Background 2 rural pathways under construction (opening Spring 2011) Multiple user groups Past/current practice
City has issued two-year licences for snowmobile clubs to use various trails During the winter of 2009/2010 six agreements with snowmobile clubs
were in place across Ottawa No agreements related to ATVs or off-road motorcycles Unregulated use during summer months
In May of 2010, Staff were directed to “ review the issue of motorized vehicles’ use of multi-use pathways
and, in consultation with the Chair of the Transportation Committee, determine how best to bring this issue forward to Transportation Committee and Council for consideration.”
Need for development of a policy on allowable usage on rural pathways

Study Assumptions Permitted Users
Pedestrians, cyclists (including use of e-bikes), skiers Motorized mobility assistance devices
ATV’s, Motorcycles will not be permitted on these trails No past history on shared-use Ottawa trails Damage to pathway, resulting in maintenance costs Peak usage in summer interferes with cyclist/pedestrian use

What we have heard…. Snowmobiles generate noise that impacts those
living near to pathway Snowmobile clubs are organized, self-regulated,
communicate rules to members Snowmobile use makes snow surface on pathway
easier for walkers Snowmobile use discourages many walkers and
skiers from using the pathway This route (Osgoode pathway) is safer for
snowmobilers than alternatives Snowmobile use may prevent potential ski club
use & grooming

What we have heard…. Horse owners/riders are part of the community and
rural landscape Very few safe routes in the area to ride horses Horses can share the trail with all other users- incl.
snowmobiles eBikes can look like scooters or (regular) bicycles,
but must meet regulations with maximum: Weight120kg speed 32km/hr power 500W
