Staff Reporter RAIPUR, Mar 1 CHHATTISGARH Pradesh Congress Committee President Bhupesh Baghel raised the ques- tion involving a Breach of Privilege against WRD Secretary Ganesh Shankar Mishra as soon as the House met for the question hour on Wednesday. Demanding action against the IAS officer, the Congress members created a pandemoni- um in the House and even staged a walk out. Congress Legislative Party Leader T S Singhdeo said if the Treasury bench want that House should function smoothly, a pos- itive initiative should come from them. Speaker Gaurishankar Agrawal said he has received the Privilege Motion Notice and will act upon it as per norms. On behalf of the state government Revenue Minister Prem Prakash Pandey while agreeing that the incident was unfortunate said the state government is committed towards protecting the rights and dignity of Legislators. Since the incident had taken place in the Assembly Annex, it is in the purview of Speaker to take nec- essary action. He said whatever action the Speaker deems fit he may rule, the state government will bring into compliance the same. However, these assertions didn’t satisfy the Congress and they staged a walk out. As soon as the House resumed on Wednesday, raising the ques- tion involving a Breach of Privilege against WRD Secretary Ganesh Shankar Mishra, CPCC President Bhupesh Baghel said “how can we work if a member of executive tries to bully us, what is the use of question hour when we are stopped from raising any issue”. This was followed by pan- demonium in the House with Congress Legislators shouting slogans demanding action against the said IAS officer. Speaker Gaurishankar Agrawal said he has received the privilege motion notice and will take appropriate action and request- ed smooth functioning of Question Hour. However, unrelenting the Congress Legislators shouted at the state government accusing that the state government has given complete relaxation to exec- utive to function at their will and there is no control of the gov- ernment over them. All the exec- utives have the protection of gov- ernment, how can we work. Parliamentary Affairs Minister Ajay Chandrakar objecting to the hullabaloo questioned the oppo- sition under what rule they are taking up this issue during Question Hour. This led to let loose pandemonium with Congress asking how they can work under such tense situation. Speaker again said the matter is under his consideration and he will dispose the same after seek- ing reply from the official in ques- tion. Congress Legislative Party Leader T S Singhdeo said whether their agitation is obstructing question hour or not is not a ques- tion. He said the question is how they will work under such con- dition when public representa- tives are being threatened and such behavior is unwarranted. The CLP Leader angrily retorted if the Treasury benches want smooth functioning of House, a positive response should come from them. He said “we’ll not work with such people, till the offi- cial is suspended.” CPCC President Bhupesh Baghel said the incident took place yesterday but till date no apology has been rendered. Revenue Minister Pandey inter- rupted and stated that whatever action the Speaker recommends the state government will initi- ate. Speaker Gaurishankar Agrawal then ruled that he will call an explanation from the offi- cial concerned and on the basis of his written reply, further action will be taken. Unhappy with the ruling Congress Legislators stage walk out. It is worth mentioning here that in full public view, CPCC President Bhupesh Baghel and WRD Secretary Ganesh Shankar Mishra had indulged in a spat over issuing NoC for mining in the catchment area of Pindraon Reservoir on Tuesday at the Chhattisgarh Assembly lobby. The issue took a hype when the WRD Secretary objected to the remarks made by CPCC President against him, when both of them came face to face in the Assembly annex. While secu- rity forces were in the forests of Metapal, Maoists started firing on them following which security personnel retaliated. After police firing started, Naxals escaped into forests. During searching, body of an unidentified Naxal along with a 12 bore gun, was recovered from the spot, he added. Paikra said the deceased was later identified as Somaru Pottam, a native of Patelpara in Metapal. It was incorrect to state that his age was 12 years, the he said. The Minister replied according to his ration card, the deceased age was 16 years in 2013 and now after four years, he would have turned 20. A Magisterial enquiry was ordered by Bijapur Collector into the alleged killing of a minor deaf- n-dumb tribal boy in a staged encounter in Bijapur district. Alleging the encounter as fake, the deceased’s father Kumma Potam and mother Jamli Potam had filed a petition in Chhattisgarh High Court. The High Court on December 23, 2016 ordered to conduct re-postmortem of the deceased after exhuming the body. The postmortem report was submitted in the High Court on December 27, the Minister added. The Opposition Congress on Wednesday staged Walkout from the House over the issue. They also demanded compensation for the family of the deceased. Moving a Call Attention Motion, Congress Legislators Mohan Markam, Deepak Baij and Santram Netam said, on December 16, 2016, Somaru Potam, a 12-year-old, a speech and hearing impaired boy, was shot dead by security forces in the morning. After pumping three bullets into him, security forces dressed the body in Naxal uniform to brand him as a Maoist, Markam alleged. He further added that the father of deceased, Kumma Potam had alleged that Somaru and his three friends Bheema, Kaaru and Sunil, had gone to field on the midnight of December 15-16. On their way back home in the morning, he was trying to collect red ant nest from a tree when a joint team of secu- rity forces reached there, he said. On spotting security personnel, his three friends fled from the spot but the victim could not. Subsequently, after tying him to a tree, security forces shot him dead. When some women gath- ered in the locality shouted after the incident, security forces immediately stripped the deceased’s clothes and dressed him in Naxal uniform, he alleged. Centre gives Rs 1,050 cr to develop sewage treatment for Ganga cleansing NEW DELHI, Mar 1 (PTI) THE Central Government has awarded contracts worth Rs 1,050 crore to develop sewage treat- ment infrastructure in Patna to curb the contamination of the Ganga river stretch. The Government will set up two sewage treatments plants (STPs), renovate an already exist- ing plant, construct pumping sta- tions and develop a 407 km-long underground sewage network under the project. The contracts for building an STP with 60 million litres per day (MLD) capacity and laying of 227 km underground sewage network in the city’s Saidpur Zone have been awarded to two firms UEM India Pvt Ltd and Jyoti Build Tech Pvt Ltd at a cost of Rs 600 crore. Three other firms--Larsen and Turbo Ltd, Voltas Ltd and GAA Germany JV--have been award- ed separate projects in Beur Zone. These firms will build one STP of 23 MLD capacity, renovate an existing 20 MLD plant and devel- op new 180 km-long under- ground sewage network in the zone. The firms will also install main pumping stations of 83 MLD and 50 MLD capacity in Saidpur and Beur Zones respectively. The contracts also include the cost of operation and mainte- nance of STPs and sewage networks for a period of 10 years.
