Conditions of Approval for Right-of-Way Work

1. Prepave inspection required prior to any sidewalk or street repair. 2. Notify all adjacent private property owners concerning work planned in the Right-of-Way. 3. Call Utility Locates and pothole all utilities as needed (including sewer laterals and water

services). 1-800-332-2344 or 811 4. In addition to the listed requirements, the contractor is responsible for following all requirements

of the Public Works Design Standards and Franchise Agreement, as applicable. 5. Traffic control plan and schedule shall be provided for approval prior to work in the roadway.

Traffic control should be performed as specified in the Manual on Uniform Traffic Control Devices. Contractor shall coordinate with City of Scappoose Police Department, Scappoose Rural Fire District, Scappoose School District and Post Office regarding road closures and expected delays and shall have certified flaggers directing traffic at all times.

6. Notify City Engineer, at 503-543-7184, two working days prior to the start of ROW construction. Bore under all sidewalks, driveways, curbs, and pavements, if possible. Saw cut, excavation and trench backfill per Public Works Design Standards detail 329. Call for sub grade inspection prior to AC paving or re-pouring concrete panels and provide compaction test results, if required.

7. Notify Public Works, at 503-543-8404, two working days prior to any utility main line taps, if applicable. Public Works official must be present when the tap is done.

8. Restore all vegetation and private property disturbed by construction. 9. Obtain a final inspection from the City Engineer and/or Inspector when the construction is

complete. 10. Maintain the Visual Clearance Area per SMC 12.10; A visual clearance area shall contain no

vehicles, RV's watercraft, parts designed to be affixed to a vehicle of any type, hedge, planting, fence, wall structure, sign or temporary/permanent obstruction that would impede visibility between a height of 3' and 10' above the center line grades of the intersecting streets or railroad.

11. All non-metallic service laterals shall include trace wire per OPSC.

Additional Requirements

Maintain min. 3-ft clear from any existing public utilities including water meters and laterals per PWDS 4.0024

If applicable, submit tree removal application for each public street tree to be removed perCh. 17.14

Restore all disturbed areas to pre-construction condition.

Construct new underground utility vault at grade relative to proposed sidewalk and/or driveway elevation.

Notify City Engineer and Inspector for any questions regarding field conditions and/or discrepancies.
