Rapid Community WASH Recovery Support Project Process Documentation: Rapid Vulnerability Need Assessment Background As part of the earthquake recovery and reconstruction, a consortium of CARE International UK (lead), Save the Children International and DanChurchAid (DCA) have been implementing “Rapid Community WASH Recovery Support to Vulnerable Communities in Gorkha, Dhading, Nuwakot and Rasuwa”, shortly known as “DFID-WASH” project since September, 2016. The project has three major components: component A- Repair, rehabilitation and construction of community WASH infrastructure, component B- Promotion of good sanitation and hygiene practices and component C- Improvement of information on water sources, systems and supply projects. Further, the project has mainstreamed cross cutting themes such as conflict sensitivity, community led planning and management, transparency and accountability, competitive inclusive staff and Gender Equality and Social Inclusion (GESI) and Protection. The project aims to meet the on-going WASH needs of total 1, 15,036 poor, vulnerable and socially excluded people focusing on female headed households and differently able population in the target districts. Though a rapid recovery project, this project has ensured a highly participatory and accountable approach for identification of its target groups and considering their needs and voices during the project implementation. The project has carried out rapid vulnerability need assessment at the beginning of the project to identify and prioritize drinking water schemes for repair, rehabilitation and construction with focus to benefit the poor, vulnerable and socially excluded people. - To identify, verify and take update the existing data of water supply schemes for project

support.

- To prioritize the water supply schemes for repair, rehabilitation and construction in the

project areas.

Criteria for Rapid Vulnerability Need Assessment The project has adopted ten vulnerable criteria to select the water supply schemes in all the districts. The criteria adopted are as follow:

Rapid Vulnerability Need Assessment Process

The rapid need assessment was carried out through consultative need assessment process in three level as follows: a. District level: The project carried out rapid consultation meetings with district stakeholders

regarding the working areas, vulnerability criteria for the selection of the target

communities and water supply schemes. Based on recommendation of the consultation

meetings, the project working VDCs were revised in some districts to avoid overlapping

with other agencies and target the most target disaster affected communities. The

vulnerability criteria for the selection of the drinking water schemes were discussed and

endorsed by DWASHCC. Various data regarding earthquake damage drinking water

schemes available with the WSSDO and DWASHCC were also collected.

Further the working VDCs and vulnerability criteria were also shared during the district

level inception workshops in all working districts. During the district inception workshops,

the district stakeholders suggested to prioritize the pumping water schemes, focus on the

protection and preservation of the water sources and give priority to cover the schemes

with larger coverage.

b. VDC level: VDC level inception meetings were conducted VDCs with the introduction of the

project objectives in the target in participation of key stakeholders as the Village WASH

Coordination Committee (V-WASH-CC), VDC secre tary, members from ward citizen forum,

members from LDRMP/LAPA committee (where available), women’s right forum, local

politicians, health facility incharge, water user committees, other agencies working in the

VDC, local politicians, and CBOs. A list of water supply schemes damaged from earthquake

obtained from district from the WSSDO for recovery requests were reviewed and verified.

In many target VDCs, the meeting carried out an power mapping which identified the

pocket areas in the VDC in which the most vulnerable and disadvantaged groups live in.

Once the feasibility studies and community level consultation were completed, the final list

of water supply schemes and their budget, target beneficiaries and key technical features

were shared and endorsed through public hearing in the VDC level.

c. Community/Ward level: The technical consultancy firms were mobilized for the feasibility

study of the prioritized water supply schemes. The team worked in close coordination with

the community people and water user committees. The feasibility study covered the

technical mapping of the physical location and environment of drinking water facilities,

status of the scheme, and type of water source, source reliability and sufficiency, quality,

risks to vulnerability of the scheme and the estimated cost of the prioritized schemes. At

the same time, the project field team was also mobilized for collection of detail social data

and consultation in order to indentify the needs, concerns and priorities of the

communities with focus on the marginalized and vulnerable marginalised groups (such as

children, women and girls, FHHs, PWDs, the elderly, ethnic castes and religious minorities)

ensuring community ownership, accountability and transparency. Information were also

collected regarding knowledge, attitudes and practices related to water, sanitation and

hygiene with specific focus on GESI issues such as access, protection, division of labour and

gender relations in order to support designing of water supply scheme.

Based on the findings of the feasibility study and consultation, the detail design and

estimation of feasible water supply schemes were carried out. Once the design and

estimation of the water supply schemes completed, it was shared and endorsed with the

community level through public hearing event at the community level. The some designs

were modified based on the recommendation of the community.

Results: Based on the rapid vulnerability assessment process, total 140 water supply schemes from four working districts were selected for the recovery support. The status of prioritized water supply schemes that were selected for the recovery support by the project has been mentioned in annex I. Additional 8 water supply schemes were selected in later phase of the project in consultation with district and VDC level stakeholders in order to cover the target population of the project.
