additional module on the following was created: Roster of experts, company
profiles, indigenous technologies, equipment and machinery, R&D information and
Industrial raw materials index.
Computer Training Programme
The ICT capacity building programme of the Council has continued to turn out more trained staff
and individuals in other government agencies and corporate organizations. The training
programme has contributed immensely to the computerization intensity of the Council and the
nation at large. In 2014, 45 people were trained.
Collaboration with Nigeria Customs Services (NCS) Automated Systems for Customs Data
(ASYCUDA).
The Council has successfully implemented interconnectivity between RMRDC and NCS-ASYCUDA for data exchange, resource sharing and information dissemination of import and export statistical data on raw materials in Nigeria. Council provided all the hardware requirements and the installation has been completed. Nigerian Indigenous Process Technology Information System (NIPTIS) The project was conceived to develop an information system to store and disseminate information on indigenous technologies available in the 36 states and Federal Capital Territory (FCT). So far, trial data has been uploaded preparatory to hosting the site on the internet.

LIBRARY SERVICES Collection Development A total of 129 publications were purchased in the following disciplines: Textile Technology, Management, Engineering, Agriculture, Basic and Applied Sciences, Information and Communication Technology, Machinery and Design Management, Clusters, Small and Medium Enterprises. Under the Gift and Exchange Programme, 67 publications comprising annual reports, newsletters, bulletins, journals and monographs were received as gifts from tertiary institutions, research institutes and government agencies. Readers‟ Services This service continues to provide library users with information under the Selective Dissemination of Information (SDI) Services to staff and the general public. A total of nine hundred and eighteen (918) users, comprising eight hundred and twenty-eight (828) staff and ninety (90) external users visited and made use of the library facilities. A total of Six hundred and eighteen (618) books and other printed materials were consulted, while three hundred (300) users made use of the internet services.

Distribution of Council‟s Publications The Council has distributed two hundred and forty-three (243) publications to MDAs and other stakeholders of the Council. Seven hundred and twenty (720) publications were given to the State Co-ordinating Offices for sale and distribution in their various states. The titles of the publications distributed were:

Book on Natural Rubber Development and Utilization in Nigeria The Book on „Sustainable Natural Rubber Development and Utilization in Nigeria‟ earlier published by the Council was updated. The review and update was carried out by experts from Rubber Research Institute of Nigeria (RRIN), National Rubber Association of Nigeria (NRAN), Federal Ministry of Agriculture and Rural Development (FMA&RD), Federal Ministry of Industry, Trade and Investment (FMIT&I), private processors, Tetrapyrrole, and Kolstel Nigeria Limited. The issues raised include, amongst others, the following:
The new National Automotive Policy and incentives for tyre manufacturing.
Local and international trade issues on rubber.

Data Bank on Natural Rubber - The Delta State Pilot Study In addressing the paucity of data on Nigeria natural rubber, the Council initiated a pilot study using Delta state as a case study. This led to the production of a road map which is expected to lead to accelerated development and utilization in the sub-sector. The project was to cover the twelve (12) major rubber producing states of Edo, Delta, Oyo, Abia, Imo, Cross River, Bayelsa, Anambra, Ondo, Taraba, and Ogun, as well as the five (5) minor producing states of Ebonyi, Akwa Ibom, Enugu, Ekiti and Kaduna. The study indicated promise for the development and growth of rubber in the state and other parts of the country.

Raw Materials Resource Centres
The Resource Centres in the corporate headquarters and state offices were set up to expose the various agriculture and minerals resources in the Country and their potentials to investors. The Resource Centre for Jigawa State had been completed and materials for Delta State were delivered for installation. Establishment of Resource Centre in the D-8 Mission, Istanbul, Turkey The Head of the Permanent Mission of Nigeria in the Developing Eight Countries for Economic Cooperation (D-8), Ambassador Ibukun Olatidoye made a request to the Council in 2013 on the establishment of a mini Resource Centre in the D-8 Mission, Istanbul, Turkey.
The Centre is aimed at showcasing the economic potentials of Nigeria in both agro and mineral resources, as well as to promote investment and create awareness on raw materials availability in Nigeria for the benefit of Investors in the D-8 Countries, comprising of Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan and Turkey. This, it is hoped will create positive effect on the flow of foreign direct investment to Nigeria.

National Raw Materials Resource Centre, Abuja The Resource Centre received both foreign and local investors including a twelve man Nigeria – Trinidad and Tobago Chambers of Commerce led by the Co-Chairman, Mr. Awwal Tukur. Visitors from the Office of Head of the Civil Service of the Federation and Independent National Electoral Commission (INEC) Headquarters, as well as other members of the investing public were also at the Centre. Teachers and students of St. Augustine‟s College, New Karu, Nasarawa State and Grande Ville Academy, Life Camp, FCT also paid an educational visit to the Centre.

NATIONAL RAW MATERIALS RESEARCH AND DEVELOPMENT PROGRAMME DEVELOPMENT OF CHEMICALS Castor Oil and Its Derivatives
Castor oil project was initiated to promote total value-addition of castor seed to various industrial
products so as to reduce importation of castor oil and its derivatives. In addressing the problems of
seed shelling, the Council took delivery of two castor seeds shellers from India, with the aim of
replication through reverse engineering for distribution to farmers through the castor seed growers,
processors and marketers association of Nigeria. The fabrication of the sheller is in progress.
An Assembled Castor Seed Sheller Unit
Web-Offset Ink Nigeria expends more than one billion Naira (N1 Billion) annually to import Web-offset ink for which the country has comparative advantage. The Council, in collaboration with Cresol Nig. Ltd. Lagos produced the web-offset ink using about 80% of local raw materials. The industrial test has been carried out and the result obtained compared with the imported web-offset ink. Popularization of the project for investment promotion is in progress.

Caustic Soda and Precipitated Calcium Carbonate The RMRDC and National Research Institute for Chemical Technology (NARICT) are developing a pilot
plant for the production of caustic soda and precipitated calcium carbonate. The detailed engineering design of the pilot plant has been completed and other experimental works are in progress to optimize all parameters for the determination of the economic viability of the project. Dyes and Pigments from Tannins The Council, in collaboration with the Department of Pure and Industrial Chemistry, University of Nigeria, Nsukka, has developed and produced eight samples of dyes from three plant sources: Cashew testa, Eucalyptus exudates, and Bagaruwa pods. The eight samples were characterized using the following instruments: Infrared (IR), Ultraviolet (UV). Nuclear Magnetic Resonance (NMR) and Gas Chromatography-Mass Spectrometer (GC-MS). The samples are awaiting industrial testing in the textile and food industries.

Having successfully completed the R&D on 20% partial substitution of calcined kaolin for TiO2 in paint formulation, Council has commissioned Bon Affaire Industries Limited, Kaduna to carry out the design and fabrication of the gas suspended calciner. The engineering aspect has been done and the fabrication is in progress.
Universal Indicator from Purple Cabbage (Brassica olaracea) The Council embarked on the production of a universal indicator from Brassica oleracae to be used as a laboratory universal indicator that will be comparable to other standard indicators. Comparative analyses of the samples were carried out at Sheda Science and Technology Complex (SHESTCO) and NARICT, using NMR, IR, UV and GC-MS Spectrophotometers, although the results obtained do not show this to be universal.

Adhesives In order to continually address problems in the Pulp, Paper and Paper Products, Printing, Publishing and Packaging sector of MAN, on the low quality of locally produced adhesives used in the production of envelopes, Council, in collaboration with SHESTCO is developing better formulation. As a first step, RMRDC and SHESTCO have procured the critical equipment such as the Viscometer, Magnetic and Mechanical stirrers, etc. required for the investigation. Samples have been produced for preliminary industrial testing.

Microbial Culture Collection Centre Microbial culture collection is the bedrock of research and development that involves collection, maintainance and distribution of microbial strains isolated in microbiological laboratories for use in teaching, research, quality control assays, industrial processes, biotechnology, etc. It is an essential raw material resource foundation for any nation‟s scientific pursuit as a reliable and standard culture collection centre where microorganisms can be maintained properly and supplied promptly on demand. As a follow-up to the consultative forum on “Microbial Type Culture Collection Centre in Nigeria” held in July, 2011, a workshop was organized in collaboration with National Biotechnology Development Agency (NABDA) on October 14, 2014 at RMRDC headquarters, Maitama, Abuja to sensitize stakeholders on the importance of culture collection. The workshop had “Microbial Culture Collection as a Critical Biological Resource for National Development” as the theme. At the end of the workshop, a communiqué was issued and the following recommendations were made:
There is an urgent need to establish both microbial culture collection and a central type- culture collection in Nigeria.
All the relevant Ministries, through their agencies, should make efforts to establish their own culture collection.
Government should support higher institutions and research institutes in establishing mini culture collection centres.

Water Borne Paints from Natural Rubber Latex (NR-L) and Polyvinyl Acetate (PVAC) as
Binders The project has achieved 25% substitution of PVAC with NR-L in paint formulation. The work has been patented and registered with the National Office for Technology Acquisition and Promotion (NOTAP). The water borne paints, which has been tested on some buildings, including those at project sites in the Federal University of Technology (FUT), Minna, was found to compare favourably with the conventional acrylic dispersion paints which are commercially available in the Country. Proposal for scale up to pilot stage is being considered.
Development of Agricultural Raw Materials Bamboo and Rattan Development in Nigeria The Council participated in several meetings organized by the Federal Ministry of Environment to develop a road map for bamboo development. Towards this end, the National Steering Committee on Bamboo and Rattan Development (NBARDEP) was inaugurated to prepare the draft document.

Studies on Handmade Paper Production, Supplies and Utilization in Nigeria.
Handmade Paper is a sheet of paper or board produced by hand from fibrous raw materials such as plantain stalk, grasses etc. It is used for the production of bags, album, stationary items, gift items, packaging items, drawing papers, greeting cards, invitation cards, certificates, miscellaneous fancy and decorative items, etc. The need for alternative and cheaper sources of paper for the teeming population and other end users in Nigeria informed Council‟s studies on handmade paper production, supplies and utilization in Nigeria. A comprehensive report of the survey revealed that there are no handmade paper industries in the Country. This necessitated commencement of promotional and investment activities on this project.

TECHNOLOGY DEVELOPMENT PROGRAMME Production of Inverter and Industrial Control Panel The objective of the project is to produce 3MW inverter and an industrial control panel through reverse engineering technique for solar power generating plant at Kuru Trade Centre. The project, which is a collaboration between the Council and an indigenous engineering company, Wedotebary Ltd. Kuru, Plateau State is to generate power and enhance local content in the power and energy sector for sustainable industrial development. Two units of inverters (1MW each) had been fabricated while work on the third unit (1MW) and the industrial control panel is in progress.

Automotive Brake Pad Linings using Palm Kernel Shell as Friction Material The objective of the project is to replace asbestos with locally available palm kernel shell as friction materials in the production of automotive brake pad linnings. Apart from the huge cost of importation, used asbestos brake pad linnings constitute environmental hazards. Samples of palm kernel shell based brake pad linnings have been produced. The product meets the SON standards and the SAE confirmation tests carried out in the USA correspond with the earlier results from SON. The patenting and trade mark registration is currently on-going, while commercialization of the product is being promoted.

Biodegradable Greases and Lubricants from Black Date and Rubber Seed Oil The objective of the project is to produce biodegradable greases/lubricants of different categories from black date and rubber seed oil. The need to develop industrial and automotive lubricants from non - toxic and biodegradable vegetable oils that can replace mineral oils as base fluids in grease making necessitated the project. Formulations of four different grades of greases from different base formulation were developed as lubricants for automobiles and other equipment /machinery. The four developed greases are: Hybrid biodegradable grease/lubricants from black-date and rubber seed oils; Biodegradable grease/lubricants from black-date (LiOH); Biodegradable grease/lubricants from rubber seed oils (LiOH); and semi-solid biodegradable grease/lubricants from rubber seed oils (sodium stearate).

Upgrading the Indigenous Technology for Ginger Splitting and Drying The project was conceived to develop a ginger splitting and drying equipment for processing ginger. This is to add value to ginger in view of the large quantity of ginger that is being imported into the Country by spices producing companies. The project, which involved the design and fabrication of slicer and palm kernel shell fired dryer, has been completed and test-run.

Optimizing the Technology for Kilishi Processing The project was initiated to commercialise the traditional kilishi processing technology earlier developed by the Council with Prof. John O. Igene, a researcher from the University of Benin. This is to stimulate investment in Kilishi processing. In achieving this, a project site has been secured by the Council at the African University of Science and Technology (AUST), Abuja, to accommodate the plant for demonstration to interested investor.

Beneficiation of Gypsum for the Cement Industry and other uses The Nigerian gypsum miners are facing the problem of product quality, due to poor standards and their inability to properly scrub the product. Fabrication of the washer has been completed. Off load and load test run of the machine has been carried out, while the feeder to be incorporated into the washer has been completed. The washer is in the process of being deployed to the identified site in Yobe State.

Further to this, the Council organized a stakeholder‟s summit on Standardization of Local Gypsum Production for Wealth Creation and Economic Empowerment, which was attended by stakeholders in the mining industry. The summit noted the various challenges of gypsum exploitation in the country, while establishing the suitability of Nigerian gypsum for various industrial uses if appropriate processing technologies are applied. Issues on environmental safety in mineral exploration and processing were also noted.

Pilot Scale Kenaf Farms and Processing Centres The development of kenaf pilot farms was initiated to promote the production of raw materials for bags, pulp and paper industries in the country. Towards this end, the Council commissioned IAR&T Ibadan, to establish two kenaf pilot farms at Ogbomosho, Oyo State and Zaria, Kaduna State. The aim is to evaluate the productivity and profitability of kenaf under farmers‟ condition and also to provide a framework for commercial production of kenaf in the country. The first phase of the project which commenced in 2011 resulted in planting of kenaf on 5 hectares of land at Ogbomosho, Oyo State. The second phase of the project was sited at Bida, Niger State where Kenaf was planted on three and a half (3.5) hectares of land in 2014. The plants were harvested, decorticated and retted in November 2014. .
Kenaf farm at Ogbomosho Kenaf Pilot Plant for the Production of Jute Bags The Council had several interactions with the representative of Solarfob Industry Limited, China in Nigeria and National Research Institute for Chemical Technology (NARICT), Zaria, on the collaboration for the production of jute sacks from Kenaf, where it was agreed that both parties should work together to establish a jute sack production line in Nigeria.
Integrated Sesame Seed Processing Factory Sesame is an important export crop in Nigeria, with annual exports, valued at about US$20 million. The major objective of this project is to promote the requisite varieties of the seed to farmers to boost exportation and to develop appropriate technology for small scale farmers in Nigeria. The Council has signed an agreement with Dantata Foods and Allied Products Limited on rapid multiplication of the improved varieties at Abaji, FCT, Abuja.

RAW MATERIALS SME-BASED CLUSTER PROGRAMME Tomato Processing Cluster
Nigeria produces large amount of fresh tomato most of which is lost due to poor post-harvest handling. A focus on the expansion of the downstream processing of tomato for both local consumption and export would save the current huge foreign exchange arising from the high dependence on imported products.
The traditional tomato preservation method involves slicing and drying in the open for days. This method is unhygienic. The project therefore seeks to provide better quality products by the deployment of appropriate locally developed technology. The process will also make products available to low income earners all year round, create job opportunities and improve the income of rural dwellers, especially women engaged in tomato business.

Deployment of this technology to Tomato producing communities will encourage increased production by tomato farmers which in turn will build the required base for sustainable supply of raw materials to upcoming tomato paste industries in the Country.
Cashew Fortified Bread A presentation of cashew fortified bread developed and produced through the collaborative effort between the Council and Kogi State University (KSU) was made by Prof. A.O. Aduku of the Department of Food, Nutrition and Home Sciences, Kogi State University, (KSU), Ayingba on Thursday, 10th April 2014 at the Council‟s auditorium. He also presented a paper on the nutritional, medicinal and economic advantages of the bread.

Collaboration with Federal University of Agriculture, Abeokuta (FUNAAB), Ogun State on Cashew Processing Nigeria‟s production of cashew nut according to FAO (2012) is in excess of 590,000 tonnes annually. Adding value to the nut will generate employment for thousands of Nigerians and contribute to the nation‟s Gross Domestic Product (GDP). At the moment, only about 10% of cashew nut is processed in the Country, while over 90% is exported to India and Vietnam without value addition. Based on the abundant cashew raw material in Ogun State, the Federal University of Agriculture, Abeokuta (FUNAAB), collaborated with the Council to upgrade the cashew nut processing facility in the school. The Cashew processing plant was fabricated and installed by a private consultant, Abod-Success Investment Ltd., Lagos, with an installed capacity of 1 tonne/day. After a successful test-run and training of the workers, the project was commissioned on Wednesday, 27th August, 2014 by the RMRDC Governing Board Chairman, Senator (Dr.) Walid Jibrin at the university premises.

Common Facility Centre (CFC), Kano As a follow-up to the commissioning of the Common Facility Centre (CFC) established for Garments and Leather works in Kano in 2013 by the Kano State Government, United Nations Industrial Development Organization (UNIDO) and RMRDC, the Council provided funds for additional equipment to enhance the operations of the Centre. The CFC has been listed as one of UNIDO‟s 2014 Country Wide Programme under the „Poverty Reduction through Productive Activities‟ and this would entail upgrading the centre to serve garments and leather work artisans from across Nigeria. RMRDC is a member of the Joint Implementation Committee for the upgrade under the UNIDO Country Framework.

Study on Leather Clusters in Nigeria The study was carried out with the following objectives:
To identify traditional leather raw materials processing clusters.
To identify market linkages
To document their production technology.
To identify their various products and their outputs.
To study their strengths, weaknesses and opportunities
To identify pressure points where appropriate intervention may be necessary. Findings from the study included:
Poor tanning processes (use of machinery, chemicals and tools) in the traditional tanneries
have led to production and supply of inferior quality of finished leather products.
Poor rearing of livestock affects quality of hides and skin; and the slaughtering of livestock
outside regulated abattoirs affects quality and quantity of hides and skin.
Unrestricted importation of processed hides and skin and leather products into the country.
Inadequate supply of quality leather for the production of goods for local markets.
Despite its non-nutritious value, the demand for hides and skin for consumption (Pomo,
Ganda and Kanda) has continued to pose serious competition to their use in the leather
industry.

Council has played a great role towards linking Sokoto State Government with Saboo Nig. Ltd. in the establishment of Mini Cement project in the state. After careful consideration and assessment of the viability of the project, the State Government has approved that a Mini Cement project be established in Sokoto and has already paid its counterpart fund in preparation for the project take-off.

Entrepreneurship Training An Entrepreneurship training “Entrepreneurship Development and Sources of Funding”was organized for Micro Small and Medium Enterprises (MSME) operators in the FCT from 3rd – 4th December, 2014 at Idyl Fountain Hotel & Gardens, Wuse Zone 5, Abuja. This was in collaboration with the Global Centre for Human Empowerment and Entrepreneurship Development (GLOCHEED). Over eighty prospective entrepreneurs and SME operators were trained and this has generated further interest to conduct the training in some States for the Association members. The Council in collaboration with GLOCHEED and Skye Bank PLC has completed documentation in respect of over 40 MSMEs to access the Federal Government‟s N220 billion SME Intervention Fund from the Central Bank of Nigeria (CBN) for the SMEs under Council‟s entrepreneurship development programme.

Establishment of Entrepreneurship Training Centres in Collaboration with Universities The purpose of the Training Centres was to provide the necessary skills to university graduates and other young people to enable them start their own businesses. Guidelines for admission of strategic investment project proposals Arising from challenges encountered in producing concise, bankable investment project proposals by prospective investors, the Council has developed guidelines for the admission of strategic projects proposals. Development of Standards for Primary and Secondary Raw Materials The Council hosted two consultative meetings with Standards Organization of Nigeria (SON) on the development of standards for primary and secondary raw materials during the year. An inter-agency committee was established to include Manufacturers Association of Nigeria (MAN), Nigerian Export Promotion Council (NEPC), Nigerian Customs Service (NCS), Federal Ministry of Agriculture and Rural Development (FMA&RD) and Small and Medium Enterprises Development Agency of Nigeria (SMEDAN). This committee will initiate actions on elaboration of quality standards for raw materials in the country. In this regard, seven (7) agro and mineral raw materials have been proposed by Council for quality elaboration. These are: Cashew, Sesame seed, Soya Beans, Shea Nut, Baryte, Kaolin and Gypsum. Survey of Industries and Raw Materials Utilization in the Manufacturing Industries A survey of industries and raw materials utilizations in the manufacturing industries commenced in November 2014. The survey was designed to update information on Industries that are functional, troubled or moribund, particularly at MSME levels. It will also provide information on quantity, quality, specialization, price and sources of major industrial raw materials being used by these industries.
Shea Butter Project in Collaboration with Abuja Enterprise Agency
The Council is collaborating with the Abuja Enterprise Agency (AEA), the private sector arm of the Federal Capital Territory Administration (FCTA) on the “one village, one product” programme on shea butter development. A MoU has been signed with the Agency towards the implementation of the project within Abaji Local Government Area among the Shea butter processing communities. A feasibility study for the project has been prepared as a prelude to further commitment to the project. Coconut Virgin Oil The Council, in collaboration with OLEWA Nig. Ltd, Lekki, Lagos State, embarked on the establishment of coconut processing plant for production of coconut virgin oil in Nigeria. The company has installed some of the equipment that was imported from Malaysia, while the remaining equipments are being awaited.

Quarterly Business Round Table (QBRT)
In Nigeria, manufacturing sectors‟ contributions to the GDP is minimal compared to what is obtainable in other emerging and developing countries. In order to improve on the contribution of the private sector to the industrialization of Nigeria, a Quarterly Business Round Table was instituted by the Council. The purpose of the Round Table was to create an avenue for interactions with the private sector and other stakeholders to exchange ideas and profer solutions to the challenges facing the manufacturing sector. It was inaugurated on October 14th 2014 at RMRDC Lekki Office, Lagos with the following objectives:
To review periodically the status of the manufacturing sector in Nigeria.
To provide a platform for proactive interaction between the main players in the manufacturing sector.
To identify the critical challenges of the manufacturing sector with a view to articulating remedial measures/strategies.
To provide for manufacturers in Nigeria the means of formulating and influencing general policy in regard to industrial, social, legal and technical matters.
To identify raw materials and/or resource-based investments that is strategic to the Nigerian economy.
To establish a foundation for research-industry nexus, a necessary precursor to R&D commercialization.
To create a market place for exchange of ideas on products, raw materials and services still required to support the industry in Nigeria.

Investors‟ Forum on Kenaf Production and Utilization in Ibadan The Council organized a one day Investors` Forum on Kenaf Production and Utilization in Nigeria at the House of Chiefs‟ Hall, Oyo State Secretariat, Ibadan on 22nd May, 2014. The forum, with the theme, “Sustainable Wealth Creation through Investment in Kenaf Production and Utilization” was focused on promoting the production of sacks from kenaf. Commercialization of Copper Sulphate Production in Nigeria
The pilot plant for the production of copper sulphate for school chemicals and reagents has been completed. As part of the popularization strategy, an investor‟s forum on the production of laboratory chemicals and reagents for schools and colleges in Nigeria was held in Lagos. Horizon 2020 for 2014-2015 were discussed at the event. The tenure of RMRDC as Regional
Focal Point (RFP) for Africa was renewed for another 2-year term (2015-2016). RMRDC was also
elected as Regional Representative (RR) for Africa and sits on the Board of WAITRO.
International Collaboration between RMRDC and Zhejiang Provincial Science and
Technology Exchange Centre with Foreign Countries (ZSTEC), China (18th-21st November
2014).
In furtherance of its International collaboration with sister organizations across the globe, the Council signed a Memorandum of Understanding (MoU) with the Zhejiang Provincial Science and Technology Exchange Centre with Foreign Countries (ZSTEC), China on a wide range of areas of mutual interest to both organizations including the following:
i. Technology Transfer from Enterprises within the purview of ZSTEC to Nigeria
ii. Exchange of Experts between ZSTEC and RMRDC
iii. Participation of ZSTEC at RMRDC Technology Exposition in 2015 and solicit for

LOCAL RAW MATERIALS CONTENT DEVELOPMENT PROGRAMME BOOSTING OF AGRICULTURAL RAW MATERIALS Multi-Locational Evaluation Trials of Castor in Six Geo-Political Zones in Nigeria RMRDC in collaboration with National Cereals Research Institute (NCRI), Badeggi, Institute of Agricultural Research (IAR), Zaria and Castor Seeds Growers, Processors and Marketers Association of Nigeria (CASGPAN) embarked on the multi-locational trials of ten selected accessions of Castor seeds in six geo-political zones in the country. The purpose of the project was to evaluate castor accessions for seed yield, oil content and adaptation to production zones in Nigeria. The most viable accessions from the evaluation would be distributed to castor farmers for further multiplication. The six locations selected in the six geo-political zones were: Ogbomoso for South-West, Awka and Enugu for South-East, Uyo for South-South, Gombe for North-East, Gusau for North-West and Lafia for North-Central. Seeds for trials were supplied by National Cereal Research Institute, Badeggi, (NCRI) – 5), Institute of Agricultural Research, Zaria (IAR) - 4) and one farmer variety. Trials have been carried out at Enugu, Awka, Ogbomoso, Lafia, Gombe and Gusau. Raw Materials Policy for Nigeria The Draft of the National Raw Materials Policy for Nigeria has been reviewed by MAN Sectoral Groups and Centre for Management Development (CMD) for inputs and contributions in order to make it more comprehensive and acceptable to all the stakeholders. Tariff Technical Committee Meeting (TTC) The Council is a member of the Tariff Technical Committee (TTC) which performs the functions of the Tariff Review board and is charged with the duties of collating, evaluating and making recommendations for tariff review to the Government through the Hon. Minister of Finance. The Council provided technical information to the TTC to enhance decision making. Production of Policy Briefs Drafts of 21 policy briefs were produced including the policy on sustainable programmes for state offices and RMRDC staff. RAW MATERIALS DELETION PROGRAMME Nigeria Raw Materials Exposition Nigeria Raw Materials Exposition Lagos (NIRAM EXPO LAGOS 2014) The Nigerian Raw Materials Exposition, NIRAM Expo 2014 was organized by the Council with the support of the Organized Private Sector namely; MAN, NACCIMA, Nigerian Association of Small Scale Industries (NASSI), Nigerian Association of Small and Medium Enterprises (NASME), ASBON and development partners namely, Bank of Industry and Nigerian Export-Import Bank (NEXIM) from 28th – 30th October, 2014 in Lagos. The event brought together producers of both primary and secondary raw materials to share information on their products, interact and discuss the problems associated with raw materials sourcing and proffered solutions for sustainable local sourcing. It recorded over 500 participants and 40 exhibitors. The theme of the Expo was “Achieving Nigeria Industrial Revolution Plan through Raw Materials Sourcing”. The following were outcomes of the Exposition:
i. Showcasing quality and high standard products by SMES in Nigeria in terms of meeting standard specifications and packaging to international standards.
ii. Brokerage and agreements on raw materials suppliers. Companies importing some raw materials have identified local suppliers and this will have positive impact on our raw materials deletion programme.
iii. Demonstration of cassava flour usage of up to 80% in bread and confectionery by Micheal Okpara University of Agriculture, Umudike.
iv. Opening up of new areas of business to the public that will lead to local sourcing and job creation.

Nigerian Raw Materials Exposition, Kano (NIRAM EXPO KANO 2014) The Kano chapter of the 2nd NIRAM Exposition (NIRAM Expo Kano 2014) was held from 4th-6th November, 2014. The opening ceremony took place at the Government House while the Technical and Closing Sessions were held at the Kano State Chambers of Commerce, Industry, Mines and Agriculture (KACCIMA) Trade Fair Ground. The theme was: “Sustainable Sourcing of Raw Materials for Manufacturers in Nigeria: A Panacea for Economic Transformation”. The Expo was chaired by the Deputy Governor of the State, Dr. Abdullahi Umar Ganduje who represented His Excellency, The Governor of the State, Engr. Dr. Rabiu Musa Kwankwaso. The keynote address on the theme “Sustainable Sourcing of Raw Materials for Manufacturing in Nigeria” was delivered on behalf of the DG, RMRDC, by Dr. Z. Hammanga, Director, Planning and Policy Development Department. Various mineral and agro-raw materials endowments of the north western zone, consisting of both primary and secondary industrial inputs were exhibited by farmer groups, agro and mineral processors in the zone. A total of 4 technical papers, covering the issues of local sourcing, finance and commercialization of R&D were delivered, while Investment Profiles on 6 key raw materials namely; Gum Arabic, Vegetables Drying and Packaging, Starch and its Derivatives, Ruminant Livestock Feeds Production, Hydrated Lime Production and Gypsum (POP) Production were presented. Thereafter, participants broke into syndicate groups to deliberate on the projects, after which the outcomes of deliberations were presented. NIRAM Expo Kano 2014 also featured a tour of the exhibition stands by the participants.

Stakeholders Forum on Gemstones This initiative, in collaboration with Minas Stones Ltd., is aimed at establishing a lapidary investment in Gemstone to serve as a model for catalyzing investment locally. The forum with the theme „‟Enhancing the Quality of Gemstone for Economic Empowerment and Wealth Creation” took place on Thursday 17th April 2014, in order to improve on gemstone mining, cutting and polishing. The following recommendations were made:
i. Government should establish gemstones buying centres in strategic locations and establish
testing and certification centres.
ii. Stakeholders should be transparent and ensure proper documentation of their activities.
iii. Human capital development is essential; hence further training and sensitization of miners
should be intensified.

ADMINISTRATION AND HUMAN RESOURCE DEVELOPMENT RMRDC Headquarters Building Phase II The construction of the new RMRDC building has reached 45% completion stage. The project when completed will provide more office space for staff. Manpower Development Retreats on Implementation of RMRDC Strategic Plan (2014 – 2017) In consideration of the dynamic global economic competitiveness, the Strategic Plan reviewed and re-positioned the programmes and projects of the Council to make it more relevant to the overall economic development of the country, in a manner that will make it relevant and to be able to continue to positively impact on the overall economic development of the country. The outcome of the Retreats was encapsulated in three major goals for the success of the Strategic Plan. These are:
Develop Policy Framework for deletion/import substitution (20 – 100%) of 20 strategic
primary/secondary raw materials with stakeholders by 2017;
Commercialize 10 research and innovative projects (including 3 developed indigenous or
adapted process equipment) into viable economic venture by 2017; and
Increased local sourcing and utilization of 30 strategic primary/secondary raw materials by
2017.

and Development Agency (NASRDA), Abuja on September 12 – 13, 2014
Retreat on the New Strategic Plan and Training for State Coordinators, Investment Officers and Scientific Officers A retreat was organised for all State Coordinators, Investment Officers and Scientific Officers for the purpose of understanding the new strategic plan (2014 – 2017) of the Council and to train them to build capacity for their new roles and assignment in accordance with the strategic plan. The capacity building workshop was held on the 17th October, 2014 at the conference room of National Space Research Development Agency (NASRDA). The programme was attended by 89 participants. The objective is to get all participants to have clear understanding of the 4-year strategic plan and to equip them with the knowledge, tools and skills required for the implementation of the plan. At the end of the programme, participants demonstrated an understanding and appreciation of the topics and skills covered by the programme. They were also open to taking up additional responsibilities as directed by Management.

Recommendations: • Tracking Participants‟ Action Plans: Participants‟ compliance with their individual action
plans should be tracked. • Managing and Sustaining Delegates‟ Performance: A clear performance management
system should put in place to ensure that participants put to practice the key concepts discussed during the programme.

Implementation of In-House Training Programmes The underlisted in-house training programmes were conducted:
i. A 3-Day In-house Workshop on “Research Proposal Writing and Project Highlight
Management Workshop” was conducted by Academy of Corporate Learning and
Innovation, Abuja, April 2nd-4th, 2014 in the Council‟s Boardroom. Fifty-one (51)
Scientific Officers on CONRAISS 7 – 12 participated in the programme.
ii. A 2-Day In-house Workshop on “Administration and Maintenance of Organization
Assets, Utilities and Facilities for Improved Efficiency” organized for Council‟s
Technicians and Craftsmen, was conducted by Mekkembuk Consultants Ltd., Abuja,
April 16th-17th, 2014 in the Council‟s Boardroom. Twenty-four (24) staff on CONRAISS
3-13 from Facility Management Division and Public Affairs Unit participated.
iii. A 2-day In-House training workshop on “Effective Budgeting and Public Expenditure
Management and New Accounting Reporting System” was conducted by
Fourthman Management Service for Accountants, Budget Officers, and Internal
Auditors on CONRAISS 6-14. It was held from June 4th-5th, 2014, in the Council‟s
Boardroom. The purpose of the programme was to equip the participants with the new
Accounting Reporting System (IPAS).
iv. Capacity Building Programme on Preparation of Feasibility Report and Business
Plan Proposal
The training was developed based on identified needs of staff, to enhance quality,
capability and productivity in managing profit oriented projects for the Council. It was
aimed at developing the capacity and capability of staff to initiate and assess business
proposals and feasibility studies. Forty project officers including Directors were trained
on preparation of business report and business plan in April 13th, 2014. Follow-up
training on appraisal of feasibility reports and business plans are being planned for
2015.
v. In-Plant Capacity Building Programme on Development of Feasibility Reports and Business Proposals. 40 project officers of the Council including Directors were trained on this programm.
Youth Development Programmes In pursuance of Council‟s policy on Youth Development through capacity building, the Council accepted NYSC members and students on Industrial work experience training as follows:
a. National Youth Service Corps (NYSC): Twenty-two (22) Corp members (2013/2014) Batch “A” set completed their service year in the Council on February 14th 2014. Ninety-two (92) Corps members are presently in the Council for their primary assignments.
b. Student on Industrial Work Experience Training (SIWES)
43 students participated in this programme.

Industrial Relations The Staff Cooperative and Thrift Society (SCTC) held its elections and Mr. S.G. Sanda was returned as the Chairman of the new executive, while the Sports Club elected Mr. Sola Adebiyi as the club Chairman
Staff Promotion The 2014 Junior and Senior Staff Promotion exercise took place and deserving staff were promoted. In summary, 14 Assistant Directors were elevated to the position of Deputy Directors, while 14 Chiefs were promoted to Assistant Director level. 20 staff were promoted from Principal grade to Chiefs, while 18 Seniors moved to Principal level. 6 staff on CONRAISS 8 moved to CONRIASS 9, while 8 staff on CONRAISS 7 were elevated to CONRAISS 8, 2 staff on CONRAISS 6 were promoted to CONRAISS 7.
