Raffles College of Higher Education (RCHE) is a subsidiary of
Raffles Education Corporation (REC), the leading education
group in the Asia Pacific region. We currently operate four
education brand names: Raffles Design Institute, Raffles
Merchandising Institute, Raffles School of Business and
Raffles College of Design and Commerce. We have a network
of 38 colleges in 35 cities across 14 countries in the Asia-

RAFFLES DESIGN INSTITUTERaffles Design Institute (Singapore) was established in 1990
as an educational institution dedicated to the professional
design disciplines of Fashion, Interior Design, Interactive
Media (Multimedia Design, Animation and Games Design),
3D (Product Design, Jewellery Design and Transportation
Design), and Visual Communication (Graphic Design).
RAFFLES MERCHANDISING INSTITUTERaffles Merchandising Institute (Singapore) (formerly
known as Raffles Merchandising School) was established
in November 2006 as an educational institution dedicated
to the professional disciplines of Fashion Marketing
and Management, Retail Management, and Fashion
Communication and Journalism.
RAFFLES SCHOOL OF BUSINESSRaffles School of Business (formerly known as Raffles
Education Corp College) was established in 1999. It is one

Commerce (RCDC) is a case in point.
Raffles College of Design and Commerce
(RCDC) is a unique education provider based
in Sydney, Australia. Specialising in design,
visual communication and commerce, RCDC
delivers higher education and vocational
programmes from certificates through to
bachelor’s degrees and master’s degrees.
Formerly known as KvB Institute of
Technology, the college has a 30-year
history of delivering excellent courses and
producing graduates who are well respected

Situated at 99 Beach Road, the Raffles College of Higher
Education (RCHE) campus sits on 1.2 hectares of land housing
three buildings, located in an area designated as Singapore’s
arts, culture, learning and entertainment hub.
Housed in a conservation building that was home to the former
Central Police Station, the campus serves as the incubator
for many aspiring designers and business students in the
Asia Pacific. This historical building retains its former image of
authority and exudes a dignified and distinguished character,
yet provides a fun and lively studying and working environment
within.
We are committed to providing the best learning environment for
our students. We continually upgrade our learning to meet our
students’ needs and quest for knowledge. In efforts to be the
school of choice for local and international students, we provide
students with facilities that aid them in their learning journeys.
The campus houses 58 seminar rooms, classrooms, studios,
and computer, psychology and biomedical laboratories with the
latest equipment and technological applications. In addition,
lounges provide students with places to relax and mingle with
friends. These facilities are complemented by the resources
provided by the National Library, The Esplanade – Theatres on
the Bay, and museums in the vicinity.

The library has an extensive collection of
audio-visual materials, such as multimedia
CD-ROMs, audio CDs and movie DVDs.
The collections are updated regularly
to include the latest, from popular films
to art-house productions, international
fashion shows to Raffles’ own graduation
shows.
Computer and Internet Access
Students have free access to computers
and the internet. The entire campus is
also plugged into a wireless network so
students can access online resources
anywhere on campus.
Photocopying Services
Students can photocopy library
materials or print out assignments at the
professional printing centre managed by
Xpress Print.
Outdoor Recreation Area
Students can also engage in activities
like street soccer and basketball in the
outdoor recreation area.

Singapore is a multi-racial society with a population of five
million people, where locals from diverse backgrounds and
cultures live harmoniously together. There are four major
races – namely the Chinese (majority), Malay, Indian and
Eurasian. Each community offers a different perspective of life
in Singapore in terms of culture, religion, food and language.
English is the main language for business and instruction with
the major ethnicities having each their own mother tongue.

TRANSPORT
Singapore has a very efficient public transport system that is
clean and easily accessible island wide.
Public Buses
The roads are well served by public buses, which cover
many routes all over the city. It is also a very convenient and
affordable mode of transport. Most buses are air-conditioned
and bus fares range from S$0.80 to S$2.
Mass Rapid Transit (MRT)
MRT trains connect to all the major parts of Singapore and
provide one of the most popular modes of transport. Train
fares start from S$1.10 for a standard single-trip ticket.
Taxis
Many taxis ply the roads in Singapore. You can flag one down
or wait at one of the taxi stands located at major buildings
and shopping centres. The taxi meter starts at S$2.80
with surcharges during peak hours, weekends and public
holidays.
ACCOMODATION
Below are some guidelines for the various types of
accommodation available to international students. The prices
quoted serve as a rough guide to the cost of living in Singapore.
Actual living expenses are subject to the individual student’s
expectations of living standards and personal lifestyle.
Hostel
All international students are encouraged to stay in the
students’ hostel when they first arrive in Singapore. The
students’ hostel is conveniently close to the School and the
rental rates are reasonable.
Homestay
Some families in Singapore open up their homes to students
and welcome them as part of their families.
Hotels or Service Apartments
Depending on location and size, the cost for these residences
can range from S$5,000 to S$8,000 per month.
Shared Accommodation/Independent Residences
Three- to four-bedroom apartments are available for rent
from S$1,500 per month. Students can choose to live alone
or share an apartment with other students. Lease terms are
usually for one year or more.

ideas are formed and connected counts. At Raffles, we help
you achieve ideas and speed with a sense of urgency hardly
evidenced elsewhere.
The programmes of Raffles College of Higher Education
(RCHE) are designed to incubate creative professionals and
entrepreneurs, real fast. They offer students expeditious
pathways towards undergraduate degrees in the design,
business, psychology, biomedical sciences and infocomm
security disciplines within three years after their high-school
education, and direct entry into one-year post-graduate courses
thereafter.
Taught by an international academic team, students are
equipped with industry-relevant knowledge and the ability to
interact with people of diverse nationalities so as to achieve
career maturity at a faster rate.
RCHE offers four intakes every year: in January, April, July
and October. Students are given the flexibility to commence
their studies at a time convenient to them, while graduates
can choose to enter the labour force at any one of the four
windows in a given year. This only enables our graduates to
maximise their employment prospects, but also allows them to
better serve the ongoing human resource needs of respective
industries.
One academic year consists of four terms with 12 study weeks
each, and a one-week holiday between terms.

The key objectives of the Master of Commerce programme
are to enhance students’ applied advanced knowledge and
skills in business and management practice to the level of
master practitioner; to develop leadership abilities and critical
thinking skills to assess advanced and complex business-
related problems; to enable students to develop advanced

The course gives students the creative and technical
knowledge and skills they need to become professionals
in the animation industry. The emphasis is placed on the
design and production aspects of 2D and 3D animation,
including life drawing as well as background and character
design. To enhance their competitive edge in the digital age,
students learn to use state-of-the-art editing equipment in
pre-production, production and post-production. They also
acquire skills for creating moving imagery and special effects,
which are currently in demand in the local and international
film media and entertainment industries.

This programme, with its emphasis on mobile gaming,
prepares students with the knowledge, thinking and
technical skills that are critical to a career in the burgeoning
gaming industry. Apart from game strategising, game level
design, game scripting and production, students will also
be introduced to the marketing, business and management
aspects of the industry. Students will learn about the
techniques and tools used in computer game development
and computer animation in 2D and 3D, through
a combination of theoretical and activity-based learning.

The course gives students the creative and technical
knowledge and skills they need to become professionals
in the multimedia design industry. It first equips students
with the fundamental, broad-based skills in graphic design.
Following that, students learn to transform 2D graphics
into 3D by creating dynamic interfaces and integrating
programming capabilities. They are provided with the
opportunity to research multimedia design trends and issues
in order to produce integrated suites of digital design solutions
that take into account aspects of culture, economics and social
interaction.

EnglishProgramme
The English Language Programme (ELP) provides
students from different language backgrounds with
communicative skills in the English language allowing
them to excel both academically and professionally. The
programme offers a wide range of modules to assist
learners at various levels of English proficiency. New
students are tested upon enrolment and placed at the
appropriate level of the programme.
COURSE OVERVIEW
Elementary level classes focus on reading and writing,
grammar and English for communication. Elementary
level is full-time and provides students a solid introduction
to the language and the foundation skills necessary to
communicate successfully in English.
The Low Intermediate level allows students to build their
knowledge of grammar and their communicative abilities.
Low Intermediate level is full-time and provides tailored
communication classes in which students practice the
language necessary to excel in their fields of specialization.
The Intermediate level further increases student competency
in the areas of grammar, communication, reading and
writing. Students explore languages specific to their area of
specialization and practice skills useful to advancement in
their Diploma and Advanced Diploma studies. Depending
on their intended area of specialization, students may study
Intermediate level on a full-time or concurrent basis.
Students at Upper Intermediate level can study English
alongside their Diploma or Advanced Diploma programme.
Classes focus on the academic and professional language
needed to excel in their studies and their career.
At the Advanced level, students are provided English
language support concurrent with their Diploma and
Advanced Diploma studies. Classes cover advanced writing,
academic reading and presentation skills.

FoundationProgramme
The foundation programme is designed for students who
do not meet the minimum entry requirements set by the
school. Students will have to undergo a 3- to 6-month
foundation programme before progressing to the Advanced
Diploma programme. Students will be taught basic skills to
help them to cope with their studies.

POSTGRADUATE STUDIES
Polytechnic graduates can obtain exemptions based on
Recognition of Prior Learning (RPL) as well as relevant
courses completed at the polytechnic. The maximum RPL for
the Bachelor of Commerce course is 72 credits; or
Institute of Technical Education (ITE) graduates can obtain
exemptions based on Recognition of Prior Learning (RPL) as
well as relevant courses completed at the polytechnic. The
maximum RPL is 3 credits in Higher NITEC.
International Students
Minimum requirement: completion of Year 12 education
Recognition of Prior Learning
Applications for RPL are assessed on an individual basis. For
business courses, applicants must submit transcripts and
relevant documents for evaluation. They may be advised to
sign up for bridging modules if deemed necessary by the
Programme Directors.
