1) Personnel

The present personnel fill-up is 5,446 (329 PCOs, 4, 995 PNCOs and 122 NUPs) for a police to population ratio of 1:795. Out of this number, 270 personnel were given recognition in their meritorious accomplishment and performance of duty.

On COMPLAN PATNUBAY, 83 personnel who were involved in seventy five (75) cases were investigated. Out of these 83 personnel, eight (8) were dismissed, one (1) was terminated, one (1) was demoted, twenty two (22) were suspended, seven (7) were meted with forfeit of pay, eight (8) cases have dropped and closed due to lack of probable cause, twelve (12) were exonerated, sixteen (16) have their cases dismissed, one (1) was dropped from rolls and seven (7) were marked AWOL.

2) Training

For the period, the Office conducted Programmed Courses to 477

PNCOs, broken down as follows: two hundred ninety nine (299) participants for PNP Handgun Marksmanship Training, eighty one (81) participants for Special Counter Insurgency Operation Unit Training (SCOUT) and ninety seven (97) participants for PNP Disaster Search and Rescue Management Training.

Unprogrammed Course were also conducted to one hundred three (103)

PNCOs and PCOs broken down as follows: twenty eight (28) PNCOs and two (2) PCOs for Training for PNP Personnel in handling children, thirty five (35) PNCOs for Stress Management Seminar and forty (40) PNCOs for Computer Literacy Seminar and one hundred forty seven (147) participants (115-PNCOs and 32-PCOs) for Election Related Seminar/Lecture.

Further, Physical Fitness and Sports Development Program are

religiously being conducted at this Headquarters, such as: Physical Fitness Exercises to include taebo, running, walking and basketball which is conducted every Athletic Days (Tuesdays and Thursdays) from this headquarters down to lower units.

b. Support to Operations:

1) Health Services

For the period, the Regional Health Service 12 conducted consultation and

treatment to 3,237 PNP personnel, their dependents, NUPs and authorized civilians. Attended one (1) NHQ conferences/scientific seminar, and conducted nine (9) visitation/Dental and Medical Heath outreach program to different Police Stations within AOR, detailed below:

Likewise, information drive on health awareness has been conducted to PNP

personnel of PRO 12 with basic Medical and Dental services extended up to the Municipal Police Office. Coordination has been made with Local government Medical and Dental Health facilities/unit for the benefit of the Police force within the area and successfully conducted series of Civic action to the Police Regional community Relation Program.

2) Logistical Services

For the period covered, this Office successfully implemented its programs thru 15%-85% distribution of Logistical support to all line units. In like manner, timely procurement and delivery of basic supplies and the improvements of the management of logistics operations related to peace and order and public safety campaign among lower levels were upheld based on the prescribed Program/Project and other Activities and Performance Indicator.

c. Operations:

1) Operations Services

A total of 3,509,994 man-hours on police visibility patrol (foot, mobile/motorcycle, and seaborne) were conducted particularly in crime prone areas throughout the region. Police response time improved to 5 minutes in urban centers and 10 minutes in rural/remote areas. During the period, 12,335 legitimate calls were responded/ acted appropriately. 2) Campaign against Illegal Drugs For the period, the Office intensified its anti-drug operations resulting to ninety six (96) positive operations, neutralizing 122 drug offenders (34 pushers, 30

users, and 58 pushers/users) and the filing of 103 cases in Court. As of this report, (294) remain as Drug Affected Barangays and subject for clearing operation. A total of 39

grams of Shabu, 1,050 MJ leaves and 28,698 hills of MJ plants and other kinds of illegal drugs were confiscated and seized, with a total DDB value of Php 7,221,699.30.

3) Campaign against Kidnapping/Abduction For the period in review, no kidnapping incident and one (1) abduction

incident transpired in the AOR. All victims were safely rescued. Below is the detail:

4) Campaign against Carnapping/Enforcement of Traffic Laws

For the period covered, a total of 104 (1-MV, 103-MC) were reportedly

carnapped, thirty seven 37 (1-MV, 36-MC) were recovered. Eighteen (18) suspects were arrested and eleven (11) cases were filed in court. Likewise, unauthorized use of sirens & Blinkers were banned, thru LOI 34/2010 “Action Plan Against Wang-Wang and counter Flow”.

5) Anti-Bank/Armored Car/Highway Robbery Campaign

No incident on Armored Car-Highway Robbery occurred. However, the office is continuously undertaking close monitoring on criminal groups for their possible apprehension. A total of fourteen (14) dry runs on bank security preparation and sixty three (63) dialogues/meetings with Bankers Association and LGU’s were conducted.

6) Anti-Kotong Campaign

For the period covered, this Office conducted two hundred fifty five (255) operations. As part of its mandated mission, the Office dynamically conducted Police Information and Continuing Education (PICE) to police personnel to educate

and remind them not to indulge themselves in any illegal activity such as “kotong”. The PICE is usually done every after Saturday Formation/Inspection. Moreover, continuous monitoring is being undertaken by the Office utilizing 8 Spotter Teams.

7) Anti-Organized Syndicated Crime Groups/Criminal Gangs Campaign

For the period covered there were no reported neutralized group and no

Syndicated Groups/Organized Crime Groups members were arrested in the AOR.

8) Anti-Terrorism Campaign

For the period, the Office conducted three hundred sixty three (363) positive operations and recorded a total of 16 (4 IED/Landmine, 12-grenade) explosions and 10 grenades were recovered with the details as follows:

12) Anti-Prostitution/Vagrancy/Child & Women Abuse Campaign

For the period covered, no Prostitution/Vagrancy/Pornography transpired in the AOR while for anti-child abuse/pedophile police operations.

For the period covered, no Smuggling and piracy transpired in the AOR.

14) Campaign against Cattle Rustling

For the period, twelve (12) operations were conducted on campaign

against Cattle Rustling, recovered fifteen (15) out of fifteen (15) stolen cattles.

15) Campaign against Illegal Logging

In coordination with DENR, the Office conducted twenty five (25) operations on campaign on Illegal Logging which resulted in the recovery of 27,038 board feet of illegally cut lumbers with an estimated value of P 573,143.00 and apprehension of seven (7) persons. Cases were referred to CENRO/DENR for proper disposition.

16) Campaign against Illegal Fishing

For the period, one (1) operation was conducted on Anti-Illegal Fishing campaign which resulted in the arrest of seven (7) persons involved in illegal fishing activity.

The activity was attended by Intelligence and Operations Officers of the different PPOs/CPOs together with PPSC/CPSC commanders. The activity was presided by PSSUPT SERGIO A. DIMANDAL, DRDO PRO 12 and started with a presentation briefing of Intelligence and Operations Officers on the location, probable incursion points and other relevant information on threat groups and the locations of AFP forces and locations/disposition of Provincial Public Safety Companies. The purpose of said activity is to determine whether the location, disposition and capabilities can address the threats posed by the CNN and other Lawless Groups. At about 3 PM of same date, the Directors of different PPOs/CPOs and the Sub-Task Group Commanders of the Synchronized Barangay and Sangguniang Kabataan Elections 2013 presented their initial plans and preparation for the upcoming Elections. Consul General Eko Hartono presented updates of activities during the upcoming celebration of “Hari Proklamasi Kemerdekan Negara RI” (Republic of Indonesian Independence Day Celebration) on August 17, 2013. The open forum moderated by the Regional Director of Bureau of Immigration, that the august body is planning to have a series of humanitarian activities to the Indonesian nationals to be held at Pagang, Glan, Sarangani Province on August 22, 2013 in commemoration of the Celebration of Indonesian Independence Day, followed by the message of Municipal Mayor of Glan. On his message, he emphasized that he is very much willing to extend help to Indonesian nationals who are living in his area of responsibility in terms of educations and health services. Closing remarks was given by PSSUPT SERGIO A. DIMANDAL, DRDO, on his message he assured the Consul General that the PNP would treat equally and fairly all Indonesian nationals whether they are lawfully registered or not registered within the mandate of the Philippines Constitution and within the confine of internationally accepted Human Rights Law. For the period, PCR was able to conduct and record 1,819 activities which are focused on the delivery of police services and to mobilize and bring to bear the community, civil society and media in all-out and sustained anti-terrorism, anti-insurgency and anti-criminality campaign towards the attainment of a safe and secured region.

ACCOMPLISHMENTS:

a) Santinig

PRO 12 conducted a total of 463 PCII activities such as: dialogues, seminars, print media, radio program/interviews, crime/drug prevention programs and reproduction of leaflets.

A continuing program of action against

illegal drugs was launched through the “left-hand effort” in response to the urgent need to pursue a forceful intensive and unrelenting campaign whether syndicated or street level. During the period, PRO 12 conducted drug abuse symposia and awareness in different schools & venues in coordination with DARE officers, DEP-ED, NGO’s & other government agencies.

It is always the intention and desire of

this office to inform the public on the programs and accomplishments of the PNP in the entire region through its line units. Along with this, Police Regional Office 12 sponsors/maintains four (4) regular radio programs namely: the “Pulis Ug Katawhan” in Kidapawan, and in Isulan and Tacurong, Sultan Kudarat “Radyo Natin Ngayon”. In

B.1. Police Community Assistance & Development:

PRO 12 has conducted a total of 395 Community Assistance Development such as: medical & dental Outreach Services, bloodletting activity, community relations & rehabilitation, skills & livelihood development for the out of school youth.

Coordination and participation among NGO’s, GO’s, RLEEC and the CJS is the key

to a lasting partnership between the police and the community. Teamwork is the catalyst that yields excellence from shared strength.

B.2. Community Organization and Mobilization:

To strengthen the capacity of Police

Force, PRO 12 was able to mobilized the Community Council of Elder. It also has mobilized Brgy. Tanods and CVO’s purposely to assist the police during town fiestas, founding anniversaries and other anti-crime activities.

Moreover, on the advancement of skills/security trainings, PRO 12 has served various activities to support the SAGSD of the Civil Security Group for training of security guards and security officers notwithstanding their participation on other security aspects in crime prevention. Furthermore, some BADAC members were mobilized to help the police track down and give vital information on the probable hot spots of drug pushing/peddling in the AOR in coordination with government line agencies.

c) Gender and Development GAD aims to acquaint communities with various information concerning women and community organizing to empower parents & children to organize themselves and to develop alternative opportunities for access to basic social services. For the period, this Office conducted activities on Organization & Mobilization of Family/Youth/Women Groups, Social Institutional Advocacy & Development, news releases concerning family violence, prevention and protection of victims and dissemination and replication of Best Practices with a total of 79 activities.

d) SALAAM POLICE CENTER

PNP conducted various activities to strengthen linkages and healthy relationship with Muslim communities and to support government’s campaign against terrorism and criminalities involving Muslim personalities. A total of 143 activities were recorded which includes Mosque/madraza-based Projects, Orgn of Council of Imams, Orgn of Muslim NGOs, complaints assistance and continuous networking & info dissemination.

ESTOCAPIO, Deputy, RPCRD; CAPT RYAN D. ROCKWELL, Team Leader, US Army Civil Affairs Team; Sergeant First Class Mathew Twiss; Sergeant First Class Carlos Santos; Personnel of RPSB 12; RHS 12 led by PSINSP VIRGILIO FERER; and RHSG 12 personnel, initiated an Adopt a Community Program at Sitio Klolang, Brgy. San Jose, General Santos City.

The activity started with the registration of the residents, followed by the singing of the Philippine National Anthem, Invocation and Acknowledgement of Visitors by Mr. Wilfredo Moraca, School Principal. After which, Brgy. Captain Alberto V. Belgica rendered his welcome address. Selected students then presented a Cultural Dance Number.

After the opening program, PCSUPT CHARLES T. CALIMA JR., CEO VI, Regional Director gave an inspiring message on the PNP PRO 12’s genuine concern to the local residents. SPO1 George Reyes, “The Magician” entertained all the viewers with his excellent performance. The Regional Health Service 12 then gave tips on Health, Proper Hygiene, Nutrition and Cleanliness. RHS 12 also distributed medicines, toothpastes and tooth brushes. After which, PNP PRO 12 distributed slippers and school supplies to the students.

PCSUPT CHARLES T. CALIMA JR., CEO VI, RD PRO 12, along with the three US Army personnel, led the distribution of food packages composed of Jollibee Kiddie Meals, arroz caldo, and fruit juices to the children.

In closing, Sitio Leader, Non Bay thanked the PNP organization for choosing their sitio and school as one of the beneficiaries of the different activities of PRO 12.

The event was also participated by personnel of Police Station 7- General Santos City Police Office, Highway Patrol Unit and Regional Crime Laboratory Office who also offered food to the residents and children. DISTINGUISHED VISITORS PROGRAM Police Regional Office conducts a Distinguished Visitor’s Program every month with an invited guest from different sectors of the society.

The program is aimed to forge, establish, maintain, influence and exploit relations

with local government units and officials. This is also to awaken awareness of PNP personnel as a tool in police operations and to impart to the personnel the attitude, skills and knowledge. Among the Guest of Honor & speaker for the 3rd Quarter of CY 2013 are as follows;

Guest of Honor wherein he expressed his thanks and gratitude for the generous and warm

welcome as he was invited as the Guest Speaker. He also said that the vision and mission

of PSSLAI is to serve and provide financial stability to its members especially to the PNP

organization and likewise, PSSLAI extended donations of millions of pesos as part of their

company’s social corporate responsibility.

defense in partnership with the PNP especially during times of calamities. The activity

ended with the pass in review with Mr. Jerome Barranco assisted by PSUPT

ALEXANDER A. SARABIA, Deputy RCD as reviewing officers.

Drug Symposium, School Visitation

On July 3, 2013 at 8 o’clock in the morning, personnel of Regional Police

Community Relations Division conducted school visitation at Conel Elementary School, Brgy Conel, General Santos City. The group was welcomed by the school faculty headed by Mr Benidicto Pamberte, School principal and Ms Jessie Christine L Campos, School Guidance councilor and the students. The activity started with a prayer followed by the introduction of the RPCRD personnel and Personnel of Police Station 4 headed by PSINSP JENNIFER A. MOLINA, Officer-In-Charge. While thereat, the personnel conducted lectures on safety awareness and rights of the child.

After the lectures, personnel of RPCRD together with the teachers distributed

snacks and school supplies consisting of papers and pencils to the pupils numbering to more or less two hundred thirty (230) Grade 1 pupils.

a. On July 9, 2013 at 9 o’clock in the morning, personnel of Regional Police community Relations Division together with Regional Public Safety Battalion 12 and Police 8, GSCPO headed by PSINSP MAY GRACE LICUDAN visited Upper Labay School, Bgry Upper Labay, General Santos City.

The activity started with the introduction of the personnel to the school children followed by the lectures on safety awareness and rights of the child.

After the lectures, the group distributed snacks and school supplies to the Grades 1-3 pupils of said school.

b. On July 10, 2013 at 11 o’clock in the morning, SPO4 Merlyn V Tolentino, FJGAD PNCO and SPO3 Ma. Felicia P Malcontento, Chief Clerk RPCRD coordinated with Ms Ellana A. Abedin, school principal of Ireneo L. Santiago National High School and Ms Girlie Habla, Curriculum Head of Grade 7. The group was toured to the lecture area and was advised to conduct the symposium in four (4) batches to accommodate all the Grade 7 students. The School Administration was glad that their school was chosen to be the beneficiary of the lecture on drug abuse which is needed by the students. The activity ended at around 12 noon.

c. On July 15, 2013 8 o’clock in the morning, personnel of Regional Police

Community Relations Division led by PSUPT ROMULO S. ESTOCAPIO, Deputy, RPCRD, under the guidance of PCSUPT CHARLES T. CALIMA JR., CEO VI, Regional Director, conducted a Drug Symposium, Anti-Cyber Crime Lecture and Poster Making Contest at Banisil National High School, Tambler, General Santos City in relation to the PRO 12 18th PCR Month Celebration.

The activity started with an Opening Prayer, followed by the singing of the Philippine National Anthem. After which, Mr. Rustico S. Pelonio Jr., School Principal, gave a welcome address.

After the opening program, Mrs. Annalita Gabito, School Faculty, introduced the PRO 12 Guest Speakers to the students and stated the purpose of the ongoing activity. After which, PSUPT ROMULO S. ESTOCAPIO, Deputy RPCRD and PSINSP LEO DEOFELES, C, RDFC, the guest speakers of the activity, presided on the Drug Symposium and Anti-Cyber Crime Lecture. While the Symposium and Lecture is on-going, the teachers together with the PRO 12 PCR personnel also jump-started the Poster Making Contest wherein sixteen (16) Grade 7 and 4th Year Student competed with each other to come-up with entries revolving around the theme: ”Serbisyong Makatotohanan at Matatag na Ugnayan ng Pambansang Pulisya at Mamamayan Tungo sa Tuwid na Daan”.

Mr. Rustico S. Pelonio, School Principal, awarded Certificates of Recognition to the PRO 12 Guest Speakers for their invaluable contribution to the momentous activity which ended at around 11 o’clock in the morning.

Among the judges for the poster making contest were school teachers and RPCRD Personnel, headed by the school principal, Mr. Rustico S. Pelonio Jr. as the chairman. The competition was concluded at around 2 o’clock in the afternoon with the announcement of the winners.

On July 17 and 18, 2013, the Regional Police Community Relations Division personnel headed by PSUPT ROMULO S ESTOCAPIO, Deputy RPCRD conducted Drug Symposium at Ireneo L Santiago National High School, Brgy Dadiangas South, General Santos City.The activity was benefited by seven hundred (700) Grade 7 students wherein the lectures were divided into four (4) batches with four (4) sections each batch. The activity started with a prayer, singing of Philippine National Anthem and welcome

During the lecture, the students were taught on the kinds of drugs, its effect on the body and ways to avoid the temptation. After the lectures, open forum followed wherein students raised questions to the lecturer and was properly answered by the concerned.

e. On July 18, 2013 at 9 o’clock in the morning, personnel of RPCRD together with RPSB personnel conducted visitation at A. Biscayda Elementary School, Brgy Olympog, General Santos City. A short program was conducted that started with a prayer followed by the welcome remarks of Mr Genaro O. Ruales Jr, School Principal.

It was then followed by the distribution of snacks and school supplies to the

school children. The activity ended with the message of SPO3 Ma Felicia P Malcontento, Chief Clerk RPCRD wherein she encouraged the children to study hard and obey always their teachers so that they will attain their dreams in the future.

Visitation

a. On July 4, 2013 at 8 o’clock in the morning, personnel of Regional Police Community Relations Division headed by PSUPT REX K. ANONGOS, PESE, Acting Chief RPCRD together with PSUPT NOEL R. PONSARAN, Regional Chaplain conducted visitation at Women’s Correctional, City Jail, Lanton, General Santos City.

The activity started with a mass officiated by the Regional Chaplain and was

attended by catholic female inmates. In his homily, the Regional Chaplain told a story on the parts of the body philosophy enlightening the inmates for their hopes in life. After the mass, the group distributed snacks and goods to the inmates. He also inspired the inmates to become God centered. After the mass the inmates prepared a short program and showed their talents in dancing. The activity ended with the group picture.

At around 11 o’clock in the morning, the personnel proceeded to St Vincent Strambi (Home for the Aged) and distributed snacks and goods consisting of milk, milo, biscuits, bar soap for their individual needs and one (1) sack of rice. The management and the elderly thanked the PNP for continuously extending support and assistance to them.

c. On July 10, 2013, personnel of

Regional Police Community Relations Division headed by PSUPT REX K. ANONGOS, AC, RPCRD and PSUPT ROMULO S. ESTOCAPIO, Deputy RPCRD visited the Pedia ward of General Santos City District Hospital, General Santos City. The personnel distributed personal hygiene goods consisting of shampoo, toothpaste, bath soap and laundry soap to more or less seventy-five patients. The medical staff and the watchers of the patients thanked the group for the deed since most of them really need the things given to them. Environmental Program

a. On July 5, 2013 at 6 o’clock in the morning, personnel of Regional Police Community Relations division headed by PSUPT ROMULO S ESTOCAPIO, Deputy RPCRD participated in the regionwide simultaneous clean-up/coastal clean-up and mangrove planting initiated by the Department of Environmental and Natural Resources and Office of the Civil Defense 12 in relation with the celebration of the National Disaster consciousness Month. The coastal clean-up was held at Queen Tuna Park, Acharon Blvd, General Santos City wherein the activity started with the briefing to the participants on what to collect in the area by Hadja Didang D Piang-Brahim, CESO IV. The participants were made to fill-up the International Coastal Clean-up Data Card consisting of different kinds of litters and debris found in the sea shore such as diapers, syringe, cigarette butts, broken glasses and plastic wrappers.

b. At around 9 o’clock in the morning, the group proceeded at Asinan, Zone 6, Bula, General Santos City for the mangrove planting. The participants were briefed on the benefits of the mangrove to the environment and on “how to plant”. After the briefing, the group proceeded to the area and planted more or less one hundred (100) seedlings of mangrove. The activity was participated by personnel coming from BFP, PNP PRO 12, PNP Maritime, Phil Coast Guard, NEDA, DENR, Phil Red Cross, Phil Army, Engineering brigade and Brgy Officials.

Disaster Preparedness, Rescue and Relief Operations Drill Competition

a. On July 23, 2013 at 10 o’clock in the morning, the Police Regional Office 12 conducted the 3rd Disaster Preparedness, Rescue and Relief Operation Drill Competition held at Regional Headquarters, Tambler, General Santos City. The activity started with the singing of Philippine National Anthem assisted by the PRO 12 Band, invocation and welcome address by PSUPT REX K. ANONGOS, PESE, Acting C, RPCRD and message by PSSUPT MANOLITO C. LABADOR, CEO VI, Deputy Regional Director for Administration. It was then followed by the reading of mechanics of the competition and walk through of the participants to the different stages.

The judges during the drill were PSSUPT SERGIO A. DIMANDAL, DRDO as Chairman, Mr. Roy Dorado, Operations Officer of Office of Civil Defense XII and FSINSP JERANIEL C. TAPORCO, Acting Provincial Fire Marshal-Sarangani Province as members. The different stages were officiated by PNP Maritime Group headed by PO3 Khaharudin G. Diamelon, Philippine Red Cross headed by Mr Nilvon Dave De Ocampo, Chapter Service Representative for Disaster Management Services and Regional Training Unit headed by PO3 Cristito A. Nalugon. The activity was participated by the different Search and Rescue teams coming from Regional Headquarters, RPSB 12, SKPPO, SCPPO, SPPO, CPPO and GSCPO. Events of the competition were boat handling, life ring throwing, rescue rope throwing, basic knot tying, collapsed structure search and rescue scenario (breeching and debris/earth removal) and the last stage, the first aid wherein each team members were given medical situations and were tested of the proper way of carrying the victim to a safe place.

After the competition, the judges and umpires gave their critiques, suggested ways to improve the participant’s capability and further challenged the PNP to conduct the drill in a more realistic venue. Essay writing contest

Police regional office 12 conducted essay writing contest participated by high school students from different private and public schools within the area of Region 12. The essay revolved around the theme opf the 18th PCR Month “Serbisyong Makatotohanan at Matatag na Ugnayan ng Pambansang Pulisya at Mamamayan Tungo sa Tuwid na Daan”. The activity started at the Municipal/City Police Stations last July wherein each police stations will select the best essay and submit to Provincial and City Police Office. The winning entry at the Provincial and City level were sent to the Regional Headquarters for final deliberation. The Judges at the regional level were Dir Olivia Sudaria, Regional director of PIA 12, Ms Ivy Vallejo, Notre Dame of Dadiangas University, and Mr Zaldy Baguios, Mindanao State University-CETD. 1st Batch Phase 1 Eco-Tourism Oriented Police for Community Order and

Protection

a. On August 28-29, 2013 the Regional Police Community Relations Division led by PSUPT REX K. ANONGOS, PESE, Acting Chief, RPCRD under the guidance of PCSUPT CHARLES T. CALIMA JR., CEO VI, Regional Director conducted a 2-Day Tourist-Oriented Police for Community Order and Protection (TOP COP) Training Seminar at General Santos City Police Office Conference Room, Camp Fermin G. Lira, General Santos City, in coordination with the Regional Personnel and Human Resource and Development Division (RPHRDD); Regional Investigation and Detective Management Division (RIDMD); Department of Tourism 12 (DOT); Department of Social Welfare and Development (DSWD); the City Economic Management and Cooperative Development Office (CEMCDO); and Mindanao State University (MSU).

Among the participants were untrained Tourist Police from South Cotabato Police Provincial Office (SCPPO), Sarangani Police Provincial Office (SPPO), and General Santos City Police Office (GSCPO). The training seminar started with an Invocation, followed by the singing of the Philippine National Anthem. After which, PSUPT REX K. ANONGOS, PESE, Acting Chief, RPCRD rendered his Welcome Remarks. Mr. Armin Hautea, Officer-In-Charge, Tourism Operations, DOT 12 also gave a short message and an overview of the TOP COP Project. After the opening program, the seminar proper started. Mr. Armin Hautea discussed topics on the DOT Mandate and other attached agencies, the qualifications in becoming a Tourist Police, and identified potential areas as future Tourist Destinations within Regional 12.

PSUPT ROMULO S. ESTOCAPIO, Deputy, RPCRD discussed the Roles and Mission of the Tourist Police and presented the Memorandum of Understanding between DOT and the PNP, the Implementation Plan of the TOP COP Project which provided guidelines on the set-up of Tourist Assistance Centers, prescribed Tourist Police Equipments and other important Coordinating Instructions.

PCINSP DANILO DELA CRUZ, RIDMD lectured subjects on the Police First Responders, the Tourist Security Protocol, Basic Investigation Procedures, and Ways in handling cases related to tourists. After which, Mr. Zaldy Baguios of MSU, presented a refresher on the Philippine History, the Filipino People, Filipino Culture and the Filipino Traditions.

The first day was concluded with the presentation of the Principles of Tourist Safety by PO3 Chester A. Dacua, Santinig PNCO, RPCRD. On August 29, 2013 at exactly 8 o’clock in the morning, the TOP COP Training Seminar officially resumed. The first lecturer of the day was Ms. Ma. Cora C. Tito, City Economic Development Office, who discussed Tourism Basics, Tourist Destinations within South Cotabato, Tourist Products and Services, and the current situation of tourism in the Province. Ms. Nelly Nita Dillera, Regional Director, Department of Tourism 12, presented the Data on the current Tourism Situation Region-wide. After which, Ms. Arabescque Batilong of the City Social Welfare and Development Office, General Santos City (CSWDO) discussed the importance of Child-Wise Tourism and the Protection Laws implemented within the country.

Ms. Zaida Pagayao, DOT 12 presented an overview on the different foreign visitors coming to the country and identified their issues of concerns. NUP Annie Gesulga, RPHRDD then lectured topics on Effective Customer Service, Importance of Communication, and Human and Customer Relation.

After the lectures, a Closing Ceremony was held, wherein PSUPT REX K. ANONGOS gave a message on the upcoming training seminars designed to equip the PRO 12 Tourist Police with vital skills and knowledge to become effective Tourist-Oriented Police. It was followed by the closing message from Ms. Zaida Pagayao of Department of Tourism 12 at around 4 o’clock in the afternoon. RETT and TWG Meeting

On September 2, 2013, PCSUPT CHARLES T. CALIMA JR., Regional Director together with PSUPT REX K. ANONGOS, Acting Chief, RPCRD 12 attended the RETT and TWG Meeting held at the EMR Function Room, Koronadal City, organized by the Department of Interior and Local Government XII (DILG 12).

Nelly Nita N. Dillera, Regional Director, Department of Tourism (DOT) 12, Mr. Arturo G. Valero, Acting Chairperson, RDC 12, National Economic and Development Council (NEDA) 12, Mr. Zeus P. Ampuyas, Regional Director, Technical Education and Skills Development Administration (TESDA) 12, Mr. Reynaldo M. Bungubung, OIC Regional Director, Department of Interior and Local Government (DILG) 12, Mr. Ibrahim K. Guiamadel, Regional Director, Department of Trade and Industry (DTI) 12 and other members of the Regional Economic Transformation Team (RETT) and Technical Working Group (TWG).

Mr. Alfred Allaga, Partnership Adviser for LGSP-LED presented an overview of the RETT structure, followed by the updates on the Local Project’s Work Plan for 2013-2014 and the proposed conduct of Southern Mindanao Tourism Investment conference on October 24-26, 2013. After which, the Regional Economic

Transformation Team Members also presented their updates on the Tourism Circuit Development, namely: the Tourism Work Force Development by TESDA XII, Infrastructure Development by DPWH XII, Tourism Investment by DTI XII, Safety and Security on Tourism sites by PNP PRO 12, Sustainable Tourism Site Development Programs by DENR XII and the updates on Marketing and Promotion (Philippine Travel Mart) by DOT XII. During the briefing on safety and security of tourism sites, the Regional Director, PRO12 presented to the members of RETT and other participants, the commitment of PRO12 personnel in promoting tourism in the region by way of initiating the Tourist Oriented Police for Community Order and Protection (TOP COP) Training in coordination with DOT XII and the wearing of T’boli native costumes by PNP Personnel showcasing distinct culture and tradition of the region during PNP’s special occasions. He further made emphasis on adding “VISIT” to the PNP’s Vision to demonstrate PRO 12’s support to tourism in Region 12 “ For a safer place to live, work, visit and do business”. 2nd Batch Phase 1 Eco-Tourism Oriented Police for Community Order and

b. On September 12-13, 2013 Police-Community Relations Division, PRO 12 led by PSUPT REX K. ANONGOS, PESE, Acting Chief, RPCRD conducted a 2-Day Tourist Oriented Police for Community Order and Protection (TOP COP) Training Seminar for the 2nd Batch of Tourist Police, held at the GSCPO Conference Room, Camp Fermin G. Lira, General Santos City in coordination with the Regional Personnel and Human Resource and Development Division (RPHRDD); Regional Investigation and Detective Management Division (RIDMD); Department of Social Welfare and Development (DSWD); the City Economic Management and Cooperative Development Office (CEMCDO); and Mindanao State University (MSU).

Among the participants were thirty-two (32) untrained Tourist Police from Cotabato

Police Provincial Office (CPPO), Sultan Kudarat Police Provincial Office (SKPPO), Cotabato City Police Office (CCPO) and Regional Public Safety Battalion 12 (RPSB 12).

The training seminar started with an Invocation followed by the singing of the Philippine National Anthem. After which, PSUPT REX K. ANONGOS, gave a brief welcome message encouraging the participants to be attentive and do their best to gain knowledge that will be useful in their line of work. After the opening program, the seminar proper followed. Ms. Nelly Nita N. Dillera, Regional Director, DOT 12 gave an overview of the Philippine Tourism, the DOT Mandate and attached agencies. She also discussed the concept of tourism, its contribution in the economic growth of a country, and the current tourism situation in Region 12. After which, Ms. Saida Y. Pagayao, Tourism Operations Officer, DOT 12, lectured on Tourism Behavior Patterns, Tourism Market Profiles, and the different issues and concerns of foreign nationals visiting the country.

PCINSP DANILO DELA CRUZ, RIDMD, presented the Tourist Security Protocol, Basic Investigation Procedures, ways in handling cases related to Tourists, and a brief run-down of the roles and checklist to be observed by a Police First Responder. PSUPT ROMULO S. ESTOCAPIO, Deputy, RPCRD then discussed the Role and Mission of the Tourist Police, their Equipage, and the establishment of Tourist Assistance Centers/Desks on selected Police Stations and tourist spots.

The 1st day was concluded with a lecture from Mr. Zaldy Baguios, MSU, Faculty/Staff on the History of Mindanao, the Origin of the People, the rich Culture and Traditions.

The 2nd day of the TOP COP Training

Seminar started with the registration of the participants. After which, Ms. Cora Tito gave a lecture on Tourism Basics, the Tourist Destinations within South Cotabato, potential future Tourist Destinations, the General Santos City Tourism Situationer and the Tourist Products and Services. Ms. Arabescque Batilong, CSWDO then discussed the importance of Child-Wise Tourism, the Risks and the Laws protecting women and children.

PO3 Chester A. Dacua, Santinig PNCO, RPCRD gave a lecture on the Principles of Tourist Safety and gave simple tips on how to avoid being a victim of criminality. NUP Annie Gesulga, RPHRDD then discussed topics on Effective Customer Service, Good Communication Skills, Human and Customer Relations, Proper Uniform and Right Hygiene.

After the lectures, a Closing Ceremony was held. PSUPT REX K. ANONGOS delivered a closing message wherein he emphasized RD’s plans in equipping the PRO 12 Tourist Police with vital knowledge and skills that they can use to ensure the overall safety and security of the people visiting/living in tourist destinations region-wide.

The 2-day Tourist Oriented Police for Community Order and Protection (TOP COP) Training Seminar ended at 4’oclock in the afternoon.

National Crime Prevention Week Celebration

On September 2, 2013 at about 7:30 in the morning, Police Regional Ofice 12 headed by PSSUPT MANOLITO C. LABADOR, CEO VI, Deputy Regional director for Administration together with PSUPT SERGIO A. DIMANDAL, DRDO and PSUPT RANDOLF R. DELFIN, RCDS celebrated the Kick-off ceremony of the 19th National Crime Prevention Week Celebration with Judge Jordan H. Reyes, Acting presiding Judge of RTC, Branch 38, Alabel, Sarangani province as the Guest of Honor and Speaker. The theme for this year’s celebration is Malasakit Mo ay Kailangan, Upang Krimen ay Maiwasan”. The program proper started with the singing of the Philippine National Anthem followed by an invocation led by PSUPT NOEL R. PONSARAN, PhD/PESE, Regional Chaplain. After which is the mass recitation of the Panunumpa sa Watawat ng Pilipinas, the Police Officers Pledge and the singing of the PRO 12 Hymn led by the PRO 12 Band and Choir.

PCINSP SAJID MUKSAN MUKARAM, Assistant Regional Chief 12 Regional Criminal Investigation and Detection Unit introduced the guest of honor and speaker, after which Judge Jordan H. Reyes delivered his inspirational message. In his message, the speaker gave inputs on knowing oneself which is the turning point or the most important factor in solving problems starting from the personal problem solution that is contributory to the whole world. He ended his message by asking question to each and everyone “Are you a part of the problem or of the solution?”. It was then followed by the giving of Plaque of Appreciation to Judge Reyes by PSSUPT MANOLITO C. LABADOR, CEO VI, DRDA and PSUPT MANUEL E. CORNEL, PESE, Regional Chief, 12RCIDU. Highlight of the celebration is the whistle blowing which started with the reading of the Whistle Blowing Statement followed by the actual whistle blowing participated by all personnel of the regional headquarters headed by PSSUPT MANOLITO C. LABADOR, CEO VI, DRDA.

113th Philippine Civil Service Commission Celebration

a. On September 16, 2013 at 7:30 in

the morning, the Police Regional Office 12 conducted a Distinguished Visitors Program in line with the 113th Philippine Civil Service Commission with the theme, “Tatak Lingkod – Bayani: Isabuhay, Ipagmalaki at Ipagbunyi” with Director Edna Nebrija – Mahinay, Regional Director Civil Service commission 12 as the Guest of Honor and Speaker.

The activity was highlighted with the

awarding of deserving personnel from the Regional Crime Laboratory Office 12 by Director Mahinay assisted by PSSUPT SERGIO A DIMANDAL, CEO VI, Deputy Regional Director for Operation and PSSUPT NAOMI AUSTERO, Regional Officer Regional Crime Laboratory Office.

Another activity was the giving of

financial assistance to fifteen (15) immediate bereaved family of PNP personnel from January to June of this year. It was initiated by the Regional Executive Senior Police Officer SPO4 RAUL B. ROMINA with the guidance of Regional Director PCSUPT CHARLES T. CALIMA, JR., initiated the distribution of monetary assistance to the fifteen (15) bereaved families in recognition to the services rendered of the late PNP Personnel to the organization.

After the awarding ceremony, PSSUPT AUSTERO introduced the Guest of Honor and Speaker. The Guest of Honor and Speaker emphasized that it’s not enough to be called servant – hero or “lingkod – bayani”, they need to live up to this expectation. As public servants, they need to live with this and shine as an example to everybody. Not everyone is given the opportunity to serve the public; they have to celebrate because they were given the chance to be one. Certificate of Recognition was presented to the speaker by PSSUPT DIMANDAL and PSSUPT AUSTERO. The activity ended with the pass in review with the Guest of Honor and Speaker together with PSSUPT AUSTERO and the awardees as reviewing officers.

On September 16, 2013, PCSUPT CHARLES T. CALIMA JR., CEO VI, Regional Director, Police Regional Office 12 together with PSSUPT FLORENDO F. QUIDILLA JR., MPA, Chief, Regional Operations and Plans Division, PRO 12; PSSUPT EDWIN S. MINION, Provincial Director, Sarangani Police Provincial Office; and PSUPT REX K. ANONGOS, PESE, Acting Chief, Regional Police Community Relations Division, PRO 12 attended the Regional Law Enforcement Coordinating Committee (RLECC) Special Meeting at Sitio Pagang, Brgy. Baliton, Glan, Sarangani Province.

Among the attendees were HON.

EKO HARTONO, Indonesian Consulate, Republic of Indonesia; HON. VICTOR JAMES B. YAP, Municipal Mayor, Glan, Sarangani Province; DIR. SALIDYA K. DALID, Regional Director, Bureau of Immigration 12 ; Fourteen (14) regular members of RLECC 12; Six (6) Indonesian Consulate Staff; Students and Local Residents from the Indonesian Community. The meeting started with an Invocation led by a representative from the Indonesian Consulate, followed by the Presentation of Participants by PSSUPT FLORENDO F. QUIDILLA JR. After which, HON. EKO HARTONO gave a Welcome Address.

Part of the meeting was the discussion of issues and concerns of the locals wherein Mr. Bapa Darios Mamuca, Mr. Bapa Agustinos K. Lambaihang, and Mr. Bapa Bennie Takatilid, Liason Officers of Barangay Margus, Baliton and Glan stated their main concerns, namely: Medical Care, Education, the unregistered Indonesian Residents, and the renewal of their Alien Certificate of Registration (ACR).

HON. VICTOR JAMES B. YAP and HON. EKO HARTONO agreed to address the current issues and concerns by establishing strong cooperation between the Local Government and the Indonesian Community as a whole. After the open forum, PCSUPT CHARLES T. CALIMA JR., rendered his closing message, wherein he expressed PNP PRO 12’s willingness to help the Indonesian Community through RLECC 12 and encouraged everyone to be more vigilant and report any unusual/lawless activity in the area.

National Peace Consciousness Week

On September 23, 2013 at 7:30 in the morning, Police Regional Office 12 personnel led by PSSUPT MANOLITO C. LABADOR, CEO VI, Deputy Regional Director for Administration, under the guidance of PCSUPT CHARLES T. CALIMA JR, CEO VI, Regional Director, Police Regional Office 12, conducted a Monday Flag-raising ceremony in celebration of the National Peace Consciousness Month 2013 with a theme “Lahat ay Peace-sible”.

Highlight of the activity was the

“Harmony Prayer” led by PSUPT NOEL R. PONSARAN, and the recitation of the “Pledge of Peace” led by PSUPT ROMULO S. ESTOCAPIO, Deputy, RPCRD 12.
