MATERIAL/FINISH/INGREDIENTS 3.1 In general Double Base Propellants are gelatinised Nitrocellulose (gelatines using Nitroglycerine) and shall be homogeneous in appearance. The shape and size of grains depends as per end use requirements. It may be manufactured in various shapes viz cord, strand, mono tubular, multitubular, flake, circular disc, strip and rosettee etc. In case of propellant ball powder, the shape shall be spheroidal. Wherever required Double Base Propellants are graphited giving black shining colour to the grains. The black colour of double base propellant can be due to addition of carbon black in the composition. 3.2 INGREDIENTS 3.2.1 The raw materials used in the manufacture of Double Base Propellant shall be of high grade quality and shall conform to the following specifications (as amended to date)

3.2.2 Before proceeding to manufacture of Propellant, the manufacturer if called for, shall submit all ingredients and materials to be used for manufacture to the Quality Assurance Authority or his representative. The manufacturer shall take only such ingredients in use, which have been accepted as satisfactory for its purpose intended after testing to the relevant specifications. The manufacturer shall not take into use any materials until it has been accepted for its purpose. 3.2.3 When samples of ingredients or materials are selected for test the Quality Assurance Authority or his representative may keep the bulk-representing sample bonded until the results of the test or analysis of samples are known. 3.2.4 The manufacturer shall in any case, keep such records as will enable any batch of any ingredients or material to be traced into the propellant lot for which it is employed. Materials, which may have become contaminated, shall be withdrawn from the process. 3.2.5 When the alternative materials are permitted for use in the manufacture of propellant, the manufacturer shall notify in writing to the Quality Assurance Authority/Resident Quality Assurance Officer which of the permitted alternatives be proposed to use. If the choice of the alternatives is to be changed during the course of the order, the manufacturer shall notify the Quality Assurance Authority/ Resident Quality Assurance Officer in writing before making such change.

3.2.6 The manufacturer shall maintain the records that shall enable any completed lot of propellant or any material in process at any stage, to be identified with the source of lot of any material to be used. 3.2.7 The Resident Quality Assurance Officer shall have access to these records and shall be given a copy of them thereof if he desires, for defect investigation/other specific purpose. 4. MANUFACTURE 4.1 Double Base Propellant shall be manufactured as per approved method and standing Instructions (SI's) issued by the manufacturer. Which have authoritative approval of QA Authority/ Resident QA Officer. 4.1.1 The manufacturer shall supply to Quality Assurance Authority full details of method of manufacture and process condition/process schedule followed/proposed to follow. In case any changes are required to be made in any process parameter in the manufacture of new/developed propellant the same shall be incorporated in the standing Instructions and subsequent approval of Quality Assurance Authority/Resident Quality Assurance Officer shall be taken. No solvent other than specified i.e. Acetone/Alcohol/water, mixed in specified proportion, shall be used in the manufacture of Double Base Propellant. 4.1.2 The manufacturer shall adhere strictly to the method of manufacture followed by him. No significant shift in process parameters shall be made without prior consultation/concurrence of the Quality Assurance Authority in accordance with Clause 4.1and 4.1.1 above to maintain the Quality of the product. 4.1.3 The manufacturer shall be free to vary his methods of operation within the limits of the existing method of manufacture, but he shall maintain such records of these variations as the Resident Quality Assurance Officer may require and shall grant him access to and copies of these record or any portion of them if he so desires for some specific purpose. 4.1.4 If any Double Base Propellant is manufactured; by a method which deviates, intentionally or unintentionally from the method of manufacture in force at that time, the

manufacturer shall provide the Quality Assurance Authority or his representative with full information, about the propellant and the method of manufacture and shall set it aside until decision of Quality Assurance Authority or his representative is made known. 4.1.5 In no case the whole process of propellant manufacture i.e. mixing/kneading/incorporation of ingredients, and submission of finished propellant lot shall exceed six months. If for some reasons, beyond the control of manufacturer, the above time period could not be adhered to, the time limit may be extended up to maximum 9 months in consultation with and written approval of Resident Quality Assurance Officer by giving the detailed reason for such deviation. 4.1.6 The Quality Assurance Authority and his authorised representative shall have access at all times to all departments of manufacturing plants which are concerned with the production and storage of finished/semi finished propellant and related ingredients. Any deviation if observed shall be brought to the notice of the manufacturer as a part of safety and process audit. 4.1.7 The conditions of all buildings in which the manufacture and storage of Propellant and its ingredients are carried out, shall be as per existing rules/instructions issued by CEES, NEW DELHI. Care shall be taken during the whole course of manufacture not to expose the propellant or its ingredients to direct sunlight or rain and inclement weather conditions. The water used in the manufacturing process shall be fresh and preferably filtered, so as to be free from suspended and deleterious impurities. 4.2 BLENDING 4.2.1 The finished propellant shall be mechanically blended (in case of propellant grain) and/or manually blended (in case of long strand/cord/slotted or strip type propellant) into its lots size. 4.2.2 A minimum period of 4 weeks shall be given between the date of manufacture and proof firing in order to obtain consistent ballistics (velocity and pressure) for the final propellant lot.

4.2.3 The lot size shall be decided by producing factory in consultation with filling factory and the same shall be approved by the end use AHSP. 4.2.4 The Out turn lot size shall be decided by producing factory and shall not be changed without the prior approval of Quality Assurance Authority. Each package shall hold the approved quantity. 4.2.5 A written description of method of blending in the form of SI shall form a part of the method of manufacture. This shall be subject to the conditions as given in the manufacture at Clause 4. 4.2.6 Each blended lot of propellant shall include all samples required for laboratory tests and dynamic proof. The samples shall be selected by Resident Quality Assurance Officer or his representative after blending the propellant and packing of the lot. 4.3 LOTTING/IDENTIFICATION 4.3.1 Each lot of propellant shall be identified by allocation of lot number assigned by the manufacturer, who shall number his lots consecutively. The lot No. will be a six-digit umber preceded by factory initials viz BA for Ord Fy Bhandara, CF for Cordite Fy Aruvankadu, OFI for Ord. Fy. Itarsi, etc. The first two digits will indicate the year of manufacture, viz 96, 97, 98..... 00, 01...... etc. The next two digits will indicate the month of manufacture, viz 01, 02,.......... to 12 for Jan, Feb...... Dec. Last two digits will indicate the lot serial No, irrespective of store & nature/size of propellants viz 01, 02, .... 99. Once a number has been assigned to a lot, it shall not be assigned to any other lot not to the same lot after any kind of treatment other than reblending. 4.3.2 When a propellant lot is reblended without the addition of any material, it shall retain its original number with the addition of suffix 'B'.

4.3.3 When a propellant lot is reblended with the addition of material not included in the original lot a new lot number shall be assigned to it and then the suffix 'B' is not required. 4.3.4 When a propellant lot includes reworked propellant i.e. propellant reworked from stoved material the suffix 'R' shall be assigned to its original lot number. If it includes twice-reworked propellant the suffix shall be 'RR'. 4.3.5 Experimental lots shall be denoted by the letter 'EXPTL' prefixing with factory code. 4.3.6 No other symbols shall be prefixed or suffixed to the lot number without the prior permission in writing of the Quality Assurance Authority or his representative. 5.0 PRE-INSPECTION OF STORES/CONSGNMENT 5.1 Manufacturers/contractors must satisfy themselves that the stores are in accordance with the terms of contract and fully conform to the required specification, by carrying out carrying out a thorough pre-inspection of each lot before actually tendering the same for inspection to the Quality Assurance Officer nominated under the terms of the contract. A declaration by the contractor that a necessary pre-inspection has been carried out on the stores tendered will be submitted along with the challan. The declaration will also indicate the methods followed in carrying out pre-inspection showing the features checked/tested and will have the test certificate attached to the challan/declaration. 5.2 If the Quality Assurance Officer finds that the pre-inspection of the consignment as required above has not been carried out, the consignment is liable for rejection. 6.0 QUALITY ASSURANCE 6.1 Submission of Finished Lot: - The manufacturer shall submit only satisfactory product after due quality control of the product to the Resident Quality Assurance Officer as blended and finished bulk Propellant lot duly packed in approved packages. The propellant lot shall be submitted for Quality Assurance on approved format of examination order.

6.1.1 The packages (both inner and outer) shall be examined by the manufacturer for their freeness from contamination/foreign matter and visual impurities. A certificate to this effect shall be given on the examination order by the manufacturer as per Clause 10.2 while submitted the propellant lot (s) for Quality Assurance. 6.2.1 Manufacturer shall be responsible for any product found to be unsatisfactory by way of contamination due to packages and in such cases; the whole bulk lot shall be rejected. 6.2 Sampling 6.2.1 The manufacturer shall supply free of cost the propellant required by the Resident Quality Assurance Officer for Quality Assurance job including Dynamic proof & static proof. 6.2.2 All samples required for laboratory analysis and first proof shall be selected by the Resident Quality Assurance Officer or his authorised representative. 6.2.3 If the finished lot is required to be subjected to repeat laboratory test and repeat ballistic proof, the quantity of samples required for the same shall also be supplied by the manufacturer free of cost. Similarly, wherever reproof or special proof and laboratory analysis is requested by the manufacturer, a written request for such special/reproof/laboratory analysis shall be rendered by him to the Quality Assurance Authority including his willingness that total quantity expended in proof/laboratory analysis shall be supplied by him free of cost. 6.2.4 The sampling of the propellant lot shall e undertaken as soon as possible after obtaining the examination order from the manufacturer. However, during heavy rain, inclement weather conditions sampling shall be avoided, it possible. 6.2.5 Samples shall invariably be selected from the blended and packed propellant lot by the Resident Quality Assurance Officer or his representative. Depending upon the total number of boxes in a propellant lot, number of boxes from which the composite sample is to be made shall be selected at random as per specification IS 2500 following single sampling plan for normal inspection level (General Inspection level II). For example when a propellant lot is packed in 100 boxes and offered for Quality Assurance then the number of boxes, required to be selected at random is 20. From these 20 boxes, required quantity of composite

samples shall be made taking equal quantity of sub sample from each box/container, so selected. The composite samples should include the Quantity required for ballistic proof purpose, which shall be kept separate duly sealed. In no case the number of boxes selected shall be less than TEN. 6.2.6 In case of made up charges, sampling shall also be carried out as per clause 6.2.5. 6.2.7 The charges shall be check weighed and visually examined for their satisfactory condition. 6.2.8 For closed vessel test at least 10 boxes, out of the boxes selected for lot sampling, shall be taken at random and a composite sample shall be made taking equal quantity of sub sample from each box/container. The composite sample shall be tested for ballistic level i.e. Relative Force and Relative Vivacity. The ballistic level test shall be carried out against a standard/reference propellant lot of matching Physical characteristics, geometrical shape and chemical composition. 6.2.9 Simultaneously one sample shall be drawn from each of 10 boxes selected in individual sample container. The closed vessel test of above 10 individual samples shall be carried out for homogeneity test as per specified method. 6.2.10 The quantity of composite ample to be drawn shall be decided by the Resident Quality Assurance Officer depending on the laboratory analysis including closed vessel test requirements and proof requirements. Note: -

(i) Closed Vessel Test is applicable for un moderated propellant. (ii) In case the propellant lot is packed in less than 10 cases, samples for

laboratory test & Closed vessel tests shall be selected from all cases: 6.3 Laboratory Analysis/Testing 6.3.1 The finished propellant shall be subjected to the Quality assurance tests and final acceptance by the Resident Quality Assurance Officer in accordance with this specification.

6.3.2 The Propellant samples so selected from a particular category shall conform to the test requirements of their respective category as mentioned in clause 10 of this specification. The propellant lot shall be recommended for ballistic, (static/dynamic) proof by the Resident Quality Assurance Officer based on the satisfactory laboratory test results. 6.3.3 If a propellant lot is found to deviate from the specification requirements of respective category as mentioned in clause 10, depending on the nature of deviation recorded the decision regarding proof recommendation shall be accorded by Quality Assurance Authority or Resident Quality Assurnace Officer. 6.3.4 In case of final made up propellant charges, the number of charges so selected shall be checked as per respective drawing requirements. In case of deviations the whole lot shall be rectified by Factory and resubmitted for Quality Assurance. 6.4 Test Requirements. 6.4.1 Stick propellants shall be cut to the length as per relevant charge design. 6.4.2 Samples as drawn from the lot as per clause 6.2 shall conform to the requirements as under:

7.0 PROOF 7.1 The propellant lots satisfying the complete laboratory test requirements of their respective category as stipulated in the clause 10 of the specification and recommended for gun proof by the Quality Assurance Authority/Resident Quality Assurance Officer, only shall be subjected to ballistic proof. 7.1.1 The final criteria for acceptance of a propellant lot shall be based on the attainment of specified ballistics in the class of weapon for which it is required. 7.1.2 The propellant shall be proved and sentenced in accordance with the ballistic requirements and proof condition as laid down in the proof specification/requirements as under. Only serviceable ammunition components as enumerated in the proof schedule shall be used.

7.1.3 Propellant lots not meeting the required ballistics at the first proof or if the adjustment in muzzle velocity (mv) is more than 1% of V of A shall be subjected to reproof/repeat proof/special proof at the discretion of Quality Assurance Authority/Proof Officer. 7.1.4 The conduct reproof shall be the same as for normal proof either in full or in part at the discretion of Quality Assurance Authority/Proof Officer. Quality Assurance Authority also reserves the right to ask for special firings in the reproof of lot not catered for in the normal proof to the satisfaction of himself. Results of reproof/latest firing for acceptance shall be taken into consideration in awarding sentence, ignoring completely the results of previous proof.

7.1.5 Lots finally not meeting the ballistic requirements and having ACM more than the maximum loadable charge mass shall be rejected. 7.1.6 The check proof schedule in respect of Double Base Propellants is enclosed as under.

7.2 CHECK PROOF SCHEDULE 7.2.1 All bulk propellant lots/made up charges shall be dispatched to filing factories after receipt of serviceability/acceptance sentence after proof from AHSP/Proof Establishment. 7.2.2 The accepted bulk propellant lot(s) on receipt at filling factories shall be taken up for Ammunition filling as per charge mass (ACM) indicated/stipulated in the proof results and inspection note. In case of made up charges the same shall be taken up for filling directly.

7.2.3 The propellant l0t(s)/made up charges shall normally be filled in the ammunition as soon as it is received or at the earliest possible time.

7.2.4 However due to some exigencies, if there is long delay in filling any bulk propellant lot(s)/made up charges from the date of manufacture or date of last proof carried out then the said propellant lot/made up charge lot shall be check tested before filling.

7.2.5 A maximum period of Two Years from the date of last proof is permitted for filing the accepted bulk lot(s)/made up charge(s) lot(s). If above TWO YEARS periods are exceeded, the bulk pro-pellant lot(s)/made up charge. Lot(a) shall invariably be check tested before undertaking filling. Depending on the laboratory results of such check tests the propellant lot(s)/made up charge lot(s) shall be sentenced for either filling at original charge-mass or to submit the lot(s) for check proof, for adjustment of charge mass i.e. allotment of fresh charge mass if deemed necessary.

7.2.6 The representative samples from concerned bulk lot(s) (Not filled within the stipulated period as mentioned in Para 5) Shall be drawn by Resident Quality Assurance Establishment and forwarded to CQA (ME), Kirkee for carrying out following check test. The test results along with recommendation from CQA (ME) shall be forwarded to CQA (Ammunition), Kirkee.

7.3 IN CASE OF BULK LOOSE PROPELLANT

(i) Moisture content/volatile matter content. (ii) Calorimetric Value.

7.3.1.1 The propellant sample shall also be subjected to chemical stability tests to confirm the requirements w.r.t. chemical stability of the same.

7.3.1 The check proof shall be deemed necessary if the laboratory check test results on the propellant samples with respect to clause 6(i) & 6 (II) above exceeds the following limits when compared with original/last tested results.

(i) Moisture content/volatile matter content ± 0.1% (ii) Calorimetric Value ± 10 cal/g

7.3.2 In case of made up charges check weighing of 10 charges selected at random from; the lot shall be carried out. If no significant variation in charge mass is recorded from the ACM/ACW to which charges made, then check proof shall not be necessary and the charges can be filled in the ammunition at original ACM.

7.3.3 If there is significant variation, recorded during check weighment, the detailed results of check weighment shall be forwarded to CQA (ME) and CQA (Ammunition), Kirkee. Simultaneously representative samples from the charges shall be drawn by Resident Quality Assurance Establishment and forwarded to CQA (ME), Kirkee for determination of Moisture/Volatile matter content and calorimetric value as in Para 6(i) & 6(ii). CQA (ME), Kirkee shall forward the results to CQA (Ammunition) Kirkee with their recommendations. Check proof shall be considered necessary if the results of moisture/volatile matter content and calorimetric value exceeds the limit given in Para 7.

7.3.5 Final decision regarding check proof or otherwise shall be intimated to all concerned by CQA (Ammunition), Kirkee.

7.3.6 The check proof shall be carried out by proof establishment on receipt of proof samples duly sealed by the Resident Quality Assurance Establishment and as per guidelines issued by CQA (Ammunition) Kirkee. The detailed proof results with recommendation shall be submitted by the Proof Establishment to CQA (Ammunition), Kirkee for awarding final sentence.

7.3.4 In addition samples from both bulk propellant and made up charges shall also be tested for Heat test/Methyl Violet test for checking the stability of the propellant as a guidance for safety.

8.0 DELIVERY 8.1 The propellant is to be supplied in uniform lots. The Quantity in each lot shall be to the satisfaction of Quality Assurance Authority or his authorized representative and as per clause 5.1. 8.2 The manufacturer shall comply with all conditions in respect of delivery.

9.0 REJECTED PROPELLANT, REWORK AND DISPOSAL OF WASTE 9.1 No propellant, which is reject4ed for nay reason, shall be used again by having blended with any other propellant or by reworking into propellant without the explicit consent of the Quality Assurance Authority.

9.4 Propellant lot rejected in laboratory tests (other than stability) and/or ballistic proof shall be kept separately with identity. The disposal of such rejected lot either by reblending/reworking or any other modification shall be resorted to with the advice of Quality Assurance Authority (AHSP)/Resident Quality Assurance Officer.

9.6 The manufacturer shall see that no rejected propellant is resubmitted for Quality Assurance or find its way into the service in any way.

9.2 Finished propellant lot rejected because of inferior chemical stability shall never be reblended/reworked nor shall even be resubmitted in any way for service use. It shall be burnt. 9.3 Propellant lot found not acceptable because of non homogeneity (in closed vessel test), shall be thoroughly cross blended as advised by Resident Quality Assurance Officer/Quality Assurance Authority and resubmitted for Quality Assurance.

9.5 The manufacturer shall assist the Resident Quality Assurance Officer as he may require, in the identity of the rejected propellant. The manufacturer shall take the action as necessitate and advised by Quality Assurance Authority and shall the Quality Assurance Officer, such facilities as he may require to satisfy himself that this has been done.

9.7 The various wastes arising during the course of manufacture are to be dealt with strictly in accordance with the following instructions.

small pieces and reincorporated.

(ii) Hard/dried heels and dirty portions from (I) will not be used but burnt.

(e) Pieces of sheets, which have escaped

outside the ends of the gelatinizing rolls, ungelatinised dough/broken portion, trimmings of gelatinized sheets.

(f) All sweepings and dirty waste arising at

any stage of the manufacturing process whether detailed in clause (b) to (f) or not and sweepings or residue from floors.

Shall be collected and burnt.

(i) Shall be rerolled/formed into gelatinized sheets, free from contamination.

(ii) If too dry for rerolling it may be returned to the incorporator.

NOTE: Under no circumstances the number of reworks shall exceed Two.

10.0 PACKAGING 10.1 The Propellant and made up charges shall be packed in packages/containers approved by Quality Assurance Authority for inter factory transportation and magazine storage purpose. For each lot of propellant, packages of one pattern/design only shall be used. The inner package viz cloth bag or paper cartons, paper liner, polythene bags etc used shall have authoritative approval of the Quality Assurance Authority.

10.4 Propellant packed in other than approved packages/containers shall have the prior approval of Quality Assurance Authority or his authorised representative.

10.5 Any loss or damage sustained by the propellant, which attributed to negligence in fastening the cases/packages shall be charged against manufacturer. The propellant contained in any case, which is insufficiently marked or fastened, shall be liable to rejection.

10.2 The empty packages shall be thoroughly examined by the manufacturer for its cleanliness, dryness and freeness from foreign matter etc just before filling of propellant/made up charge. The manufacturer shall render a certificate to the Resident Quality Assurance Officer while submitting the Propellant lot for Quality Assurance under examination order as follows.

"The consignment of packages used for packing Propellant/ made up Propellant charge.......... lot No..….. has been thoroughly examined before packing and the same has been found free from contamination/discrepancies." 10.3 The inclusion of any foreign matter or impurities in any of the packages/containers shall render the whole lot/consignment liable to rejection.

11.0 MARKING

(iii) A/T or S.O. number and date.

(vi) Gross and net mass.

(ix) Manufacturer’s initials or recognized trademark.

11.2 The net weight of the propellant packed in the package/container shall not show the deviation of more than -+ 250 g from the weight shown in the packages.

11.4 The Paint used for marking should conform to IS: 138 and to the satisfaction of the Quality Assurance Officer/Quality Assurance Authority.

11.1 The manufacturer shall mark on the outside of each package using a method approved by the Quality Assurance Authority, the following details:

(i) Nomenclature and specification number of the material

(ii) Name and address of the consignee.

(iv) Consignment number.

(v) Batch No. and date of manufacture

(vii) Consecutive number of package and total number of packages in

consignment

(viii) Date of supply

11.3 A Government explosive group/Hazard classification marking as per UN classification i.e. either UN HD 1.1C, UN HD 1.2C or UN HD 1.3C as the case may be of approved pattern shall be affixed on each case/package.

11.5 In addition to the above, the Quality Assurance Officer may suggest more markings/identifications suitable at the time of inspection. 12.0 SAFETY OF OPERATION

12.1 Nothing in this specification shall relieve the manufacturer of his responsibility for the safety of operations during manufacture, handling storage and transit of this store.
