1. WELCOME!

As the Clerk of the Course for the 37TH K-1000 Rally its a pleasure for metopresent our event in 2011. This event does not need an elaborate introduction forany Rallying buff in the Country, but we still thought it appropriate that we make thisyearsevent even more informative.

2. THE EVENT & HISTORY

Sports has always projected an exuberance of youth, Motorsports in particular hasbeen growing in popularity among todays youth. This is mainly due to the influx of

different models of vehicles into the market, thereby increasing the REACHamong motor sporting enthusiasts.

We at Karnataka Motor Sports Club (KMSC) have been organising different formsof motor sporting events for more than five decades. The KMSC owes its origin toBangalore Motor Cycling Club. KMSC is also the founder member of theFederation of Motor Sports Club of India which is the sole governing body forMotorsports in India.

Due to our constant commitment to Motorsports over the years, Karnataka now is a

Hub for Motor sporting activity. Awareness and intensity is very high in our state.We have dedicated members and volunteers from various fields to support usaccomplish organise events efficiently with clockwork precision.We conduct events for two wheelers and four wheelers every year which includesNational Rally events, Hill Climb, Drag Meet, Picnic Rally, Dirt Tracks, Motorcross,TSD Rallies, etc., Some of our events have had an international status.

Come August and its time for our premium event, The Karnataka- 1000 Rally whichhas run for 36 consecutive years since August 1975 to commemorate the IndianIndependence.This by itself shows the commitment of KMSC towards motorsports

in our country. Our members have also been supporting various events across thecountry; assisting organizing clubs organize motor sporting events.

2.1. THE ROUTEThe rally starts from Clarkes Exoticaon the New Airport Road for the special

stages at Ram Farms Siddlaghatta, Kolar Dist.

On Sunday the 21stthe action in the morning continues at Ram Farms and shifts in

the afternoon to Clarkes Exotica for the SSS. The total distance of the rally wouldbe approximately 387.01kms of which 109.55kms form the special stages on dirtroads, promising spectacular viewing.

The rally gets its continued support year after year from the Government, thePolice, and the sponsors, making it one of the most prestigious events in the IndianMotor Sports calendar. There are also a dedicated team of Motor Sport enthusiasts

assisting on the sidelines for efficient running of the event. They are the HAM co-coordinators, Doctors, Marshalls, not to mention others.

The stages to be driven are familiar from previous years with some modifications.

Once again, welcome to the 37TH K-1000 Rally 2011!

7.2 Entry Procedure

Those wishing to take part in this rally must send the enclosed entry form,duly completed, to the Permanent Secretariat at the address given, prior tothe closing of entries as per programme.

Entry fees must be paid by Demand Draft in favour of Karnataka MotorSports Club, payable at Bangalore. The fees may be paid in Cash.Cheques are not accepted. In the case of the team entrant, the entry formcan be signed by the entrant and the Driver and the Co-Driver must sign it

before the pre-event scrutiny. Details concerning the Co-Driver can be sentup to the date as mentioned in the programme.

If the entry is sent by facsimile or email, the original must reach theorganizers at the latest, two days after the final date for close of entries.

7.3 Number of Entrants & Classes

Maximum number of entries: 50 (Fifty)If more than the specified maximum numbers of entries are received, the

same shall be kept as reserve entries and will be accepted on a firstcome first serve basis if and when vacancy arises.

The organizers will refund 50% of the entry fee to those competitors who, forreasons of Force-Majeure, duly accepted by the organizing committee wereunable to start the rally.

8. INSURANCE:

8.1 Description of Insurance Cover

Cover provided by FMSCI with permit.

Officials: All officials connected with the event are covered underGroup Insurance Policy for Personal Accident for Rs. 2,00,000/- withRs. 40,000/- medical expenses extension per person. (Maximum 100No).

Additional Insurance taken by Organiser

Public Liability: Insurance for Rs. 50,00,000/-, which adequatelycovers any Liability incurred during the running of the event for injury toThird Persons or Damage to Public Property has been taken.

8.2 In the event of an accident the competitor or his representative mustnotify the next radio point if on a special stage OR the Clerk of theCourse in writing within 4 hours if during a transport / liaison section.He must provide full details including the names and addresses of those

involved and any witnesses.8.3 The competing cars must carry Rally Cover Insurance valid for, 20

8.4 The Service and Reconnaissance Vehicles, even those bearing SpecialPlates by the Organisers may never be considered as OfficialParticipants in the Rally. They are therefore not covered by theInsurance Policy of the Rally and will remain the sole responsibility oftheir owners.

8.5 ALL CREWS COMPETING IN THIS EVENT MUST HAVE A MINIMUM

PERSONAL ACCIDENT INSURANCE POLICY, (COVERING MOTORSPORTS) OF RS. 2,00,000/-(TWO LAKHS HIGH RISK TABLE 3 ORABOVE).

9. RECONNAISSANCE

9.1 Procedure for Registration

Crews must report to Rally Headquarters for registration prior tocommencing reconnaissance.

They must submit details of the reconnaissance car.

Each crew will be issued with two vehicle identification cards which must bedisplayed on the top of the co-drivers side of the front wind screen and onthe co-drivers rear side window during reconnaissance, and a pass valid forup to TWO passages over each special stage. This pass must be carried inthe reconnaissance vehicle, shown to and endorsed by an official at the start

and finish of each special stage during reconnaissance.

9.2 Specific and /or National Restrictions

9.2.1 For all competitors reconnaissance will be carried out in accordancewith the FMSCI 2011 General Prescriptions with a maximum of 2passes over every stage in accordance with the reconnaissanceschedule given in Appendix II.

9.2.2 Reconnaissance outside the schedule will be considered a very seriousoffence and will be reported to the Stewards who may apply sanctions.

9.2.3 Reconnaissance will be conducted strictly in accordance with thepublished schedule. No late entry into a stage for reconnaissance will bepermitted.

9.2.4 Maximum speed allowed on all special stages during reconnaissance is60 Kph except Super Special Stage. In super special stagecrews will do reconnaissance by walking pass.

9.2.5 Crews must have the vehicle headlamps switched on while traveling onspecial stages during reconnaissance.

9.2.6 Crews are only permitted to enter a special stage from the start pointsshown in the road book and will NOT under any circumstances drivein a direction opposite to that of the rally, unless instructed by anofficial of the event.

9.2.7 Crews must stop at the Start and Finish (and other locations whereinstructed) of the stage where rally official will endorse the crewsreconnaissance pass card.

Climate

The Hesaraghatta Lake in BangaloreDue to its high elevation, Bangalore usually enjoys salubrious climate throughoutthe year, although freak heat waves can make things very uncomfortable in thesummer. The coolest month is January with an average low temperature of 15.1 Cand the hottest month is April with an average high temperature of 33.6 C. Thehighest temperature ever recorded in Bangalore is 38.9 C and the lowest ever is

7.8 C (on January 1884). Winter temperatures rarely drop below 12 C (54 F),and summer temperatures seldom exceed 3637 C (100 F). Bangalore receivesrainfall from both the northeast and the southwestmonsoons and the wettestmonths are September, October and August, in that order.

TheBengaluru International Airport is located inDevanahalli.

Autorickshaws are a popular form of transport in the city.

Bangalore is served by the newly-builtBengaluru International Airport (IATA code:BLR) which started operations from24 May2009.The city was earlier served bytheHAL Airport which was India's fourth busiest airport.Air Deccan and KingfisherAirlines have their headquarters in Bangalore.

Three-wheeled, black and yellowauto-rickshaws,referred to as autos, are apopular form of transport. They are metered and can accommodate up to three

passengers.

Taxi service within Bangalore is provided by several operators commonly referredto as Citi taxiswhich can carry up to four passengers and are usually metered andmore expensive than auto-rickshaws.

Buses operated byBangalore Metropolitan Transport Corporation (BMTC) are alsoa means of public transport available in the city. While commuters can buy ticketson boarding these buses, BMTC also provides an option of a bus pass to frequentusers. BMTC also runs air-conditioned, red-colored Volvo buses on major routes.

TheKarnataka State Road Transport Corporation runs 10,400 buses, connectingBangalore with other parts of Karnataka as well as other states.

APPENDIX 4: IMPORTANT CHANGES IN INRC REGULATIONS TO NOTE

1. Rally will run in 3 days. c.

Day 1Scrutiny, Reconnaissance, Drivers Briefing, Pre-event press conference(Only for Invitees), Ceremonial start etc. Day 260-70% of Stages Day 3Balance 40-30% pf stages & SSS, Podium finish, Post events scrutiny2. Entries will close 10 days before Day 1. All forms published by organisers withSR must be sent by fax or by email 12 days before the event.3. Entry list will be published 10 days before the event.4. Points per event will be as per FIA 25, 18, up to 1 for 1st , 2nd up to 10thPosition overall and class wise.5. Cash prize of INRC is increased by almost 30%

6. National Champions will also get Cash Prize in Annual Prize giving function ofFMSCI.7. Support Classes to INRC (They will not compete with INRC cars) RSC is removed and 1400 Star Cup is introduced. Any car (MPFI & Carbureted)being homologated or having TDF form of FMSCI can participate in this class. Gypsy Cup: - Apart from existing Gypsy class even T1 & T2 both can compete inthis same class. Open Class: (No Points will be awarded. This will be class pertaining to thatevent)
