    1. INTRODUCTION

    1.1. Subject

    This document provides evaluation methodology for the quality of service information supplied by the system(OMC-R counters) or by an external analysis of the system (interface A).

    It specifies the applicable indicators, and their priority of evaluation and establishes how to evaluate each toreach an accurate understanding of any problem encountered.

    This document is applicable to Alcatel BSS equipped with the R3 software version (including R3.0, R3.1, R3.2,R3.3) and also with release B4

    2. INDICATORS

    There are two classes of indicator :- those based on OMC-R counters,- those based on Interface A analysis.

    Starting with Release 3, all major indicators can be reached using OMC-R counters. Therefore, A-Interfaceindicators will be mainly used for deep investigations. Nevertheless, all sheets concerning these indicatorsremains in this document, as A Interface monitoring may remain a major input for QoS monitoring.

    The acceptable quality threshold established for each indicator can be used to prompt highlighting of sub-systems when quality of service is downgraded. These thresholds are only meaningful if the number of samplesused to calculate them is sufficient.

    The following table presents the indicators required for quality of service monitoring and optimization.

    - The names of indicators are the one given in document [1] or [2], please refer to these documents to have fullinformation concerning definition and computation of these indicators.

    - The given thresholds have relatively high levels adapted for the start of optimization. They will be modifiedindividually once all problems inherent to an indicator have been solved.

    A method to determine the new threshold for an indicator is to take the average value of the indicator for thenetwork and update it periodically (every month).

    - The minimum sample is the minimum transactions assumed attempted to consider the failure ratesignificant (transaction = OC, TC, HO IN, HO OUT).

    - The range represents the entity on which the test is be performed: on a whole BSC, on a BTS.

    3. METHODOLOGY

    This chapter will establish a methodology to evaluate the information provided by the counters detailed above:- evaluation process,- which priority for evaluating indicators,

    - how often and with which observation content (time history),- how to evaluate and correlate different data.

    3.1. Evaluation Process

    The quality of service monitoring and optimization process is performed as follows:1 - systematic daily (hourly) monitoring of OMC-R counters,

    or systematic (periodic) monitoring of interface A,2 - setting up of alerters based on indicators and related thresholds to permit rapid discovery of BTS

    or BSC with problems and to rapidly identify the problem: operation, system or radio,3 - periodic reporting of the Top 10 or Top 20 BTS by type of problem, even if acceptable

    quality level thresholds have not been exceeded,

    4 - evaluation of each subsystem which has triggered an alert according to the indicator prioritiesdefined in the following section:4.1 - correlation with other measurements and indicators as discussed in the evaluation sheets,4.2 - traces at interfaces :

    A if detailed causes are neededABIS if radio measurements information are needed (fine tuning)

    4.3 - drive tests/ spectrum analysis at last if problem identification needs geographicalpositioning, or neighbouring information that are not available using ABIS measurements.

    5 - identification of solutions and determination of the most effective solution when several solutionsare available,

    6 - confirmation of the correction.

    3.2. Indicator Evaluation Priorities

    Network availability and network resource problems, as well systems analysis should be addressed first. Theseproblems are Operation & Maintenance problems and require optimum reactivity.

    Next priorities is given to serious degradation of service quality, as follows:- dropped calls,- call set-up failures.

    Finally, all other causes of QoS (Quality of Service) degradation, which are more directly related to networkoptimization, should be evaluated:

    - Handover failures,- cause of Handover,- dimensioning evaluation to avoid future degradation

    We recommend evaluating indicators in the following order:1 - Operation-Maintenance indicators,2 - System - Radio Quality of Service Indicators,3 - Radio Optimization indicators.

    Indicators should be evaluated in the order of priority set forth in the preceding chapter.

    The indicators mentioned may be covered by several evaluation sheets, each corresponding to a specificphenomenon or situation encountered.

    Refer to the appropriate evaluation sheet to evaluate a specific indicator.

    Each evaluation sheet provides a list of investigations to be performed and the order in which they should beperformed:

    - if the problem description and/or results of investigation does not correspond to the problemencountered, go to the following item in the sheet.

    - if a problem corresponds to the current one listed in the sheet, perform the suggested action; theevaluation is then completed for the current sheet.

    An evaluation sheet may call out another sheet based on the correlation of events encountered.
