Summit Motorsports Park (OH), the Bader family’s nationally known dragstrip, working with RPM Workshops exhibitor MUSCO lighting, has been upgrading its lighting since the late 1990s. With the completion of the latest phase last year, Bill Bader unexpectedly found himself in hot water with the FAA

and the Ohio DOT, courtesy of a local airport advocacy group. Seems three of his poles violate FAA regulations for their height on the fringe of the airport runway which is adjacent to the dragstrip. The Ohio DOT holds that the poles must be removed. Bader has reached an impasse (More, P6)

with the authorities as a solution is sought--one that allows the poles to remain. The lighting is a contractual, insurance, safety, and TV production, requirement for his NHRA national event. Bader has an excellent relationship with the airport and its neighbors, but the controversy arose after an airport “friends” group (which Bader tells RPM has just seven members and no authority of any kind) alerted the FAA, forwarding a Summit

Motorsports Park news release announcing the final phase of the lighting upgrade plan. Summit’s big-end runoff area is actually on airport property. And, the airport’s property is used for fan access during the strip’s big events. Bader said the airport is a local airport with 17 resident aircraft and counts barely 250 landings and takeoffs each year, limited by visual flight rules. Bader told RPM his poles are (More, P8)

AttentionNEW PROMOTERSRacing Promotion Monthly can be your touchstone as a promotional newcomer. Track operation is a complex business. It has been said that it is at least four businesses for many promoters-- race management, marketing communications, show business, and food and beverage. You will soon be confronted by challenges you did not anticipate, from entrants, employees, sponsors and the community. You’ll be looking for perspective. You’ll look for a sounding board for ideas. When these days arrive, remember RPM can be your resource.

230 feet from the runway’s edge and over 500 feet shorter than the minimum flight altitude required of pilots on approach to the airport under such rules. So far, the Ohio DOT, which enforces FAA regulations, is inflexible, even after Bader proposed to mark the light poles with beacons and stripes just as are many tall structures in proximity to airfields. Bader argues that there are many other Ohio airstrip-related issues

mitigated by these measures. A hearing was held in October 2016. The state was unmoved. Bader did not appeal the ruling on attorney’s advice. The time limit for appeals has expired. Bader now awaits a response from the state, which he presumes will require removal of the poles. Bader admits the poles violate FAA rules, and thus Ohio regs, a punishable misdemeanor, though he said he did not uncover that fact during (More, P9)

Where Future Staff Comes From! How many times a season do you see young fans mimicking your starter with flags? Why not give them their own starters stand? Make them part of your show. At worst, in a few years they’ll become paying fans, and at best they’ll become your next starter. This image taken at Jeff Lemiesz‘ Oshkosh (WI) Speedzone. (RPM File Photo)

Keep Nightly Records... Keep beginning and ending concession amounts to compute the nightly sales and a check against income. Let staff know you are checking. Tally pit sheets to compare to gate income. Walk the pits counting people to check against the sign-in sheets. Record start and end ticket numbers to check on ticket sellers. Compare major inventory items sold to the crowd for future reference, but don’t overanalyze. Rule of thumb: only analyze something when you come up with a suspect answer, and you can do something to correct it.

planning or construction. With the help of USMA (United States Motorsport Association) and others, he is lobbying the state for a solution. He now plans a full-court, PR press to plead his case to state authorities. Without a satisfactory solution, Bader says the long-term business viability of Summit Motorsports Park is endangered as are the jobs of his full-time and part-time employees and the facility’s immense

positive economic impact on the nearby community. Bader asks RPM’s Ohio readers, promoters, racing officials or enthusiasts to contact their state legislators and express your support for a mutually beneficial solution to the impasse.

IdeaFileEMERGENCY PRBe Prepared... Designate one media spokesperson for emergencies, someone well-spoken and cool under pressure. Create pre-drafted statements for situations you can use quickly under stress. Be truthful with the press but accentuate the positive. Never answer “no comment.” Always have an answer, but avoid describing circumstances as a “freak accident.” It raises suspicion. Do not describe events. Be wary of leading questions press might ask. Do not speculate. Don’t be afraid to say, “We don’t know, but when we do we’ll have more for you.”

Not So Merry In MaribelConditional use permits have been the bane of racetrack owners for as long as RPM has been published, and two-time

Regional Auto Racing Promoters of the Year the Dan and Scott Ratajczak and Toby Kruse, partners in 141 Speedway (WI), located near Maribel, WI, are finding out how frustrating the conditions of permits can be. They understood the conditions of the permit for their operation and knew some of the conditions had been ignored by prior operators. When they took over the track and continued the (More, P12)

Q: How do we create an emergency plan for our track?A: “Guide For Safety at Motorsports Venues,” also called NFPA 610, published by the National Fire Prevention Association (NFPA.org), is the best aid we know of. It covers planning for catastrophic events in competition, on the grounds and events such as weather. It was assembled with input from racing and emergency experts. You can buy it online. If they do the job right, you’ll probably hear little about them. Tech people should be proactive as educators and mentors, helping drivers pass inspection, preventing DSQs, not enforcers and corrections officers who focus on violators. Be wary of tech people who threaten to teach drivers or teams a lesson. Keep a staff that is polite, respects drivers, and does not play favorites.

Making Memories, Creating Fans: How often do you offer fans the opportunity to have their photo taken with a favorite driver? Whether it’s by means of a junior fan club, or public-area winner’s circle, it will pay dividends in long-term ticket sales. This image was taken at ARCA’s Toledo (OH) Speedway. (RPM File Photo)

operation, they chose to continue operating just as previous owners had, building a compelling schedule and increasing their fan base. As they did, crowds and car counts increased, parking was at a premium, some shows ran to the curfew, and a few beyond. To solve the parking issues, they rented property for overflow parking from neighbors, but as happens, rents increased each year leading them to

seek another solution. They found a landowner across the county highway fronting the speedway that would sell. Dan Ratajczak told RPM it’s his impression that a landowner who then no longer benefited from rent persuaded the county to have a look at the track’s conditional use permit. Now, the 141 partners have been presented with an updated permit with (More, P14)

They appealed the new permit. Non-compliance with the conditions could lead to the county pulling the permit, curtailing racing at the track. With and attorney, they now are seeking a mutually agreeable compromise.

The county seems willing to explore what can be done, but is still concerned about traffic, parking, camping, sound abatement, and fans crossing the county highway during races. Without a resolution as this is written, their attorney’s advice for 2017 is: “Begin your season, business as usual,” clearly a necessity but also a path fraught with unknowns. The (More, P16)

FLASHBACKPress Relations, RPM April 1999: Fuzzy PR goals such as, “selling more tickets” or “boosting crowds” are doomed to failure. Start concretely. Set out to establish a working relationship with all the reporters in your area. Find out which papers & stations, and which writers and reporters your fans and racers read. Call them. Buy them lunch. Find out what they know about your track. Ask them what type of information they need, and how

speedway, Ratajczak said, benefits from much community support in its favor. Local race fans feel betrayed by the county after racing at the county fairgrounds ended last season when Meijer stores acquired county fairgrounds land, the former location of Manitowoc Expo Speedway. Ratajczak hopes this support sways the county enabling a permit more equitable to the track.

The Ordinance ChallengeIn April 2000, with Ron Bennett, municipal attorney and Holland (NY) Motorsports Park owner, we published an enduring piece as relevant now as it was then, entitled “Surmounting The Ordinance Challenge,” offering promoters best practices for reducing the likelihood of regulation and zoning problems. IdeaFileCONCESSIONSHealth Inspection Prep... Use the checklist your inspectors use. Imagine yourself in their shoes. Walk your stands. Get an outsider's impression. Emphasize food safety to staff. Ensure all staff are on the same page. Translate instructions if you must. Have clear priorities including food time and temperatures, personal hygiene and cross contamination. Reinforce the importance of hand washing. Post signs at all kitchen sinks and in employee restrooms. Review your local health code for any special, local requirements.

FLASHBACK, CONT.they can use it easily. Learn their deadlines. Learn their preferences for copy preparation and image and video requirements. Discover what excites them. It will offer opportunities to get them to your track. If they are a hard sell, invite them to the races--not in an official capacity but as the track’s guest with their family, no strings attached, free of charge. Follow up later to see how you might work together. Goal for this season: Establish a relationship with each reporter. Get weekly box-score results published or broadcast, and have them attend one event. Make sure you walk before you run, and do not be discouraged. Relationship and trust building takes time.
