This was disclosed by the Deputy Vice-Chancellor (Academic) of the University, Prof. (Mrs.) Sylvia Malomo, in a chat with Unilorin Bulletin last Friday (August 31, 2018).

He said, “We live in a society where the essence of living has been eroded and the future of the youths who form the bulk of her population is in jeopardy”, lamenting that “in clear terms, unemployment has birthed restiveness, insecurity, and underdevelopment”.

The Vice-Chancellor, who was represented by the University Librarian, Prof. Abdulwahab Issa, expla ined tha t secur i ty and development are cognitive concepts that would remain elusive in a country where the youths remain idle, stressing that any nation that is desirous of meaningful progress cannot afford to toy with the present and future of her youths.

A c c o r d i n g t o P r o f . Abdulkareem, “the capital of a nation is the youth; the segment that processes the energy, vigour, tenacity, resourcefulness, and capacity that can galvanise and advance potentials and developments”.

T h e Vi c e - C h a n c e l l o r c o m m e n d e d t h e F e d e r a l Government for the various schemes established to address the monster of unemployment, saying that the schemes would make the youths to be independent.

He added that schools and well-spirited individuals are also in the vanguard of promot ing entrepreneurship among Nigerian youths and to also make them employers of labour through different vocations and skills that students are made to acquire before leaving school.

Prof. Abdulkareem noted that the motive behind these schemes is to give the youths meaningful living and to create an orderly and prosperous environment that is secured and progressive.

The Vice-Chancellor also noted that the schemes would create enabling avenues for the youths to

assist the government and the society at large by inculcating in others the spirit of discipline, hard work, and resilience.

“It is commendable that a landmark has been recorded today through the Kwara State N-Power Vo l u n t e e r E m p o w e r m e n t programme. The programme will not only address some of the challenges that are confronting our youths as a result of unemployment but it will also help them to be focused and live a crime-free life”, Prof. Abdulkareem said.

The N-Power programme addresses the challenge of youth unemployment by providing a structure for large-scale and relevant work ski l ls acquis i t ion and development while linking its core and outcomes to fixing inadequate public services and stimulating the larger economy.

The Vice-Chancellor, who was represented by the Deputy Vice-Chancellor (Management Services), Prof. B.F. Sule, said, “Highway bridges are major components of transportation infrastructure, which itself forms the basis of development and the barometer of measuring the economic indices of any country. I am sure that we will use this workshop to bridge this gap and share our knowledge and experiences on Highway Bridge planning and Engineering to form a common basis and expertise needed by the Engineers to key into the Presidential Order No. 5 signed by the President of the Federal Republic of Nigeria on February 2, 2018 aimed at increasing the local content for indigenous professionals”.

He said the workshop will be discussing five key topics, which he described as “topics that an Engineer needs t o have i n o rde r t o conceptualise and design appropriate bridge for the nation”.

While stressing the need for skills and technical know-how in construction of bridges, the Vice-Chancellor noted that the workshop would be used to bridge the gap and share knowledge and experiences.

Speaking on the importance o f h i g h w a y b r i d g e s , P r o f . Abdulkareem said, "Like we all

T h e Vi c e - C h a n c e l l o r appreciated the donation of Midas Inc. of South Korea through the Nigerian Society of Engineers, as the University of Ilorin was among the s ix Univers i t ies in the s ix geopolitical zones of the country selected for training of Engineers using Midas software.

In his welcome address, the Ag. Head of the Department of Civil Engineering, University of Ilorin, Dr. O. O. Adeleke, said that the workshop was informed by the quest to advance the frontiers of individuals' knowledge and skills in Engineering, particularly in the planning, design, construction and management of bridges.

Dr. Adeleke thanked Midas Information Technology Company Ltd. of South Korea, developers of Midas Software, for donating 50 licenses for use by workshop participants for three months, a period he described as “long enough for our workshop participants to master the software and also become trainers”.

Present at the workshop were the Dean of the Faculty of Engineering and Technology, Prof. D. S. Ogunniyi, the immediate past Dean of the Faculty, Prof. Y. A. Jimoh, Heads of the various Departments in the Faculty, the representative of the President of the Nigerian Society of Engineering, members of the Nigerian Society of Engineering, Ilorin Chapter, and students.

Prof. Malomo explained that those candidates that missed the test during their stipulated time were given the opportunity to write the test on Thursday, August 30, 2018 in a mop-up exercise which brought the Screening to a close.

The Deputy Vice-Chancellor expressed satisfaction over the general peaceful conduct of the Post-UTME screening exercise. She said that the exercise was very smooth while staff on duty were very dutiful, adding that the exercise started on schedule and all the candidates were law abiding.

She also disclosed that the University made provisions for the consideration of any student who might have health issues and could not write the test during the stipulated four days, to visit "Help

Desk" on the University website, adding that their enquiries were promptly attended to by the designated staff.

Also commenting on the four-day screening exercise, the Chairman of the Computer-Based Test (CBT) Committee, University of Ilorin, Prof. B. A. Raji, said that the screening exercise can be rated as very successful, as it was tress free.

Prof. Raji said that about 1 0 , 0 0 0 c a n d i d a t e s w e r e accommodated on each day of the exercise at the two centres.

T h e C B T C o m m i t t e e Chairman said, “The attendance was near 99% and was conducted using over 100 staff members”, adding that “the exercise was conducted under the general supervision of the Deputy Vice-Chancellor (Academic) and

using her experience we were able to accommodate more than 10,000 candidates everyday at the two centres”.

Prof . Ra j i , who a l so disclosed that majority of the candidates were well behaved and mostly properly dressed, added that few cases of indecent dressing, unkempt hair, and nail, e.t.c. with a case of impersonation were recorded.

Also speaking, the Director of the Computer Services and Information Technology Centre (COMSIT), Prof. M. O. Yusuf, who aff i rmed the f ree and fa i r atmosphere of the exercise, said that the responsibility of the Unit was to ensure that nobody was involved in fraudulent activities in the course of the screening exercise.

Members of the academic staff of the University of Ilorin have been urged to

always exhibit thorough and consistent commitment to research and development efforts in order to facilitate their career progression and intellectual immortality.

This advice was given by an alumnus of the University and Chair of the Department of Family Health and Preventive Medicine, University of Utah, USA, Prof. Kola Okuyemi, at the Opening Ceremony of the 2018 Grantsmanship Workshop for Academics organised by the Center for Research Development and In-H o u s e Tr a i n i n g ( C R E D I T ) , University of Ilorin, last Monday (August 27, 2018).

The 1984 Unilorin alumnus told the Workshop participants that since career progression could only be attained through rigorous research and development initiatives which University teachers could mostly and adequately embark upon with the aid of financial assistance in form of grants from either local or foreign sources, it was necessary for academics to develop the culture of writing acceptable proposals to deserve sponsorship from respected global agencies and institutions.

Prof. Okuyemi added that writing a rewarding and rewardable proposal is not a big deal and that all it requires is showing enough commitments in such documentation which will not only speak eloquently for itself but also stand such authors out among fellow competitors for the shrinking opportunities.

In his contribution, Prof Olugbenga Ogedengbe of the Department of Public Health, New York University, USA, who was a Co-facilitator of the Workshop, contended that academics must always be determined to make a d i f f e r ence i n t e ach ing and community services through serious and impactful research into contemporary challenges that have to do with their disciplines.

Prof. Ogedengbe opined that since more scholars from all over the world are showing interests in diverse research endeavours and are, therefore, applying for grants from the same sources, it is necessary for

those who desire to excel to engage in extra-ordinary endeavours to distinguish themselves right from their proposals.

Prof. Ogedengbe, who noted that "when the going gets tough the tough gets going", reminded the participants of the need not to be dissuaded by initial or occasional failure but that they should be focused on the possibility of recording the needed success, which he described as the ultimate prize of intellectualism.

T h e d u o u r g e d t h e participants to ensure that their proposals for research grants always advertise their deep knowledge of the focused research problem(s) and that they should also display intellectual creativity in their proposals.

T h e y a l s o u r g e d t h e Workshop participants to be open in their communication with their trusted colleagues for the purpose of knowledge sharing and intellectual ref inement through dis t i l led feedback, which they could derive from the interventions of such well-m e a n i n g c o l l e a g u e s a n d contemporaries in their various fields of studies and allied ones.

Welcoming participants to the Workshop, the Director of CREDIT, Prof. B. S. Alabi, justified the essence of the Workshop and the University's investment in the periodic training of its academic staff.

Prof. Alabi explained that no serious University teacher could avoid research and publication of such efforts if he must progress in his career, adding that the cliché of

"publish and prosper" in academic circle is not a misnomer but a resounding reality, which every academic staff of the University of Ilorin must take serious or risk stagnation, if not get outrightly perished.

In a chat with Unilorin Bulletin on the sideline, two of the participants at the Workshop, Dr U. A. Raheem, an Associate Professor in the Department of Geography and Chairman of the University of Ilorin Chapter of the Academic Staff Union of Universities (ASUU) and Dr. (Mrs) S. B. Kareem of the Department of Anatomy, Faculty of Basic Medical Sciences, University of Ilorin, commended the University management for organising the Workshop.

The two dons expressed their conviction that such Workshop was needed on periodic basis to broaden the horizon of the benefitting staff members, stimulate their career progression and ensure general growth of the University system as they believed that they have benefitted greatly from the wide exposure of the two facilitators and t h e r e s u l t a n t m e a n i n g f u l contributions and feedback of their colleagues on the training, which will enhance their commitments at ensuring that the University remains the first choice of intending students and their parents.

The opening ceremony of the week-long Workshop, which attracted 27 participants drawn from various Faculties across the University, was rounded off last Thursday (August 30, 2018).

The Group Chairman/Chief Executive Officer (CEO), KAM Industries Nigeria

Limited, Alhaji Kamorudeen Yusuf, has assured the management of the University of Ilorin of the readiness of his company to collaborate with the institution in the areas of skills transfer and employability.

Alhaji Yusuf gave the assurance last Tuesday (August 28, 2018) while featuring at the maiden e d i t i o n o f t h e p e r s o n a l i t y programme, tagged 'Guest of the Quarter' organised by the Directorate of Corporate Affairs, University of Ilorin.

The KAM Industries' boss, who was represented at the forum by the company's Head of Treasury, Mr. Steven Odeyemi, said that KAM Industry was ready to accommodate

students of the University of Ilorin for their SIWES programmes and other pract ical requirements particularly for Engineering students and other allied fields.

He disclosed that KAM Industries and the University of I l o r i n h a d e n j o y e d c o r d i a l relationships, adding that the company is ready to absorb best performing graduates of the University to further cement the relationship.

Alhaji Yusuf commended the management of the University for its frantic efforts in evolving quality e d u c a t i o n p r o g r a m m e s a n d providing enabling environment for both the staff and the students to thrive in their various fields.

He attributed the University’s passion for quality education with

groundbreaking researches to its leading role and dominance among tertiary education institutions in Nigeria.

In his remarks, the Director of Corporate Affairs, University of I l o r i n , M r. K u n l e A k o g u n , appreciated the management of KAM Industries for its interest in partnering the University and gave assurance that the relationship would bear mutually beneficial fruits.

Mr. Akogun described KAM Industries as one of the companies that are placing Kwara State on the nation's industrial map and urged it to continue to make its impact felt.

The Director said the idea behind the introduction of the 'Guest of the Quarter' programme by the management of the Unilorin radio

was to showcase captains of industries and other well meaning Nigerians to establish rapport with a view to bridging the gap between town and gown.

Mr. Akogun thanked the management of KAM Industries for allowing students of the University of Ilorin to undergo their SIWES attachment in the company.

Also in his own remarks, the Ag. Station Manager of Unilorin 89.3FM , Mr. Idr is Alooma, expressed confidence that the 'Guest of the Quarter' programme would be of great help to the station and the University of Ilorin in the area of effective community service, which is the third leg of the core mandates of the University after teaching and research.

The Director of the Centre for Research Development and I n - H o u s e T r a i n i n g

(CREDIT), University of Ilorin, Prof. B. S. Alabi, has advised the Federal Government to do more for research funding in Nigerian tertiary education institutions by introducing the type of legislation that supports the Tertiary Education Fund (TETFund) through the Nigerian Universities Commission (NUC).

Prof. Alabi gave this advice last Wednesday (August 29, 2018) while speaking with Unilorin Bulletin at the sidelines of the Workshop on Grantsmanship for academic staff of the University.

The CREDIT Director noted that TETFund is credited with 2% of Profit After Tax that government generates from corporate bodies, an amount that accounts for more than 98% of tertiary education funding while the industries provide less than 0.5% of the balance of research grants in Nigerian higher education institutions.

T h e P r o f e s s o r o f Otolaryngology, therefore, called for an enabling legislation while also advising academics to interact more with the industries just as he called for more advocacies on the part of the academic community for corporate bodies to fund research in the overall interest of socio- economic advancement of the nation.

Prof Alabi disclosed that the Grantsmanship Workshop had a participant each from the 15 Faculties in the University and they are expected to transfer the knowledge that they acquire to their colleagues in addition to research group that will be created.

Also speaking with Unilorin Bul le t in , the Deputy Vice-Chancellor (Management Services), Prof. B.F. Sule, rated the workshop very high, saying that it will be sustained in order to get more grants from around the world for the t eeming researchers in the University.

Prof. Sule noted that there are many sources of grants, but they cannot be accessed without good proposals. According to him, “a r esea rch p roposa l mus t be exceptional for it to win grant and that is why we are committed to the training.”

One of the Resource Persons at the five-day Workshop, Prof. Kolapo Okuyemi, who also spoke with Unilorin Bulletin, described the College of Health Sciences of the University of Ilorin as a hub of high quality talents, whom he described as world class scholars.

Prof. Okuyemi, who holds the Professorial Chair of the Department of Family Medicine at the University of Utah Medical College, is an alumnus of the University of Ilorin Medical School.

The don, who described the education he received at the University of Ilorin as quality education that gave him the solid foundation upon which he had built his career, advised the current set of medical students to appreciate their education as such.

Prof Ogedengbe, who is also the Director of the Centre for Healthful Behaviour Change and Associate Vice-Chancellor, NYU Global Academic Networking,

canvassed this policy shift at the 2018 University of Ilorin, Faculty of Clinical Sciences Public Lecture held at the College of Health Sciences of the University last Thursday (August 30, 2018).

While speaking on the topic, “ G l o b a l P e r s p e c t i v e s i n t h e Management of Hypertension”, the visiting don pointed out that unless doctors in low income countries like Nigeria embrace role sharing, Nigeria

will be unable to address critical deficit of health workers nor manage work load of few professionals at the nation's hospitals.

The Leading Scientist in health disparities research further disclosed that one-seventh of the World population is hypertensive and added that 80% of deaths and disabilities of NCDs arise now in people below 60 years and that 93% of hypertensive patients in Nigeria are “uncontrolled”.

He wondered how doctors would cope when Nigeria has a ratio of four doctors, 16 nurses to every 1000 patients and the nation's population is growing closer to 200 million people. Citing several research efforts to prove that role sharing had helped manage the situation in many countries similar to Nigeria, he said, “We have tested this strategy”.

“When you show Nurses what to do and they do it, we achieve more”, he said while addressing the audience that included the President, Nigeria Hypertension Society (NHS), Prof A.B.O. Omotoso; the Dean, Faculty of Clinical Sciences, Prof Ibrahim Adeola Katibi; and the Dean, Faculty of Basic Medical Sciences, Prof E.A.O. Afolayan, among others.

Earlier in his welcome address, Prof Katibi recalled his promise to his colleagues prior to his election as Dean that he would raise the tempo of the Faculty Lecture Series. He later said 40-50million N i g e r i a n s a r e a f f l i c t e d b y hypertension, a figure that is bigger than the whole population of some African countries.

Prof A.B.O. Omotoso, who gave a goodwill message on behalf of the Nigeria Hypertensive Society, expressed satisfaction listening to the Faculty Lecturer, Prof Ogedengbe, and his companion also from US, Prof Kola Okuyemi, who, according to Prof Omotosho, “left the University of Ilorin for good purpose and is now a worthy ambassador of the Faculty and the University”

years of training Unilorin staff on research grant writing, the feedback has been impressive because more staff members are winning research grants on account of the training they received.

Prof. Okuyemi advised proposal writers to always go straight to the point and write such proposals that will convince their reviewers to advocate for them on account of the quality of the proposal.

Prof. Afolayan , Faculty of Basic Medical Sciences By Is'haq Babatunde

Professor Afolayan Enoch Abiodun Olakojo of the Department of Pathology is

the Dean of the Faculty of Basic Medical Sciences, University of Ilorin.

The Professor of Pathology joined the services of the University of Ilorin in 1997 and was elevated to the iconic position of Professorship in 2012.

H e a t t e n d e d v a r i o u s institutions of learning both in Nigeria and overseas. He obtained his M.B.B.S from Ahmadu Bello University (A.B.U Zaria) in 1979 and was awarded F.M .C. Pathology (Nig) equally from Ahmadu Bello University Teaching Hospital (ABUTH, Zaria) from 1982 to 1987.

His insatiable appetite for education propelled him to seek further training at the University Medical School , Edinburgh, Scotland between 1984 and 1985.

Professor Afolayan got two different professional certificates at various times from the University of Ilorin in 2000 and 2007 respectively. Before his University education, Professor Afolayan had earlier attended Offa Grammar School, Offa, Kwara state between 1969 and 1974.

The Professor of Pathology hails from Ipee in Oyun Local Government Area of Kwara State. He has served and is still serving the University of Ilorin and some Univers i t ies across Niger ia meritoriously in different capacities.

Some of the administrative positions he has held in the past in these different Universities included Acting Chief Medical Director (CMD), University of Ilorin Teaching Hospital (UITH) on different occasions, precisely between 2001 and 2003, Head of the Department of Pathology, UITH on different occasions, Ag. Head of Department, College of Health Sciences, Department of Pathology, Igbinediom University, Okada, Edo State from 2004 to 2006; Ag. Head of Department of Hematology and Blood Transfusion A.B.U.T.H, Zaria 1992, Head of Department of Pathology A.B.U.T.H, Zaria 1991-1994; and Ag. Head of Department

of Pathology ABUTH, Zaria 1988-1991.

Similarly, Prof. Afolayan’s p ro fe s s iona l admin i s t r a t i ve experiences are as fol lows: Coordinator, Ilorin Cancer Registry from 1997 till date; Project Manager, Laboratory Revolving Fund Scheme, UITH, Ilorin, from 2000 to 2007; Chairman, Medical Audit Committee, UITH, Ilorin from 2000 to 2005; Ag. Prof. Afolayan has published w i d e l y i n b o t h l o c a l a n d international journals and is a recipient of several awards. He has supervised various Masters and Ph.D Theses. Professor Afolayan is a member of various professional bodies.

He is Honorary Consultant Pathologist to several universities

across the country at various times such as LAUTECH, Teaching Hospital, Osogbo from 1998 till date; UITH, Ilorin from1997 till date; Usman Danfodio University Te a c h i n g H o s p i t a l , S o k o t o from1992 to 1994; Dala National Orthopaedic Hospital, Kano from 1990 to 1994; Department of Pathology, ABUTH, Zaria from1988 to 1994; he was also a Registrar and Senior Registrar at Department of Pathology, ABUTH, Zaria from 1982 to 1983 and 1984 to 1987 respectively; and many other more, including his one year NYSC programme at the Specialist Hospital, Bauchi State from 1980 to1981.

Prof. Afolayan attended various professional trainings and awarded several professional certificates such as in Computer (DPMIS), Unilorin; Health Plan & M a n a g e m e n t ( U n i l o r i n ) ; Immunohistochemical Technique, Univers i ty Medical School , Edinburgh, Scotland among others.

Prof. Afolayan has served the country at National, state and local levels. At national level, he is the Chairman, Cancer Registry Sub-committee, National Consultative Committee on Cancer from 2006 till date; he is also an Examiner at National Postgraduate Medical College of Nigeria; he is the editor to Savannah Medical Journal ; Consulting Reviewer Scholar, Medical Journal of The Tropical Journal of Health Science.

At the state level, Prof. Afolayan was a onetime Chairman, Caretaker Committee, Oyun Local Government Council, Ilemona, Kwara State from 1994 to 1996; Coordinator, Kwara State Local Government Chairmen's Forum from 1994 to 1996.

At community level, Prof. Afolayan is the National President, Ipee Progressive Union in Oyun Local Government Area, Kwara State from 2016 till date, President, Ipee Community Club, Ipee, from 2001 to 2015; he is equally an Honorary Member of Ilorin Central Lions Club, Ilorin, Kwara State and several many of his services to God and humanity in the society.

In spite of the challenges I met on assumption of office, my resolve and vision to take the University of Ilorin to greater heights remain strengthened. I have not really

allowed the challenges to distract me or divert my attention from my focus and dreams. I have not really faltered in my determination to move the University higher, and I must confess that I have been persistently inspired by the Chairman of the Governing Council, who has not left me for a moment.

One of the management weapons that I have found very helpful is honesty and frankness. It has been my trademark. I had long known that there is no wisdom like frankness. I have, therefore, let the entire University community know that what they should all expect from me is nothing but frankness, righteousness and firmness. I have also let them know that they need not to fear about my frankness because it will, of course, be in the right way, and will always be strengthened by my conscience, which I believe will be my final reward as history will be the final judge of my deeds.

I have also made it my management policy that I will never fear to negotiate, but I will not negotiate out of fear. This policy has helped me greatly in resolving some of the daunting challenges I have been contending with since I assumed office as the Vice-Chancellor.

My leadership, as I promised the community when I assumed duty, has been exemplary, honest, disciplined, transformational, prudent, embracing and God fearing. In the execution of every policy, I have been sacrificing self-interest for the collective interest in forging new frontiers for our University.

I believe in acting when there is the need to act; and I have not failed to do so, especially in the interest of the University. This is because I believe in Confucius's philosophy that “to know what is right and not doing it is the worst cowardice". Of course, I have got a lot of censures and unjustified condemnation, and sometimes, curses, for doing what I believe is right, but I will never be deterred to act and do the right thing in the larger interest of the University.

I have been keeping to my promise of yielding with graciousness and opposing with informed firmness. Distinguished members of our Governing Council, I must confess that this policy has been helping greatly in changing the attitudes of the majority of staff positively. This is because they are now very cautious of presenting to me requests that are frivolous or detrimental to the larger interests of the University.

With my doggedness and tenacious adherence to my managerial philosophies, and with the grace of the Almighty, I have been able to achieve the following within less than a year in office:

UNIRANK (4ICU), we have moved from 8 position thto the 6 position;

2. We have been able to achieve greater feats in innovation. Therefore, we now have more patents. Prior to 2017, the University had 15 patents, six of which humbly are mine, and since I assumed office, we have added another eight. More than before, researchers are now sanitized to carry out their investigation to patent-filling stage;

3. We have also signed an MoU with the Nigerian Army on the invention and development of Polymer composite for strategic and protective defense. For example, we have invented bullet-proof vest, which has been tested and accepted by the Nigerian Army;

4. We have proposed two innovative African Centers of Excellence Investigations, which will be funded by the World Bank – one on Advanced Electrical Power Engineering and Green Energy Research (ARPEGER), and the other is on the setting up of West African Center for Infectious Disease and Epidemiological Surveillance;.

5. Access to TETFund and NEEDS II awards are now based on merit and totally open to many researchers without any sentiment. Therefore, a large number of staff are now benefiting from the funds deservingly;

6. We have also signed another MoU with the Central Bank of Nigeria on the exploration or maximization o f ou r l and r e sources fo r ag r i cu l tu ra l entrepreneurships. This MoU will allow the Central Bank to use our land for cultivating certain crops for the University, and which the Bank will readily buy back from us. This is a good initiative for achieving our goal of improving the University Internally Generated Revenues;

7. In order to contribute to the Federal Government's Agricultural initiative, we are embarking on a project that will yield a hectare of land each to 1000 individuals who wish to embark on mechanized farming. The individuals will be drawn from student body, Unions, and farmers from outside the University. Arrangement for the proper allocation of land for this project has been completed.

8. More gratifying is the good news that, as a result of our intensive research efforts, we have discovered tin metal deposit (Sn) on our land in such a quantity and quality that can be extracted for business and economic gains.
